Manufacturing / Fabrication

Lloyd’s Register Verification - PED Training Course

Manufacturing / Fabrication
• Preparation of Component Parts:
• Cutting - Should not affect the material mechanical properties
• Forming - Within the limits/restrictions of the Code of Construction
• Heat Treatment - In accordance with requirements of Material
Specification and/or Code of Construction
• Traceability (Materials) - Written procedure (from Receipt (against
Material Certificate) through production/manufacture to final
inspection)
• Final Assessment
• Final inspection - Visual Inspection (including documentation)
• Proof test - In accordance with requirements of the Design
• Inspection of safety devices (could include safety systems)

Manufacturing / Fabrication
• Marking and labelling
• In addition to the CE marking as required by the PED, the following
information must be provided for all pressure equipment:
¾ Identification of the Manufacturer
¾ Year of manufacture
¾ Identification of the pressure equipment, eg type, series or batch
identification and serial number
¾ Essential maximum/minimum allowable limits
• Depending on the type of pressure equipment further information
necessary for safe installation, operation or use and , where
applicable, maintenance and periodic inspection
• Where necessary, warnings fixed to the pressure equipment drawing
attention to misuse which experience has shown might occur

Lloyd’s Register Verification - PED Training Course

Manufacturing / Fabrication
• Operating instructions - All items of pressure equipment when placed on
the market must be accompanied with adequate instructions for the user,
containing all the necessary safety information relating to:
• Mounting, including assembling of different pieces of the pressure
equipment
• Putting into service
• Use
• Maintenance, including checks by the user
• If appropriate, these instructions must also refer to hazards arising
from misuse

Joining Approvals (Welding)

Lloyd’s Register Verification - PED Training Course

Joining Approvals (Welding)

• Welding consumables and other joining materials need fulfil only the
relevant requirements of Paragraph 4.1, 4.2(a) and the first paragraph of
4.3, in an appropriate way, both individually and in a joined structure
• Welding consumable manufacturer to issue certificate of compliance for
all welding materials (only on pressure envelope)
• Welding Procedures and Welders: to be qualified in accordance with
harmonised standard (ie EN 287 / EN 15614-1) or qualified to other
standards that can be demonstrated as technically equivalent (ie ASME)
• For category II, III & IV pressure equipment and assemblies all welding
procedures and personnel to be approved by a Notified Body (NoBo) or
a Recognised Third Party Organisation (RPTO)

NDT / NDE Requirements

Lloyd’s Register Verification - PED Training Course

NDT / NDE Requirements

• Notified Body activities relating to NDT/NDE :
♦ Check operator qualifications
♦ Ensure that appropriate NDT / NDE procedures are in place and
that reports are available - Procedures must be available and cover
the specific application, and be written or approved by a
competent individual (PCN Level III or ASNT Level III)
♦ examine NDT / NDE reports and procedures to ensure “compliance
with the relevant harmonised standards”

• In all cases, Lloyd’s Register would normally review all applicable NDT /
NDE documentation and the competence of individuals as part of the
inspection regime

NDE Personnel Qualifications Summary

• Category I - NDE personnel must be suitably qualified
• Category II - NDE personnel must be suitably qualified (to the satisfaction
of the Notified Body (NoBo))
• Category III and IV - NDE personnel must be approved by a Recognised
Third Party Organisation (RTPO)
• Examples of organisations who hold Recognised Third Party Organisation
(RPTO) status would be Lloyd’s Register and in the UK The Welding
Institute (WI - CSWIP) and the British Institute of Non Destructive Testing
(BINDT - PCN)
• The RTPO (eg BINDT) may cascade down operator training and
examination to other specialist training organisations however the RTPO
issues the operator qualification
