B. Reason

There is a known in-service issue relating to cracking of the forward bulkhead


web, web stiffeners, attachment angles, and to a lesser extent, on the Thermal
Anti Ice (TAI) spray ring affecting the RB211-535E4, 535E4-B and 535E4-C air
intake cowls (refer to Fig.1 and Fig.2). This cracking is typically found

during shop visits for incidental damage. A detailed assessment of these
findings concluded there is a need to replace the affected components with new
to maintain serviceability. Further analysis concluded that this issue is
deemed to be life related; therefore there is a need to remove and replace the
affected components within a prescribed timescale starting with those units
introduced into service first.

This Non-Modification Service Bulletin (NMSB) instructs the removal of the air
intake cowl and replacement of the forward bulkhead assembly, the TAI spray
ring and its associated attachment fittings before the air intake is allowed to
be returned to service. Operators are also requested to provide details of the
findings to further aid problem understanding.

Modification(s) are being processed in order to address this issue.

C. Description

This NMSB instructs the removal of the air intake cowl from the engine and
replacement of the air intake cowl forward bulkhead assembly; TAI spray ring
and attachment fittings with new in order to maintain serviceability.

In order to assist Rolls-Royce and Bombardier Aerospace-Shorts, it is


recommended that the operator advise their assigned Rolls-Royce Field Service
Office (FSO) and Bombardier Aerospace-Shorts of NMSB accomplishment. To support
future analysis, operators are also requested to provide details of the
findings, using forms provided in Appendix 1.

D. Compliance

ALERT

This NMSB is anticipated to be the subject of an FAA Airworthiness Directive.

(1) For air intake cowls listed in Appendix 2 that are still in-service, carry
out the procedure, as defined in 3. Accomplishment Instructions, within
the timescales provided in Appendix 2.

(2) If the air intake was disassembled during a previous shop visit and it can
be shown that repair of the air intake introduced a new complete forward
bulkhead assembly as per parts list defined in step (a) or (b) below,
subsequent replacement of the complete forward bulkhead assembly can be
delayed and performed within 144 months from the date of last replacement.

(a) For Pre SB71-9634 standards - RB211-71-AG698-E4KIT fitted or all the


parts listed in Appendix 3.

3. Accomplishment Instructions

A. Remove the air intake cowl by referring to current overhaul or maintenance


procedures (Engine Manual, 71-00-31 - Removal or Aircraft Maintenance Manual,
71-11-01- Removal/Installation).

B. Replace the forward bulkhead assembly, TAI spray ring assembly, and attachment
fittings.

WARNING: KEEP FLAMES AND ELECTRICAL EQUIPMENT THAT IS NOT FLAMEPROOF OUT OF THE
REPAIR AREA. MATERIALS USED ARE FLAMMABLE. INJURY MAY OCCUR.

WARNING: SOLVENT CLEANERS ARE FLAMMABLE AND THEIR VAPOURS ARE HARMFUL. USE IN A
WELL VENTILATED AREA. AVOID PROLONGED BREATHING OF VAPOURS OR PROLONGED
OR REPEATED CONTACT WITH SKIN. HIGH CONCENTRATIONS MAY CAUSE IMPAIRED
JUDGEMENT. PROTECTIVE GLOVES SHOULD BE WORN DURING USE. SOLVENT MAY
CAUSE DERMATITIS BY REMOVING SKIN OILS. PRIOR TO USE OF THIS PRODUCT,
READ THE 'MATERIALS SAFETY DATA SHEET' AND FOLLOW ALL LISTED SAFETY AND
HEALTH PRECAUTIONS.

CAUTION: IN ORDER TO REDUCE THE POTENTIAL FOR MULTIPLE ENGINE IN-FLIGHT SHUT
DOWN, POWER LOSS, OR OTHER ANOMALY DUE TO MAINTENANCE ERROR, ROLLS-ROYCE
RECOMMENDS THAT OPERATORS AVOID PERFORMING MAINTENANCE ON MULTIPLE
ENGINES INSTALLED ON THE SAME AIRCRAFT AT THE SAME TIME. IF IT IS NOT
POSSIBLE TO AVOID MAINTENANCE ON MORE THAN ONE ENGINE AT THE SAME TIME,
ROLLS-ROYCE RECOMMENDS THAT ADDITIONAL CONTROLS ARE APPLIED IN ORDER TO
ENSURE THAT MAINTENANCE TASKS HAVE BEEN COMPLETED AS DEFINED.
MAINTENANCE GUIDELINES SHOULD BE REVISED, WERE POSSIBLE, TO PROMOTE THIS
RECOMMENDATION.

(1) There are three distinct modification standards of air intake cowl
configured for the RB211 535E4/E4-B Pre SB 71-D143 / E4B Post SB 71-D143.

(a) Pre SB 71-9634 standard intake cowls (Dyna-Rohr standard, part numbers
LJ35708, LJ39447, LJ35810, LJ39448, LJ38068, LJ38036 and LJ38066.

Nose cowl serial numbers SB/RR/4001 to SB/RR/4484

(b) SB 71-9634, Pre SB 71-D143, standard intake cowls (Bombardier


standard, part numbers LJ50501, LJ50675, LJ50678).

Nose cowl serial numbers SB/RR/9001 to SB/RR/9663 (unless SB 71-D143


has been incorporated in-service).

NOTE: The Dyna-Rohr standard intake cowls have a metal intake barrel
with insulation blanket. The Bombardier standard intake cowls
have a composite intake barrel with the insulation blanket
deleted.

(2) Having confirmed the modification standard of the air intake cowl, replace
the forward bulkhead assembly, TAI spray ring assembly and associated
attachment fittings with new in accordance with the applicable Component
Maintenance Manual (CMM) tasks.

(a) Pre SB 71-9634 standard intake cowls (Dyna-Rohr standard, part numbers
LJ35708, LJ39447, LJ35810, LJ39448, LJ38068, LJ38036 and LJ38066).

(i) Disassemble the air intake cowl in accordance with CMM Task
71-11-30-300-819-A01 (FRS7130). Do subtask 71-11-30-99F-034-A01
through to subtask 71-11-30-350-082-A01 only.

NOTE: Any parts referred to below that are to be discarded should


be stored until repair is complete as in some occasions the
old part may need to be used as a reference.

(ii) Remove and discard the forward bulkhead and spray ring assembly
in accordance with CMM Task 71-11-30-300-823-A01 (FRS7134).

(iii) Remove and discard old inner and outer rear angles in
R accordance with CMM Task 71-11-30-300-821-A01 (FRS7132).

(iv) Remove and discard old inner and outer front angles, remove and
retain lipskin assembly in accordance with CMM Task
71-11-30-300-828-A01 (FRS7145).

(v) Replace the complete forward bulkhead assembly with Kit


RB211-71-AG698-E4KIT or replace ALL the component parts with
new, per Appendix 3, using the tasks below. Please note the
retained parts below which can be reinstalled onto the new
front bulkhead diaphragm, only if these parts are in
serviceable condition.

(1) New front bulkhead diaphragm in accordance with CMM Task


71-11-30-300-824-A01 (FRS7137).

(vii) Assemble the new TAI spray ring in accordance with CMM Task
71-11-30-300-831-A01 (FRS7154).

(viii) Install the new front bulkhead/spray ring assembly in


accordance with CMM Task 71-11-30-300-823-A01 (FRS7134).

(ix) Install the new rear angles - front bulkhead in accordance with
CMM Task 71-11-30-300-821-A01 (FRS7132).

(x) Reassemble the air intake cowl in accordance with CMM Task
71-11-30-300-819-A01 (FRS7130). Do subtask 71-11-30-350-084-A01
through to subtask 71-11-30-220-033-A01 only.

(b) SB 71-9634, Pre SB 71-D143, standard intake cowls (part numbers


LJ50501, LJ50675 and LJ50678).

Nose cowl serial numbers SB/RR/9001 to SB/RR/9663 (unless SB 71-D143


has been incorporated in-service).

(i) Disassemble the air intake cowl in accordance with CMM Task
71-11-50-300-831-A01 (FRS7199). Do subtask 71-11-50-99F-090-A01
through to subtask 71-11-50-350-261-A01 only.

NOTE: Any parts referred to below that are to be discarded should


be stored until repair is complete as in some occasions the
old part may need to be used as a reference.

(ii) Remove and discard old forward bulkhead and spray ring assembly
in accordance with CMM Task 71-11-50-300-829-A01 (FRS7153).

(iii) Remove and discard old inner and outer rear angles in
accordance with CMM Task 71-11-50-300-826-A01 (FRS7150).

(1) If cracking or holing of the front bulkhead diaphragm is


found, inspect the backing sheet of all the air intake cowl
acoustic panels, for evidence of disbonds, using the tap test

procedure. Refer to the Boeing 757 NDT Manual, part 1 chapter
51-05. Visually inspect the backing sheet of all the air
intake cowl acoustic panels for evidence of heat
discoloration.

NOTE: An operator who has found disbonds or heat


discoloration in any acoustic panel is asked to
contact Bombardier Customer Services Technical
Helpline: +44 7850 77 0826,
(shorts.support@aero.bombardier.com) for further
disposition.

(iv) Remove and discard old inner and outer front angles, remove and
retain lipskin assembly in accordance with CMM Task
71-11-50-300-822-A01 (FRS7145).

(v) Replace the complete forward bulkhead assembly with Kit


R RB211-71-AG698-E4BKIT or replace ALL the component parts with
new, per Appendix 4, using the tasks below. Please note the
retained parts below which can be reinstalled onto the new
front bulkhead diaphragm, only if these parts are in
serviceable condition.

(1) New front bulkhead diaphragm in accordance with CMM Task


71-11-50-300-815-A01 (FRS7136).

A Install retained plate packing, LJ50629.

B Install retained machined doubler, LJ50632.

C Install retained seal housing, LJ50631.

D Install the retained shroud fitting, LJ50633.

E Install retained sling bracket assemblies, LJ26893.

F Install retained access cover, LJ38076.

(2) New stiffeners and buttstraps (front bulkhead removed) in


accordance with CMM Task 71-11-50-300-828-A01 (FRS7152).

(vi) Install the new inner and outer front angles, lipskin assembly
in accordance with CMM Task 71-11-50-300-822-A01 (FRS7145).

(vii) Assemble the new TAI spray ring in accordance with CMM Task
71-11-50-300-830-A01 (FRS7154).

(viii) Install the new front bulkhead/spray ring assembly in


accordance with CMM Task 71-11-50-300-829-A01 (FRS7153).

(ix) Install the new rear angles - front bulkhead in accordance with
CMM Task 71-11-50-300-826-A01 (FRS7150).

(x) Reassemble the air intake cowl in accordance with CMM Task
71-11-50-300-831-A01 (FRS7199). Do subtask 71-11-50-560-002-A01
through to subtask 71-11-50-220-098-A01 only.

(c) SB 71-9634, SB 71-D143, standard intake cowls (part numbers LJ50678


and LJ50812).

Nose cowl serial numbers SB/RR/9664 to SB/RR/9780. Also any nose cowls
listed in step (1)(b) above that has SB 71-D143 incorporated
in-service.

(i) Disassemble the air intake cowl in accordance with CMM Task
71-11-50-300-813-A01 (FRS7131). Do subtask 71-11-50-99F-091-A01
through to subtask 71-11-50-350-274-A01 only.

NOTE: Any parts referred to below that are to be discarded should


be stored until repair is complete as in some occasions the
old part may need to be used as a reference.

(ii) Remove and discard old forward bulkhead and spray ring assembly
in accordance with CMM Task 71-11-50-300-829-A01 (FRS7153).

(iii) Remove and discard old inner and outer rear angles in
accordance with CMM Task 71-11-50-300-826-A01 (FRS7150).

(1) If cracking or holing of the front bulkhead diaphragm is


found, inspect the backing sheet of all the air intake cowl
acoustic panels, for evidence of disbonds, using the tap test
procedure. Refer to the Boeing 757 NDT Manual, part 1 chapter
51-05.

NOTE: An operator who has found disbonds in any acoustic


panel is asked to contact Bombardier Customer Services
Technical Helpline: +44 7850 77 0826,
(shorts.support@aero.bombardier.com) for further
disposition.

(iv) Remove and discard old inner and outer front angles, remove and
retain lipskin assembly in accordance with CMM Task
71-11-50-300-822-A01 (FRS7145).

(v) Replace the complete forward bulkhead assembly with Kit
R RB211-71-AG698-E4BKIT or replace ALL the component parts with
new, per Appendix 4, using the tasks below. Please note the
retained parts below which can be reinstalled onto the new
front bulkhead diaphragm, only if these parts are in
serviceable condition.

(viii) Install the new front bulkhead/spray ring assembly in


R accordance with CMM Task 71-11-50-300-829-A01 (FRS7153).

(ix) Install the new rear angles - front bulkhead in accordance with
R CMM Task 71-11-50-300-826-A01 (FRS7150).

(x) Re-assemble the air intake cowl in accordance with CMM Task
71-11-50-300-813-A01 (FRS7131). Do subtask 71-11-50-560-004-A01
through to subtask 71-11-50-220-100-A01 only.
