Since the 1940s, every administration has had a goal of reorganizing the bureaucracy.
While it has been variously referred to as reorganization, or reengineering, the overarching goal is
to reduce the wage bill has diminished resources for essential social services. In 2004, despite
the looming fiscal crisis, President Gloria Macapagal-Arroyo issued Executive Order (EO) No.
366 to rationalize the government bureaucracy, which specifies the strategic review of operations
and organizations under the Executive branch.
The Rationalization Program aims to produce a government with significantly improved
performance and highly efficient and results-oriented organizational structures. The reforms that
will be implemented will necessitate that government agencies and corporations redefine their
proper roles in society and concentrate their performance improvement efforts on core governance
functions.
The public's growing concern about the scarcity of resources and dissatisfaction with the
services provided by the government has fueled the need for reform. The advantages of immediate
implementation of performance improvement interventions must also be demonstrated. E.O. 366,
by itself, requires all Executive Branch agencies to be rationalized. The rationalization of
government agencies is the government's way of expressing accountability for configuring itself
and its structures in accordance with current and emerging public service needs and requirements,
ensuring the best possible service while making use of limited resources to provide the most
efficient for the people.
The success of Executive Order No. 366 remains to be seen, as it is solely a blueprint for
justifying executive agencies. Each department's commitment is critical to realizing the
rationalization plan's intent and principles. This is where the legislative process comes into play.
Prioritizing pending reorganization bills will help to ensure that a government-wide reorganization
plan is put in place and finally implemented. Notably, some departments have legislated charters
that must be reorganized through legislation.
With this, my advice to the newly elected President Bongbong Marcos is to create an
administration where the main goal is to build a bureaucratic structure intended to manage large-
scale, systematic coordination among many people working at various levels to achieve a common
goal to improve the service of public servants through efficiency, coordination, and control.
