GAREO SA LAPU-LAPU FESTIVAL 2022 It is a festive dance celebration portraying the primary assets and prestigious products that each of the 30 barangays took pride, honor and generated livelihood among their natives. An anticipated and spectacular event during the annual feast of the Nuestra Seftora Birhen dela Regla. One of the pride of Lapu- Lapu City our very own first Filipino hero, Datu LapuLapu. And whom the public servants of the city inspired and emulated the virtues of our brave ancestors in their service for common good and governance. PARTICIPANTS / COMPOSITION 1. The dancers/ performers must be bonafide resident of Lapu-Lapu City 2. The contingent must have a minimum of Thirty-five (35) and maximum of sixty (60) performers. A. MUSIC/ JINGLE 1. Presentation / Showdown shall be limited to seven (7) minutes only. Musical Instruments are allowed but it should be recorded. 2. Each contingent has the freedom to remix the Garbo sa Lapu-Lapu Jingle. 3. Final CD Material for the performance will be check by the Organizing Committee and Production Staff during the General Rehearsal. 4. Contingent’s representative (Production Assistant) should be present at the Control booth to coordinate (and give cue) for the contingents final performance. B. THEMES/CONCEPTS 1. The dance entry must depict Oponganons culture and tradition. 2. Concept or theme for costume and performance are left to the discretion of the participants based on their own interpretation of what is relevant to Garbo sa Lapu-Lapu. 3. Dance steps, music, costume, accessories, and equipment of the dance should be in the context of the chosen theme or concept. C. COSTUMES: 1. Rural or Maria Clara. 2. Appropriate footwear consistent to the theme / motif shall be used by all the participants. D. PROPS 1, Backdrops not allowed. 2. No contingent shall leave props, etc. at the back of the stage and premises of the Mactan New Town. Violation of this guideline will merit twenty (20) points deduction from the total score. 3. All hand props shall be carried by the dancers all throughout the parade route. E, DURATION OF PERFORMANCE TIME 1. Presentation/ Showdown shall be limited to seven (7) minutes only excluding entrance and exit. Two (2) minutes preparation and exit. Time starts once the performer's moves on stage or the first chant, cheers, yells, singing or playing of music. F. STAGE 1. For the showdown, the contingent will perform in 40 x 80 feet bare stage at Mactan New Town Grounds. G. SAFETY MEASURES 1, Materials considered hazardous to the performance - Fire, Fireworks/pyrotechnics and sprinkling of water or paint, etc. are not allowed. 2. Confetti Cannon/ Blasts are allowed. 3. Participants are prohibited from exhibiting or manifesting acts or gestures that are offensive to any groups or movements. In the event of any violation of this rule, the committee reserves the right to discontinue the performance of the offending contingent. 4. To avoid public disturbances, performers shall refrain from drinking alcoholic drinks before and during the parade to avoid acts that are derogatory towards self or to others. Violators shall be dealt with by the Committee on Peace and Order/ PNP. 5. To ensure the safety of all participants, dangerous stunts/ acts are highly discouraged. 6. Live animals are strictly not allowed. 7. In compliance with existing law against child abuse, participation of infants or toddlers is strictly prohibited. m yl By sR and obwe, H. GENERAL REHEARSAL » Any contingent who will not participate in any meetings called by the Committee/ late during the General Rehearsals (November 18, 2022, Friday) 3:00 P.M. to 7:00 P.M. 2. Punctuality is expected of each contingent during the rehearsals and showdown. I. APPLICATION PROCESS 1. All participating contingents must register not later than October 18-25, 2022 and look for Mr. Jed Geray at Tourism Office. J. AGREEMENT 1. A Twenty (20) points deduction from each judges’ score sheet shall be imposed on the contingents or total disqualifications will be sanctioned to those who will violate the guidelines. 2. The decision of the JUDGES shall be FINAL AND IRREVOCABLE. Maximum height of the Higante must not exceed 12 feet. 2. Only Higantes powered and propelled by a person or persons inside its structural framework shall be allowed to participate in this contest. 3. A higante placed on a wheeled platform or framework whose mobility is propelled by persons pushing or providing power to the movement of the vehicle shall not qualify to join this contest. 4. Participants are absolutely prohibited from depicting the image of Virgin of the Rule as a higante. 5. Participants are encouraged to create historical characters relevant to Garbo sa Lapu-Lapu 2022 as higante figures. 6. Higantes that have competed, won, or lost, in other festivals are disqualified from making a repeat participation in this contest. 7. To avoid redundancy in the presentation of higantes that have competed, won or los, in past Garbo sa Lapu-Lapu but the only noticeable change of which is its costume, the organizers reserve the right to disqualify that the contestant for violation of the rule that higantes must be of new make and not recycled. 8. Deadline for the registration in the Higante Category shall be on October 20- November 4, 2022. 9. CRITERIA Creativity /Artistry Relevance Originality — Overall Impact Discreet Use of Advertisement ~ ‘TOTAL — 100% GARBO SA LAPU-LAPU 2022 FLOAT CATEGORY GUIDELINES 1, Maximum height of the float must not be higher than 10 feet or 3.5 meters from the ground level 2. The maximum length of the float must not be more than ten (10) meters long and must not be more than three (3) meters wide 3. Commercialization of the float by painting the name of the sponsoring company or its product in LARGE AND BOLD LETTER must be minimized. 4. A float must depict a GARBO SA LAPU-LAPU 2022 and image of the Virgin of the Rule. Live characters atop the float must be dressed in costumes that must conform with standards of morality. Failure to follow these guidelines would mean automatic removal and disqualification from the parade participation. 5. Contestants in this category must submit to the Tourism Office the design and plot of the drama (which will be treated with the strictest confidentiality) to be approved by the Over-all Chairman. 6. The decision of the Board of Judges in this category shall be FINAL and UNAPPEALABLE. 7. Deadline for the registration in the Float Category shall be on October 18 - November 4 at Tourism Office look for Mr. Jed Geray.
