Expectations of Contractor’s Company
• Maintain 24-hour contact upon request by GLOBALFOUNDRIES’ Project
Coordinator
– For all projects, CSV EHSS Representative/Supervisor shall be onsite.

• Attend all Project Coordinator’s meeting


prior to the commencement of work.
– To understand the nature of the job
– Address any EHSS concerns and issues faced

• Reinforce the rules and regulation to any sub-


contractors and/or staff employed for the project

• Be responsible for adequate training and competency of contractors or staff


to carry out their task

Expectations of Contractor’s Supervisor
Protect the safety and health of those working under their direct
control and all who may be affected by their work.
This could be achieved by:
• Conducting risk assessments to remove or control risks to workers at the
workplace
• Maintaining safe work facilities and arrangements for the workers at work
• Ensuring safety in machinery, equipment, plant, articles, substances and
work processes at the workplace
• Developing and putting into practice control measures to deal with
emergencies
• Providing workers with adequate instruction, information , training and
supervision

Expectations of Supplier
Ensure the machinery or equipment erected, installed or modified
are safe and without health risks when used.
Ensure any machinery, equipment or substances provided are safe
for use.
This could be achieved by:
• Providing proper information on the safe use of the machinery, equipment or
hazardous substances
– Training Records, Training manual and Dos and Don’ts on the use of
equipment/machinery
– MSDS
• Ensure that the machine, equipment or hazardous substances are safe for use

EHS General Rules
Age limit
• Those below 16 years old are not permitted to perform any work in GLOBALFOUNDRIES.

Illegal Employment
• Ensure valid employment pass and duly approved work permit are available for
inspection for each foreign contractors working in GLOBALFOUNDRIES.

Dress and Shoes Policy


• Sandals, shorts, sleeveless shirts, and any clothing with offensive pictures or wording
are prohibited.

• Long Pants, Cover safety shoes and appropriate attire are required

Note: Take note of clean room gowning procedures, appropriate clothing when
performing task at site.

Minor Chemical Spills and Leaks of < 1m2
1. Stop work immediately and attend to the spills and leaks using
texwipes or other absorbent materials found in our Spill Cabinet.
2. Evacuate surrounding personnel
3. Always treat all puddle of liquid as acidic
4. Cordon off the area until ERT arrives
5. Dispose the contaminated materials in the designated waste bins
provided and inform the Global Foundries project coordinator in ALL
CASES.

For any observation of chemical spills that cannot be contained :


⮚Call ext 33000 to activate our Emergency Response Team (ERT)

Chemical Spills and Leaks During Transportation within our premises
1. Immediately stop vehicle engine and evacuate the people nearby. Put on PPE and
mitigate the spill by using spill barrier or available absorbents to prevent it entering any
storm drains without any personal risk.

2. Inform Security Post.


3. Help to direct traffic and alert the oncoming traffic of the incident until security arrives.

4. Report to your Project Coordinator/ Immediate Supervisor for headcount according to the color
code assigned

area if possible. Evacuate the people nearby if there are any.
2. Inform Security Post.

Report all incidents to Supervisors, EHS Engineers or any ERT member
(Near Miss / Unsafe Act / Unsafe Condition / Injury / Environment Issue)

For reportable accident*, Contractor’s company is to report to MOM and submit a copy of
the report to GLOBALFOUNDRIES EHS department

All contractors are required to apply Permit-To-Work
(PTW) before commencement of work to ensure
visibility, compliance, control, and communication over
the job
– NO PERMIT = NO WORK
• Permits must be posted at work site and permit instructions followed explicitly

– Permit must be signed by CSV EHSS representative; and approved in the ePTW
system by GLOBALFOUNDRIES project coordinator, project supervisor, EHS
engineer, and other relevant stakeholders.
– NO photocopied PTW is allowed.

– Risk Assessment must be submitted together with the PTW for approval.

– Adhere to valid period of work as indicated in PTW

• General PTW (Valid for 7 Days)

Hot Work Permit
• Hot work includes grinding, torch cutting, gas soldering, welding,
brazing and any equipment that produces a flame or spark.

• Contractor shall be responsible for taking all necessary precautions


within the vicinity.

• PVC welding is not classified as Hot Work unless works are carried out
at the following areas:
– Waste Solvent Intermediate Tank and Recovering Area
– Chemical Supply and Gas Supply Rooms
– LPG Storage Area
– Material Rooms
For any work that will affect the fire protection system,
raise a Fire Impairment Form

Fire Impairment Permit
• For areas that are protected by sprinklers, smoke detectors (HSSD),
heat detectors (For the area isolated, you may refer to FMS Personnel)
• Form has to be submitted 3 days before work
• Ensure a Fire Watchman to be allocated whose duties are to:
• Stationed at the hot work site to stand by and observe for any fire
hazards throughout the hot work operation.
• Check and ensure that all combustible materials in the way of the
affected areas in the adjacent compartments have been removed
• Upon completion of the work, Contractors are to inform FMS Personnel
to recover the status of the Fire Protection Devices.

Odour Permit
• Odour work (Example: painting, application of fibre glass resins)

• Contractor shall be responsible for taking all necessary precautions within


the vicinity.

• Contractor shall also state the cause, the source as well as the chemical
used.

• For any chemicals that are to be placed in the premises for more than 24
hours, apply for Chemical Approval Form from EHS Department.

• Contractors are to display their name or badges
together with the permit at the entrance of the confined

EHS Engineer

• During operation, all cranes at site have to be tested daily on


operational devices before conducting any works and physically
inspected every week by Crane Operator/Competent Personnel.

Chemical’s Entry to site
- No chemicals are to be brought, stored and used in
Global Foundries premises without prior approval from
EHS.

Chemical Labeling
- All chemical containers shall be properly labeled. No
unmarked containers shall be left unattended.
- All unlabeled containers shall be confiscated by EHS
personnel.

Chemical Handling
- Contractor supervisors are responsible to ensure their
contractors are trained and follow strictly the chemical
handling procedures to prevent chemical exposure and
pollution to environment.

• Safety Data Sheets (SDS) provides handy information such as:


– First Aid Instruction/Emergency Response
– Chemical Safe Handling

– Routes of exposure and more.

• Chemical labels shall contain the following information:

• All emissions to the air or discharge to water drains (indoors or
outdoor) shall be in accordance with governmental regulations and

Protection Plan
Prevent contamination of stormwater runoff, illegal discharges, spills or leaks from
entering stormwater drain.

Role and Responsibility:

• Do not discharge any solid waste or liquid to open drain (indoor or outdoor).
• Waste that is generated by contractors, vendors and suppliers shall be properly
packed, marked, labeled, handled and stored during the job and turned over to
GLOBALFOUNDRIES upon completion of the job. The Contractor’s employees
involved in the handling of the hazardous waste shall be trained.
• Maintain a clean work environment and keep the work site free from any stormwater
pollutants. Upon completion of work, contractors shall remove all implements, surplus
materials and debris, leaving the construction area in "broom clean" condition.
• Call 33000 or alert security if you see any:
– external spills/leaks;
– illegal discharge;
– flooding & clogging of drains;
– leakage of external storage items; or
– means that may disrupt and affect the stormwater drains

Lifting Equipment
All Lifting Equipment in GLOBALFOUNDRIES are to be
– MOM-certified upon usage;
– Training Records of users for Lifting Equipment; and
– Maintenance /Inspection Records of Lifting Equipment.
Security, EHS Engineer or any personnel has the right to revoke the usage of any lifting
equipment being used in the premises.

– Lifting machines - Any crane, suspended scaffold capable of being raised or lowered by

Electrical Safety
• Contractors shall make sure that only trained / skilled workers shall be
allowed to work on live electrical panels / DB for any new tie-in job.

• ELCB (Earth Leakage Circuit Breakers) adapters of 30 mA sensitivity are


required to be used for tapping small power for hand held tools from any power
point ( SSO ) in the building. Contractors shall make sure that the ELCB
adapter and the hand held tools are in good working condition, prior to
start of their work.

• Critical area permit is required to be filled up by the contractors for working


inside all Electrical rooms.

• Contractors working in Sub Fab must take note of following


– Do not step on any live system services (e.g. bus bars, exhaust ducts, gas and chemical pipe
lines etc.)
– Stay away at least 1 meter away from power tap-off units on the bus bars to avoid accidental
hitting on MCCB handle and tripping of power to Fab tools.

Fire Protection
- All flammable liquid must be properly stored.

During the CHECK-IN PROCESS, security will seal all USB and Network ports with the
tamper proof security sticker.

sticker are not tamper or removed.

1. ALWAYS OFF engine and ensure that parking brakes are fully engaged

2. Wheel chocks are properly positioned to prevent accidental movement in

3. Front and rear wheels MUST BE DIAGONALLY CHOCKED IN PAIRS

4. Contractor, supplier, vendor shall provide their own wheel chocks and the
selection of wheel chocks in accordance to your vehicles need

What Next?
You are now required to:
1. Complete the CSV EHSS assessment here. The passing grade for this assessment
is 100% and you are able to re-take the assessment as many times as required to
pass;
2. Once you pass the CSV EHSS assessment:
a. Print the results page showing your score (e.g. 25/25);
b. Print, fill, and obtain the necessary signatures for the CSV EHSS Training & Assessment
Declaration Form found here;
c. Print, fill, and obtain the necessary signatures according to your CSV status:
i. For existing GF SG CSV personnel:
FY-0004-4 Contractor Boarding & EHSS Training Attendance Form (4 pages)
ii. For aspiring GF SG CSV personnel:
FY-0004-3 Contractor Security Boarding and Pass Application (7 pages).

3. Submit the required documents (3a, b, c) to Fab 7G Security counter in person from
Mon-Fri, 2pm-4pm. Submissions outside this window will not be received.
4. GF Security will then process the application within the following time frame:
a. For existing GF SG CSV personnel: within 24 hours; and
b. For aspiring GF SG CSV personnel: within 3 working days.
