CONTEXT AND RATIONALE

Cameroon in general and the Far North Region in particular has been marked since
2014 by a growing security crisis, the object of the Islamic sect Boko Haram. Cross-
border security crisis between Cameroon and Nigeria which limits the combined
efforts of the Cameroonian government and development organizations on the
ground. Suicide bombings, assassinations, hostage-taking and the illusory promise of
a better life are all arguments put forward by the sect to unemployed young people in
the Far North Region, one of the poorest in the Cameroon. This crisis has not only
pushed a certain population of the border areas dedicated to development to leave
their villages abandoning their daily activities to go to Maroua, head of the Far North
Region.
The HIMO (High Intensity of Labor) project initiated by the Urban C2D Program
"Regional Capitals" of the Ministry of Housing and Urban Development (MINHDU) led
by the ILO in Maroua aims to promote the optimal use of locally available resources
(labour, materials , local know-how) with a view to reducing poverty, creating massive
jobs for young people, respecting gender, in short, social cohesion and the search for
peace.
It is a question on the one hand that during construction site works supervised by the
ILO, to organize into associations of different construction trades, the young people
recruited for the execution of the said works in order to promote their access to the
long-term employment (by continuing to manufacture and lay paving stones as well
as constructing drains) after the work on the site has been completed. Beyond the
practical training on construction techniques for the construction of urban
infrastructure received during the execution of the works, these young people will
also be able to manage income-generating activities so as to ensure greater job
creation and economic opportunities at the level of urban communities .
On the other hand, women from poor families in the neighborhoods surrounding the
mountains of the city of Maroua have made stone their main livelihood activity
through crushing. This makes it possible to provide construction companies and the
public (ILO works) with gravel intended for construction work. However, the practice
of this activity by these women is not at all easy, given the rudimentary equipment
used in the crushing, harsh climatic conditions and especially the absence of a good
associative organization in the sale of their product.
The existence of associations for construction trades alongside associations of
women crushing stones from Maroua therefore ultimately constitutes an opportunity
through the complementarity of activities in the sale and use of aggregates. But, to
achieve this, support is needed for both types of associations and their synergy of
action.

I- CAPACITY BUILDING OF WOMEN STONE CRUSHERS IN


ASSOCIATION
A- Overall objective
The overall objective is to enable stone crushing women to enjoy the fruit of their
labor.

B- Specific objectives
The specific objectives are to:
- Make women stone crushers aware of the associative and financial spirit;

- Strengthen the organizational capacities of members;
- Improve members' production techniques;
- Master the techniques of raw material supply by women;
- Market the product of its members;
- Promote good citizenship and the associative spirit of its members;
- Improve the standard of living of its members.

C- Expected results
As expected results, we have:
- Construction associations, Decentralized Territorial Collectivities and the
population are sufficiently informed of the activities of the association;
- The association's products are available in quantity;
- The priority for the sale of gravel granted to associations of construction works
in HIMO of the city;
- The members have new production techniques;
- Considerable reduction of time in production;
- Reduced risk of injury to limbs in production;
- The members trust the association;
- The members have a new vision of their association;
- “The association lives”.

trained in the use of the new crushing equipment and in small financial

The duration of this action extends over 40 days (forty days).

2) Methodology of work

The project will be based exclusively on sensitization, communication and training of
members of associations of women crushing stones from Maroua in workshops. The
working methodology will focus on the following approaches:
 Awareness and communication;
 Training meetings;
 Plenaries;
 Workshop working group session;
 Dissemination of reports;
 Monitoring and coaching (15 days).

K- Technical Organization

The project has ten (10) main phases of implementation:

1) Working session with the BIT Maroua team for consultation before the
start of the service

This phase consists for the service provider of meeting with the members of the
Maroua ILO team for the presentation of the work methodology, receiving
recommendations, being at the same level of information before the start of the
service.
2) Field trip to meet women stone crushers to make contact and
appointments for awareness and training meetings/workshops

The purpose of this phase is to meet the women crushing the stones of Maroua, to
inform them of the object of our mission, to collect their feelings and to draw up a
program for the realization of the various activities to be carried out.

3) Awareness-raising and information workshops/meetings for women
stone crushers in Maroua on the issues (advantages, disadvantages,
community spirit, etc.) of their profession.

It is a question here of sensitizing, informing and educating the women crushers of


the stones of Maroua to the advantages linked to their activity to the disadvantages
but above all, to the need to have an associative spirit for the improvement of their
working conditions. and of life.

4) Workshops/meetings for the supervision and training of women stone


crushers from Maroua to the knowledge of the founding texts of an
association (statutes, internal regulations and electoral code).
It will be question during this workshop that the women become acquainted with the
founding texts of an association in order to see the advantages which these texts
offer to the various members of association so that they appropriate them in their
turn.

5) Support for the stone-crushing women of Maroua in the design and


development of their statutes (statutes, internal regulations and electoral
code) of association.
We are brought here to accompany the women crushers of the stones of Maroua in
the design and the elaboration of their own founding texts of association by
explaining to them each point, the advantages and disadvantages of each provision.

6) Workshops/Meetings for the vote of the founding texts (statutes, internal


regulations and electoral code) of the association and the members of
the Executive Board

These meetings will be decisive. Because they will allow women to assess the quality
of the draft statute, rules of procedure and electoral code before the vote. It is only
after this assessment that they will vote on the founding texts of their association and
the members of the Executive Board who will have to lead the association for a
determined period.

7) Training workshops/meetings for women stone crushers in Maroua,


particularly the Executive Office of the association, in the administrative
and financial management of an association

This meeting will consist in offering women, members of this association, the basics
of administrative and financial management. Because they (the members of the
Executive Board) will be called upon to perform acts of management and
administration for the benefit of their association. It is therefore necessary for these to
be capable in the domains.

8) Preparation and legalization of the founding texts of the association with


the administrative authorities
After the vote of the founding texts by the members of the association in general
assembly, it is fashionable to have the said texts equalized with the local

administrative authorities for a credibility of the structure. We are therefore led to
make them equalize it.

9) Evaluation of workshops/meetings, reporting and dissemination of


reports
This phase consists of evaluating the workshops/meetings in order to realize whether
the beneficiaries have retained and appreciated the themes. Likewise, if these
themes have brought them added value. Afterwards, write the report and make it
available to the representative (BIT) for consideration.
10)Coaching of associations of women crushing stones in Maroua
This ten-day period will consist of accompanying the associations in their associative
life so that they can take charge in a correct way and carry out their missions of
improving the work and life of the members.

set by the representative (ILO) and will allow the members of the association to take
ownership of the lessons learned.

A- Overall objective
The overall objective is to empower young people (girls and boys) in the city of
Maroua through decent work in construction and labour-based construction.

B- Specific objectives
The specific objectives are to:
- Raise the awareness of young people (girls and boys) from associations of
construction trades in HIMO on civic-mindedness and the associative spirit;
- Significantly increase decent employment in labour-intensive construction
trades;
- Sustainably reduce unemployment and poverty among young people in the
city of Maroua;
- Satisfy local demand for labour-intensive projects;
- Associate by type of labour-intensive activity;
- Sustainably increase the income of young members of associations;
- Strengthen the organizational capacities of young members of associations;
- Master the techniques of raw material supply by young people;
- Work sustainably in synergy with the CTDs of the city of Maroua, in particular
the CUM for HIMO projects;

K- Technical Organization

The project has ten (10) main phases of implementation:

1) Working session with the BIT Maroua team for consultation before the
start of the service

This phase consists for the service provider of meeting with the members of the
Maroua ILO team for the presentation of the work methodology, receiving
recommendations, being at the same level of information before the start of the
service.
2) Descent into the field, meetingyoung people (girls and boys) in labour-intensive
occupations to make contact and make appointments for awareness-raising and training
meetings/workshops

The purpose of this phase is to meet young people (girls and boys) from the labour-
based professions of Maroua, to inform them of the purpose of our mission, to collect
their feelings and to draw up a program for the realization of the various activities to
be carried out.

3) Workshops/meetings to raise awareness and informyoung people (girls


and boys) in labour-based tradesof Maroua on the issues (advantages,
disadvantages, associative spirit, etc.) of their profession.

It is a question here of sensitizing, informing and educating the young people (girls
and boys) of the HIMO trades of Maroua to the advantages linked to their activity to
the disadvantages but above all, to the need to have an associative spirit for the
improvement their working and living conditions.

4) Workshops/Meetings for coaching and training ofyoung people (girls


and boys) in labour-based tradesof Maroua to the knowledge of the
founding texts of an association (statutes, rules of procedure and
electoral code).
It will be question during the workshop that the young people (girls and boys)
become acquainted with the founding texts of an association in order to see the
advantages that these texts offer to the different members of association so that they
appropriate them to their turn.

5) Support foryoung people (girls and boys) in labour-based tradesof


Maroua to the conception and the elaboration of their statutes (statutes,
rules of procedure and electoral code) of association.
We are brought here to accompany the young people (girls and boys) of the HIMO
trades of Maroua in the design and the elaboration of their own founding texts of
associations by explaining to them each point, the advantages and disadvantages of
each provision.

6) Workshops/Meetings for the vote of the founding texts (statutes, internal
regulations and electoral code) of the association and the members of
the Executive Board

These meetings will be decisive. Because, they will allow young people (girls and
boys) to appreciate the quality of the draft statute, rules of procedure and electoral
code before the vote. It is only after this assessment that they will vote on the
founding texts of their association and the members of the Executive Board who will
have to lead the association for a determined period.

7) Training workshops/meetings foryoung people (girls and boys) in


labour-based tradesof the Maroua ILO and the Executive Office of their
associations in administrative and financial management

This meeting will consist of offering young people, members of this association, the
basics of administrative and financial management. Because, they (the members of
the Executive office) will be brought to carry out acts of management and
administration with the profit of their association. It is therefore necessary that these
are capacities in the domains.

8) Preparation and legalization of the founding texts of the association with


the administrative authorities
After the vote of the founding texts by the members of the association in general
assembly, it is fashionable to have the said texts equalized with the local
administrative authorities for a credibility of the structure. We are therefore led to
make them equalize it.

9) Evaluation of workshops/meetings, reporting and dissemination of


reports
This phase consists of evaluating the workshops/meetings in order to realize whether
the beneficiaries have retained and appreciated the themes. Likewise, if these
themes have brought them added value. Afterwards, write the report and submit it to
the representative (BIT) for approval and then take it into account.
10)Coaching of associations of young people (girls and boys) in labour-based
trades of the ILO in Maroua
This ten-day period will consist of accompanying the associations in their associative
life so that they can take charge in a correct way and carry out their missions of
improving the work and life of the members.

1) Human resources

The individual consultant ensures at this level, the service according to the objectives
fixed by the agent (ILO) and will allow the members of the association to appropriate
the lessons received.

The material means consist on the one hand of the provision of the room to house
the workshops/meetings, chairs, tables instead of the site of the
workshops/meetings. On the other hand, participant and sanitary kits for COVID-19.
