KAISA: CALL-TO-ACTION AGAINST DESTRUCTIVE

FIRE CAMPAIGN
EXECUTION PLAN

With the mission of promoting active participation of every sector of


society, a Call-to-Action Campaign shall be implemented by all units with
the theme “Sa Pag-iwas sa Sunog, Hindi ka Nag-iisa!”. The KAISA
Program under the OPLAN LIGTAS NA PAMAYANAN is hereby re-
activated and modified into an alternate yet encompassing activity that
respects the health and safety protocols due to COVID-19. The campaign
shall be launched in its dry-run alongside with the yuletide fire safety
campaign leading to the nationwide campaign for the Fire Prevention
Month in 2021.

The program shall be executed through the following guidelines.

1. REACHING OUT TO PARTNER STAKEHOLDERS


1.1 All units under the supervision of the Regional
Director shall call the participation of partner
stakeholders to join the KAISA: Call-To-Action Against
Fire Campaign such as, but not limited to the following:

a. Barangays and Barangay Councils


b. Local Government Units
c. Government Agencies and Institutions
d. Small and Medium Private Companies and
Business Establishments
e. Large Private Corporations and
Conglomerates
f. Civic Organizations and Civil Society Groups
g. Non-Profit Organizations and Institutions
h. And other public or private institutions

1.2 Coordination with these agencies shall include


dialogues be it physical or virtual depending on the
situation explaining the participation and responsibility
of every KAISA Partners. Physical coordination shall be
done in accordance with the minimum health and safety
protocols.
1.3 During the coordination activities, all units shall
explain to the called-upon stakeholder the program in
an effort to convince the same to join the cause. KAISA
is a voluntary campaign on the side of the stakeholders,
every unit must not force any establishment to join the
campaign, but shall do every effort to convince to
participate.

2. RESPONSIBILITIES OF KAISA PARTNERS

Any entity who wishes to be a KAISA PARTNER


must perform and abide with the following responsibilities.

2.1 Designate a Fire Safe Marshal from one of their


employees to serve as the fire safety monitor and
ensure the following.

a. Proper and good housekeeping practice in the


workplace and vicinity;
b. Provide adequate fire safety information and
reminders to co-workers through regular
“after-office safety talks” adopting the
seasonal fire safety theme published by the
BFP;
c. Posting of fire safety tips, posters or
reminders in the workplace;
d. Coordinate with the BFP for annual fire safety
seminars and drills; and
e. Call the BFP and other authorities in case of
fire and emergencies.

2.2 Assist the Fire Safety Inspector in the conduct of


annual Fire Safety Inspection for FSIC renewal. Sign
the KAISA Manifesto of support and accompanying
poster and have the same posted in the lobby of their
office.

2.3 Participate, when called upon to safety themed


campaigns such as the Fire Prevention Month, OPLAN
IWAS SUNOG during summer, OPLAN KALULUWA
during UNDAS, OPLAN PAALALA-IWAS PAPUTOK
during the yuletide and New Year and other campaigns
such as posting of Official Tarpaulins and Posters
within their office/area.

2.4 Report to higher BFP authorities issues and


anomalous transactions promoted by any BFP
personnel or individuals posting as BFP representative
for whatever purpose.

2.5 Submit during the annual fire safety inspection a


documentation of all fire safety activities performed
during the entire year for assessment and evaluation.
Satisfactory accomplishments will be awarded with the
KAISA STAR SEAL.

3. THE KAISA STAR SEAL


3.1 During the annual regular inspection for the
establishment, every KAISA Partner will be evaluated
for sustained fire safety awareness initiatives and shall
be awarded with the KAISA STAR SEAL STICKER.

3.2 The Star Seal sticker shall by no means be


misconstrued as an additional fire safety requirement
prior to the issuance of Fire safety Inspection Certificate
(FSIC) but simply a token of recognition of the partner’s
commitment to promote fire safety in their
establishment even without the BFP’s supervision.

3.3 The evaluation shall be based solely on the


following documentation:

a. Photos of conducted “After-Office Talks”


b. Photos of good housekeeping activities,
seminars and drills
c. Attendance sheet (if available)

3.4 Partners with noted fire safety violations and


issued NTC will automatically not be awarded with the
Star Seal.

3.5 3years consecutive recipient establishments will


be endorsed to receive the Gawad Ligtas na Gusali
Award subject to further guidelines.
