PROJECT PROPOSAL

I. TITLE: FIRST CALOOCAN BUSINESS FORUM 2023: BUILDING


CONNECTIONS FOR A SUSTAINABLE AND BUSINESS RESILIENT
CALOOCAN

II. RATIONALE

The COVID-19 pandemic severely hampered the growth of the local


economy as it forced businesses to temporarily close rendering a huge
number of individuals unemployed. To help the local economy regain its pre-
COVID momentum and become a much better economy in the post-COVID
era, it is imperative to nurture, support, and uplift the industries that boost
local economy.
Given the important contribution of micro, small, and medium
enterprises (MSMEs) to the local economy, it is essential to recognize the
specific challenges entrepreneurs faced during the onslaught and their
recovery from the pandemic and how they can be assisted to bounce back
from these.
MSMEs confront a particular set of difficulties. They lack sufficient
capital and innovation-related resources. Many are quite informal and have
little understanding of government assistance and programs. During the
pandemic, MSMEs have endured huge revenue and capital losses, rising
business costs, increasing indebtedness, and regulatory concerns that
necessitate structural reforms to improve the local operational business
climate.
It is an imperative action from the City Government to provide
assistance and information to MSMEs to further help them rejuvenate their
businesses and reunite them to achieve a common goal of rejuvenating the
local economy.

III. OBJECTIVES

The Business Forum 2023 aims to gather all MSMEs within Caloocan
City in one venue to easily provide them with the necessary information on
government assistance and programs that may help their business arsenals
become productive and sustainable. Supporting MSMEs with access to
critical government support services will be important for local business
stabilization and recovery, which will also help build local business resilience
and local employment for the future. Through the conduct of the first
Caloocan Business Forum, this will also be the start of potential continuous
development of the local business sector and build meaningful network
among the city’s entrepreneurs.

IV. TARGET BENEFICIARIES


The target beneficiaries of Business Forum 2023 are established and
budding entrepreneurs of micro, small, and medium enterprises (MSMEs)
located at Caloocan City.

VIII. PARTNERSHIP AND SUSTAINABILITY

The LEIPO shall spearhead the Business Forum 2023 for the first time
with the specific goal of elevating the business profile and landscape of
Caloocan City. City Development and Planning Department and Business
Permit and Licensing Office shall be hand in hand in the constant monitoring
and assessment of local businesses and economy of Caloocan City. The
Business Permit and Licensing Office, Assessor’s Office. Treasurer’s Office,
Office of the City Building Official, and Cooperative’s Office shall offer
programs, benefits, incentives, and packages for the flourishment of MSMEs
in Caloocan City.
The Public Employment and Service Office, on the other hand, shall
continue and empower MSMEs in terms of providing recruitment activities,
livelihood grants, and skills training. Through robust commitment, inter-office
collective action and collaborative governance of all the aforementioned
offices, more opportunities will come to MSMEs, that in turn will boost the
local economy of Caloocan City.

IX. MONITORING AND EVALUATION

Strategic Implementation Plan

The Local Economic and Investment Promotion Office ensures that all
offices involved in the Business Forum shall strictly work on the assigned
duties and responsibilities. A strategic implementation plan ensures the
efficiency and effectiveness of the program including feasibility and
development of further programs.

Comprehensive understanding of the program’s goals and objectives

A comprehensive understanding and congruent interpretation of the


program’s goals and objectives by program actors is an integral part of
successful program implementation. A clear establishment of goals and
objectives avoids un/intentional partiality, irregularities, and
miscommunication.

Establishment of roles and responsibilities

Program actors understand the impact of each’s roles and


responsibilities on the success and failure of the program. The program actors
also understand the liabilities and consequences of irresponsible or neglectful
actions in the implementation of the program.

Technical Working Group

Spearheaded by the Local Economic and Investment Promotion Office,


a Technical Working Group shall be created to ensure the continuity of
possible future Business Fora. The Technical Working Group shall also come
up with programs, benefits, and packages to support MSMEs in line with the
furtherance and improvement of Caloocan City’s local economy and business
landscape.

Indicators of Evaluation

To ensure that the program’s goals and objectives are achieved. The
following indicators are to be used in analyzing the impact of the program on
its beneficiaries:

i. Number of initial registered MSMEs versus number of registered


MSMEs after the Business Forum
ii. Reports of MSME success stories
iii. Increasing number of MSMEs in cooperatives
iv. The percentage of MSMEs availing packages offered in One-Stop-
Shop offices
v. Number of local employment placement in MSMEs
vi. Number of livelihood grantees in MSMEs
vii. Higher availment of services on CCMTC

X. RISK MANAGEMENT

Risk Assessment and Risk Management Plan shall be used to assess the
viability of the Business Forum 2023 and to propose remedies to its perceived
risks. Risk scanning shall be utilized to examine the prospective hazards and
their potential magnitude in relation to Business Forum’s linked domains.
Risks shall be evaluated and categorized as follows: L for low, M for
moderate, and H for high. Current and proposed mitigating measures shall be
mentioned, as well as the entities responsible for their implementation.
