RE: 30-day Short Term Use to Florida Institute for Community Studies, Inc. (FICS) for
the Morgan Woods Recreation Center

Dear Ms. Unterberger:


Pursuant to Hillsborough County Board of County Commissioners (“BOCC”) Policy
08.1.00.01, this letter authorizes FICS and its agents, volunteers, employees and program
participants, a one-time, non-exclusive, 30-day temporary right to a short-term use of 1,845
square feet of the Morgan Woods Recreation Center (“MWRC”) located at 7001 Armand Drive
in Town-n-Country commencing on September 11, 2023 and ending on October 11, 2023.
The use of the Premises is to provide FICS additional transition time for your after school
Morgan Woods programming. It is our understanding that the School Board of Hillsborough
County (SBHC) extended an offer to you via separate email of a temporary location at Morgan
Woods Elementary, Monday – Friday during school days, for the after-care services of the
children that FICS currently services at MWRC. Please note their offer must be responded to by
FICS prior to September 21, 2023. Please ensure the MWRC space is free of any FICS owned
fixtures or supplies by October 11, 2023.
Should you decide to request County recreation space other than MWRC we encourage
you to prepare the required documentation in BOCC Policy 08.02.06.00 which includes:

1.) Scope of services to be provided to the Community - OST, youth recreation


programming, adult recreation offerings, etc. for review by the sponsoring department
(Parks & Recreation). Please indicate any program fees.
2.) Templates of measurable goals/objectives to provide monthly reports on the number or
units of service provided.
3.) Current financial information including audited and/or prepared financial statements,
filed 990s, and budget information (3 year outlook requested).

4.) Please note that non-profit licenses are subject by policy to an occupancy fee for facility
operational expense & capital repairs. Non-profits are also responsible for providing
insurance, IT/Internet, and any renovation costs.
