This study provides overview of the intricate and multifaceted relationship

between substance abuse and juvenile delinquency, Juvinile delinquency characterized by

unlawful behavior committed by individuals under the age of 18, has long been a matter

of concern for society, policymakers, and researchers. Subtances abuse, encompassing

the misuse of drugs and alcohol, is recognized as a significant contributing factor to

delinquent behavior among adolescents. By comprehensively examining the intricate

relationship between substance abuse and juvenile delinquency, this analysis provides a

foundation for developing holistic and effective approaches to mitigate these

interconnected issues. It emphasize the importance of addressing the root causes and

underlying factors that contribute to these problems with a focus on promoting the well-

being and positive development of young individuals in our society.

 INTRODUCTION

Background of the Study

Subtance abuse and juvenile delinquency are pressing issues in the

Philippines, with potential long-term consequences for individuals and society as a

whole. Understanding the relationship between these two phenomena is crucial for

developing effective intervention and prevention strategies.

The Philippines, like any other country, suffers from a plethora of a social issues

perpetuated by poverty and the inability to bridge the gap between social ranks. From the

lack of access to good education to widespread unemployment, there are numerous

reason why crime rates continue to fluctuate year after year.

The number of juvenile delinquents documented each year has been attributed to

poverty, but advocates and pundits claim that the problem lies largely in the failure of the

state to properly deal with the so-called “Children in the conflict with the law” (CICL).

The Republic Act was passed as an effort to improve the conditions of

Adolescents in detention. According to UNICEF, this legislative breakthrough that was

passed in 2019. Before this law passed, thousands of Adolescents were exposed to
subhuman conditions and were at high risk of abuse as they were mixed with adult

crimiminals.

The relationship between adolescent substance use and offending, but most

studies have focused on general community samples or samples of at-risk youth as they

begin to engage in these behaviors. These efforts have produced a sizable literature

documenting the factors related to the onset or maintenance of these behaviors

independently of each other. Less research has focused on the reciprocal effects of these

behaviors on each other during adolescence. Also lacking is a clear understanding of how

these behaviors play out beyond the point in early adulthood when youth with established

histories of offending and substance use cease one behavior or the other.
