ALECO SUCCESFULLY TAKES OVER UNDER NEA

Legazpi City- Transition from Albay Power and Electric Cooperative (APEC) to National
Electrification Administration (NEA) transition turnover last Monday, November 21 until
December 25, 2022.
Transition plan was started last September 3, 2022, according to the facebook post of Governor
Noel E. Rosal last September 22, they had a meeting about the special agma about terminating
the concession agreement of ALECO and APEC MGT.
And after a month, the decision was lifted, Monday, November 19, 2022. Governor Noel E.
Rosal posted that San Miguel Corp. President and Chief Executive Officer Ramon S. decided to
let NEA take over the power suplly in Albay with the help of Bicol Electric Cooperative (BECA)
under the task force kapatid program for the free sevice of linemen and will handle the
collection system for the smooth turnover of APEC to ALECO under NEA.
According to a report of DZGB News online Monday, November 21, 2022 also the scheduled
date for the transition of APEC to NEA. The Albay Power and Electric Cooperative (APEC)
posted a sign “NO TO BICOL LIGHT POWER CORPORATION” and they don’t let any visitors or
consumers to let in.
November 22, 2022, the Albay Power and Elecreic Cooperative (APEC) posted a press statement
signed by the Public Information Officer (PIO) DIR. Roy M. Cometa and the Board of President
DIR. Eddie V. Gumba. Due to the recent events between the Albay Electric Cooperative, Inc.
(ALECO) and the Albay Power and Energy Corp. (APEC), ALECO would like to make the following
statements.The termination of the concession agreement (CA) became effective on 21,
November 2022. ALECO and APEC mutually agreed that the transition period shall be from
November 21, 2022 until December 25, 2022, and the same shall be smooth and peaceful. In
essence, it is to be clarified that APEC shall still handle the operations until December 25, 2022,
under the supervision of the National Electrification Administration (NEA) Management Team,
in order to help ALECO familiarize with the existing system. Apec guanranteed to assist and
cooperate with ALECO in order to prevent disruption of service to member-consumer-owners
(MCOs) during the transition period. As such during the transition period as stated, payment of
bills shall still be made to APEC. A proper and official turnover shall be undertaken once the
Managemrnt Team formed by the NEA assumes the active supervisory functions of the
cooperative. ALECO appeals to the MCOs that the one-bill policy shall be implemented, hence
are advised to faithfully pay their respective bills even during the transition period.
