Gas Insulated Switchgear Substations Project

GENERAL PROCUREMENT NOTICE

1. The Central Electricity Board has received a loan from the African Development Bank to
finance the Gas Insulated Switchgear (GIS) Substations Project.

2. The principal objective of this project is to:

Undertake the necessary network expansion investments that will enhance the reliability of the
Mauritius national grid and permit the installation, interconnection, and absorption by the
national power system of the envisaged additional renewable energy (RE) generating facilities.
This is in alignment with the Government of Mauritius’s ambitious target of integrating 60% of
RE in the energy mix by 2030. Accordingly, the implementation of the project will enhance
system reliability and stability whilst permitting the expansion and connection of endogenous RE
that in turn would allow the displacement of power generation based on imported thermal energy.
These would be the main benefits of the project by allowing Mauritius to continue its path of
energy transition in the direction of integrating 60% of RE in the electricity generation mix by
2030.

Procurement of Works shall be done using the Open Competitive Bidding-International (OCB-I)
method. The acquisition of Consulting Services for the Supervising Engineer shall be done
through Single Source Selection method.

3. The project includes the following components:

Component 1: Refurbishment of six (6) existing substations with GIS technology


The six (6) existing substations to be rehabilitated are more than 30 years in operation, are
nearing their electrical design life limit. Due to space constraints, these substations cannot be
further extended to accommodate additional generation facility greater than 4 MW.

Component 2: Construction of four (4) new substations with GIS technology


Four (4) new 66/22kV GIS substations would be constructed to meet load demand of committed
major developments and provide additional interconnection points for utility scale renewable
energy generation.

Component 3: Project Management and Supervision Consultant


The Owner’s Engineer/ Supervising Consultant will be responsible for the supervision of the
project, including project management and site supervision works.

4. Procurement of Works and the acquisition of Consulting Services will be in accordance with
the Procurement Policy for Bank Group Funded Operations dated October 2015 and following
the provisions stated in the Financing Agreement. Bidding documents are expected to be
available in July 2023.
