ACTIVITY SCENARIO

Name of Event: Batingaw Festival

Background:

Handa City is celebrating its annual Batingaw Festival on September 17, 2012, which will be
held at Plaza Sibil. Around 20,000 people will attend the festival. Traffic congestion is
expected throughout the day.

At around 1000H, the festival will commence. The Handa City Mayor, several other VIPs as
well as foreign guests will be present to grace the opening of the festival.

There will be several food and beverage stations, carnival and game concession areas that will
be established around Plaza Sibil. They will open at around 1000H and will close at 2300H.

Popular celebrities and bands are expected to draw a considerable crowd. At around 1200H,
variety shows will commence. Many of the performers have pyrotechnic displays prepared.

At around 2300H, there will be a giant fireworks display to conclude the Batingaw Festival.

Handa City Mayor’s Briefing for the Incident Management Team


September 16, 2012, 2000H

During our celebration on September 17, 2012 at Plaza Sibil, I expect all agencies and
organizations to work together for the event. No other agencies and organizations outside the
jurisdiction of the city will be allowed to be involved in the operations.

As your Responsible Official, I’m directing your team to act as the Incident Management Team
(IMT) to ensure the safe and secured conduct of the event.

We have coordinated with M1Events, who will be responsible in the production and technical
set-up for the event. As the IMT, you are expected to work closely with them and support their
needed safety requirements.

I am particularly concerned because according to law enforcers and consultation with technical
experts, there are potential incidents that may arise during the celebration such as:
1. Protests by cause-oriented groups or organized opposition party politicians
2. Stampede
3. Food poisoning
4. Terrorist attacks, such as bombing, active shooting, and/or assassination
5. Natural hazards such as earthquakes
6. Fire outbreaks

The festival budget for this year will have some financial constraints. Without compromising
the security and safety of the VIPs, organizers and the general public, I expect you to manage
their safety and security at all costs using all available resources.

Let us all celebrate Batingaw Festival with zero incident!

All resources are authorized to be deployed in preparation for the festival. Together, your team,
resources are expected to be on-scene on September 17, 2012 at around 0200H.

Present Situation:

It is now 0200H, September 17, 2012. Your IMT and all resources that are authorized for
mobilization are already on-scene in preparation for the festival.

You are expected to have an Incident Action Plan (IAP) to outline your priorities and plans for
the entire celebration of the festival. The IAP will be briefed to your responders at around
0600H, September 17, 2012.
