TRANSLATION

RECTOR’S DECREE OF UNIVERSITAS GADJAH MADA

NUMBER 117/P/SK/HKTL/2002

ON

ESTABLISHMENT OF CENTER FOR ECONOMIC PANCASILA STUDIES AT

UNIVERSITAS GADJAH MADA

Whereas : a. The multidiscipline which Indonesia is facing now is mostly

caused by the implementation of neo-classic economic ism or

ideology which is not suitable for the Indonesian culture.

b. To realize the suitable national economic image in line with the

philosophical principles of Pancasila, it is necessary to

form/establish Pancasila Economy Study Centre at Universitas

Gadjah Mada;

c. Center for Economic Pancasila Studies of Universitas Gadjah

Mada was established on 12th August 2001, coinciding 100th

anniversary of Bung Hatta, the Creator of the Pancasila

Economy concept;

d. A Rector’s Decree is necessary for the establishment of

Center for Economic Pancasila Studies of Universitas Gadjah

Mada;

Considering : 1. Law Number 2 of 1989 on the National Education System;

2. Government Regulations:

a. Number 60 of 1999 on Higher Education;


b. Number 61 of 1999 on the Order of State Universities as

Legal Entities;

c. Number 153 of 2000 on the Order of Universitas Gadjah

Mada as a State-Owned Legal Entity.

3. Decree of the Board of Trustees (Wali Amanat) of Universitas

Gadjah Mada Number 03/SK/MWA/2002 on the appointment

of a Rector at Universitas Gadjah Mada for the 2002 -2007

tenure;

Regarding :

RECTOR’S DECREE ON THE ESTABLISHMENT /FORMATION

OF PANCASILA ECONOMY CENTRE AT UNIVERSITAS

GADJAH MADA.
CHAPTER I

DOMICILE/POSITION

Article 1

Center for Economic Pancasila Studies of Universitas Gadjah Mada is a centre of

multi-disciplined study positioned/domiciled under Universitas Gadjah Mada.

CHAPTER II

OBJECTIVE AND PURPOSE

Article 2

The Objective of the Establishment/Formation of Center for Economic Pancasila

Studies of Universitas Gadjah Mada is to study the moral bases, logos and economic

system suitable for Pancasila ideology.

Article 3

The purpose of Center for Economic Pancasila Studies of Universitas Gadjah Mada is

to accommodate all the inductive-empiric and deductive-logic studies on economics

that may directly refer to the Pancasila philosophical principles as the nation’s

ideology.
CHAPTER III

VISION AND MISSION

Article 4

The vision of Center for Economic Pancasila Studies of Universitas Gadjah Mada is to

materialize the actual image of the national economy system suitable for the Pancasila

philosophical principles and Indonesian socio-cultural values.

Article 5

The mission of Center for Economic Pancasila Studies of Universitas Gadjah Mada is

the produce/yield serious studies on theoretical fields and practical aspects of

Indonesian Economy which are inductive-empiric and deductive-logic in nature in a

balanced manner on the illustration/image of Indonesians as economic humans (homo

economicus), social humans (homo socius) and religious humans (homo-religious).

CAPTER IV

DUTIES AND CHALLENGES

Article 6

The duties of Center for Economic Pancasila Studies are inter alia:

1) To provided reasoning contribution to improve the curriculum and syllabus of

economics as a subject from the senior high school, high school level up to the

tertiary education level;

2) To study profoundly and socialize the concepts of Pancasila economy and its

implementation;
3) To conduct studies in cooperation with various parties both inside and outside

the country;

4) To provide both central and regional governments, central House of

Representatives and Regional House of Representatives with suggestions on

economic policies.

Article 7

The challenges that Center for Economic Pancasila Studies is facing include:

1) To develop economics that may assist school students and university students to

understand the actual economic facts that the public are facing;

2) To review all the economic theories and concepts in so far contained in books

of economics as subject in the primary school, junior high and high schools and

tertiary education and adjust them is such a way that they become realistic and

relevant to the real situations and conditions of the Indonesian socio-cultural

values.

3) To seek and find the alternative policies to create public welfare for the people,

to try to reduce or eliminate poverty and to overcome the economic gaps based

on the Pancasila ethics.

CHAPTER V

ORGANIZATIONAL STRUCTURE

Article 8

1) The Leadership of Center for Economic Pancasila Studies of Universitas

Gadjah Mada comprises President, Secretary and Study/Research Staff. For the
first time, Center for Economic Pancasila Studies of Universitas Gadjah Mada

is chaired by Prof. Dr. Mubyarto as the President;

2) The tenure of the President and Secretary is 2 (two) years and they may re-elect

for 2 (two) periods of tenure.

CHAPTER VI

FINANCE

Article 9

1) The financing of Center for Economic Pancasila Studies of Universitas Gadjah

Mada is generated from:

a. Universitas Gadjah Mada;

b. Directorate General of Higher Education of the Department National

Education;

c. Proceeds of its activities, cooperation, and donations from the related units.

2) Center for Economic Pancasila Studies of Universitas Gadjah Mada is required

to provide a financial support at a rate of 5 % (five percent) of the contracted net

value of every study cooperation job.

CHAPTER VII

CONCLUSION

Article 10

1) All matter unregulated or under-regulated in this decree shall be regulated in a

separate regulation;
2) The decree shall be effective as of the date of its issuance, provided that in the

events of any errors contained in this decree, this decree is subject to duly

correction.
