Background:

Out of School youth is defined in the Functional Literacy Education and Mass Media

Survey (FLEMMS) as person aged 6 -17 years who were not attending school while out-of-

school youth as persons aged 15-24 years who are not attending school, have not finished any

college or past secondary course, and are not working.

According to the law (Republic act NO. 9155) that was released in August 11,2001. An

act of instituting a framework of governance for Basic Education. Stated on Section 2.

Declaration of policy as it was declared of the state to protect and promote the right of all citizen

to quality basic education and to make such education accessible to all by providing all Filipino

children a free and compulsory education in the high school level. Such education shall also

include alternative learning systems for out of school youth and adult learners.

“Education is the key to success” nobody can deny the hard fact that education is an

extremely important for bringing change in the lives of individual but not all of us were given a

chance to attend a formal school. That’s why the Department of Education (DepEd) has now a

program for out of school youth which is the alternative learning system or (ALS).

Some of the factors that influenced Out of School Youth in this study namely: unaware of

free tuition, financial capacity of parents, difficulty in passing the entrance exam, some are

getting worried early. Based on the survey of the Barangay Buri, there are 17 Male and 64

Female that relay under solo parent, and in out of school in their barangay the ages 6-14, 7 of

them are male, and 10 of them are female, under the age o 15-24, 8 of them are male and 10 of

them are female, in the total number of 35.


In this study we will be able to know what is the different factors affecting the ratings of

out of school youth, this will also help the barangay in identifying each cases of their people

need specially the OSY. (Out of School Youth).

Objectives and Method:

The objective of this study is to identify the different factors why there are still out of school

youth in Poblacion Zone 1 in Capoocan, Leyte who have not graduate from high school, or who

have not completed a GED (General Educational Development) high school equivalency

certificate and have demonstrated their eligibility to receive migrant services. There are

programs presented for the OSY (Out of School Youth) to encourage them to be independent

and self-confident as they seek to improve their education and receive complete program.

However, the students can still return to school and received diploma through GED program to

improve their basic skills.

Methods:

The research design we use in this study is Descriptive Research Design. This type of research

design aims to systemically obtain information to describe a phenomenon, situation, or population.

The study was conducted at Zone 1, Barangay Buri Capoocan Leyte. The whole population of out

of school youth in barangay Buri have the total of that we randomly choose to participate in the study

through the use of Slovin’s Formula.

The data for this study were collected through the use of questionnaires. We give them a list of

question or items used to gather data from respondents to know the different factors that made them

decide to stop attending school in Zone 1, Barangay Buri in Capoocan Leyte.


The data in this study was gathered in the use of questionnaires. The questionnaires we used in

this study was researchers made and that standardized, we make sure that the questionnaires we use in

the gathering the data was clear and easy to understand so that the respondents understand what they

are reading. The Data obtained from the survey questionnaires were analyzed using the following

statistical tool: Frequency (f). This was used to determine the profile of the respondents and the extent

of Out of School Youth. Percentage (%). This was used to determine the proportion of respondents

Assumption:

The researcher therefore concluded that there are many reasons why numbers of Out of School Youth is

rapidly increasing. It could be called an epidemic: nearly one-third of the Nation’s High School students

do not graduate. They leave school for all kinds of reasons: Poverty, Distance Parents, Bad Vices, Child

Labor, Unsupportable parents, and Bad Peer Pressure.
