PA BOOT – Pre Commissioning letter – 205765

Contract for the work of Setting up and operating a mechanized laundry of capacity of minimum 8.6
tonnes rated daily output (in two shifts of 8 hours each) in Railway premises at Ghorpadi, Pune in Pune
division on Build, Own, Operate and Transfer (BOOT) basis for a period of 10 years including
collection/transportation of soiled linen from coaches/trains and transportation/loading of washed linen
in coaches/trains at Pune And Kolhapur stations was awarded to M/s Sadguru Services, Nashik vide LOA
no. PA/Mech/BOOT Laundry/2016 dated 10/08/17.

The laundry was inaugurated by GM during annual inspection on 06/02/20.

Though there were certain compliances pending on the contractor’s end, contractor initiated trials in
the month of Mar’20 and started supplying washed linen from Mar’20. However, the work was stopped
due to nationwide lockdown from 22/03/20, and laundry operation was stopped. The further procedure
for commissioning was also halted due to uncertainty on linen operation.

Vide RB’s letter dated 10/03/22, it was directed to restart the linen operation in trains and accordingly
contractor was advised to restart the laundry. The trials were restarted from 24/03/22.

Commissioning of laundry was successfully completed on 10/08/22, as per commissioning report dated
30/08/22, subject to some pending compliance as per para 9 of the report.

Vide Note#1 above, Sr.DME/PA stated that the laundry may be considered commissioned as per the
commissioning note dated 30/08/22.

Note#1 details the quantity details the linen washed during and prior to commissioning.

In terms of clause 4.11.4 of CA, the laundry will be considered successfully commissioned only after it
successfully clears the acceptance tests detailed in Clause 4.11. Payment for the linen items washed
during the commissioning test will be made at the accepted rate, subject to the commissioning tests
being successful. (Pg 41)

Further, vide note#1 above, Sr.DME/PA states that, though the laundry was not commissioned, the
contractor has provided services as per Contract agreement on Railways demand. Hence, payment of
quantities executed in the contract before and during the commissioning may please be approved by
competent authority.
