1. In line with DepEd Memorandum No. 023, s. 2023, dated April 19, 2023 titled
2023 National Festival of Talents, this Division announces the conduct of the 2023
Division Festival of Talents in Science in Toledo National Vocational School on May
20, 2023.
4. The teacher-coaches who will be involved in this activity shall be granted a half
(1/2) day service credit in accordance with the provisions of DepEd Order No. 53, s.
2003 titled Updated Guidelines on Grant of Vacation Service Credits to Teachers while
the teaching and nonteaching personnel who are members of the working committees
and board of judges shall be granted one (1) day Compensatory Overtime Credit (COC)
per CSC & DBM Joint Circular No. 2, s. 2004 titled “Non-monetary Remuneration for
Overtime Services Rendered”. They shall submit accomplishment report, certificate of
appearance, memorandum, and Daily Time Record signed by the Division DFOT Focal
Person to support the claim of the service credit.
5. For the Technical Working Group, contest guidelines, mechanics, and criteria
for judging of the different categories, please see attached enclosures to this
Memorandum.

STEM Processes and Practices Exhibition is an NFOT event
category of STEMAZING that allows learner-participants to apply
science and mathematics thinking skills to solve problems that
have local, national, and global impact. It allows them to become

In this activity, participants will be presenting oral and written
proposed solution to a given scenario.

General Guidelines:
1. This competition is open to all public and private secondary schools in Toledo
City Division.
3. The participants are given 3 hours to conceptualize and prepare their written
description of the proposed solution for the oral presentation. All entries
submitted shall not bear any markings that identify their schools. The
participants may use the internet and other printed resources in developing
their written solution, however, the teams are not allowed to confer with their
coaches while the activity is on-going. Any form of communication between the
participants and other parties (coach, students, classmates, teachers, etc.) shall
warrant automatic disqualification.

5. The teams shall encode their proposals in word processing software, double-
spaced using Bookman Old style font size eleven set in A4 size paper. Margins
shall be 1 inch on all sides of the paper. Within the 3 hours, the teams shall
submit their outputs (electronic copy) to the facilitators.
7. The submitted proposals shall be evaluated by the assessors before the oral
presentation.
9. At the end of one minute, a buzzer shall signal that the time for presentation is
up and the participants shall immediately stop presenting.
10.After the presentation, the assessors will ask questions for clarifications.
2. There will be two (2) categories: a) Elementary, and b) Secondary. The video
entry should feature only one (1) TikTok user.
6. All contents and audio in the TikTok video must be original and are owned by
the participants. All creative visual tools such as animations, simulations,
physical demonstrations, or visual aids are allowed. The contestant will be held
accountable for any issues that may arise regarding the originality and
accuracy of the content.
8. Each school will have one (1) official entry that will be emailed at least two (2)
days before the competition to gericlana6@gmail.com with a subject format:

9. The email should include: (1) name of participant, (2) TikTok Video link
attachment of the video entry, and (3) a pdf file of the video script along with the
references in Chicago Manual of Style. Non-submission of any required
documents for the competition category will automatically be disqualified.
10.Three (3) to five (5) minutes interview of the participant will be conducted on the
day of the competition for verification/justification on the information/quality of
the TikTok video submitted based on the Criteria presented below.
11.The contest organizer reserves the right to remove, reject, or disqualify any
entry if it: (a) violates the terms of service and privacy policy of TikTok; and (b)
infringes, misappropriates, or violates any rights of any third party including,
without limitation, patent, copyright, trademark or right of privacy or publicity.

1. This quiz shall be open to all public elementary and secondary schools in Toledo
City Division.
2. Participating schools should register online through the link provided at least two
(2) days before the day of the contests. Unregistered participants will not be allowed to
join the competition.
3. The quiz covers the science competencies from Grades 3 to 6 for Elementary and
science competencies from Grades 7 to 10 for Secondary.
4. The contestants will write their answers on a ½ lengthwise bond paper using
markers/pentel pens. Seat numbers of the contestants should be written on the upper
left corner of the bond paper.
5. Before the question is read, the team must raise their markers/pentel pen.
6. There will be three (3) rounds in the competition namely: Easy Round, Average
Round and the Difficult Round.
7. The easy round has ten (10) questions worth 1 point each, the average round has
seven (7) questions worth 2 points each and the difficult round has five (5) questions
worth 3 points each.
9. After the second (2nd) reading, the Quizmaster shall say “GO”, only then the
contestants be allowed to write their answers. Automatically, the time-limit will begin
with the word “GO” by the Quizmaster.
10. The contestants will be given 10 seconds to answer the questions in the easy
round, 15 seconds in the average round, and 20 seconds in the difficult round.
11. After the time-limit, the whistle/bell will be blown/tapped by the timer. The
contestants must stop writing and raise their answer sheets.
12. The Proctors will collect the answer sheets and will give it to the Judges.
13. The Judges will read the correct answer, then verify the contestants’ answer.
15. The accumulated points from all rounds shall determine the winners (First,
Second, and Third Place).
16. In case of a tie, the concerned contestants will proceed to the tiebreaker round. In
the tiebreaker round, the first to give the correct answer will be declared as the
winner.
19. Clarifications, questions, and protests should be addressed to the Board of Judges
before the next question is asked otherwise these shall be considered void.
20. The decision of the Board of Judges shall be final and irrevocable.
