LIST OF PRIORITY PROJECTS FOR THE MINISTRY OF ENERGY

Below are Ten (10) priority projects identified by the Ministry of Energy that requires project
development and funding.

1. SOUNTHERN TRANSMISSION LINE AND SUBSTATIONS (225KV NETWORK)

This is a 225KV double circuit O/H Line, about 270KM distance from Paloko/ Mammah/ Songo/
Bradford/ Rotifunk/ Moyamba/Gobaru/Pujehun to Mano River. This Southern Corridor Line will
complete the Triangular Ring Grid-Connection of Sierra Leone.

(TRANSMISSION PROJECT)

Immediate Requirement:

Complete feasibility studies, an EPC contractor and financial support are required for this Transmission
Line Project.

2. SUB-TRANSMISSION INTERCONNECTION BETWEEN MAIN RURAL TOWNS (66KV NETWORK)

This project will electrically connect towns, strengthen economic and social relationship in the northern,
southern and eastern Sierra Leone as outlined below:

a) Lungi/ PortLoko/ Kambia/ Lunsar/ Rogbere Junction.

b) Moyamba/ Moyamba Junction/ Mile 91/ Tiama/ Njala

c) Mano Junction/ Daru/ Segbwema/ Pendembu/ Kailahun/ Koindu

d) Fadugu/ Kabala

(TRANSMISSION PROJECT)

Immediate Requirement:

Complete feasibility studies, EPC contractors and financial support are required for this Regional sub-
Transmission Line Projects.
3. ELEVEN (11) DISTRICT HEADQUARTER TOWNS:- GENERATION (Solar/Hybrid) and DISTRIBUTION
Networks in :

This project will address the urgent Electricity supply needs in the Rural Townships outlined below.
MOYAMBA, PUJEHUN, BONTHE, KAMBIA, KAILAHUN and KABALA.

Over 4 million of people living in these towns have been deprived of electricity supply for over 30 years.

(DISTRIBUTION, SOLAR, HYDRO, WIND, BIOMASS PROJECTS)

Immediate Requirement:

Feasibility studies conducted excluding ESHIA. EPC contractors and financial support are required for this
Provincial Head Quarter Towns Project.

4. REHABILITATION AND EXPANSION OF GOMA HYDRO DAM POWER STATION

This is a hydro-power dam with 6MW (1.5MW X4) installed capacity and was constructed by a Chinese
Firm in 1986. The hydraulics and alternators system need to be replaced and increased output capacity
between 10 and 12 MW. This new output capacity will greatly enhance electricity supply to the BO and
KENEMA Grid connection. At the moment, This hydro-power station is now de-rated between 2MW and
3 MW.

(HYDRO POWER STATION PROJECT)

Immediate Requirement:

Technical Assistance support is required to perform a Technical and Financial Assessment to completely
make the business case for this Rehabilitation works. Also, interested Development Partners, EPC
contractor and financial support is needed.

5. MOYAMBA SINGIMI 16MW HYDRO-POWER DAM WITH T & D NETWORK

This project is to install 16 MW Hydro Power Station with Transmission and Distribution Network to
connect the Rutile & Sembehun Mining sites, Njala University, Tiama Town, Moyamba Township
(Hybrid) and communities within the Moyamba District. Complete Feasibility Studies has been
conducted by UNIDO.

(HYDROPOWER, TRANSMISSION & DISTRIBUTION PROJECT)

Immediate Requirement:

Government of Sierra Leone is seeking Financial support to recruit an EPC contractor and supervising
consultant to implement the project or interested development Partners, INVESTOR /DEVELOPER to
implement the project.
6. KAILAHUN LUAAWA FOIYA 12MW HYDRO ON THE MENI/YINGIDY FALL

This is a hydro potential site that has the capacity to generation about 25MW based on UNIDO studies in
2013. The site is about 3 KM distance from Kailahun Town.

(HYDROPOWER, TRANSMISSION & DISTRIBUTION PROJECT)

Immediate Requirement:

Complete feasibility studies, EPC contractors and financial support are required for this Generation and
T & D Project.

7. WANJE RUN-OFF RIVER HYDRO POWER 100 – 200 MW

This is a run-off river with huge Hydro-Power potential of about 100MW to 200MW capacity. This Power
station will be Grid Connected to the proposed Southern Corridor 225KV Line and can also be connected
to the newly constructed CLSG 225KV Line.

Immediate Requirement:

Detailed Feasibility studies to be conducted. Interested Development Partners, Investor/Developer to


partner with Government of Sierra Leone to develop the project. Financial support is required. EPC
contractor and supervising consultant to implement the project.

8. MANGE RIVER HYDRO POWER STATION 100MW

This river has the potential to produce 100MW, could be connected to the CLSG 225KV Line and the
proposed new 225KV Line India Exim Bank funded project.

(HYDROPOWER, TRANSMISSION & DISTRIBUTION)

Immediate Requirement:

Detailed Feasibility studies to be conducted. Interested Development Partners, Investor/Developer to


partner with Government of Sierra Leone to develop the project. Financial support is required. EPC
contractor and supervising consultant to implement the project.

9. SOLAR MINI-GRID OF 100 CHIEFDOM HEADQUARTER TOWNS

Sierra Leone is constituted by 194 chiefdoms and this project is an extension of the on-going 94
chiefdom mini-grids funded by DIFD and implemented by UNOPS. This project is therefore intended to
benefit the remaining 100 chiefdoms with access to electricity supply.

(SOLAR AND MINI-GRID PROJECT)

Immediate Requirement:
Detailed Feasibility studies to be conducted. Interested Development partners, Investor/Developer to
partner with Government of Sierra Leone to develop the project. Financial support is required. EPC
contractor, supervising consultant to implement the project.

10. SOLAR STREET LIGHTS NATIONWIDE

This project involves the installation of Solar Street Lights in all districts Head Quarter Towns including
the Western Area of Freetown.

Currently, over 90% of Cities and Towns in Sierra Leone are without solar street lights at night and this is
contributing to national insecurity, poor social interaction and low productive activity.

The presence of solar street lights will improve livelihood and the economy, improve national security,
reduce theft, beautify communities and attracts more tourist activities in country.

(SOLAR ENERGY SECURITY PROJECT)

Immediate Requirement:

Detailed technical and financial assessment to be conducted. Interested Development partners,


Investor/Developer to partner with Government of Sierra Leone to develop the solar street light project.
Financial support is required.
