ACCOMPLISHMENT OF THE 2017-2019 PEACE AND ORDER


AND PUBLIC SAFETY (POPS) PLAN

NARRATIVE REPORT

The Peace and Order and Public Safety (POPS) Plan of the Local Government Unit
of San Manuel, Isabela was designed and crafted with the prime purpose of promoting
peace and order and maintaining public safety within the municipality. It had launched
various programs, projects, and activities designed to improve the delivery of basic
services and make the locality more effective in addressing the POPS issue. The
implementing agencies strongly believe that a peaceful and safety community is indicative
of the absence of crimes and disorder and the safety of the public is maintained.

This Narrative Report summarizes the accomplishment of the different programs,


projects, services, and activities as contained in the 2018 POPS plan. It aims to provide
comprehensive report of the product of the concerted efforts of the different agencies
involved in the successful implementation of the plan.

As to Peace and Order, particularly on Crime and Disaster, the first objective, “to
decrease the number of crime against property by 50% at the end of the third year” having
the following programs, projects, services, and activities had been successfully
implemented and accomplished: (1) Conduct regular mobile patrolling and implement the
PIPS (Police Intervention Patrol System) was done year round with 360 actual number of
days and an amount of Php24,000.00 released for its actualization; (2) Conduct of training
to force multiplier was done twice – one during the first semester and the other during the
next semester with a funding of Php20,000.00; (3) Conduct of dialogue/symposium to
schools and barangays on crime prevention and on how to avoid becoming victims of
crimes where the Php20,000.00 allotment was utilized in the 12-day conduct of the said
activity. In terms of “reduction in the number of crimes against person by 90%” as
reflected in the POPS plan, the municipality of San Manuel was able to realize the
following PPSAs: (1) Conduct regular mobile patrolling and implement the PIPS (Police
Intervention Patrol System), (2) Conduct of training to force multiplier, (3) Conduct
empowerment of BPATs and BINs, and (4) Conduct of dialogue/symposium to schools
and barangays on crime prevention and on how to avoid becoming victims of crimes.
Furthermore, “to reduce CICL cases”, IEC has been conducted twelve times utilizing
Php30,000.00 fund, and guidance counselling was conducted twice with Php20,000.00
funding requirement.

Another aspect of Crime and Disaster that the Local Government Unit of San
Manuel has worked upon seriously is the “establishment of a drug-free municipality,
apprehension of pushers, rehabilitation of drug dependents and reintegration of
surrenderers to the community.” To achieve these goals, (1) organization/reorganization
of ADAC and MASA MASID has been initiated at funding cost of Php20,000.00; (2) Oplan
Tokhang was instituted for 300 days utilizing Php75,000.00 fund; (3) Intel-build up for
drug personalities was done 4 times with Php26,000.00 fund utilization; (4)
Implementation of search warrant was conducted 12 times and had consumed Php
26,000.00 of the allocated fund; (5) conduct of buy-bust operation which was likewise
done 12 times at Php50,000.00 fund utilization. (6) Case building against target drug
personalities, (7) operation, documentation and monitoring of Balik-Loob, and (70
counselling of drug surrenderers were likewise done 24 times within a year with funding
of Php40,000.00, Php20,000.00, and Php10,000.00, respectively. Moreover, (8) sports
development and livelihood skills training among surrenderers was undertaken twice
with a budget of Php100,000.00; (9) barangay and school-based
dialogue/summit/symposium were conducted 32 times within the year utilizing
Php25,000.00 of the allocated budget; and (10) house-to-house visitation had been
enforced for 26 days with Php20,000.00 budget allocation.

As regard Public Safety, one of the objectives as provided in the plan is “to reduce
vehicular accidents by at least 80%, to with the following PPSAs have been implemented:
(1) conduct symposium and dialogue on Road Safety Code to all drivers done in 32 days
at a budget of Php30,000.00; (2) concreting and maintenance of core local roads where
Php500,000.00 was utilized; (3) enforcement of EO 18 and municipal ordinance through
regular checkpoints institutionalized with a budget of Php30,000.00; (4) putting up of
additional street lights with Php50,000.00 budget; and (5) identification of areas that need
road signages and construction of signages consuming Php20,000.00 of the allocated
budget.

In terms of Emergency Crisis Management and Fire Safety, four (4) PPSAs had been
implemented with the objective of “establishing resilient dwellings and attain zero
casualties during disasters. In line with this, (1) IEC on disaster-preparedness was
instituted quarterly with a budgetary allotment of Php30,000.00; (2) designation of
evacuation centers at Php5,000.00 allocated fund; (3) enactment of ordinance on forced
evacuation during disasters with a budget of Php20,000.00; and (4) implementation of
liquor ban during disasters year round at a budgetary allocation of Php20,000.00.

In summary, the different implementing arms and agencies had successfully


achieved, accomplished, and implemented seven (7) general objectives, twenty-nine (29)
different programs, projects, services, and activities with an actual utilization of the total
budget of Php1,315,000.00.

These accomplishments have been made possible through constant monitoring and
supervision, active involvement of the members of the Municipal Peace and Order
Council (MPOC). To keep track of the progress of the different programs, projects,
services and activities, members of the MPOC had convened during their quarterly
meetings on the following dates: January 9, 2017 for their first quarterly meeting, May 12,
2017, September 15, 2017, and November 29, 2017 for their second, third, and fourth
meetings, respectively.
To this end, the implementers of the plan and the Local Government Unit of San
Manuel believe that the different programs, projects, services, and activities enumerated
and contained in the 2017-2019 Municipal Peace and Order and Public Safety (MPOPS)
plan of San Manuel, Isabela were successfully accomplished. It is hope and anticipated
that the LGU will continue to perform well in the succeeding years to ensure that crimes
will be curbed, disorder will be avoided, and public safety will be maintained and upheld.
