Contract Proposal — Matthew Campbell — FBI Special Agent (Retired) August 4, 2023 This document should serve as a Contract Proposal for investigative/audit work to be conducted by Matthew Campbell, an independent contractor, regarding the Rankin County Sheriff’s Office. This work will be performed for Rankin County, Mississippi. All travel time will be billed at $50 per hour. Investigative time, to include but not limited to interviews, document review, analysis, recommendations, and report writing will be billed at $100 per hour. All preparation and analysis for court proceedings or trial will be billed at $200 per hour. All actual court appearances will be billed at $300 per hour. Rankin County will not be charged for any travel expenses. All travel expenses, to include hotels and meals will be paid for by contractor. Matthew Campbell FBI Special Agent (Retired) Summary: Special Agent with the FBI for 24 years. Served as a SWAT team member for 18 years and a SWAT Team Leader for 12 years. Planned and executed both Domestic and international tactical operations to include classified international missions combating the Global War on Terrorism and high risk Domestic arrest and search warrants. Obtained several FBI Instructor certifications to include Firearms Instructor, Police Instructor, Tactical and Use of Force Instructor. In addition, worked as the Case Agent on several high profile white collar criminal investigations that resulted in convictions of high profile public figures. Training and Certifications: FBI Firearms Instructor (21 years) - Conducted quarterly firearm qualifications and training for FBI Agents and Task Force Agents. FBI Tactical instructor (18 years) ~ As the Primary Senior Tactical Instructor for the Jackson. Division was responsible for the entire tactical training curriculum for FBI Agents and Task Force Agents. FBI Use of Force Instructor (as the Primary Senior Tactical Instructor) (18 years) ~ Responsible for conducting Use of Force scenarios in a “simunition” training environment for both FBI Agents and Task Force Agents. Also a certified Simunition Safety Instructor. FBI Defensive Tactics instructor (25 years) ~ Provided hand to hand combat training and less than lethal training options to both FBI Agents and Task Force Agents. State of Mississippi Certified Use of Force instructor (10 years) ~ Conducted both classroom and tactical “simunition” training for cadets at the Harrison County Sheriff's Department Police Academy, Biloxi, Mississippi, in the Use of Force to include deadly force. FBI Jackson Division Active Shooter Program Coordinator (7 years) ~ Managed the Jackson Division Active Shooter program and planned and organized the Police and Civilian Active Shooter training conducted by the Jackson Division. ALERRT Police Active Shooter Instructor (7 years) ~ Conducted Active Shooter response training for hundreds of police officers throughout the United States. ALERRT Civilian Active Shooter Instructor (S years) - Conducted Civilian Active Shooter response training to thousands of civilians throughout the United States. Other Specialized FBI Training: Close Quarter Combat, Breaching, Aircraft Assault, Weapons of Mass Destruction, Maritime Operations, Hostage Rescue, Bus Assaults, Vehicle Assaults, Sniper Operations, Land Navigation, Man Tracking, Tactical Driving, Night Vision Operations, Tactical Medical, Interview and Interrogation, Counter Terrorism Operations, Foreign Weapons Training, Executive Protection, Woodland Patrolling, K9 Operations, international Terrorist Interrogation, Tactical Surveillance, SWAT Leadership Training, Unified Command, Partner Force Coordination, Low Light Firearms, Advance Firearms Instructional Techniques, Helicopter Operations, Rappelling, and Electronic Surveillance techniques. Also continues to maintain a United States government Top Secret (SCI) clearance level. Experience: BI Special Agent ~ April, 1996 through September, 2020 SWAT International: 2002, Saudi Arabia ~ Performed classified investigation and operations in support of the FBI's ‘major case “PENTBOMB", the investigation into the September 11, 2001, terrorist attacks. 2003, Cuba (Guantanamo Bay) ~ Performed classified interrogations of suspected terrorists that were captured by the United States military in Afghanistan. 2003 ~ 2004, Afghanistan — Deployed with United States Special Operation Forces to conduct Classified operation in fighting the Global War on Terrorism. Assigned to a multi-agency Leadership Targeting Unit to locate and capture both Taliban and Al Qaeda leadership. Responsible for the planning and execution of several classified missions in the Afghanistan Theater of War. 2007 - 2009, Haiti ~ Four separate deployments as a Team Leader for an FBI SWAT unit responsible for the location and recovery of kidnapped United States citizens. 2010 - 2018 - Conducted classified missions supporting United States government interests in Bosnia, Thailand, Qatar, Ukraine, Tunisia, and Kenya. SWAT Domestic: 1997 -2016: Operator on FBI SWAT Team, Jackson Division. Assault Element Team Leader for 12 ‘years serving as both the Alpha Element Leader and the Bravo Element Leader. Responsible for the planning and execution of high risk arrest warrants and search warrants. Also conducted tactical surveillance, hostage rescue operations, executive protection details for the Attorney General of the United States and the FBI Director, and covert security at special events like the Super Bowl. As a Team Leader, also organized, planned and conducted various training exercises at numerous SWAT training venues. In addition was the Primary Firearms Instructor for the Jackson Division SWAT Team. Criminal Investigator: 1996-2020: Case Agent on many high profile Federal investigations. Presented over 300 defendants to the Federal Grand Jury for Indictment. Every defendant presented was indicted and convicted via guilty plea or found guilty at trial. Was the Case Agent on the NASA-Stennis Space Center kickback and bribery case. This was the largest kickback investigation in NASA history. The case resulted in the convictions of 15 persons and was reported in NASA’s quarterly report to the United States Congress. Was the Case Agent on the Department of Marine Resources case which led to the conviction of the Governor appointed Director. This case was the first time in Mississippi history that a Governor appointed state department head was convicted of a federal crime. The Director of the Department of ‘Marine Resources was sentenced to 5 years in Federal prison. The Director's son and the Deputy Director were also convicted of Federal crimes. Education: December, 1987: Received a BBA in Accounting from Stephen F. Austin State University, Nacogdoches, Texas. Awards: Four FBI grade increase awards for excellent performance.
