Q1. Who is an MLA? How is the person elected?
1. MLA stands for Members of the Legislative Assembly (MLAs). They are elected by the
people. They then become members of the legislative assembly and also form the
government.

Q2. How do some MLAs become ministers? Explain.


1. A political party whose MLAs have won more than half the number of constituencies in a
state are said to be in majority.
2.The political party that has the majority is called the ruling party and all other members are
called the opposition.
3. After the elections, the MLAs belonging to the ruling party will elect their leader who will
become the chief minister.
4. The chief minister then selects other people as ministers. After the elections, it is the
Governor of the state who appoints the chief minister and other ministers.

Q3. How is the government formed in a State?


Ans. From each constituency, people elect one representative who then becomes the MLA.
2. A political party whose MLA’s have one more than half the number of seats, forms
government.
3. Political party that has majority is called ruling party and all other members are in
opposition.
4. The MLA’s belonging to the ruling party elect their leader who becomes the CM.

Q4. What is a press conference? How does a press conference help you get information
on what government is doing?
Ans. 1. Press Conference is a gathering of journalists from media who are invited to hear
about and ask questions on particular issues and are then expected to report on this to the
larger public.
2. A press conference may be organized by government ministers to talk about steps taken to
improve the society. Reporters and TV journalists are also present which post many questions
and then these discussions are published in newspapers and are telecasted which helps the
general public to gain awareness.
3. General public also comes to know of new policies, schemes or important decisions
announced by the government.
4. General public also comes to know of the opinions of the opposition parties which help in
the formation of public opinion about the government.

Q.5 How is a coalition government formed?
1. When after an election no political party turns out to have won the majority of
seats, that is, more than 50%.
2. A coalition government is then made by two or more political parties that enter into
a formal agreement to cooperate with a view of achieving a majority in parliament
and, on that basis, form a government.
3. The parties that agree to govern in coalition share similar philosophies and policies.
4. The party then prepares a common minimum programme and work to implement it
during their tenure.
