TERMS OF REFERENCE

Project Officer

Background
RET is an independent, impartial, non-profit organization with no religious or political affiliation
registered in Geneva Switzerland. We believe RET is the world leader, in providing tailor-made
solutions and relevant programs to bridge the gaps and respond to the real needs and
challenges of the communities. Our aim is to provoke significant positive change, enabling
particularly vulnerable youth and young women to take control of their lives and fulfil their
social and economic rights. RET focuses primarily on the two pillars of youth and women, as
they represent among the most vulnerable populations during crises, as well as the greatest
vectors of positive social change. RET envision a world in which vulnerable young people
overcome multi-dimensional adversities and a recapacitated to lead their own journey towards

RET International, with funding from the 2022 Central American Regional Security Initiative
Economic Support Funds (CARSI-ESF), is implementing the Transportation Leaders Empowered
through Education, awareness and Effective Policy Change on Human Trafficking (TLEAP Belize)
project. The proposed intervention aims to raise awareness and provide educational
information about human trafficking among stakeholders in the transportation industry at the
national and municipal levels. A Project Officer is required to coordinate and oversee the
implementation of project activities.

Reporting Line:
The Project Officer will report to the Country Director. S/he will work closely with the rest of
the RET team in Belize to ensure that the activities are delivered to a high level of quality, on
time, and within budget.

Place of Work
S/he will be stationed at the RET National Office in Belize City, and will be required to travel
countrywide throughout the implementation of the project.

Duration of Contract
S/he will be engaged for a period of 1 year.
General Responsibilities
1. Project Management
• Ensure the full implementation, management, coordination and successful
achievement of the “Transportation Leaders Empowered through Education,
awareness and Effective Policy Change on Human Trafficking (TLEAP Belize)
Project”.
• Report to the Country Director in a timely manner any discrepancy, challenge, or
difficulty met during the planning and implementation of the activities,
especially when it could affect the achievement of RET’s objectives.
2. Technical implementation
• Guarantee that all activities, achievement of goals, and submission of reports
and deliverables are reached with the highest quality and on time.
3. Coordination and networking
• Internal. Closely coordinate with the different work areas, namely Officers and
Specialists, Technical, Finance, Administration, and Logistics, to ensure the
proper and timely allocation of the necessary resources for an efficient and
effective implementation.
• External. Establish and maintain collaborative relationships and linkages with the
Government of Belize, City and Town Councils, Statutory Bodies, Associations,
NGOs, CSOs, CBOs, and any relevant organized group and individual advocates to
strengthen inter-country networks for the success of the project.

Specific responsibilities
• Overall management, planning, and implementation of the project’s outcomes, outputs,
and activities, according to the work plan.
• Responsible for the delivery of the project activities at the national and local level,
including working with the various Authority Bodies within the transportation industry
in Belize and the Anti-trafficking in Persons Council.
• Undertake all necessary financial arrangements, processes, requests for authorizations,
and payments and ensure financial accountability for national-level activities.
• Ensure close coordination with other government and non-government stakeholders, to
increase collaboration and synergies.
• Organize and facilitate regular partnership stakeholder meetings, and ensure
appropriate follow-up.
• Represent the project in external meetings.
• Develop knowledge, attitudes, and practices (KAP) assessment and distribute among
transportation industry stakeholders to gather baseline data.
• Design and develop a training module about human trafficking specialized for
transportation industry stakeholders.
• Plan and facilitate Training of Trainers (TOT) workshops with frontline workers of the
transportation industry. Contribute to the design of awareness materials about human
trafficking
• Participate in the distribution of awareness materials Ensure the coherence of the M&E
Plan with the Operational Work Plan.
• Monitor the progress of the project, and prepare monthly consolidated project report(s)
and situational reports capturing all activities conducted during the reporting period.
• Ensure regular follow-up, as well as monthly and quarterly reporting on all project
management aspects.
• Maintain close communication of overall operational issues as well as strategic
opportunities arising from project implementation.
• Provide substantive and technical expertise for the implementation and assessment of
the project, including the collection and compilation of relevant background data and
information, monitoring, and evaluation.
• Maintain regular contact and productive working relationships with colleagues in other
agencies and external partners providing services for the target population.
• Work with Officers, Specialists, and Staff to ensure the collection of relevant and
appropriate data needed for an effective M&E system which will be utilized in
monitoring strengths, weaknesses, and gaps in existing projects and services and for
reporting on donor commitments.
• Regularly update the Country Director on the progress of the project.
• Provide alert to the Country Director on proposal corrective actions required to avoid
delays in implementation, including flagging operational issues and risks requiring timely
actions.
• Contribute to monthly and quarterly donor reports, providing vital information
regarding the progress of the project.
• Perform other duties as required by the Country Director.

Security
• Ensure compliance and controls environment is effectively managed by the project
team;
• Take the necessary measures to ensure, as much as possible, the safety of all staff and
implement emergency security evacuation plans as appropriate;
• Regularly report to line manager and security Focal points on safety and security issues.
• Develop and maintain management risk register, and regularly report to line manager
on it; proactively put in place risk mitigation measures against potential high-risk areas
(e.g., staff security, theft, etc.)
Secondary responsibilities
• If requested by the Country Director, participate in coordination meetings with the
authorities and/or partners.
• Complete any additional task, as requested by the Country Director.

In addition
• Comply fully with internal policies, ensuring that the activities and performances follow
the guidelines included in the RET’S Code of Conduct, RET’s PSEA, and other institutional
manuals and policies;
• Manage transparently institutional resources, fulfilling effectively and efficiently the
tasks;
• Maintain confidentiality in handling sensitive, security, and institutional issues.
• Other support or tasks as required by the Country Director.

Office (Word, Excel, PowerPoint), internet, and e-mail

Qualifications & Requirements


• Bachelor’s Degree in Social Work, Education, Project Management, Public
Administration, Human Rights, Public Policy, Development Studies, International
Relations, Political Science, and/or other related social science.
• Minimum 5 years of experience working with groups and communities, developing
training modules and facilitating groups sessions/workshops.
• Experience managing logistical arrangements for activities according to project
proposal, budgets, document filing, elaboration of reports, among others
• Knowledge of different forms of gender-based violence, including human trafficking,
and the unique vulnerabilities that human trafficking presents.
• Availability to travel within the national territory, and to execute activities in evenings
and weekends
• Must be resourceful and take initiative even when given minimal direction
• Must be results focused and be able to work under pressure and right deadlines;
• Technical knowledge and experience in implementation of gender and disability
sensitive approaches is a plus.
