Hon. IMELDA L. DUMDUM

Barangay Chairperson
Ayala, Zamboanga City

GREETINGS:

This pertains to the long pending complaint and request of SALAM COMMERCIAL
COMPLEX, (hereinafter “Commercial Complex”) a business establishment operating
in La Paz Road, Barangay Ayala, Zamboanga City.

I am able to obtain a copy of a letter dated 02 March 2023, addressed to your end
from City Engr. Christopher Q. Navarro, stating that they have already conducted
the site/ocular inspection c/o Engr. Vivian A. Wee of the Building and
Industrial Safety Inspection Division, and forwarding a copy of said report to
your Office.

Also, it is clearly stated in the letter of Engr. Navarro, that you were reminded of
Executive Order No. JD 2023-052 reinforcing City Ordinance No. 157: “The
barangay council shall be the implementing agency of the government in the
rolling out of Road Clearing Operations.”

In view thereof, may we know from your end why no action has been taken by
your Office to demolish the illegal structures in the vicinity of Salam
Commercial Complex up to this time?

This letter is in preparation for the filing of necessary administrative and criminal
complaints for violation of R.A. 6713, R.A. 3019, and the Ease of Doing Business
and Anti-Red Tape Law, should no further action be taken on our long-pending
request/complaint before your Office.

Your immediate response is respectfully encouraged. Thank you.
