Description of The situation of violence related to the territorial dispute between non-state armed
humanitarian groups (GANE) in the department of Arauca since January 2022 has not ceased. During
situation January 2023, new confrontations between NSAGs have been reported in rural areas
of Puerto Rondón and Arauquita. As of January 16, the humanitarian crisis due to the
confrontation between NSAGs in Arauca (2022-2023) has left a total of 2,581 families
and 15,875 people affected, 75% of which correspond to the municipalities of Puerto
Rondón (1,421 people), Tame (7,697) and Arauquita (2,866 people), the focus of the
current conflict between GANE.

Last January 10, 2023, the Ombudsman's Office alerted about the confinement of the
Lejanías village, affecting around 179 people (60 families), where at least four (4)
people were refugees and migrants. The civilian population has serious mobility
restrictions due to the constant presence of the GANE and a high risk of children and
adolescents dropping out of school due to the few guarantees for the continuity of
academic activities.

The NRC team attended 191 people (female: 88 and male: 103) who suffered
confinement, the attention was provided in Vereda Lejanias, from that moment it was
identified that the facilities were not adequate for the service of the population.

In March of this year, a technical visit was made to the community as part of the
infrastructure technical evaluation process to identify needs in the sanitation
component.

Safe and inclusive The NRC team incorporates and applies the basic principles of protection and
programming promotes meaningful access, safety and dignity in the actions to be developed from

implementation of activities we promote the integration of components such as
protection, gender sensitivity and inclusive practices.

In order to provide a comprehensive response to the emergency, a multi-skills


articulation was made with the education, ICLA and protection programs. In
addition to providing care in terms of hygiene training, hand washing and delivery
of non-food items (NFI), guidance on legal information for access to rights, case
management and mine risk education is also provided. In this way, it seeks to
address the immediate and long-term needs of people affected by the emergency,
providing comprehensive care in different areas to ensure sustainable recovery and
a better quality of life.

The intention of the intervention to the sanitation system is to ensure that the
sanitary unit is a safe and inclusive space that protects the privacy and intimacy of
people, which is why it has been taken into account that the intervention
guarantees the comfort, safety and dignity of the community that uses this place
regardless of their gender, beliefs or their particular needs.

The projection that has been made takes into account a distribution of four toilets,
two for men and two for women. Of these, one of each gender has been adapted for
people with reduced mobility; equipped with a safety bar, a shower and doors that
allow safe and easy access to all people.

Through this planning and intervention, the people of the Lejanías community who
come to the health unit can have a safe, comfortable and private space that meets
their needs. Thus promoting the protection of people by providing an inclusive
approach that recognizes the plurality and particularities of each person, ensuring
their welfare.

The intervention increases the capacity to respond to an emergency and takes into
account the cultural adaptability of the community.

Technical In coordination with the government secretariat of the municipality of Arauquita, we


Assessment entered the village of Lejanías where we conducted a multisectoral needs assessment
and baseline on the specific needs of WASH through spaces with focus groups of
the community.

Access to water in the community of Lejanías is through puntillo, which present


contamination risks due to proximity to stagnant water and because they do not meet
the required distance from the location of septic systems. Most of the houses do not
have sanitary units, nor do they have toilets, and they do not have basic hygiene
elements such as soap for hand washing. Some of these dwellings do not have
showers or present protection, privacy and security risks because they are not
enclosed.

Some families report using a handmade sand filter as a treatment method for water
consumption and food preparation. Water is stored in valdes or timbos, which in
some cases do not have the required lid.

The sanitary unit is built in confined masonry and consists of two separate modules
for men and women; however, a mixed module is currently being used. The women's
module has two toilets and a shower, while the men's module has one toilet and one
urinal in concrete without partitions. All of the toilets are stained due to iron
concentrations in the water and some have overflows due to blockages in the toilet
pipes that connect to the septic system. The internal doors are 60 cm wide, which
does not comply with accessibility parameters; they also have corrosion on the lower
parts and some do not have locks for user safety.

The water supply is obtained through a deep well or "puntillo" as it is known in the
region, which is connected to the elevated storage tank with a capacity of 500 liters
and through a 2" plastic hose that supplies water to a tank located at ground level,
from which students must take water with buckets to flush the toilets.

In terms of accessibility and capacity in the community, the access roads to the
village are in fair condition; they are unpaved roads that can take some time to reach
the area, but they can be reached. The community has the capacity to provide
unskilled labor, take care of unloading, storage, and oversee the entire construction
process.

For the skilled labor procurement process, the Norwegian Refugee Council
establishes a clear set of selection and evaluation criteria for supplier proposals.
These criteria include the supplier's previous experience in similar projects, the

availability of the required resources, the quality of work performed on previous


projects, and the ability to meet established deadlines.

Technical The intervention proposal for access to optimal sanitation systems for the
description community of Lejanias, contemplates the execution of the following construction
activities for the rehabilitation and/or improvement of an existing sanitation unit:
demolition as walls, subfloor slab, ceramic coating, concrete sink and urinal,
dismantling of doors, change of sanitary pipes, installation and connection of
hydraulic connection to the storage tank, installation of new sanitary units (4
toilets), construction of four (4) concrete countertop sinks on two levels, installation
of ceramic coating for floors and walls, application of stucco and paint, installation
of new lighting, new metal doors with measures of 1m and 0. 8m, removal of the
existing roof and installation of a new metal roof, 3 "x1/2" rectangular pipe support
structure, electrical installations and the construction of a new septic system that
includes inspection boxes, grease traps and infiltration wells.
This intervention will increase the installed capacity of the sanitation system for the
use of the community in general in case of emergencies, improve lighting
conditions, accessibility, safety and comfort, as well as the proper functioning of
the sanitary system from the supply to the disposal of wastewater.

The actions formulated for development are based on compliance with the Sphere
standard, providing access to water and sanitation solutions with the required
specifications of accessibility, lighting, ventilation, which will allow greater
security, privacy and comfort for the population to improve health and hygiene
conditions and mitigate the risks associated with landmine accidents and/or
infections or diseases.

the sanitary unit will have continuous water supply for its proper functioning with
a storage of 1000 liters of water reserve. in addition, there will be four toilets, two
for men and two for women. it is important to mention that one toilet in each module
will be adapted for people with reduced mobility as it will have a safety bar, and
access doors that comply with the regulations to allow safe entry.
