Madam/Sir,

1. In inviting a reference to the above subject, I am to say that, it has been asked
many times over, in recent past, to hold re-elections in invalid PPs, but, the same has
not been ensured in most of the cases, largely due to COVID-19.With restrictions
relaxed, it is about time, the process is completed at the earliest, observing
formalities.

2. You are aware, elections to PPs is a statutory provision in the PP Act, 2002 and
without it getting held, invalid PPs are not able to execute Command Area
Development & Water Management (CAD&WM) work, including maintenance
works. Any further delay in conduct of re-elections, therefore, could impede
momentum gathered in participatory irrigation management.
3. In this backdrop, it is requested to ask all concerned licld functionaries under your
control ie.,
i.c.. Chief Construction Engineers/Additional Chief Engineers/
Superintending Engineers of Major, Medium and Minor Irrigation Projects/ Circles
and Executive Engineers of Lift Irrigation Divisions to hold re-clections in invalid
PPs within their respective commands, observing formalities.

3.1 Steps for preparation of the list of beneficiaries, holding of the General Body
meeting for Chak reservation, finalization of PP voters' list, notification for
elections, Chak Committee elections, Executive Committee (EC) formation, EC
elections etc. may also be initiated.

3.2 The concerned officers may be asked to prepare election schedule of respective
Circles and Divisions and requisition financial requirement for the purpose in the
prescribed format. The consolidated amount required may be communicated for
release of the same from the appropriate heads.

3.2.1 Pending receipt of funds for the purpose, however, the Circles and Divisions
may be asked to meet the requisite amount out of funds available with them to be
recouped on receipt of funds under the respective head.

4. In this connection, you are requested to personally monitor the task at each stage
of the process and ensure that re-elections in in-valid PPs is completed within a
reasonable time frame.
