Sustainable Livelihood Program in the Resettlement Sites

Project Description:

The program is a sustainable livelihood for the families who will be relocated by the government
because they are living in a danger zone. The program will help the households improve and
develop their skills, find a job, and provide financial assistance for re-establishing and setting up
a new business in the resettlement sites.

Background:

Thousands of families in the danger zone are being relocated by the government to areas
outside the capital. However, some of the families struggle the most to find new livelihoods,
and/or there are available jobs in the resettlement sites, it is not suitable for their skills. As a
result, they choose to leave and go back to their previous informal housing under the danger
zone as some households cannot sustain their increased expenses in the resettlement sites as
they are obliged to pay for the mortgage.

The project will contribute to the improvement of the economic lives of the families at the
resettlement site. This will discourage them from going back to their previous residents under
the danger zone. This program will invite various government agencies such as Technical
Education And Skills Development Authority, the Department of Social Welfare and
Development, the Department of Trade and Industry, the Department of Labor and
Employment, the Local Government Unit, PESO, and NGOs.

Objectives:

To strengthen the socioeconomic capabilities of the participants through a microenterprise


development and employment facilitation program that will ultimately create a sustainable
income source.

Specific Objectives:

 To link the participants to support services and programs of different partners.

 To improve the beneficiaries’ capacity to avail of the products and services of different
financing institutions, including but not limited to credit, savings, and micro-insurance.

 To provide training courses for new skills that will enable them to obtain employment.
Target Participants:

 Should be a household member of an awardee of the housing unit in the resettlement


sites.
 Preferably belong to the vulnerable group, prioritizing those below the poverty
threshold, persons with disabilities, senior citizens, and solo parents.
 At least 18 years of age.

Methodology for Developing the Program

The baseline profile of APs was gathered through the conduct of the socio-economic survey
(SES) and focus group discussions (FGD) in the affected LGUs. Training needs assessment (TNA)
and key informant interviews (KIIs) were also conducted alongside the livelihood coordination
meetings with LGUs.

Socio-Economic Survey

A socio-economic survey will be conducted on the affected households by the project to collect
socioeconomic data. This survey gave the families an opportunity to learn about the project and
its activities that may affect the surrounding environment and society.

Focus Group Discussion

A Focus Group Discussion (FGD) will be conducted to collect the data in which a selected group
of people discusses a given topic or issue in-depth, facilitated by a professional, external
moderator.

Training Needs Assessment

The purpose of a training needs assessment is to identify performance requirements and the
knowledge, skills, and abilities needed by an agency's workforce to achieve the requirements.
An effective training needs assessment will help direct resources to areas of greatest demand.

Key Informant Interviews

KIIs will be conducted to get information on the available livelihood programs and basic services
that the Local Government Unit could possibly provide to the project-affected households.The
Public Employment Service Office (PESO), the City Social Welfare and Development Office
(CSWDO), and the City Agriculture Office (CAO) will also be consulted.
Implementation Arrangements

The Livelihood Restoration and Implementation Program will implement in partnership with the
Local Government Unit and National and Regional government agencies. The Approach involves
short and immediate and long-term interventions appropriate to the needs of households. The
households engaged in livestock farming and mico-business activities will be assisted in re-
establishing their businesses. APs will be encouraged and assisted in setting up alternative
businesses if the present business is not feasible in the resettlement sites. Access to soft loans
for start-ups will be provided.

Proposed Livelihood Restoration Program

Enterprise Training

Each LGU has its set of regular skills training courses, which are conducted annually in the area.
PESO could link them up with the Technical Education and Skills Development Authority (TESDA)
and other concerned training agencies for skills and livelihood training activities.

Access to Soft Loans

The DTI can provide soft loans under the Pondo sa Pagbabago at Pag-asenso (P3) or through the
LSP depending on the specific need of the affected owners and the appropriate
recommendations from the agency.

Job Referrals

Each PESO will continue to maintain a database for job referral purposes for those who have
completed the training program. PESO will likewise do counseling, guidance, and job placement
for them in other industries and establishments. A referral system will be established in the
LGUs to directly serve the participants.

Vocational Training

The participants wanting to take vocational courses with national certification will be assisted in
this program through the LGU-TESDA training. APs will be given free training by PESO and
TESDA.

Monitoring and Evaluation

Monitoring and evaluation of the program’s implementation will be conducted quarterly. This is
to ensure that all partners adhere to their agreed commitments.
