SUBJECT: Critical Instrumentation Procurement

BACKGROUND
In order to ensure safety and reliability of the gas turbine system, GE specifies design
requirements for certain critical system instrumentation. It has come to our attention that some
customers have chosen to select vendors and or models for replacement of critical
instrumentation or components that may not be consistent with these requirements.

Many of these instrumentation design requirements are not specified in the customer’s On-site
Operation and Maintenance manual and therefore users and non-OEM vendors likely do not
understand critical specifications that are necessary to maintain the system integrity.

One example of this criticality is the PS3 pressure transducer that requires a very fast response
time (2-miliseconds) to detect gas turbine stall and allow the turbine control to react quickly
enough to avoid major engine damage. It has recently come to our attention that some LM6000
customers have elected to purchase PS3 transducers that have a 100-millisecond response time
believing them to be an acceptable alternate to the OEM specified part. In the event of a stall, the
response time of this 100-milisecond transducer would result in the stall not being detected, and a
high probability of extensive damage due to the engine continuing to operate in a stalled
condition. This is just one example of where lack of system knowledge by the customer or
vendors could result in high dollar (in excess of $1 million) losses that will not be offset by the
potential savings of an alternative vendor component or instrumentation.

GE is dedicated to providing reliable and cost effective customer solutions. If customers have
experienced unreliable components or think that the have an equivalent lower cost solution, they
should discuss this with their Customer Service Manager prior to selecting alternate components
and instrumentation.

RECOMMENDATION
Customers should abide by GE’s recommendation on critical components and instrumentation.
Failure to do so, because of lack of knowledge of key design features, could result in unanticipated
costly damage to the equipment.
