APPOINTMENT OF OFFICERS AND SCREENING OF PROGRAM-PARTICIPANTS POLICY

Memorandum Order No. 2, s. 2023

To:
Regional Superintendents
Regional Managers
Division Heads
Division Senior Management
Division Junior Management
All Affiliate Governing Officers & Management

The purpose of this document is to establish clear policies and procedures for the appointment of officers and the
screening of program-participants within the organization. It outlines the requirements and criteria that applicants
must meet in order to be considered for the program, as well as the steps and processes involved in the screening
and selection process. The document also highlights the roles and responsibilities of the different parties involved,
including the Processing Office, Internal Affairs, Regional Superintendents, Division Heads, and Affiliate Governing
Officers & Management. Overall, the policies and procedures outlined in this document are designed to ensure that
the organization selects the best candidates for its program and maintains the highest standards of integrity and
professionalism throughout the selection process.

1. To become a program participant, applicants must complete an application form accurately and honestly.
This form will be submitted to the Processing Office and undergo approval by Internal Affairs.

2. To apply for the program, interested individuals must submit a letter of approval to the school's processing
officer along with their academic transcripts to assess their academic standing and suitability for the
program. The academic transcripts will be used to evaluate the individual's general grade average and
determine if they are capable of balancing their academic responsibilities with the demands of the program.

3. In the absence of a duly signed approval letter from the respective school authority, the willing participant will
be ineligible to join the program.

4. To ensure the safety and security of the program, all individuals who wish to participate will undergo a
rigorous background check conducted by Internal Affairs. Once cleared, the participant will receive a letter of
approval to proceed to the next steps of the program.

5. An on-site inspection of the classroom and school facilities by Internal Affairs will be conducted only after all
applicants have undergone screening, approval, and finalization. This inspection will also involve the
selection of officers from their respective teams and departments.

6. The following documents are essential and must be promptly completed and processed during the
designated processing week for program participants:

a. Duly accomplished Parents Consent I-III

b. Accomplished and submitted application form
c. Members consent to join the program - cosigned by their parents
d. Waiver for Physical, Emotional, and Psychological Harm
e. Stamped consent of activities and expectations of the program

7. During the processing week for program participants, the following steps will take place in a selected order
to ensure a smooth and organized process. First, the Applications and Screening Phase will commence
where applicants will duly submit their application forms to the processing officer(s) and office. The
applications will be screened by the PO and IA to ensure that the applicants meet the necessary criteria to
join the program.

Next, the Interview Phase will take place where the applicants will undergo an interview along with their
parents to clarify their objectives for the program and give them an understanding of what will be happening.
Finally, the Program Clarifications & Seminar Phase will be conducted, where parents, students, teachers,
and respective officials will be required to attend a program seminar to gain a clear understanding of the
program and its expectations. This phase will provide an opportunity for attendees to ask any questions they
may have and to receive clarification on any doubts or concerns.

8. To be considered for a position as an officer, candidates must meet strict criteria including maintaining an
overall grade average of 87% or higher, maintaining good moral standing and character, obtaining
recommendation forms from their advisors that have been signed by respective officers, passing a thorough
screening and interview process by Internal Affairs, and undergoing a rigorous evaluation by a panel of
teachers who have recommended them for the position. We hold our officers to the highest standard of
excellence and expect nothing less than their full commitment to the program's success.

9. To be eligible for the program, applicants must meet a rigorous set of criteria, including a minimum overall
grade average of 83%. In addition, they must obtain a letter of approval from their advisors affirming that
they are capable of meeting the program's requirements and can effectively manage their time. Applicants
must also provide a completed "good moral character" form, which must be filled out by their class advisor to
assess their character and conduct. These stringent requirements ensure that only the most capable and
dedicated individuals are selected to join the program.

10. After the Processing Office has received the applicant's application, the class advisor will be notified and
required to provide valuable insights about the applicant. This will involve answering a series of carefully
crafted questions designed to assess the applicant's eligibility for the program. The class advisor's input is
crucial as they are in the best position to provide an accurate evaluation of the applicant's academic and
personal background.

11. Once the officer list, member list, and affiliate list have been meticulously created, reviewed, and finalized,
the program representatives will duly submit the corresponding papers and documents to the Principal's
office for approval.
