I. BACKGROUND
A. Introduction
a frequency and magnitude that may greatly affect the population and Earthquake is
low to very high risk at present and could potentially impact the communities living in
those affected barangays. The level of risk on exposure elements will be the same
as development extends further into mountain slopes and near the river systems or
low-lying areas, unless appropriate mitigation measures are implemented by the
municipal government of Isulan, Sultan Kudarat.
The risk exposure analysis covers the entire municipality of Isulan. The
generated exposure maps indicate that several barangays are vulnerable to
Earthquake, given their earthquake susceptibility ratings (low to high susceptibility
ratings) and the number of population, built-up areas and road networks of those
barangays within the municipality – that could be potentially impacted by earthquake
event.
The assessed areas were rated with its susceptibility to earthquake and
barangay New Pangasinan was low to moderate risk of vulnerable to susceptibility
on earthquake; has potential for minor to major damages when earthquake attacks,
where New Pangasinan Elementary School sited.

ECONOMICS:
Agricultural
The major agricultural products of this barangay are ground roots product,
corn, rice, and banana.
Livestock productions in the locality have low production growth. Most of the
cattle are used for farming and produce for draft and meat purposes. Poultry raising
can be observed on backyard of farmers. Few farmers venture in this field of
endeavor in commercial scale.

A. Goal
The goal of the contingency plan is to provide effective, efficient, timely and
well-coordinated response mechanisms in the event of the occurrence of Earthquake
in New Pangasinan Elementary School of Sultan Kudarat. Such mechanisms shall
help to protect lives, properties and the environment, and restore the immediate
needs of the affected communities.
B. General Objectives
1. To determine the immediate tasks required for the earthquake response operations;
2. To conduct inventory of resources available among SDRRMC member-agencies;
3. To establish proper coordination through efficient communication and linkage among
Sultan Kudarat DRRMC member agencies and stakeholders;
4. To provide the immediate and appropriate needs of the affected population of the
Division of Sultan Kudarat DRRMC; and
5. To reinforce the standards of reporting system set by the Division of Sultan Kudarat
DRRMC.
C. Specific Objectives:
1. To educate all individuals and sectors of the society surrounding the Schoool about
Disaster Risk Management.
2. To protect learners and DepEd employees from death, injury, and harm in their
station.
3. To poster teamwork among members of the society especially in planning,
prevention and conducting rescue during disaster or emergency
4. To safeguard education sector investments
5. To strengthen climate-smart disaster resilience through education
III. HAZARDS
As seen in the above probability and impact ratings of the hazards, earthquake ranks as
number 1. The New Pangasinan Elementary School is prone to earthquake because of the
presence of fault line and movement of plate tectonic.

The early warning signs that the people in the community should watch out

people particularly observe in the school should watch out are visible cracks of soil

Pangasinan Elementary Schools Sited. Its impact can be mitigated through regular
inspection of the school buildings by concerned agencies like Engineering’s office,
DOST, LGU, and any NGO’s and NGA’s, Conduct of Earthquake safety seminars
(Drill Before, During and After earthquake scenario), Environmental campaign/
information dissemination, Tree planting, Orientation on applying proper actions.

The contingency plan shall be deactivated once the situation has improved and
when heightened alert is no longer required. The recommendation for deactivation shall
emanate from the IC going to the principal via the EOC. Once deactivated, operation will
still remain until such time that the EOC will be back to “white alert” status. At this point,
the operation is already terminated.
B. Non-Activation
In case that the earthquake will not take place in the months of January to
December, the contingency plan will not be activated. In this case, the plan will be
maintained as a perpetual plan for future use in the event of upcoming landslide.

Teacher In-Charge
1. CHAIRPERSON
Coordinate with the Provincial DRRMC, Municipal Disaster Coordinating
Council (MDRRMC) and Barangay Disaster Coordinating Council
(BDRRMC) for appropriate supports in the event of an evacuation.
Prepares with teacher the school disaster management and contingency
plans.
Identifies and designates a school Disaster Operation Center.
Directs supervise evacuation activities during drills and actual disaster
situations.
2. VICE CHAIRPERSON
Performs the function of the DDRRMC Chairperson in his or her absence.
Assists the Chairperson with selected of DDRRMC members and
designation of various committees deemed necessary in the interest of
public safety.
Performs other function as may be assigned by the DDRRMC
Chairperson from time to time.
3. TRANSPORTATION COMMITTEE
Conducts inventory of evacuation and contacts private vehicle owners to
solicit their support in case of any impending threat.
Identifies all locally available methods of transportation in the Barangay,
municipality and province and make use of these options when
appropriate.
Supports the transportation needs of the school during emergency
operations.
4. SECURITY COMMITTEE
Organizes and activates the security function of the barangay tanods to
augment the manpower requirement of the dispatched PNP personnel.
Secure evacuees and property in the area of operation.
Perform escorts duties in the transport of persons, supplies and
equipment.
5. SUPPLIES COMMITTEE
Assist the DDRRMC chairperson with the procurement and distribution of
required supplies and equipment.
Identifies where supplies may be found and arrange for pick up and
dispersal.
Acts as designated receiver from all supplies and materials.
6. COMMUNICATION COMMITTEE
Prepares the school communication plan and protocols.
Maintains coordination with the PDRMC, MDRRMC, and BDRRMC
communication teams for regular updates of impending threats and
advisories.
Keeps record of all communication and warning message.
Acts appropriately on all communication pertaining to disaster.
Coordinates with DOH, Red cross, and other health agencies for first aid
and medical self-help training.
Ensures the safety storage and handling of food and drinking water in the
evacuation center.
Maintain adequate sanitation and hygiene standards within the school
evacuation center.
9. RESCUE COMMITTEE
Organize and trains rescue service teams.
Conducts search, rescue and recovery operation at the school in the
event of mass casualties.
Coordinates for emergency vehicle assistance (i.e ambulance)
Ensures that members of the rescue service units are skilled in first aid
and lifesaving techniques.
Works closely with the teaching and non- teaching staff, pupils and
parents on matters of fire control prevention.

Single command shall be used in managing the EARTHQUAKE. All the operational
teams identified in the clusters shall work under the supervision of the Operations Section
Chief.
EFFECTIVITY
This contingency plan for EARTHQUAKE shall be effective and upon
publication. The plan shall be considered a “working document “and be subjected to
continuous review and enhancement by the DepEd Technical Working Group based
on latest scientific studies about geological hazards, risk assessment findings and
innovations in DRRM policies and standards.
