Training & Qualification Requirements

Background
• Antwerp Refinery Site Practice: SP-F1 – Regulations for safe working on
Electrical Equipment
– On, with and in the proximity of Electrical Equipment
– Electrical as well as non-Electrical Work
– Electrical, Instrumentation and Analyzers
• SP-F1 Training = Mandatory

• Recording the Qualifications of people that carry out work on Electrical


Installations is a Belgian Legal Requirement (AREI)
– Instructed persons (BA4)
– Skilled persons (BA5)
• Qualification shall be traceable and recorded
Implementation for ANWERUP

• A Worker shall not be allowed to start working in the Refinery until


– SP-F1 training has been completed successfully
– Worker’s Qualification is official and complete

• Training
– 2 training modules are available:
• Safe Working on Electrical Equipment
• Electrical label- and safeguarding procedure for Workers (LOTO)
– Training is completed after passing a test

• Qualification
– ExxonMobil template to be filled in by Contractor’s staff Employer
– Complete when signed by Employer, Employee, EPC Contractor (AFW/Fluor)
and EM dedicated representative (shared responsibility)

• A sticker for the hard hat will be provided for field work after Training and
Qualification are complete
Roles and Responsibilities

• EM Start-Up (SU) Team


– Train the Trainers
– Sign off all Qualification sheets

• EPC Contractor
– Identify the Trainers
– Manage all SPF1 trainings
– Collect, sign off and file (after EM signature) all Qualification sheets
– A signed copy will be returned to the Contractor

• Training and Qualification required for all people working on Electrical


Installations, for
– ExxonMobil
– EPC Contractor (AFW/Fluor)
– EIA Contractor
Considerations (1)

• Requirements to be discussed with Contractors before Contract Award.


• Language: SP-F1 procedure, SP-F1 trainings and Qualification template are
currently available in Dutch and English
• Implementation date
– EPC1 (work in Grassroots Area)
• Energy will be introduced in the plot at later stage
• SP-F1 also applicable when Meggering cables, testing, maintaining temporary
facilities…
– EPC2 (work in existing Operational Areas)
• asap and retroactively
• Red locks (for Worker to perform LOTO)
– Unique padlock to which only the holder has a key
– Each Worker has a personal padlock
– Normally distributed via Esso Safety Center
– System to be setup
• Construction surveyors will require additional training (by SU Team)
Considerations (2)

• Workers should have the right tools on them before even being able to
start to work
– voltage tester
– tester prover
– insulating gloves
• For other trades level of training to be agreed, for example only foremen
to be trained for Red Label Procedure
• Excavation Works: no formal training required, but Workers need to be
informed in toolbox meetings (previously agreed)
