SCHEDULE : RADIOLOGY

EQUIPMENT : PICTURE ARCHIVING AND COMMUNICATION SYSTEM FOR


NEW HEALTH CLINIC ( TYPE 1-TYPE 4)

QUANTITY : 1 system

The following terms are used in this document:

Term Definition
1 Server This term is used as a singular, but is defined to encompass the
following:
- single or multiple physical servers
- single or multiple virtual servers
- various server components such as database server, storage
server, integration server, SAN, NAS, etc.
2 Client workstation Includes “Dedicated client workstation” and “Shared Client Workstation”
3 Dedicated client A computer which primary use is to access PACS
workstation
4 Shared client A pre-existing facility computer which primary use is to access other
workstation systems, but has software (and possibly new hardware) installed to
access PACS
5 Modality Radiology modalities such as computed radiography (CR), digital
radiography (DX), ultrasonography (US), computed tomography (CT),
magnetic resonance imaging (MRI), among others
6 Non-client workstations A DICOM workstation used for advanced image processing
7 Integration Refers to DICOM integration, where the application entity (AE) title,
internet protocol (IP) address and port numbers are configured between
2 DICOM nodes (such as modality-PACS, modality-printer, PACS-non-
client workstation, etc).

1 Functional Requirements
1.1 The system shall consist of the following components:
1.1.1 A server which will receive radiology images from all
modalities, store those images, transfer those images
to other modalities or non-client workstations, print
those images to DICOM printers and to serve those
images to be viewed in client workstations (Refer 2.2,
2.8)
1.1.2 Dedicated client workstation (new computers) which
will be used by staff to view radiology images (Refer
2.3, 2.5, 2.8)
1.1.4 Network integration between all modalities, DICOM
printers, non-client workstations and client workstations
with the server (refer 2.7). Cost of integration shall be
borne by Vendor.
1.1.5 DICOM integration between all modalities, DICOM
printers and non-client workstations with the server
(refer 3.1). Cost of integration shall be borne by

Vendor.
1.2 The system shall have the following performance
parameters:
1.2.1 Time taken to fully transfer 1 CR image of 5
megapixels from a modality to the server shall be less
than 10 seconds (achievable 95% of the time).
1.2.2 Time taken to fully transfer 1 US study of 10 images
from a modality to the server shall be less than 10
seconds (achievable 95% of the time).
1.2.3 Time taken to load the first image of a study in a client
workstation shall be less than 5 seconds (achievable
95% of the time).
1.2.4 The vendor shall commit to maintaining a 99.9%
uptime (excluding planned downtime).
1.2.5 All images shall be stored in at least 2 separate data
storage units (mirrored), so that failure of 1 data
storage unit will not result in loss of function (Refer
2.2.5)
1.2.6 The vendor shall commit in writing that recovery of data
and reinstallation of the failed data storage unit shall
take less than 21 days (Refer 2.2.5)
1.3 Storage
1.3.1 Server storage shall be sized to accommodate all the 1unit for each
radiology images generated by the facility for a total of health clinic
7 years, based on historical output and projected
growth (default value of 10% per annum). The vendor
shall study the number of images in the facility and
advised accordingly, subject to agreement by the
Government. At least 8 TB.
1.4 The client workstation viewer software shall have the
following functions:
1.4.1 User authentication with password, and auto-log off
after a user-defined period of inactivity
1.4.2 Search for images at the patient level (patient name,
patient ID, patient sex and patient age) and study level
(study date, study time, study description, modality,
accession number and operator)
1.4.3 Support patient-centric storage and study list
presentation at patient, study, series and image levels
1.4.4 User-defined hanging protocols, with auto-retrieving &
auto-loading of priors
1.4.5 Basic image manipulation tools (zoom, pan,
windowing, magnifier glass, rotation, flip)
1.4.6 Basic measurement tools (linear distance, angle, pixel
value, ROI value).
ROI shapes shall include elliptical and polygonal
1.4.7 Basic image management (save as DICOM, save as
anonymized DICOM, save as JPEG, send to modality
or non-client workstation, export to CD/DVD/local file)
1.5 Licenses should be provided for the lifetime of the

product, based on the numbers below:


1.5.1 Integration licenses with all modality, DICOM KK Type 1 –
printers and exising non-client workstations. Minimum 3

1.6 Administrative tools shall be available
1.6.1 User management, user access control policy to allow
permissions and access restrictions
1.6.2 Audit trail for user activities (log-on, viewing, editing /
deleting), which shall include user ID, client workstation
IP, date & time, and study accessed
1.6.3 Alerts and logs for automated server activities, such as
component fault, connectivity failure, storage failure
and database fill level
2 General Requirements
2.1 The system shall provide the following documentation
regarding standards:
2.1.1 DICOM Conformance Statement
2.1.2 The system should be compatible and ready for data
integration using HL7 platform especially with RIS
2.2 Server specifications shall be such as to be able to
achieve the performance parameters in 1.2.
However, specifications shall not excessively exceed
the projected usage capability of the software being
used.
This may include, but not limited to:
2.2.1 Single or multiple physical servers
2.2.2 Single or multiple virtual servers.
2.2.3 Physical server CPU: Intel Xeon processor
2.2.4 ECC RAM
2.2.5 Data storage either as physical, SAN or NAS storage,
with enterprise-level (server) hard disks in RAID 5 or 6
configuration or higher
2.3 Dedicated client workstation specifications shall be
such as to be able to achieve the performance
parameters in 1.2.

However, specifications shall not excessively exceed


the projected usage capability of the software being
used.
This may include, but not limited to:
2.3.1 Intel Core i5 processor or equivalent
2.3.2 CPU casing capable of supporting a full-sized video
card
2.3.3 To provide DVD burner/writer (-R or +R) with DICOM
viewer software, for image archiving and for referral × 1
units. (Mandatory).
2.3.4 To provide additional heavy duty external DVD burner
x 1unit
2.5 Dedicated client workstation display
2.5.1 Clinical grade consumer display, with the following KK Type 1 – 1
parameters: (Radiologi Admin) units
- Resolution of at least 1600 x 1200 KK Type 2 – 1
- At least 10-bit greyscale units
- At least 21” diagonal diameter KK Type 3 – 1
- DICOM-calibrated luminance of at least 250 units
cd/m2 KK Type 4 – 1
- Portrait or landscape orientation units
- Dedicated graphics card (optional)
2.5.2 Professional grade consumer display, with the Bergantung
following parameters: (doctor consultation room) kepada
- Resolution of at least 1920x1080 keperluan
- At least 21” diagonal diameter
- Luminance of at least 250 cd/m2
- Portrait or landscape orientation
2.6 Network infrastructure shall be such as to achieve the
performance parameters in 1.2
2.6.1 All new network cards, cables, switches and routers
shall support a speed of at least 1 Gbps
2.6.2 Vendor shall ensure pre-existing infrastructure is at
least 100 Mbps and upgrade as necessary to achieve
the performance parameters in 1.2
2.6.3 All modalities, DICOM printers, non-client workstations,
client workstations and servers shall use the
government MyGOVNET network if it is available at the
facility
2.7 Client software
2.7.1 Client software shall communicate with the server
using the TCP/IP protocol
2.7.2 Client software can either be zero-footprint or installed
into the client computer
2.7.3 Web-based software shall be browser agnostic (fully
HTML5 compatible) and shall not require the use of
end-of-life (EOL) technology such as ActiveX
2.7.4 Client software shall support Windows 10
2.8 Miscellaneous
2.8.1 UPS shall be provided for all server components and

dedicated client workstations. UPS shall sustain the


server components and clients for at least 20 minutes
to allow safe shutdown of the server in the event of
power failure. UPS shall be configured to provide a
practical alert system to inform the administrator in
event of power failure. Vendor shall provide technical
documentation to support this
2.8.2 Anti-virus software (including licenses during warranty
and extended warranty periods) shall be installed in the
server and client workstations and shall not interfere
with the connectivity
3 Registration Computer
3.1 Vendor shall supply one (1) computer to be located at 1 unit for each
the registration counter for the purpose of entering health clinic
patient demographic data including, but not limited to,
Patient Name, Patient ID, Patient Identity Card
Number, Patient Sex, Date of Birth and Study
Description.
3.2 This computer shall generate Accession Numbers for
each Study, either automatically or manually.
3.3 This computer shall act as the SCP for DICOM
Modality Worklist (MWL), and transfer the above
demographic data, including the Accession Number to
the CR Console, upon query by the CR Console. No
demographic data should be entered at the CR
Console.
3.4 Credentials shall be provided to the Health Clinic IT
department to allow Health clinic IT Staff to perform
additional future MWL integration with other Radiology
Modalities, without involving the current vendor.
3.5 This computer shall have the following specifications:
- Intel Core i5 or better
- 8Gb RAM or higher
- Windows 10 Pro
- 21" Full HD Monitor or better
- Standard accessories including keyboard and mouse
- UPS rated for at least 15 minutes with alert
3.6 Windows administrator credentials shall be provided to
the health clinic IT unit
3.7 Network connection to pre-existing health clinic
1GovNet shall be via gigabit ethernet
4 Special Requirements
4.1 Integration or Future integration
4.1.1 Vendor shall provide full administrative access to the
Government to allow integration with new DICOM
modalities and other DICOM systems ( including TPC,
TPC OHCIS, SMRP, existing registration PC etc)

4.1.2 Vendor shall provide basic training to Government staff


regarding the integration process

4.2 Licenses
4.2.1 Vendor shall provide the full details of any third-party
software licenses to the Government, as to allow
reinstallation of third-party software
5 Delivery
5.1 The vendor shall specify the total duration required to
commence, complete, test and commission the System
from the date of receipt of Notification of Award
- Supplier to provide technical and operation
manuals
- Relevant on-site training is required for all users
and key operator / administrator
- System must include 24-months warranty
period to cover all parts and labour
6 Training
6.1 Relevant on-site training for 7 days is required for all
users and key operator
7 Service Support
7.1 Technical expertise available for the maintenance and
repair of the particular model of equipment offered
must be available
7.2 Vendor to provide list of qualified and factory trained
engineers with names, qualification and years of
relevant experience
8 System Warranty
8.1 All system software and hardware supplied shall be
guaranteed for a minimum period of twenty four (24)
calendar months from the date of testing and
acceptance, to cover all supplied components and
parts, inclusive of labour, and maintenance services.
Supplier to propose the recommended maintenance
and costing for after the warranty period
8.2 Two (2) Preventive Maintenance Servicing per year to
be provided by supplier during warranty period.
Supplier should also attend to all emergency due to
manufacturing defects
8.3 Extended Planned Preventive Maintenance: Two (2)
Comprehensive Service Controls Planned Preventive
Maintenance per year during the 3 years after the
warranty period
9 Catalogue and Reference Books
9.1 Supplier must provide necessary product data and
catalogue with detail information on model offered
