BRIEF HISTORY OF FNAS

The Floridablanca National Agricultural School (FNAS) is approximately eight


kilometers away from the town proper. It is primarily concerned with technical and
vocational education and training programs in related fields. Pursuant to the objectives
of the Presidential Decree No 6-A, Letter of Implementation No. 79, MECS Order No. 63,
s. 1983, and the Provision of the Education Act of 1982. It came into existence as an
implementation of Republic Act No. 3901, authored by the Former Provincial Governor
Juanita L. Nepomuceno, initiated by the untiring efforts of the late Mayor
DominadorSongco and was approved on June 18, 1964.

The school was opened and started in the Municipal Building of Floridablanca as
its temporary office as Mr. Felix V. Remigio, Superintendent of Pampanga Agricultural
College and Abelardo A. Malig as the Principal. The school, however, formally started its
operation on the SY 1971-1972 at the Yulo vacation house in Pabanlag. In the latter part
of 1972-1973 after the negotiation was completed and an agreement was signed
between the Land Bank of the Philippines and the School Administrator, the school was
then transferred to a spacious site with an area of sixty (60) hectares.

To be more responsive to the needs of the community, a two-year course in


Associate in Agricultural Technology, leading to Bachelor of Agricultural Technology and
other related courses was offered in 1976-1977. Graduates of this course continued their
tertiary education in the nearby Agricultural State Colleges and Universities in the
region. Others were employed locally and internationally. Still others became successful
poultry/swine raisers and productive farmers in the community.

Year 1991, the School was tremendously affected by the eruption of Mount
Pinatubo. Almost ninety percent (90%) of the School’s Physical Facilities were heavily
damaged, while ninety percent (90%) of the clientele’s migrated to the Resettlement
Site which is approximately four ( 4 ) kilometers away from the School Campus.

This mishap, however gave way to the birth of Resettlement Campus. The then,
Officer In-Charge Mr. Julian S. Canonoy, together with the parents and teachers
requested to the local government and Mount Pinatubo Commission to hold classes at
the Mt. Pinatubo Commission (MPC) Buildings.

Five years after its operation at the Resettlement Area, the Department of
Education, Mount Pinatubo Commission and National Housing Authority officially granted
the One-unit Eight-Room Double storey School Building and Five units Ten-Room FVR
School buildings, July 16, 1998 during the term of Mr. Narciso F. Ringor, Jr.
Striving to regain its place in the region, FNAS continuously earned recognition in
the different regional and national Technical-Vocational Competition both in the
Secondary and Post Secondary Level in the year 2000.

Another milestone of accomplishment happened in 2002. Through the initiative of


Dr. Tandang A. Abain, FNAS Administrator and Mr. Rodolfo Cayanan, PTA President,
FNAS was awarded a three-classroom building by the then 2nd District Representative
Zenaida C. Ducut.
It was also during the term of Dr. Tandang A. Abain when FNAS entered into a
consortium with Bataan Peninsula State University to offer four-year Degree Courses for
the benefit of the nearby communities.

In 2006, Congressman Juan Miguel Macapagal Arroyo. Awarded FNAS a two-


classroom building adjacent to the two-classroom building built by Mr. Exmundo F.
Forteza from the School Fund.

By virtue of DepEd Order No. 42 s. 2008, FNAS offered Strengthened Technical


Vocational Education Program-Competency Based Curriculum.

Under this curriculum, Mr. Edwin P. Tamayo sent the Technical Vocational and
Academic Teachers to various seminars and trainings in order to meet the increasing
demand for quality and relevant education.

On November 25, 2009, Mr. Rodolfo B. Tizon assumed position as Officer-in-


Charge of then incumbent administrator, Mr. Edwin P. Tamayo due to the latter’s
retirement.

In his term, FNAS Main Campus was given priority in which NAWASA water supply
was installed in the campus to maintain an increasing production of different animals
and crops.

In addition, repair and rehabilitation of different structures such as food laboratory


and comfort room was also initiated during that time.

On May 11, 2011 up to the present, the first female Vocational School
Administrator 1, Mrs. Cora T. Ayson from Bro. Andrew Gonzales Technical High School,
Apalit, Pampanga assumed her office.

In the year 2012, Technical Education and Skills Development Authority (TESDA)
accredited FNAS as the new Assessment Center in the province of Pampanga with the
four areas of qualifications namely: Animal Production (NCII-- Mr. Danilo D. Tamayo-
Assessor), Agri. Crop Production (NCI—Mr. Alejandro M. Inigo-Assessor), Food
Processing (NCII--Mrs. Herminia D. Rabang-Assessor), and Horticulture (NCII—Mrs. Mila
Dena B. Lomat-Assessor/Coordinator).

The provincial government headed by Governor Lilia “Nanay” Pineda donated a


tractor, and the Department of Agriculture gave 3,000 banana seedlings to begin a
banana plantation. Gov. Pineda also proposed her pet project “Sampaguita Plantation”
in the Main Campus. Under the provincial subsidy to school infrastructures, on-going
constructions of the three-classroom building, a comfort room, and a tech-voc room are
being built in the Main Campus. Repairs of damaged classrooms are next in line.

A Memorandum of Agreement was signed by Dr. Malcolm S. Garma (DepEd), Gov.


Lilia Pineda (PGP), and Mrs. Cora T. Ayson (FNAS) as partners in the implementation of
the provincial government’s project, “Satellite Training Center” in the Main Campus.
TLE and head teachers from other schools, together with their students are visiting
FNAS to undergo series of assessment trainings in the field of technical and vocational
education under our four accredited teacher-assessors.
In the Annex Campus, the provincial government also constructed a comfort room and
three-unit classroom building.

The Australian Aid, in partnership with the Department of Education, facilitated the
construction of a two-storey building (four units) in the Annex Campus.

Through the effort and persistence of Mrs. Ayson, FNAS received recognitions and
praises from the community and the public and private sectors as well. Increasing
number of enrolees was noticeable, students’ performances were recognized, and
physical facilities were improved under her supervision.
