are currently writing their thesis titled, “THE EFFECTIVENESS OF THE
IMPLEMENTATION OF THE SMOKE-FREE ORDINANCE” as part of the requirement
for the Degree of Bachelor of Arts in Political Science. The research aims to determine the
effectiveness of the implementation of the ordinance no. 2011-004 also referred to as the
“Smoke-free ordinance of Ligao City”.

Greetings!
We, the undersigned fourth year college students of Bicol University College of Social Sciences
and Philosophy, are currently conducting a research study with the title “THE
EFFECTIVENESS OF THE IMPLEMENTATION OF THE SMOKE-FREE
ORDINANCE”, as a requirement for the Degree of Bachelor of Arts in Political Science. The
main purpose of this study is to determine the effectiveness of the implementation of the
ordinance no. 2011-004 also referred to as the “Smoke-free ordinance of Ligao City”.

In lieu of this, the researchers are humbly asking for your permission and approval for them to
conduct and gather data among the residents from the five barangays in Ligao city proper such as
Guilid, Bagumbayan, Calzada, Sta. Cruz, and Dunao. The data gathering will be in the form of
an interview and administering a survey questionnaire. A total of 351 constituents from different
barangay will be partaking in the said activity.
Rest assured that the researchers will observe, conform, and follow safety procedures to maintain
the safety of the respondents and themselves - as a researcher, as well as will follow a strict
confidentiality of data to be gathered. The researchers strongly believes that you are with them in
attempting to achieve the goal of this study which is to make a positive impact that will benefit
