1. A i m
The aim of this procedure is to raise awareness and safety of workers as concerns the use of vehicles, with
the aim of assessing the corporate risk and minimise the frequency and seriousness of violations and
accidents. From the term “motor vehicles” all the two-wheel vehicles are excluded that cannot be in any
case used for work reason.
The aim is therefore to:
• reduce the number of accidents;
• reduce the number of trips, kilometres and exposure of the staff;
• define the procedure for the selection of drivers, the tests on vehicles and training programmes,
• define and implement the procedures to safety reach the destinations.
2. A p pl i c a t i on F i e l d
This procedure is applied to the use of motor vehicles (e.g. cars, buses, etc) owned by GE Oil&Gas, hired
(taxis included), assigned, leased or owned by the staff but used for work purposes.
3. O pe r at i n g P ro c e d ure s
The cars used for service aims for the staff belonging to the seat of Florence have to be managed
according to the DIS 51 of the production plant in Florence and the related procedures of approval, driving
licence check, assignation, maintenance and accident reporting.
Each employee who uses a motor vehicle for working aims has to hold a driving licence valid for the
country where he/she is going to drive. Only GE staff can drive the cars owned or leased by GE.
As concerns the cars used by staff working at the site, the methods to check the driving licence are the
following:
1. international car hire – the validity of the driving licence is directly checked by the car hire
company;
2. cars assigned to staff different from FSEs (Field Service Engineer) – is the CPM (Contract
Performance Manager on CSA projects), Site Manager or his deputy- who has the responsibility to
check the validity of the driving licence, as well as to register the information (ref. EHS-
PG.007.Reg02);
3. cars assigned to FSE (Field Service Engineer) – the Service Manager is responsible for checking the
validity of the driving licence. The Service Manager can use the attached form (ref EHS-
PG.007.Reg02) to keep the related records.
The drivers must respect the Road Traffic Code of the country where they work and the corporate policies.
Further specific regulations to comply with are the following:
a) Do not use mobile phones when driving. In case of need, stop in order not to obstacle the traffic, or
anyway in an authorised area.
b) The drivers and passengers have to wear safety belts; the driver is responsible for making sure all
the passengers respect this regulation. If the vehicle is not equipped with safety belts, the GE
workers must not use this means of transport.
c) The cars have to be used under safety condition (that mean in good conditions of brakes and
steering wheel, horn, lamps, wing mirrors and tyres), the workers are not allowed to modify the
safety conditions of the vehicle in any case.
d) The drivers must drive in a defensive way, and must not do it when they are tired, ill, emotionally
unstable or under the effects of drugs and alcohol. It is necessary to stop 10 minutes each 2,5 or 3
hours.
e) Non-daylight trips are not recommended if they are not strictly necessary for business reasons.
f) When driving in an unknown area, ask for indications, look at a map before driving or use GPS
devices where possible.
g) The drivers must drive in a defensive way and must not drive when they are tired or under the
effects of drugs or alcohol. It is necessary to stop 10 minutes each 2,5 or 3 hours.
h) The equipment and other objects in the vehicles have to be bound with ropes or secured with other
means. The tools, heavy books and other objects must not be carried on the back seats or on the
rear window, because they may hit the passengers and driver in case of accident provoking serious
damage; these objects must be carried in the boot.
i) The “Car Administrator” or Site Manager and the EHS Manager/Supervisor must be immediately
informed about the accident. The driver has to get in touch with the insurance company, the Car
Rental Company and/or the police, if applicable. All the accidents have to be reported and
investigated according to the GE Oil&Gas procedures (see EHS-PG.005) and registered into
Gensuite.
In case the above-mentioned regulations are complied with, the following actions have to be taken:
• additional training and consultancy;
• revocation of the company vehicle;
• loss of GE driving privileges.
In case of hired motor vehicle, the driver is responsible for making sure it is equipped with the minimum
requirements for cars or, in case of use in cold climates or remote-desert areas, choose vehicles that
comply with the attachment to this procedure (ref. EHS-PG.007.Saf01) and as published on the EHS/SER
Support Central website.
For the use of taxis or small buses it is necessary to make sure they are equipped with safety belts and
headrests; possible exceptions will be assessed in each single case according to the country by the
EHS/SER.
3.3 Maintenance
The “Car Administrator”, or the person (CPM or Site Manager) that manages the car fleet of a project, must
plan and organise the maintenance according to the timings and indications of the manufacturer.
The person to whom a company car has been assigned must make the car available for the planned
maintenance according to the timings and indications of the manufacturer.
Each user has the task to make sure the planned maintenance for the vehicle has been carried out.
The driver can use the attached checklist (EHS-PG.007.Str03) to assess whether the vehicle is compliant
with the requirements of this Programme.
3.4 Training
All the drivers have to take part in the course on Defensive Driving on-line. The course on Defensive Driving
is part of the Training Matrix (see EHS-PG.002).
All the employees who drive the vehicles for service reasons have to take part in an on-line refreshment of
the training programme at least once a year. The Training is registered into the Training Tracker so that the
Service Manager can view the resources comply with the requirements.
The contents of the course on safe driving have to include, at least: principles defensive drive, maintenance
and accident investigation.
EHS/SER, in agreement with interested PM2 (SM/IM/CPM), will be able to organise practical driving sessions
with the aid of simulators.
4. A n n u al A s se ss me n t of t h e P ro c e d u re
The effectiveness of the procedure is assessed every year and whenever necessary.
The procedure is discussed every year at the EHS Committee meetings that analyze the points of strength
and weakness of the procedure as well as the results of the Corrective and Preventive actions, also taken in
the case of Non-conformities. The needs resulting from the assessment will be considered as the starting
point for a revision of the health and safety objectives.
The results of the annual assessment are used to update the procedure.
Any non-conformities are entered into the online system Gensuite and monitored until they are closed.
Vehicle
The Vehicles have to be at least equipped with the following safety devices:
- Classification 4 stars Euro-NCAP crash test (Ref. to web site

- Four drive wheels
- Minimum weight of vehicle: Kg 2000
- 4 doors
- Three points safety belts
- ABS
- Power steering
- Airbags for all passengers
- Headrests
- Rollover bars, if available
- Front/rear anti-fog lamps
- Third stop lamp
- Protection system against sparks in the exhaust pipe (where required)
- First Aid kit
- Fire extinguisher
- Air conditioning / heating system
- Road emergency kit (paddle, triangle, blinking torch, rope)
