The Department of Education – Panuca Elementary School Nasugbu East District located at the
Panuca, Nasugbu, Batangas is committed to improve the overall performance of the schools in terms of
access, quality and governance, by providing quality and relevant basic education services to its
customers.
Panuca ES is one of the school in Nasugbu East District and in Batangas Province with 195 males
and 185 females with the total of 380 learners. As of 2021, the institution has a total of 14 teaching
personnel and 2 non-teaching personnel.
Considering the given data on enrolment and workforce, Panuca Elementary School officials are
faced with a great challenge of fulfilling the Department of Education’s vision and DepEd Batangas’s
mantra, “Reinvent, Innovate, Create, Harmonize Batangas” in the midst of the global pandemic issue, the
CORONA VIRUS DISEASE OF 2019 or the commonly called COVID-19.
The Department of Education (DepEd) together with Panuca Elementary School,in its commitment
to ensure learning continuity and to protect the safety, health, and well-being of learners, teachers, and
DepEd personnel amid the COVID-19 Pandemic, issues the School Contingency Plan Manual for the
Implementation of Limited Face to Face Classes to support schools in mitigating the impact of an
emergency associated with COVID-19. In line with the proposed pilot implementation of limited face-to-face
classes in minimal risk areas, this Contingency Plan aims to capacitate schools on the processes to
manage situations in which a suspected or confirmed COVID-19 case or close contact with the
aforementioned cases are detected within and/or outside school premises.

Scenario 1. A household member of a learner or school personnel shows symptoms of COVID-19 but has
not beeh tested. The learner or personnel is not showing symptoms of COVID-19.
Scenario 2. A household member of a learner or school personnel is a confirmed case of COVID-19, The
learner or personnel is not showing symptoms of COVID-19.
Note: They shall be informed by the LGU to complete the fourteen (14)-
day quarantine, regardless of negative test result and vaccination
status, before being allowed to return to school or workplace. The
school is not required to give advice to other household members.
If the exposed learner or personnel shows symptoms during quarantine and has not been
tested, refer to Scenario 5.
Scenario 3. A learner or school personnel is identified to be a close contact of confirmed case of COVID-19
outside of their household. The learner or personnel is not showing symptoms of COVID-19.
Note: The LGU shall inform them if they are also identified as close
contacts. If not a close contact, they may continue attending school or
going to their workplace without a need for quarantine. If they are also
identified as close contact, they shall be informed by the LGU to
complete the fourteen (14)-day quarantine, regardless of negative test
result and vaccination status, before being allowed to return to school
or workplace. The school is not required to give advice to other
household members.
If the exposed learner or personnel shows symptoms during quarantine and has not been
tested, refer to scenario 5.
Scenario 4. A learner or school personnel shows symptoms of COVID-19 but is not known to be a close
contact with a confirmed case.

The chart above serves as the school contingency measures which is guided by the DepEd
Guidelines in the Limited Face to Face This will enable us to have better coordination horizontally
with other NDRRMC agencies and vertically up to municipal and barangay and down to school. Its
implementation is based on the situations below.
A. Activation - This contingency plan shall be activated and implemented based on the risk
situation of the COVID-19 pandemic in the Panuca Elementary School upon the approval of the Principal/
School Head.
B. Deactivation- In case that the covid19 vaccine and the treatment are already available and upon
the declaration of the Department of Health (DOH), and with the recommendation of IATF or other
authorized agencies and government officials. The school heads through Municipall DRRMC if will be
approved, will recommend for demobilization and deactivation of the CPs and back to Normal Alert Status.
C. Non-activation – Sufficient support and prepared response coming from the Provincial
Government of Batangas and when the response plan is enough for the needs of the affected individual of
all the LGU’s, the Contingency Plan will not be activated.

1. The school local hotline/help desk shall remain open for parents/guardians in need of assistance in
the distance learning of their child/ren. Teachers may utilize this platform to encourage parents/
guardians in their role as learning facilitators at home and to provide additional support to learners
in their independent study.
2. The school shall establish a cleaning and maintenance routine to ensure that all school facilities are
organized and functional until the resumption of face-to-face classes.
3. The school may perform critical administrative tasks on-site provided that they are given permission
by the LGU.
4. The school shall provide the required personal protective equipment to non-teaching personnel who
shall weekly conduct the cleaning and maintenance routine of the school, and those who will need
to perform administrative duties whenever necessary. The school shall ensure that they will be
properly compensated for physically reporting to school during the school lockdown.
5. The guidance office shall remain operational to ensure that psychosocial support and services shall
be made available for all the members of the school community. In the absence of a guidance
office, affected learners and school personnel shall be provided with Psychological First Aid (PFA)
by trained teaching ang nonteaching personnel in schools. They shall also be assisted for referral to
the counselling services provided by the Schools Division Office, if further interventions are needed.
6. The school shall provide the appropriate support needed by the non-teaching personnel while they
are unable to physically report to school on a daily basis.
7. After the school lockdown, the school shall seek the consent of parents/guardians through a written
form for the participation of their child/ren in the resumption of face-to-face classes.
8. For the first five school days, the first hour shall be devoted to discussion/facilitation of modules
related to mental: health, facilitated by their respective classroom advisers or designated teachers.

The member of the investigation team should coordinate with LGU once reported.
The school does its very best to ensure the preparation, awareness and readiness of the
organization against this global issue. The top leaders exhaust all efforts to safeguard every employee of
the school. The standard health protocols are meticulously being followed and provision for health supplies
were prioritized and even partners were tapped to guarantee that the support from them will be available
for the school office. The data table are the evidences of measures and continually delivering it to our
clients.
The operational framework for the resumption of face-to-face classes, as shown in Figure 1, was
adopted from the UNESCO – UNICEF – World Bank Framework for Reopening Schools and DepEd
Shared responsibility principle.
The framework has four major pillars, namely; (a) Safe Operations, (b) Teaching and Learning, (c)
Including the Most Marginalized, and (d) Well-being and Protection. Cutting across all the pillars are the
policy and finance support to ensure operational mechanisms are in place. Central to this is the Shared
Responsibility principle. The framework will effectively engage the entire society in making sure that
learners are safe and healthy while attending face-to-face classes. Specifically, the framework puts the
learner’s health and safety at the heart of the implementation, allowing them to learn better.

(b) Learning opportunities, (c) School operations, and (d) Engagement of the entire society.

2. In the context of DepEd, mandatory testing of all employee is not affordable and not feasible
relative to the country’s testing capacity. It is emphasized that COVID-19 testing of returning
personnel and learners shall not be a condition to their return to offices and schools/CLCs.
a. The office/classrooms shall ensure proper ventilation and install temporary barriers between
cubicles/tables for proper physical distancing.
b. The office/classrooms shall establish and maintain proper sanitation and hygiene facilities:
- Foot baths in all entrances
- Toilets (with adequate water and soap)
- Handwashing stations
c. The office/classrooms shall create and operate a common area where physical distancing
and appropriate prevention measures can be strictly enforced for accommodating visitors
and/or clients.
d. The office/classrooms shall ensure that the following are sufficiently provided, monitored,
and replenished when needed:
- Tissue paper/towel
- Designated trash bins for tissue disposal
- Adequate water and soap for handwashing (especially for all toilet facilities)
- Hand sanitizers/alcohol-based solutions/other disinfectants in all rooms,
entrances, corridors, communal areas, and other amenities especially eating
areas.
e. The office shall ensure the establishment/setting-up/refurbishment of its own clinic for the
health assessment and physical examination, as needed, and the provision of appropriate
intervention, first aid, or treatment, or the proper management of symptoms, including the
necessary rest at home, for personnel, and when applicable, for visitors. The office shall
ensure that it has access to existing telemedicine platforms or local emergency hotlines.
4. Schedule of transaction at the Panuca ES for strict compliance until such time the community
quarantine has been lifted. Reiterates the DM No. 198 s. 2020 “Submission and retrieval of
documents” that The only assigned qualified person (21-59 yrs. old) will submit the essential
documents or retrieve documents and worksheets every Monday.
5. Furthermore, every 2“ and 4” Friday of the month will be the schedule of routinely disinfection of
the institution, with this; no transaction shall be made in all school premises.

2. The school has developed a strategy in orienting parents on health protocols and safety
