The Philippine Eskrima Kali-Arnis Federation (PEKAF) Region X will hold its 1st MAYOR
ROLANDO “KLAREX” A. UY HIGALA-AY ARNIS ESKRIMA OPEN INVITATIONAL
TOURNAMENT 2023 on August 26-27, 2023 at Nazareth Gymnasium.

We are inviting athletes and competitors from different Municipalities, Barangays, Club,
Schools and invited Cities who will compete in this Tournament further the sports and
in preparation for the upcoming Mindanao Open Arnis Championship, Batang Pinoy,
Philippine National Games (PNG) and the next PEKAF Qualifier Games.

In connection with these may we invite your Team, Club or School, Coaches and Trainor to
participate in the said Championship.

INVITATIONAL TOURNAMENT 2023

I. RULES AND REGULATION

The Philippine Eskrima Kali Arnis Federation (PEKAF) modified Rules and Regulations
in Arnis Competition will be conducted in accordance with Philippine Eskrima Kali-Arnis
Federation (PEKAF) Rules and Regulation to ensure the safety of the student/Players,
implemented in the conduct of the 1 st MAYOR ROLANDO “KLAREX” A. UY HIGALA-AY
ARNIS ESKRIMA INVITATIONAL TOURNAMENT 2023.

II. TECHNICAL COMMITTEE

The Technical officials of the game are those Accredited by the Head Quarters of the
Philippine Eskrima Kali-Arnis Federation (PEKAF) And PEKAF 10

III. QUALIFICATIONS

Shall mean the approval of the 2023 PEKAF Higalaay Accreditation Body / Technical
Working Group to participate and/or compete, provided that the following requirements
are met.

1. Participants must have submitted the following documents to the Competition

Manager/Secretariat.
A. Medical Certificate or (6 months prior to the date of the competition are accepted)
B. Registration Form/Waiver or Entry Forms
C. PSA Birth Certificate (For cadets and Junior)
D. Parental Consent for below 18 years of age in the time of the Competition
E. All participants must completely fill up the PEKAF tournament entry form and waiver
send to tinevillegas09@gmail.com submission of entries is on August 14, 2023 or you may
call 09050771068 or 09533850763 for more inquiries.

2. For Full Contact Athletes, the participants should meet the requirement of the weight
Division in which he/she is to compete.
 3. This event is open to all Arnis Practitioner, athletes to participate regardless of their
organizations and/or affiliations.

IV. DISQUALIFICATION OF PLAYERS

A. Incomplete Requirements or Documents.

B. A participant who commits a dangerous intentional foul that may afflict injury to the
opponent like throwing, bone breaking, kicking, kneeing, elbowing, boxing,
sweeping and hand/stick/head butting.
C. Any disruptive action or behavior of the participants, teammate, trainers, coaches,
club instructors or team followers which may lead to violent breaking the spirit of
sportsmanship.
D. Any official/s of the delegation that interrupts the orderly manners/conduct of the
event.
E. Attempting to influence the officiating officials.
F. Aggressive behavior toward the referees and judges during and after the contest.

V. TOURNAMENT FORMAT

a. In the Sparring Competition, drawing of lots shall apply and pairing for the Single
Elimination System shall be used. In the Anyo Forms. The order of performance shall
be decided through drawing of lots. (online draw lots are advise to compress time
allocation)
b. A team shall be allowed specified number of players per division in the Anyo Events.
c. A team shall be allowed specified number of players per division in the full-contact
events both in the live stick continuous and in the padded point system.

VII.UNIFORM / COSTUME

ATTIRE: for the Full Contact divisions, competitors are allowed to use any standard
Training uniform (Red Pants and T-shirt or school colors). In the Anyo division any
Costume appropriate to the Anyo may be used. Otherwise, competitors are allowed to
Use any standard training uniform (Red Pants and T-shirt or School Colors).

VIII. PROTEST AND COMPLAINT

Protest shall be done immediately after the competition and before the next
Competition begins. Protest after the match/bout shall be made in writing within 4
Hours by the coach duly signed by the athletic manager or authorized representative of
The delegation address to the technical committee. A protest fee shall be P 5,000.00.

IX.OTHER MATTERS and RECOMMENDATION

-The Technical Committee shall decide on all other queries/issues not mentioned in the ground
rules.
- Official coaches and trainer must be in their delegation uniform or pants while on coaching.
Wearing of short pants, sleeveless shirt, and slippers are strictly prohibited for the coaches and
chaperons during the competition.
- Only the official coach is allowed to sit and instruct the player during the match. No coach, no play
policy shall be observed during the match.
- Official coaches and trainer must observe proper decorum during the competition.
- Team Delegation pls bring own protective gears, padded stick and live stick are provided by the
host.

X.WAIVER

The participants absolve PEKAF and its officials from any civil or criminal liabilities arising from any
injury sustained from the Arnis Tournament.

XI.CEREMONIES

Participants are required to attend the opening and awarding ceremonies in their official uniform. It
is expected that they bring their respective Coat of Arnis (banners).

XII.BILLETING

* For Outside Cagayan de Oro City participants pls. bring your own beddings.

XIII.REGISTRATION

A P100.00 pesos Registration fee per individual event and a 250.00 per team event, per participants
is allowed to play Three (3) Individual Events and Two (2) Team Events. Each Team can fill a
maximum of 5 (five) Entries per Event.
