Materials
• Materials used for the manufacture of pressure equipment must be
suitable for such application or intended use during the scheduled lifetime
unless replacement is for seen
• Materials must be certified and traceable to the original “Mill Certification”

• Materials must comply to the requirements of the PED in one of the


following forms:
♦ A European Harmonised Standard
♦ Have been subject to a European Approval for Materials (EAM) by a
Notified Body
♦ Have been subject to a Particular Material Appraisal (PMA)

• Published in the Official Journal of the European Communities

• Have an “EN” Number

• Have a “Z#” Annex (normally ZA)

• Give a “Presumption of Conformity”

Particular Material Appraisal (PMA)


• Manufacturer must always be responsible for material selection and
preparation of documentation (legal liability)
• Particular Material Appraisal documentation must be reviewed by
Notified Body responsible for the conformity assessment in Categories III
and IV, for suitability and confirm compliance with the essential safety
requirements (ESR’s)
Note: Notified Body must check the suitability of material from all
sources. If there is a previously approved Particular Material Appraisal
(PMA), it needs to be checked for its suitability and does not necessarily
need to be re-appraised
• Notified Body may be involved in the drafting of the Particular Material
Appraisal (PMA)
• There is no “presumption of conformity"

Inspection and Certification of Materials


• The equipment manufacturer is responsible for ensuring that the material
used conforms to the specification and any additional imposed design
requirements
• Equipment manufacturer responsible for maintaining material traceability
throughout manufacture
• Material sourced from Material Manufacturer with a Certified Quality
(Assurance) System
• Material manufacturer’s Quality (Assurance) System assessed by
competent body established as a legal entity within the European
Community, and subject to periodic audits
• Material Manufacturer issues appropriate Inspection Certificates
which confirm compliance with a specification
• Equipment manufacturer should have additional documentation to
confirm the approval status of the Material Manufacturer’s Quality
(Assurance) System

• EC Guideline related to PED, Annex I, Section 4.3
• Question: What is a “competent body” for the certification of the quality
(assurance) systems of material manufacturers
• Answer: A "competent body" for certification of the quality systems of material
manufacturers can be any third party body established as a legal entity within the
Community which has recognized competence in the assessment of quality
(assurance) systems for the manufacture of materials and in the technology of the
materials concerned. Competence can be demonstrated, for example, by
accreditation

• Note 1: A body not established as a legal entity within the Community, even if it
has a recognition agreement through the International Accreditation Forum, does
not comply with the requirements of Annex I Section 4.3
• Note 2: A notified body may perform this task only if it has a recognized
competence in the field of quality assurance, materials and related process
technology. For this certification, the possible use of the notification number for
PED is irrelevant
• Note 3: The certificate of quality system shall make reference to the legal entity
established in the Community and its address

Inspection and Certification of Materials


• Direct Inspection Route (No Certified Quality (Assurance) System )
• Equipment manufacturer to perform inspections with a competent
body acting for him
• Material manufacturer issues inspection certificate, endorsed by the
purchaser’s authorised inspection representative, stating that
materials comply with specification
• Material From Stockist
• Originally supplied by the Direct Inspection Route:-
• May only be accepted if original inspection performed by a
competent body and material being traceable
• Originally supplied by the Quality (Assurance) System route:-
• May be accepted, following satisfactory material identification
and certification examinations, and review of the Stockist’s
Quality (Assurance) System

To comply with the PED


• Confidence in the supply and manufacture of the pressure retaining
parts is obligatory
• “For main pressure bearing parts of equipment in categories II, III and IV,
the certification must take the form of specific product control”
• A typical certificate should provide details of the analysis, mechanical
properties, heat treatment and any other specific requirements of the
applicable product specification
• The certificate will be validated by the material manufacturer’s
authorized inspection representative, independent of the manufacturing
department
• Basically, the certification supplied for a material shall be issued by the
material manufacturer not by a stockist or transposed by a stockist

To comply with the PED


• Paragraph 4.3 3rd indent - Material manufacturers must have an
appropriate quality assurance system, certified by a competent body
established within the community and having undergone a specific
assessment for materials, certificates issued by the manufacturer are
presumed to certify conformity with the relevant requirements of this
section
• It is the responsibility of the Manufacturer of the pressure equipment
who applies the CE marking to provide certification that complies with
the above statements
• Details of the material manufacturers quality assurance certification
should be obtained. Reference to Paragraph 4.3, on the issued
certificate would be also beneficial
• Note: Any further processing that affects the mechanical properties of
the material must be assessed and tests performed as necessary

To comply with the PED


• All purchase orders placed on suppliers for pressure parts should state
the relevant sections of the PED and form a part of the supply contract
• Note - Bolting if not classed as main pressure bearing parts then a BS EN
10204 2.2 Certificate is acceptable. A 2.2 Certificate is a document in
which the manufacturer declares that the products supplied are in
accordance with the requirements of the order in which he supplies test
results based on non-specific inspection (See EC Guideline 7/8)

• EC Guideline related to PED, Annex I, Section 4
• Question: What are the certificates required for bolting parts?
• Answer: The bolting parts (bolts, nuts, studs) are joining components
• When these components contribute to the pressure resistance, their
materials shall fulfil the relevant requirements of Annex I, Section 4
• Regarding Section 4.3 of Annex I, a bolt is not considered to be a main
pressure bearing part unless its failure would result in a sudden discharge of
pressure energy
• When bolts are used as:
• main pressure retaining parts a certificate of specific product control is
required (unless the item of pressure equipment itself is in Category I)
• pressure retaining parts a test report is sufficient
• non pressure retaining part a certificate of compliance is sufficient
(refer to EC Guideline 7/5)
