EXTERNAL JOB ADVERTISEMENT

The Electoral Commission, established under Article 60 of the Constitution of the Republic
of Uganda and mandated to conduct public elections and referenda, invites applications
from suitably qualified staff to fill the following vacant positions within its establishment.

VACANCY-01: Head, Public Relations Department


Duty station: Electoral Commission Headquarters
Reports to : Secretary, Electoral Commission
Tenure : Four (4) years renewable contract
Salary Scale: ECS2 (FIXED)

Job purpose:
To build and maintain a good image of the Electoral Commission as a credible institution
in charge of elections in Uganda.

Key Result Areas:


1. Responsible for the entire range of Public Relations through planning, developing
and implementing appropriate strategies;
2. Providing publicity support for all Commission programs and activities;
3. Advising the Commission and Management on a regular basis on how to enhance
the image of the Commission;
4. Fostering community relations through appropriate events and initiatives;
5. Supervising the preparation of promotional materials and multimedia programs;
6. Preparing and distributing press releases to targeted media;
7. Planning and budgeting for resource requirements of the Department and
monitoring their usage for efficiency;
8. Managing and appraising the performance of subordinate staff and providing
guidance and feedback for improvement;
9. Creating and maintaining a working atmosphere that fosters teamwork and
creativity in the Department;
10. Acting as the Electoral Commission spokesperson;
11. Any other official duties as may be assigned from time to time.

Minimum Academic Qualifications:
Applicants should be Ugandans holding an Honours Bachelors Degree in Mass
Communication or Communication and Media Studies or Marketing or a closely related
field from a recognized University/Institution and a Master’s Degree in any of the
foregoing disciplines or in a Management related field.

Minimum Working Experience:


Eight (8) years relevant working experience at least three (3) of which should have
been served at the level of Principal Officer in government or equivalent level of relevant
experience in a busy and reputable organization.

Preferred Skills and Competences:


1. Knowledge of Government policies and administrative procedures.
2. Well developed interpersonal and communication skills and capable of working as
a member of the organization’s senior management team.
3. Ability to lead, cultivate team spirit and motivate qualified and specialized staff.
4. High integrity.
5. Ability to work under tight deadlines and pressure.
6. Excellent written and spoken English with strong report writing and presentation
skills.
7. Computer knowledge (MS Office).

Age: Between thirty-five (35) years and fifty (50) years.

VACANCY-02: Election Officer/Cartographer

Directorate: Technical Support Services
Department: Information Technology
Duty station: Electoral Commission Headquarters
Reports to: Senior Election Officer/In-charge Cartography Section
Tenure: Permanent
Salary Scale: ECS5

Job Role: To design, draw, compile and revise electoral maps, plans, charts and any
other related data the Electoral Commission may be interested in.

Key Result Areas:


1. Collecting mapping data on boundaries of newly established Administrative Units
and Towns in the whole country for purposes of demarcating electoral areas;
2. Verifying boundaries of Administrative Units;
3. Assisting in the production and publication of up-to-date electoral maps.
4. Responsible for drawing office equipment and ensuring they are in good working
condition;

5. Assisting in the preparation of the strategic plan for the Drawing Office in line with
the Electoral Commission Strategic Plan;
6. Any other duties as may be officially assigned from time to time.

Minimum academic qualifications:


An Honors Bachelors Degree in Cartography, Geography, Geomatics or a related field
(e.g. Earth Science or Surveying), and a Post Graduate Certificate in Geographical
Positioning System (GPS) or completion of a certification course in Geographical
Information Systems (GIS)/Computer Aided Design (CAD) or a related field of study such
as mapping software like ArcView/ArcInfo including 3D Analyst and Maplex.
Preferred skills and competencies:

1. Interest in graphics, design, geo-information and maps;


2. Patient and an eye for detail;
3. Computer literacy in graphic design, Geographical Information Systems (GIS) and
mapping software;
4. Ability to meet tight deadlines under minimum or no supervision;
5. Meticulous and thorough approach to work;
6. Technically minded, and able to cope with changes in technology.

Work experience:
Professional experience in GIS techniques and methodologies, or working experience with
cartography and earth science, spatial data types, geographic spatial reference systems
and metadata is an added advantage.

Age: Between twenty-two (22) years and fifty (50) years.

VACANCY-03: Senior Election Officer/Web & Digital Media


Duty Station: Electoral Commission Headquarters
Department: Public Relations
Reports to : Principal Election Officer/Public Relations
Tenure : Permanent
Salary Scale: ECS4 (FIXED)

Job purpose:
Responsible for planning, managing and monitoring the Commission’s
interactions with the public by implementing social media platforms’ content
strategies and providing the voice for the Commission across social media
channels.

Key Result Areas:


1. Developing, implementing and managing the Electoral Commissions social media
strategy;

2. Regularly generating, editing, publishing and sharing engaging content on social
media e.g. original text, photos, videos and news;
3. Communicating with followers, respondoing to queries in a timely manner and
monitoring public views;
4. Interacting with the public and other stakeholders via the Commission’s social
media accounts;
5. Researching social medial trends and informing management of changes that are
relevant to the Commission’s activities;
6. Building a social media presence and image awareness by maintaining a solid
online presence and engaging relevant influencers;
7. Managing our online communities to ensure respectful and appropriate
engagement;
8. Analyzing data to determine whether social media campaigns have achieved their
objectives;
9. Educating other staff on the use of social media and promoting its use within the
Commission;
10. Any other duties as may be officially assigned from time to time.

Minimum Academic qualifications


i. An Honors Bachelor’s Degree in Business Studies or Marketing or Journalism or
Public Relations or Mass Communication or English or a related field from a
recognized awarding institution;

ii. A Post Graduate qualification in any of the above fields or Business intelligence,
or Social Media or Digital and Social Media Marketing or Social Media and
Interactive Technologies or professional certification in Google Analytics will be
an added advantage.

Minimum Working Experience:


Three (3) years relevant and proven experience of performing similar or related
duties and responsibilities in a busy and reputable environment.

Skills and competencies:


1. Proficiency in multi-social posting programs such as Hootsuite and HubSpot;
2. Strong computer skills using Microsoft Office and Adobe Suites;
3. General knowledge of search engine optimization and internet ranking for web
content;
4. Great verbal and communication skills;
5. Creativity and analytical skills;
6. Ability to develop social media strategies;
7. A solid understanding of the use of a range of social media platforms, particularly
in relation to branding and stakeholders;

9. Familiarity with web design;
10. Analytical and multitasking skills;
11. Critical thinker and problem solving skills.
