Out of School youth is defined in the Functional Literacy Education and Mass Media
Survey (FLEMMS) as person aged 6 -17 years who were not attending school while out-of-
school youth as persons aged 15-24 years who are not attending school, have not finished any

“Education is the key to success” nobody can deny the hard fact that education is an
extremely important for bringing change in the lives of individual but not all of us were given a
chance to attend a formal school. That’s why the Department of Education (DepEd) has now a
program for out of school youth which is the alternative learning system or (ALS).
Some of the factors that influenced Out of School Youth in this study namely: unaware of
free tuition, financial capacity of parents, difficulty in passing the entrance exam, some are
getting worried early. Based on the survey of the Barangay Buri, there are 17 Male and 64
Female that relay under solo parent, and in out of school in their barangay the ages 6-14, 7 of
them are male, and 10 of them are female, under the age o 15-24, 8 of them are male and 10 of
out of school youth, this will also help the barangay in identifying each cases of their people
The objective of this study is to identify the different factors why there are still out of school
youth in Poblacion Zone 1 in Capoocan, Leyte who have not graduate from high school, or who
have not completed a GED (General Educational Development) high school equivalency
certificate and have demonstrated their eligibility to receive migrant services. There are
programs presented for the OSY (Out of School Youth) to encourage them to be independent
and self-confident as they seek to improve their education and receive complete program.

The research design we use in this study is Descriptive Research Design. This type of research

rapidly increasing. It could be called an epidemic: nearly one-third of the Nation’s High School students
