I.

THE VIGNETTE

(Contains a brief introduction/ background information of the person and


the work place)

The work I am inclined to addresses health problems in our country, the


Philippines. It is fortunate that international funders are providing not only
financially but innovations and strategies in order to find long lasting solutions in a
certain problem. But on the other hand, it saddened me that we are still in need of
help no matter how abundant the NGOs are in our country.

I am an advocate of helping the need by not feeding them with fish but by
teaching them how to fish. This is supposedly the topmost priority in every NGOs I
worked with. No matter how much I want this to happen but there are
circumstances that we have to go directly in feeding them with fish to come up with
desirable outcome or accomplishments.

I understand that calamities occurred that provide us with another


challenges and perhaps the same challenges if we are not doing something to
alleviate the things we can control with. My point is we can’t change or stop the
typhoon and earthquakes although maybe we can but it will for long time, but if for
short term per se then it will be better if we stay away from coastal areas (I believe
relocations are provided by the government) and for earthquakes staying away with
areas prone to landslide.

A. Non-Government Organization
The NGO that I belong to have its own goals that is different from the
Government but correct me if I am wrong it is still for the betterment of the
Filipinos though. I just don’t agree that we can’t share everything to the LGUs
every time there will be an evaluation since some indicators are not relatable
to them. In effect with this as well, the LGUs are not supportive with the goals
they weren’t aware of the importance.

The next scenario is, in times of crisis in meeting the goals, we have to exert
effort to execute or hire contractors to conduct such program or activity. This
will result that LGUs are not performing no sustainability of the project and
since they weren’t able to perform it meaning they have no time for it or they
take it for granted since no appreciation from them.

B. Local Government Units


Every courtesy calls, the LGUs are very attentive and are vocal in
providing support. However, when time comes that there will be an activity
or programs they are still limited with their respective responsibilities
govern by the National or Regional. Yes, they are equipped but in time
management and proper staff delegation there will be no reason not to
cooperate with the NGOs. The LGUs have its own project but having NGOs
means it may not be enough, there should be remodeling, strategizing and it
could be a complete change in order to meet effectivity. It is given that NGOs
are flexible but why not can’t be the LGUs as well since plans are not a 100%
assurance that it could be effective.

II. The Problem


There are no clear agreement from the NGOs and the LGUs and no
scope of limitations were written. NGOs are here to help with the LGUs and it
should be working together having the same goals.

LGUs are not embracing the practices offered by the NGOs because
they are limited with theirs. They sees NGOs as providing another task which
although is beneficial for them and the community.

III. Analysis
A. Non-Government Organization
Certainly, NGOs have more resources than the LGUs but even though as it
is the case, they should assure that what they are offering is not only
beneficial as of today but to last as well given that it has a limited duration.

It will take time and effort for NGOs to allow LGUs to execute with them,
but this should be the priority. NGOs should consider manpower, financial,
and government mandates every time activities should be conducted.

NGOs has to stick in providing fisherman the materials in order to do


fishing and equipped them with trainings and seminars in order for them
know on how to catch the fishes. To make it sustainable, they have to learn
how to culture and provide a safe environment for the fishes.

It is indeed easier to dole out but it is better and more effective to provide
knowledge, skills and means to have an income generating sources.

B. Local Government Units


LGUs is the most established sector in the community. Thus, the
supervisory should be theirs and they have to be open with changes and
suggestions given that they have a bigger scope compared to NGOs that
have focused.

LGUs has established activities and programs but they are Jack of
trade master of none with the number of tasks.

NGOs are more efficient with studies, research and skilled workers
but it should not be neglected that LGUs are more experienced. With this,
it has to meet half way.
The LGUs has national, regional and provincial sectors that they are
oblige to respect so the NGOs should have a good partnership with them as
well.

The LGUs should also pave way in order to accept the NGOs

There should be an understanding on what is the need and how does


the LGUs benefit on such and in the same time NGOs should be open on their
indicators to be able to meet the same accomplishments.

The problem I find to is that our Government doesn’t appreciate the presence
of NGOs and sees it as addition to the work they were assigned to.
