MEMORANDUM OF AGREEMENT FOR EARLY REGISTRATION

PARTNERSHIP

This Memorandum of Agreement is entered into this 12th day of May, 2023 in Bulawan,
Payao, Zamboanga Sibugay, by and between:

The BULAWAN NATIONAL HIGH SCHOOL with School Identification Number 303858,
with address at Purok Uranus, Bulawan, Payao, Zamboanga Sibugay, represented in this
agreement by its School Principal, ROLANDO T. CHAVEZ, hereinafter referred to as the
SCHOOL;
-And-
The BARANGAY COUNCIL OF BULAWAN, PAYAO, ZAMBOANGA SIBUGAY,
represented in this agreement by its lead their Barangay Captain and proponent, HON.
ANTONIO D. CABRERA herein after referred to as the EARLY ENROLLMENT
PARTNER.
WITNESSETH:

WHEREAS, the Department of Education of the Philippines, hereinafter referred to as

“DepEd”, is the primary government instrumentality mandated to formulate, implement, and
coordinate policies, plans, programs and projects in the areas of formal and non-formal basic
education; supervise all elementary and secondary education institutions, including
alternative learning systems, both public and private; and provide for the establishment and
maintenance of a complete, adequate, and integrated system of basic education relevant to the
goals of national development;

WHEREAS, the DepEd issued DepEd Order No. 03, s. 2018 or the Basic Education
Enrollment Policy which institutionalized an efficient enrolment process in public and
private schools and state/local universities and colleges (SUCs/LUCs) as well as provide the
schedule of the conduct of early registration.

WHEREAS, Early Registration for the School Year 2023-2024 of incoming Kindergarten,
Grade 1, 7 and 11 learners in public schools shall be conducted from May 10 to June 9, 2023
through face-to-face transaction.

WHEREAS, the BULAWAN NATIONAL HIGH SCHOOL aims to enroll the incoming
learners enrolling in Kindergarten and Grades 1, 7 and 11 I all public elementary and
secondary schools shall pre-register or participate in the early registration to allow DepEd to
make the necessary preparations and adjustments of plans for the incoming SY 2023-2024.
WHEREAS, the EARLY ENROLMENT PARTNER considers going into the
implementation of the activity with the Barangay as part of its mission to create a positive
impact on the community, especially the young people;

WHEREAS, the SCHOOL and the EARLY ENROLLMENT PARTNER hereinafter

referred to as the “PARTIES”, undertake to collaborate for the successful implementation of
the EARLY ENROLLMENT PARTNERS with the best interest of the pupils and students at
heart.

NOW, THEREFORE, for and in consideration of the foregoing premises, the PARTIES
hereby agreed the amendments of DepEd Order NO. 03, s. 2018 (Basic Education
Enrollment Policy) to conduct Early Registration for the School Year 2023-2024 of Incoming
Kindergarten, grades 1, 7, and 11 learners in public schools shall be conducted from May 10
to June 9, 2023.

I. OBJECTIVES OF THE EARLY REGISTRATION PARTNERSHIP

The Early Registration Partnership has the following objectives:

 To conduct Early Registration for the School Year 2023-2024 of Incoming

grades 7 and 11 learners in public schools shall be conducted from May 10
to June 9, 2023.
 To entry in the Early Registration facility, the prospective enrolees for all
grade levels (e.g., Grades 2-6, 8-10, and 12) based on the previous school
enrollment to get the overall picture of the expected enrollees for the next
enrollment.

II. RESPONSIBILITIES OF THE PARTIES

A. Joint Responsibilities

Both the SCHOOL and the EARLY REGISTRATION PARTNER shall:

1. Create a joint working group that will prepare the early registration plan to
operationalize the program;
2. Form a joint steering committee with the participation of the Early Registration
Coordinator, teachers and school head to conduct the early registration;
3. Conduct Early Registration specifying activities to be conducted;
The EARLY REGISTRATION PARTNER shall:
1. Assign a competent facilitator/partner from the PARTNER to liaise with the
SCHOOL for the duration of the project so as to ensure efficient implementation of all
activities in the project;
2. Facilitate the meetings of the OSY with the School Personnel.
3. Secure the safety of School Personnel by providing Barangay Personnel to accompany
them in their house to house mapping.
4. Response immediately to the problems encountered by the personnel during the
conduct of early registration.
5. Issue certificate of appearance to the teacher participants upon registration activities in
designated Barangays.

B. EFFECTIVITY
This agreement shall hold for the duration of May 12, 2023 to June 9, 2023 12 MN.
The SCHOOL and the EARLY REGISTRATION PARTNER shall submit the
necessary further documents in support of this program one (1) day before the
aforementioned date.
The SCHOOL and the EARLY REGISTRATION PARTNER reserve their respective
rights to terminate their participation in the agreement through formal written notice
within one (1) week before the effectivity of the termination. Both parties shall
turnover all deliverables agreed thereto in the Reading Program. Termination shall be
subject to the mutual agreement between the parties.

C. LIABILITY

Each party shall answer for losses and damages arising from any accident, act, or
omission directly attribute to its fault or negligence, which may cause death or bodily
injury to any persons, or loss or damage to property, by or on account of the
performance of the respective obligations by the parties pursuant to this Agreement.
Such responsibility shall continue to remain that of the responsible party’s even after
the termination of this agreement, if such losses and damages were incurred during the
effectivity of this agreement.
