Online Road National Commissaire Course

Introduction
The UCI runs training programs for different stakeholders. It also partners with Continental
Confederations and National Federations to help them deliver training in their regions, and to support
their programs. This online road National Commissaire course is part of this overall effort.

In many nations and regions there are challenges to presenting Commissaire training at a national level
or preparing Commissaires to take the Elite National Commissaire course. This could be for many
reasons including:

• Lack of expert Commissaire instructors to present the course.

• Lack of training materials.

• Cost of developing and delivering training.

• Limited number of races to gain experience.

While this online course can never succeed at overcoming every challenge, it does aim to solve many of
them, and provide Commissaires from all over the world with the opportunity of greater personal
development, and along with that, improve the quality of the sport. This course does not aim to replace
any existing National Commissaire training courses that National Federations may already be running.
Its first aim is to fill the gap where there are no courses or course content. It is also available to National
Federations who want to complement their existing training or reduce their costs on developing and
delivering training.

Being a Commissaire is a practical activity, and no course can replace the hands-on experience obtained
at races. The overall training strategy that this course is part of recognises three main components:

• The online road National Commissaire course developed by the UCI.

• Some localised content to address specific aspects related to each National Federation (for
example, reporting).

• Practical experience working as a Commissaire at races.

Additionally, some components of the given online training will be identified to support Commissaires
aiming to achieve Elite National or International Commissaire status.

About the course

The online road National Commissaire course can be accessed on https://ilearn.uci.ch/ among other
training programs offered by the UCI and World Cycling Centre.

Price – 50 CHF (only PayPal payment method is available at this moment, however other common payment methods
will be added later)

The online training process is being supported by Moodle learning management system

Course design
In order to properly develop the course, and set an appropriate level with relevant learning objectives, a
number of assumptions have been made about the participant. These are:

• Participant has some experience working as a Commissaire within his National Federation;

• Participant knows how to use the basic Commissaire tools (for example, a stopwatch);

• Participant has some familiarity with the regulations of cycling;

• Participant is able to understand the course Language;

• Participant is eager to be taking the course and wants to succeed.

The course is made up of 29 topics divided into 9 modules. Depending on the subject matter of the
topic, each one should take between 20 minutes and 1 hour to complete. This time may vary depending
on how much time students spend reviewing the information. The total length of the course is
approximately 17 hours.

Students will be given the learning objectives for each topic. The learning objectives will tell them what
they will be learn over the course of the topic. Each of these is written as an action, so students will
know if they have been successful with the learning if they can complete the skill described.

Throughout the content of the topic there will be various activities student can do. It is strongly
recommended that they complete all the tasks and activities as these are there to help them to learn.

There is a quiz at the end of each topic. This will allow students to reflect on what they have just
learned. However, this is not part of their overall evaluation.

Finally, at the end of a topic, student will find some additional resources that’s been recommended for
their learning.

To get the best experience, students should take the topics in the order presented. Sometimes the
content will reference something that may be covered in an earlier topic. There are two main elements
to successfully completing this online training course.

• Completing the content of the course

• Passing the final exam

Students will only be able to access the exam once they have completed the entire course. To pass the
exam they will need to score a minimum mark of 67%. Students will have three opportunities to pass
the exam during the course.

Anyone who completes this course successfully will automatically receive certificate of completion from
the UCI indicating that they have passed this course.

The UCI has created this online training course to support the work of National Federations in
training National Commissaires. This online training and certificate do not provide the students
with a National Commissaire title. According to the UCI regulations article 1.1.051, the title of
National Commissaire shall be conferred by the National Federation competent to issue his/her
licence.

In the meantime, National Federations, at their own discretion, may decide to use some or all
of the given training content to support its own National Commissaire development programs.

assignments and roles at races on the international

2.5. Regulatory Framework The way in which the UCI Regulations are structured, and
how they are used in cycling are described in this topic.
2.6. Licences and Licence Control This topic provides an overview of the use of licences in
cycling, as well as the Commissaire's role with this.
2.7. The Code of Conduct This topic introduces the Commissaires' Code of Conduct,
explaining its applicability, relevance and importance to
your role.
3. Roles and Responsibilities
3.1. Road Commissaire Roles This topic will describe the Commissaires' Panel,
including identifying the various roles and describing
their tasks at a road race.
3.2. Tasks of the Finish Judge and In this topic you will be introduced to the two specialised
Timekeeper Commissaire roles of Finish Judge and Timekeeper. Their
tasks at the various types of road events will also be
explained.
3.3. The Role of the Organiser The organiser plays an important role in the sport of
cycling. This topic identifies who the organiser actually is,
describes their key responsibilities, and explains the
importance of a good working relationship between
them and the Commissaires.
3.4. Race Route Requirements This topic is about race route requirements. Over the
course of two parts the importance of the selection of a
good race route will be described. Some of the key
considerations when designing a race route will also be
presented. These are often elements that you will need
to pay attention to.

Home topic. It also identifies some of the main tools and

to participate in, as well as your role in them, is

5.1. Organisation of the Start Line This topic describes the setup of the road race start line,
for a Road Race and its components that impact the sporting control. It
also describes the Commissaire's role in managing it.

for a Time Trial and its components that impact the sporting control. It
also describes the Commissaire's role in managing it.
5.3. Vehicles in a Road Race The various vehicles involved in the sporting control of
the bike race, along with their roles, are identified in this
topic. The way in which they are set up on the start line is
described. The importance of race radio in a race is also
introduced.
6. Sporting Management of the Event
6.1. One-Day Races and Criteriums The one-day race and criterium road races are defined,
and the fundamentals on how Commissaires monitor
them is explained.
6.2. Stage Races The stage race is defined, and the fundamentals on how
Commissaires monitor it is explained, identifying the
differences between this and a one-day race.
6.3. Framework for Managing This topic will explain how Commissaires manage
Vehicles in a Race vehicles in typical race situations.
6.4. Movement and Safety in a Race In this topic some of the key elements associated with
(including Media) security and vehicles in a race, including the drivers, will
be described. The way in which the media are required to
work when on the road is also explained, with some
examples to typical race situations used to show how
Commissaires should manage this.
6.5. Feeding in a Race The requirements around feeding in a race are identified
and the role of the Commissaires in managing this
explained.
6.6. Managing a Race Environment The way in which Commissaires manage some of the
most typical race situations out on the road is explained
(includes mechanical incidents and race stoppages). The
function and importance of Radio Tour is also described.
6.7. Final Phase of the Race and The Commissaire management of the finish of a road
Finish race, as well as all the activities associated with the
finish, is described in this topic.
7. Time Trials
7.1. Managing the Time Trial This topic explains how the Commissaires manage a time
trial after the start and then on to the finish.

proper race numbers is also described.
