I. Rationale

The row between Albay Power and Energy Corporation (APEC) and the
Albay Electric Cooperative (ALECO) for the distribution rights in Albay have
been considered one of the major issues among the province. It poses a potential
threat to the sustainability and consistency of access to electricity among its
residents.
The potential distribution takeover of ALECO reintroduces the concerns
of the proficiency of the once failed cooperative in managing the electricity
distribution in Albay. This issue is in line with the constant problem of many
power cooperatives in the Philippines who often fail in managing their financial
capacity and maintaining its independence from political manipulation. With
this, the Political Science Block 4-B of Bicol University will spearhead a
webinar discussing and exploring the issue. This endeavor will try to provide
clarity on the issues of depoliticization and improvement in the power
distribution system in Albay. The topic is essential in addressing the growing
necessity among all people particularly in this age of digitalization and the
Fourth Industrial Revolution.

I. Objectives

Specifically, the event aims to:

a. Explore the issues and challenges revolving around the cooperative system
and its sustainability to cater quality service
b. Identify the long-term measures of the cooperative to sustain the power
distribution system in Albay, where are we headed?
