Sub: Issuing ATC (Departure) Clearances to departing traffic.

Sir,
Reference is invited to para 6.3.2 of MATS I which mentions that the AT?-in-charge should,
wherever possible, establish standard clearances for departing aircraft. In para 6.3.2.2 .1,
.. it further says that where standard clearances for departing aircraft have been agreed to
between the units ·concerned, the · aerodrome control tower will normally issue the
appropriate standard clearanc~ without prior coordinatlon with or approval from the .
approach control unit or ACC. . •

These measures are suggested to. reduce the workload of ATCOs as well as for reducing
delays to .aircraft due to coordination between ATC units. Additi~:>nally, it is also important
that these clearances are conveyed to the PIC in full (as per the contents mentioned in para
· 6.3.2.3 .·1 of MATS I) and at an ·appropriate time ·so that the crew understands and enters
the clearance in the aircraft FMS correctly. ' ·
Before departure, ATC (Departur~) CLEARANCE and DEPARTURE INSTRUCTIONS issued by
ATC is copied and fed meticulously into the FMS by PM (Pil9t"- Moni-toring). Once· the FMS
is fed with the said clearance it is "re-verified by the PF Wilot - Flying). It should be •
appreciated that the Cockpit workload in an ~ircraft increases as the aircraft commences
taxi. The crew is not only responsible . for safe and expeditious taxiing as per the
, rnstructions but they' also have to uR~ertake additional tasks s4_ch as monitoring and
execution of Single engine

procedures, performing safety checks and various other
procedures associated with departure of the flight.

Therefore, it is important that this high workload activity. be completed before the criti cal
phase of flight i.e., Taxi and Take-off. l~suance of.departure-_cleafance during Taxi increases
the Co~pit workload to a great extent. · ·

For provid ing · better and efficient Air T~affic services to the users. the above -mentioned
facts may' be considered and ATCOs may be sensitized about issuing the Departure
Clearance/Route Clearan<;e to th~ PIC/ PM before commenceme-nt of taxi as far as
,pqssible and practicable.
Additionally, the ATCOs may also be sensitized about informing the PIC his/ her departure
sequence as well as any expected delay in departure while giving Start-up Clearance, and
the take-Off sequence when the departure reaches cleared holding point of the runway. .,
