Welcome to the Community Engagement Solidarity and Citizenship 12
Self-Learning Module on Community Network Building!
This Self-Learning Module was collaboratively designed, developed and
reviewed by educators from the Schools Division Office of Pasig City headed by its
Officer-in-Charge Schools Division Superintendent, Ma. Evalou Concepcion A.
Agustin, in partnership with the City Government of Pasig through its mayor,
Honorable Victor Ma. Regis N. Sotto. The writers utilized the standards set by the K
to 12 Curriculum using the Most Essential Learning Competencies (MELC) in
developing this instructional resource.
This learning material hopes to engage the learners in guided and
independent learning activities at their own pace and time. Further, this also aims
to help learners acquire the needed 21st century skills especially the 5 Cs, namely:
Communication, Collaboration, Creativity, Critical Thinking, and Character while
taking into consideration their needs and circumstances.
In addition to the material in the main text, you will also see this box in the
body of the module:

As a facilitator you are expected to orient the learners on how to use this
module. You also need to keep track of the learners' progress while allowing them
to manage their own learning. Moreover, you are expected to encourage and assist

This module was designed to provide you with fun and meaningful

RECAP
Before you proceed to the topic in this module try to recall what were
discussed in the previous module. What is the importance of the geographical
features of a community in establishing the needs of the people? What are the
possible needs for an area without a school and most of the people have low paying
and irregular source of income?

LESSON
What is community networking?
Community networking or
linkage is the process of building
work relationship with the
different community stakeholders
with the primary purpose of
establishing a broad and
sustainable support systems for a
community-building programs. It
is done by identifying the different
stakeholders. Who they are, what
they do, where they are and how they can help the community? The community
action proponents can have someone in the group who has extraordinary skills in
public relations to do the task of initiating the network building process. The group
can also solicit the help of persons who has any connections to any stakeholders
that they intend to approach.
What is the importance of building linkages with the different community
stakeholders?
One way of making the community action initiatives successful is to engage
the support of the residents, organizations, government leaders, community leaders
and other institutions that operate in the place. Since they are in the community it
is very likely that they all have complete knowledge of the needs of the community
as well as the effective ways of addressing those needs. Another advantage is
because they are more concerned with their community than those who resides
elsewhere.
Social responsibility
Social responsibility pertains to the
principle which maintains that the welfare
of the society is the concern of every
citizen. An individual member of a society
who is expecting for a life of comfort must
do his part to make his community reach
a sound livable level. There is no law
forcing any individual to put into practice
their social responsibility. The community
people can opt to participate or keep their
hands off the community building
process. But either way will have an impact to the community. Who else may be
expected to contribute to the improvement of their community other than the
residents themselves? Should the neighbors choose to stick to their indifference
they are doomed to suffer from the negative consequences of their passive attitude.
Intervention
Problems of the community
must be seen from the perspective
of how they affect the life of the
residents instead of how the
enablers see them. Community
service is not exactly about
attempting to solve the problems of
the community people rather, it is
about helping the people identify
their problems, determine their
causes and magnitude and help
these people figure out and
substantiate the most appropriate solutions. It is better if the community people
will not need any assistance from outsiders in order to create a sound environment
for their own benefits. Unfortunately, it is not a reality in many communities.
Interventions from outside factors must have to come-in in order to have someone
to push the pedals to cause the wheels of community building rolling.
Building and Sustaining Community Network
The person in-charge in building
linkages with the community stakeholders
must know exactly the nature of the project
to be undertaken, the resources needed to
make the plan work and the timeframe.
Having those information in mind it will help
the volunteer in identifying the right persons
and organizations to approach. There are
right people or organizations that can be
tapped in a particular project. The right
partners should have the knowledge,
willingness and resources to support your
project. It will be useless to tap community
stakeholders who doesn’t have all those
three. Not because they don’t want to be in
solidarity with their community its just that the project being implemented is
beyond their line of interests and capability.
It is important that the group established linkages on the personal level.
Since the concern is community action initiative most stakeholders expect the
group to be more personal in dealing with them. If you will ask for help from a
barangay chairman, SK chairman, community leader, a business owner, a religious
leader and one from an NGO among others you have to communicate with them
your groups purpose personally. Sending formal letters to the prospective partners
is a normal practice but the group concerned must see to it to make a personal
follow-up by going to the office or residence of the receiver of the letter. Sending
text message directly to the person might give a bad impression and put the
proposal in peril.
The person assigned with the community networking shall ensure that the
trust and confidence given to the group by its partners will be tarnish. Most of the
people that engage in any community actions are respected people in the place. Any
bad impression that the group might leave them may affect the group’s stand in the
community.

ACTIVITY
Building community network.​ Let say your group will be undertaking a
community action initiative in your community. The title of the project is: Clean
and Green the Community Project. From the title itself you must have already a
clear idea of what the project is all about. You are creating a network for support to
your group’s project. List down any possible supports that your group can generate
from the prospective partners identified in the table below.

WRAP-UP
Before ending up with the discussions in this module try to answer
the following question to know if you really learned. Where can find the people or
organization that you can tap for a certain project in the community? Why is
community network building important to the community building process? How
can you maintain a good working relationship with project partners?
VALUING
Maintaining a good working relationship with the community-building
partners is not easy. You really have to exert efforts to make them feel that they are
not being taken for granted. Its just like maintaining a good relationship with
someone you really care for. How do you show your concern to people important to
you? Should there be any difference with how you will treat community project
partners and the people who are dear to you like your friends and family?
