Sub: - Build, operate, transfer (B.O.T.) for pay and park.

In connection with the above subject, it is hereby submitted that during inspection of kalyan and panvel
stations, it was observed that multiple parking sites are operational at these stations-KYN(10 sites),PNVL(5
sites). Inspite of having multiple sites, there is further demand at these stations, it is therefore felt that
provision of multilevel parking at these stations may be a solution for catering to the ever increasing demand
along with improvement in aesthetics.

At some stations such as Mulund,Kanjurmarg there is very limited space but the demand of parking space is
very high. At such stations also provision of multilevel parking may result in catering to the extra demand
along with optimum utilization of precious space which may result in additional revenue for railways.

It is further felt that provision of multilevel parking on Railway’s expense as in case of Thane will involve huge
investment upfront. It is therefore suggested that multilevel parking at Stations mentioned above may be done
through BOT basis.

Benefits:
1. Creation of asset without Railway’s investment upfront.
2. Additional revenue generation.
3. Improvement in aesthetics.
4. Streamlining of traffic resulting in passenger convenience.

Following suggestions are proposed that may be incorporated in the Pay and Park Policy to operate such sites
on build operate transfer (B.O.T) basis-

1. Empowered committee while fixing the reserve price may decide if the site is feasible or not and
whether it can be made feasible by additional investment. To make process effective, SSE(wks)
should also be made a member of the empowered committee.
2. This empowered committee may prepare an estimate of the cost involved in developing the site
which would be adjusted/factored in for calculation of expected earning potential(EEP) for the total
period of contract.
3. 15 year period of contract may be considered as in the case of B.O.T. for Pay and use deluxe toilets.
4. Escalation(5% after every 3 years) may be factored in while calculating EEP/RP.
5. E-auction/tenders may be done/called on BOT basis for such sites which are found fit for
development under B.O.T.
6. Contractor may be given a period of 6/12 months from date of award of contract for developing
the multilevel parking. In case of failure of the bidder to complete the work within
stipulated period attributable to causes within the control of the bidder, he shall be
liable to pay penalty as per stipulated terms and conditions and the decision
of Railways in this regard will be final and binding upon the bidder. This period may be
extended with the approval of Sr.DCM, if found necessary.
7. The items used for construction, layout plans should be approved by concerned
railway authorities.
