12 PERMIT TO WORK SYSTEM

Permit to work systems are systems which are intended to manage hazardous tasks that need to be reduce the
risk to an acceptable level. It is a formal, written system that is used to control certain types of work.

This ensures that protective and precautionary measures are taken which will reduce the risks practicable.
The permit to work system simply sets out the precautions to be taken prior to commencement of any potentially
hazardous work activity.
• The issue of a permit does not, by itself, make a job safe.
• The permit indicates the period of validity .This period must NOT exceed the written period in the
forms.
(extension are possible subject to certain provisions)
• Only the work specified on the permit shall be carryout.
• Before signing the permit the Responsible officer shall check that all the written measures have been
taken and that all appropriate safety arrangements are maintained until the permit is cancelled.
• In case conditions change the permit is automatically considered invalid.
When any hazardous work activities that present a danger to life, ship and / or environment to be crried out ,
permit-to-work is required to be completed. Typical tasks are numerated as below:
• Hot work
• Entry into enclosed spaces
• Sea water permit
• Electric circuit work
• Cold work
• Small Craft Alongside
• Underwater work(involving diving)
• Working On Pipelines and Pressurized Pipes
• Permit to go Open Deck and Unprotected Space at Heavy Weather
• Working aloft and outboard activities
• Working with Portable Abrasive Wheel Grinders

If a work subject to a permit It should be considered that the work is risky and need special attention of Senior
Officers. Related department Head Should pay utmost attention and personally check the preperations and over all
process.
Following additional prevetions should be taken for every permit required work.

1. Work related Department Senior Officers should be incharge the work personally.

2. Department Head who issued the permit with signature should check the following before signing the
permit.
 Examine the work details and make a work plan step by step
 Collect all necessary information including the procedures, drawings, plans, , manufacturer instruction
etc...
 Carry out a risk assesment and define additional preventive actions including the emergency cases.
 Ensure all checks completed properly and preventions are in place

3. A detailed tool box meeting should be performed before commence work with participation of Department
Heads( Master / Chief Engineer) and required PPE should be decided.,

4. There should be no any other work in progress which needs department heads, leaders and other persons
involved the subject work.

5. Work should be planned for convenient time. Adequate time should be arranged to carry out work leisurely
and safely .

6. Department head should ensure “Lockout - Tagout system” in use.
