1: Introduction

Welcome to the Gibson Energy Wink Terminal, and Gibson Operated Properties. Our number one concern is to provide a
safe environment to all persons working at or visiting the facility. If you have any questions, please ask Gibson Energy
personnel for assistance. Before unloading at the Gibson Energy Wink Terminal, Drivers must complete the Driver
Unloading Orientation and Renew training annually.

1.1 Driver Responsibility:


 Review Driver Orientation Packet and assume full understanding and responsibilities as a driver. Failure to follow
Gibson Energy policies and procedures may result in temporary or perinate removal from and access to Gibson
Energy Properties.
 Turn in Signature Pages of the Driver Orientation Packet to receive Pin Number & Hard Hat sticker.

1.2 Obtaining a Pin

Once proof of Driver Ordination Completion is received by Operations. The Driver will receive a Pin Number.
Note: pin numbers will only be given out Monday -Friday 9:00 - 3:00 pm.

2.1 Site Hazards

There are multiple hazards on site. Drivers must always remain with their vehicle. DO NOT wonder around the facility.

 Toxic / Explosive vapors. (H2S and Hydrocarbon vapors)


 Toxic / Flammable liquids. (Produced water and crude oil / condensate)
 Chemical absorption
 Traffic. (Heavy trucks/trailers, vehicles, and equipment)
 High Pressure. (Transfer hoses, Valves and lines)
 Slips, Trips, and Falls. (mud, ice, oil and other wet surfaces, uneven surfaces, holes, hoses, lines, elevated surfaces,
platforms, steps and walkways)
 Strains and Sprains. (lifting hoses, opening valves and vacuum tanks)
 Overhead power lines and structures.
 Additional hazards include: Piping, Machinery, Pinch points, Tank dikes (class1/div1 areas), Permit required areas,
Electrical panels, High noise levels, Falling/ Flying debris, fluids and or objects.

2.2 PPE Requirements

(PPE must always be worn when outside the cab of the truck)

Minimum PPE Requirements include: H2S monitor

 Fire Resistant Clothing (FRC) no short sleeves. (NO cut off or rolled up sleeves).
 Hard Hat with Sticker (ANSI Z89.1) no novelty style hard hats.
 Hard Toed Boots (ANSI Z41.1) composite or steel toed.
 Chemical -resistant gloves
 Safety Glasses with side shields (ANSI Z-87)
This includes prescription glasses with side shields or face shield.

Recommended additional PPE: (carried or available to drivers include)

 Cut and Impact resistant gloves if chuting or smashing hands is possible while unloading.
 Hearing protection to be used when high noise levels are present.

2.3 Stop Work Authority

MISSIONZERO with Zero harm to people, environment, and assets. Safety is and always will be the Core Value at Gibson
Energy. A safe work environment is everyone’s responsibility you have absolute STOP WORK ATHORITY while working at the
Gibson Energy Facility. If you are unsure of what to do or observe a potentially unsafe act or condition report it immediately
to Gibson Energy Supervisor or nearest personnel. Our goal of an incident, and injury free workplace a top priority for
ourselves, our families and the communities that surround us. It is critical our employees and contractors comply with the
Gibson Energy Principles of Operation.

Some instances where work must be stopped include but are not limited to.

 Unsafe Acts and or Conditions


 When an incident or accident has occurred
 Emergency situations or Emergency alarm sounds
 Confusion or failure to understand any part of the job or task
 Anytime someone perceives a situation to be at risk
 When any task or job does not comply with Gibson Energy procedure and/or policies

There will be NO REPERCUSSIONS for Stopping Work that threatens the Health and safety of people, Environment or Assets.

3.1 What is an Incident?

 An unplanned undesired event that adversely or negatively affects completion of a task.


o Fender bender
o Injury requiring medical treatment or first aid
o Property damage
o Chemical Spill

3.2 What is a Near Miss?

 An unplanned undesired event that Could have adverse or negative affect if not avoided.
o Truck cut off by moving equipment with no impact
o Falling tool with no impact

All incidents & near misses must be reported immediately, before leaving the Gibson Energy property.

3.2 Reporting an Incident or Near Miss

1. Contact emergency services as needed.


A. Address the injury / injured person first
2. Report the incident (verbally and written report)
A. If the injury does not require emergency medical treatment the following reporting criteria may be
followed:
I. Report immediately to Gibson Energy Personnel
II. Contact the Gibson Energy Emergency Hot Line at (866) 553-0111
III. Prompt notification made to the Gibson Energy Safety team made by Gibson Management.
B. If medical services are needed site management will contact the Gibson Energy Safety team.

Following an injury or illness, the contractor shall furnish Gibson Energy copies of all applicable first report of injury forms
within 24 hours.

All incidents and near misses require both a written investigation report and a determination of cause of injury or damage
or potential damage injury.

4: Emergency Procedures

4.1 Steps to take in an Emergency:

 Medical
o Call 911 for life threatening injuries
o Contact the with Gibson Energy Emergency Hot Line at (866) 533- 0111
o Report immediately or when safe to do so to Gibson Energy Management
 Fire
o Call 911
o Evacuate the area
o Report immediately or when safe to do so to Gibson Energy Management
 Environmental
o Report immediately or when safe to do so to Gibson Energy Personnel

All Emergencies must be reported immediately when safe to do so to a Gibson Energy supervisor or the nearest Gibson
Energy personnel.

4.2 Emergency Evacuation

 In an Emergency
o Stop unloading
o If safe to do so push the Emergency Shut Down button (ESD)
o If accessible sound emergency alarm and alert others while leaving area
o Evacuate the area (See map for exit routs and muster points)
o Do not return to the rack until you have been instructed to do so by terminal personnel

4.3 Emergency Shut Down (ESD)

 To shut down the lack unit press the red button under the computer screen

If a large spill, fire, or other applicable emergency occurs, stop all unloading, and immediately activate the ESD switch if safe
to do so. When safe to do so contact terminal personnel on duty or call the operations help line at (832) 652-2983.

5: Spills

A spill is any release of product other than a few drops.

 Place a bucket under unloading connections before starting to unload


 In the event of a spill
o Activate manual shut off valves (ESD) if safe to do so. Stop and contain product flow.
o Immediately notify Gibson Energy Personnel
o Take reasonable action to stop all traffic in and out of the rack
o Ensure other drivers are advised not to start engines to exit
o Do not allow trucks to enter until it is safe from vapor clouds.

Do Not start or move any vehicles until given permission from Gibson Energy personnel.

5.1 Spill Clean Up

 Drivers are required to carry a spill cleanup kit and to take contaminated materials with them for proper disposal.
 Clean up of small spills (1-4 gallons) will be done by the driver, to include free standing liquid and wiping down the
area.
 The following process must be followed:
o Product flow must be stopped and contained.
o Rack properly cleaned
o All product properly disposed of
o Outside of all vehicles washed free of product prior to moving from the unloading rack

NOTE: Failure to report a spill that has occurred is a major violation and will result in immediate suspension from unloading
at the Gibson Energy Terminal. Carriers will be billed accordingly for all material used to contain or clean up spills, removal
of contaminated soil, disposal of material and soil and any other cost associated to the spill.

6: Security Plan

Firearms, Explosives or other weapons are not permitted on Gibson Energy property. Local authorities will be contacted if
any threats of violence, fighting, or acts of aggression are committed. Please report all grievances to Gibson Energy
Management so we may investigate.

7: Property damage

Lack Computer screen:

 You are only allowed to use figures when making selections on the screen.
 Do not use excessive force when making selections.
 Do not use hard objects on the screen such as pen, tools, keys, etc.

Starting of Lack:

 Only 2 attempts to start the lack is permitted (If the lack does not run after the second attempt contact the Gibson
Operations help line 832-652-2983 for assistance) Do not continue trying to start or restart lacks.

NOTE: Any Vandalism or damage to equipment or property of Gibson Energy will result in immediate suspension from
unloading at the Gibson Energy Terminal. Carriers will be billed accordingly for repairs or replacement.

8: Drug and Alcohol Policy

Smoking and Vaping is not permitted on Gibson Energy property. If you chew tobacco, you may only spit in a resealable
container and take it with you when you go. Do not spit on Gibson Energy Property, equipment, or in trash cans.

The Gibson Energy drug & alcohol Policy also prohibits the following:

 Zero tolerance of drug and/or alcohol use, distribution, purchase, sale, or possession thereof, while working for
and/or on any property owned and operated by Gibson Energy.
 Report to work Fit for Duty without any limitations due to the use or after-effects of any Substances.
 Gibson Energy may, in its sole discretion, request you leave the work area immediately if the above is not adhered
to.
 If Gibson Energy has a reason to believe a person may be under the influence of drugs and/or alcohol; we are
obligated to notify law enforcement and/or company management regarding the condition of that person, in order
to maintain a safe environment for all individuals concerned.
 Policy applies to all employees, vendors, suppliers, contractors, subcontractors, and visitors.

9: Runaway Diesel Engines

Procedure and action

This procedure is to be utilized by all individuals that may be present on a Gibson Energy site. If a diesel engine
starts to rev up due to volatile hydrocarbon vapors being introduced into the air intake of the engine, the
following steps must be taken immediately. NOTE: All diesel engine trucks must be shut off while unloading at
this facility.

1. Leave the area immediately!!! proceed into the wind.


2. If accessible sound emergency alarm and alert others while leaving area.
3. Put anything possible (building, wall, etc.) between you and the engine or truck.
4. Notify Gibson Personnel immediately.
DO NOT Attempt to shut off the ignition or close any valves. Think of your life and limb first and foremost. The
equipment that potentially will be damaged or destroyed can be replaced.
10: Unloading procedure

1. Note wind direction and Exit routs upon arrival. (for emergency evacuation if needed)
2. Pull into the rack at an idle speed. (yard speed is 10 mph)
3. Set brakes and shut off engine. (no idling at the rack)
4. Exit truck using 3-point contact.
5. Connect ground cable, and place wheel chocks.
6. Put bucket or drip pan under connection area of trailer and hook up the transfer hose
7. Ensure the connection is tight, leak free and hoses and connections are in good condition.
8. Enter required information on computer screen. (see packet for computer operation)
9. Start Unload. Note: only 2 attempts to start or restart the system may be made.
10. You must stay outside the vehicle near the controls at all times to ensure immediate shut down of the
system can be made, if a spill occurs or emergency shut down is required.
11. When unloading is complete shut down the pump and finish out the ticket on the computer. If required
by your company fill out the log in the mailbox.
12. Disconnect transfer hoses, remove bucket, or drip pan from under the trailer.
13. Pick up wheel chock and disconnect ground cable.
14. Enter the truck using 3-point contact and exit the rack at an idle speed.

9. _____Driver agrees to shut off truck while unloading to prevent Runaway Diesel Engine Emergency.
10. _____Driver agrees to outside the truck an at unloading controls until all unloading is complete and be prepared for
any equipment failures or spills. If evacuation is required shut down product flow if possible and without risk to
yourself or others.
11. _____No picture taking without permission from terminal personnel.
12. _____All vehicles must be equipped with a fire extinguisher and driver trained on proper use of the extinguisher.
13. _____Cary in – Cary out, your garbage is your responsibility take it with you when you go.
14. _____ No electronic devices are allowed on the unloading station. This includes cell/smart phones, tablets, iPad,
Bluetooth devices, PDA’s, MP3 players, etc. All electronic equipment will be left inside the cab of the truck.
15. _____Do not enter an unload lane if a spilled product is present or equipment is not stored properly.
16. _____ Backing into or out of the unloading rack is absolutely prohibited.
17. _____Tractor must be in gear, engine off with both tractor and trailer brakes set (pulled out) when truck is parked.
18. _____No general maintenance or truck housekeeping is to be done at the unloading rack. i.e. cleaning windows,
mirrors, lights, checking tire air pressure, inspections, repairs, maintenance, etc. No use of battery jump cables or kits
may be used at the unloading rack. If equipment is not drivable it must be towed.
19. _____Under no circumstance is the truck engine to be started while the product hose and grounding cable are attached
to the truck or trailer.
20. _____ Contact Gibson personnel if there are any issues with Gibson equipment. Do not attempt to repair or alter
Gibson equipment. No tool, equipment, machinery, device etc. will be used outside of its intended purpose.
21. _____ All tools, equipment, machinery, or device etc. brought on site must be in good condition and only used for
intended purposes. Safety devices will not be altered.
22. _____No ride along allowed i.e. spouses, significant others, kids, friends. only driver or trainee assigned to the truck will

Truck unloading racks at Gibson Energy Wink Terminal are constructed for safe and accurate unloading by
trained and authorized drivers. Compliance with the Driver Orientation Package will help ensure safe and
accurate unloading, and attribute to the achievement of an incident free operation. This document will
assume full understanding of your responsibilities as a driver.
