CLAUSE 1.0 - INTRODUCTION


MISSAN Oil Field is located in the southeast of Iraq, close to the border with Iran,
some 175 kilometers N-NW of the city of BASRA, and 350km SE of Bagdad – the
capital of Iraq. MISSAN Oil Field includes three oil fields including Abu GHIRAB
(AG), BUZURGAN (BU) and FAUQI (FQ). ABU GHIRAB and FAUQI fields
straddle the border with Iran. MISSAN Oil Field was built in 1976, and suffered
from Iran-Iraq War and Iraq War. Many facilities need to be maintained and
upgraded. CNOOC, MOC,IDC, and TPAO made and entered into a Technical
Service Contract (TSC) for the MISSAN Oil Fields on May 17, 2010 with a term of
20 years.
In the past several years, more than 30 water injection wells and 6 source water wells
have been established in BU and FQ areas. In reference to the present Water
Injection Plan, new Water Injection Wells, Source Water Wells and related
manifolds and trunklines distributed in BU and FQ areas shall be newly established.
The intended project is mainly concerned for the Water Injection and Source Water
Field Surface Facilities (FSF) in BU and FQ areas, however, the Field Surface
Facilities (FSF) for other wellheads will also be established according to the
production requirements and needs.
Unit rate price is the intended contract category for performing the Water Injection
and Source Water Field Surface Facilities (FSF) in the BU and FQ areas of the
MISSAN Oil Field. The Company will issue a dedicated Work Order to define the
exact work scope and contents of any (FSF) work.
The following main content present the typical scope for the intended facilities,
which could be applied to the Water Injection and Source Water Facilities in BU
and FQ Areas:
Water System:
The FSF, in general, can be classified into two parts:
 Manifold in BU and FQ areas, including the water injection distribution
metering manifolds and source water manifold, Piping, Instrumentation,
Telecommunication, Electrical, Cathodic Protection System, etc.
 Pipeline (Flowlines and Trunklines) including the Flowlines (Pipeline
between Wellheads and Manifolds) and Trunklines (Pipeline between Water
Injection Pump Station and the Distribution Manifolds, Pipeline between
Source Water Manifold and Source Water Treatment Facilities in BUS3 or
BUT, Water Trunkline between Stations and BUT), etc.
Technical Key Items for Basic Qualification
1. The Bidder shall have valid certificates including ISO 9001, ISO 14001 and
OHSAS 18001 (or ISO 45001) of English version. These certificates from
parent company or same group are not acceptable.
2. The Bidder or Bidder’s subcontractor shall have similar experience of design
for high-pressure (no less than 15.0 MPa(g)) pipeline, with valid support
documents.
3. The Bidder shall have similar experience of construction for high-pressure
(no less than 15.0 MPa(g)) pipeline, with valid support documents.

4. The Bidder shall have several contracts of pipelines or process facilities for
oil and gas industry in the past five years (Y2018 to 2022), the accumulated
value of which shall be no less than 25 million USD with valid support
documents (including Contract Cover Page, Signature Page, Price Page,
Completion Support Documents).
5. The bidder shall have at least one contract in the past five years (Y2018 to
Y2022), the value of which shall be no less than 8 million USD with valid
support documents (including Contract Cover Page, Signature Page, Price
Page, Completion Support Documents).
6. The bidder shall have one single contract in the past five years (Y2018 to
Y2022) for equipment/material procurement between the bidder and vendor,
the value of which shall be no less than 3 million USD with valid support
documents (including Contract Cover Page, Signature Page, Total Amount,
Completion Support Documents).
7. Contractor’s past performance evaluation in Missan Oilfield, only bidders
with good performance record and new bidders to Missan Oilfield shall be
considered qualified.
Other Requirement
 Bidders shall provide the Technical Details (datasheet, drawing, specification)
and method statement of the Insulation Joints and Weldable Sleeves required
for the project as part of the Contractor's Technical Proposal.

CLAUSE 2.0 - FACILITIES DESCRIPTION AND BATTERY LIMITS


2.1 Scope of Work
The scope of work to be performed by the Contractor shall include
ENGINEERING, PROCUREMENT, CONSTRUCTION and
COMMISSIONING of Wellhead Facilities, Water Injection Manifolds, Water
Trunklines, Water Flowlines, etc.

Main details of the Contractor’s Scope of Work shall be as follows:


 Topographical Survey and Geotechnical Investigation Reports.
 Wellhead Facilities for water injection wells and source water wells.
 Water Injection Flowlines (Pipeline between Wellheads and Distribution
Manifolds) and Trunklines (Pipeline between Water Injection Pump Station
and the Distribution Manifolds).
 Source Water Flowlines (Pipelines between the Source Water Well and the
Source Water Manifolds) and Trunklines (Pipeline between Source Water
Manifolds and Source Water Treatment Facilities in BUS3 or BUT.
 Water Injection Distribution Manifolds and Source Water Manifolds in BU
and FQ areas.
 Auxiliary Systems such as Instrumentation, Telecommunication, Electrical,
Piping/Pipeline, Wellhead Control Panel (with RTU), Civil/Structural
Works, Sacrificial Anode and Cathodic Protection System, etc.
 Civil/Structural works include Excavation, Backfilling, Sand-bedding,
Cable pit, Steel Sheds, Wellhead Operating Platforms and all related
equipment Foundations and accessory Structures & Constructions.
 Temporary and Permanent Cathodic Protection System including the
Transformer-rectifier, Cabling and Cable bulk materials, and the Sacrificial
Anode Protection also should be considered.
 Pipe Casings as required.
 Site formation, Ground Paving, Retaining Wall, Barbed Wire and Roads in
the well site area are excluded from the Contractor scope of work.
 The contractor shall preferentially consume the materials which are provided
by the Company in Appendix A, and provide the quotation for the
insufficient part.
2.2 FACILITIES DESCRIPTION
2.2.1 General
The Scope of Work shall include the engineering, procurement, construction and
commissioning for the Water Injection System, Source Water System in BU and FQ
areas, detailed as follow:
 Water Injection and Source Water Wellheads Facilities implying all
Civil/Structural and Electrical Works, Marking, Piping and Instrumentation
as defined in the PFDs and P&IDs.

 Water Injection Distribution Manifold and Source Water Manifold,


implying all civil/structural and electrical works, marking, piping and
instrumentation as defined in the PFDs and P&IDs.
 Water Injection Flowlines (Pipeline between Wellheads and Distribution
Manifolds) and Trunklines (Pipeline between Water Injection Pump Station
and the Distribution Manifolds), implying anchors, all Civil Works, Marking,
Telecommunication Systems, Cathodic Protection, etc.
 Source Water Flowlines (Pipelines between the Source Water Well and the
Source Water Manifolds) and Trunklines (Pipeline between Source Water
Manifolds and Source Water Treatment Facilities in BUS3 or BUT,
implying anchors, all Civil Works, Marking, Telecommunication Systems,
Cathodic Protection, etc.
 Civil/Structural Works.
 Power Distribution System and Wellheads Lighting/Earthing Systems.
 Solar Power System as required.
 All Lighting Lamps shall be applied with LED;
 Instrumentation and Control System (RTU or/and Wellhead Control Panel)
located on each Wellhead.
 Telecommunication and CCTV Systems.
 Civil/Structural Works.
 Cathodic Protection System (Temporary and Permanent).
 Fire Extinguishers.
 Pipe Casings as required.
 Interfaces with the Company Facilities as required.
 All equipment shall be suitable for ambient temperature of -5~55°C, and
solar temperature of 85°C(Max).
2.2.2 Water Injection Field Surface Facilities

2.2.2.1 Water Injection Process

- Treated High-Pressure Water shall be exported from the Water Injection


Pump Station to the designated Distribution Manifolds via 12” Trunkline,
thereafter distributed to the 6” Water Injection Wells via 6” Flowline.
- Electromagnetic Flowmeters shall be established on each Manifold for
metering the water delivered to each well apart.
- Pressure Transmitters and Pressure Gauge shall be established on each
Water Injection Manifold for assessing the receipted water parameters
values.

- Pressure Gauge and Transmitter, Temperature Gauge, etc. shall be


established on each Water Injection Wellhead for assessing the receipted
water parameters values.
- The entire systems shall be designed for 25MPa and 90ºC.
- The Main Facilities for the Water Injection System shall include, but not
limit to, the following:
 Water Distribution Manifold (BU and FQ areas);
 High Pressure Trunkline;
 High Pressure Flowline established from the designated Distribution
Manifold to the specified Wellhead.
 Wellhead Faculties.
 Tie-in part (Interfaces with Company Facilities as required).
- For indicative details, please refer to the following Design Basis and
Drawings:

2.2.2.2 Piping

- Generally piping includes the well head piping, newly built manifolds and
existing manifolds extension. Please refer to the P&ID as mentioned in
2.2.2.1.
- Generally, a well head piping is connected with an underground pipeline in
the well pad area. The slots of each manifold shall be as per the further
confirmation from Company.
- Detailed design, material procurement, pre-fabrication, installation, testing
and tie-in to existing manifolds, which includes but not limited to piping
work, piping and valve support, operation platform, cellar pit cover, civil
and structure work, PG/PIT/TG, etc.

2.2.2.3 Pipeline (Flowlines/Trunklines)

- The Pipeline route shall be determined according to the location of the tie-
in terminals considering shortest route and minimal obstacles. The route
shall be approved in advance by the Company.
- Appendix A of the Company Supplied Equipment /Material is just for the
Contractor reference.
- 12" High Pressure Water Injection Trunkline shall be connected from the
Water Injection Pump Station to the designated Water Distribution Manifold.
- 6” High Pressure Water Injection Flowline shall be connected from the
Water Distribution Manifold to the designated Water Injection Well-head.
- Disconnect certain length of existing underground pipeline, relocate then
reconnect in the newly planning location as part of newly built water
injection flowline (if needed)
- Dismantle the existing manifolds that is reserved for future connection, then
reinstall in the newly planning location for connection of newly built water
injection flowline (if needed).

2.2.2.4 Electrical System

- The Electrical System main scope of work of Contractor shall include, but
not limited to, the following:
 Solar Power System with battery bank, only for Wellhead/Manifold
without 33/0.4kV transformer.
 Power Distribution System.
 Two set of Lighting (LED) for Wellhead and one set for Manifold.
 Lightning and Earthing Systems.
 Cabling and Cable Bulk Materials.
For Wellhead/Manifold Established Without 33/0.4kV Transformer:
- One Solar Power System along with Power Distribution Box shall be
established for each Wellhead/Manifold to supply power for RTU,
Telecommunication Equipment, Cameras, Lighting System, Instrument
Equipment, etc., as per Wellhead/Manifold conditions.
- Any power conversion required shall be in the Contractor's scope of work.
The Solar Power System shall be equipped with RS485 communication
interface for data acquisition of RTU system. The Ingress Protection for all
Outdoor Electrical Equipment shall not be less than IP55.

For Wellhead/Manifold Established With 33/0.4kV Transformer:


- The Solar Power System is not required where the power supply for the
Wellhead/Manifold shall be feed by the Contractor from 0.4kV spare
circuit of the Existing Power Distribution Panel located at the
Wellhead/Manifold.
- A Power Distribution Box shall be established by the Contractor for each
Wellhead/Manifold to supply power for RTU, Telecommunication
Equipment, Cameras, Lighting System, Instrument Equipment, etc., as per
Wellhead/Manifold conditions (not less than IP55).
- Any power conversion required, such as 230VAC/24VDC power converter,
shall be in the Contractor's scope of work.
- All cablings and cable bulk materials required for the power supply of all
electrical loads at Wellhead/Manifold shall be in the Contractor's scope of
work. The Ingress Protection for all Outdoor Electrical Equipment’s shall
not be less than IP55.

2.2.2.5 Instrumentation System

The Instrumentation System main scope of work of Contractor shall include,


but not limited to, the following:
- The Pressure and Temperature Gauges and Pressure Transmitter shall be
established on each Water Injection Wellhead.
- The Pressure Gauges, Pressure Transmitters and Electromagnetic
Flowmeters shall be established on each Water Injection Manifolds.
- RTU shall be established on each Wellhead/Manifold.
- Contractor shall ensure compatibility of communication among all related
systems.
- The signals and data of Water Injection Wellheads/Manifolds shall be
collected by the RTUs, thereafter transmitted to the SCADA&DCS System
in FCR of each Degassing Station and FCR17 of BUT through the
Telecommunication System.
- The following items, but not limited to, shall also be included in Contractor’s
scope of work:
 Expansion of SCADA&DCS System as required.

 Establishment of RTU. The CPU should be redundant. The contractor


shall provide a set of RTU genuine programming software and lifetime
license.
 Configuration/Programming of RTU, SCADA&DCS systems as required.
 Establishment of Field Instrumentations as required.
 Establishment of Instrument cable, cable gland, bulk materials, tubing,
valve and fitting, etc.
 Establishment of communication among all related systems. It is
Contractor’s responsibility to ensure compatibility of communication
among all related systems.
 About 10-meter φ40 galvanized steel pipe is buried underground from the
cable pit to the PIT of wellhead to protect the instrument cable and
dismantle easily for maintenance /repair wellhead.
 Establishment of Other necessary installation accessories as required.
Note: The SCADA&DCS System in Degassing Station and the DCS System
in FCR17 of BUT have been established by another Contractor.

2.2.2.6 Telecommunication

The Telecommunication System main scope of work of Contractor shall


include, but not limited to, the following:
 CCTV system shall be established by Contractor for each Water Injection
Wellhead/Manifold and connected by Contractor to existing CCTV
systems in Degassing Stations and FCR17 of BUT via FOTE
Communication System.
 Two sets of PTZ panoramic network cameras with camera pole, outdoor
box (One industrial Ethernet switch with at least 4 RJ45 ports and 4 SFP
optical ports, along with 4 pcs of SFP shall be installed in one box, the
other box does not need to be installed the industrial Ethernet switch. The
signal transmitted of two cameras by Ethernet cable instead of fiber optic
cable), foundation, etc., shall be furnished and installed by Contractor on
each Water Injection Wellhead/Manifold for monitoring of
wellhead/manifold.

 The brand of the existing CCTV systems is HIKVISION. The Contractor


shall ensure the Contractor-established CCTV systems to be compatible
with the existing CCTV systems.
 Two sets of industrial Ethernet switches, each of which shall be equipped
with at least 6 RJ45 ports, 24 SFP ports and 24 SFP optical electrical
converters, shall be established by Contractor in communication cabinet
in FCR of each Degassing Station and FCR17 of BUT for CCTV/SCADA
& DCS communication between water injection / source water
wellheads/manifolds and FCRs.
 One 12-core ODF, including fiber fusion, optical jumpers, optical
connectors, etc., shall be established by Contractor in RTU cabinet at each
wellhead,
 One 48-core ODF, including fiber fusion, optical jumpers, optical
connectors, etc., shall be established by Contractor in RTU cabinet at each
new manifold,
 One 96-core ODF, including fiber fusion, optical jumpers, optical
connectors, etc., shall be established by Contractor in communication
cabinet in FCR of each Degassing Station and FCR17 of BUT for
CCTV/SCADA&DCS communication between water injection / source
water wellheads/manifolds and FCRs.
 Data/signals of RTU and CCTV system shall be transmitted to FCR of
corresponding Degassing Station or FCR17 of BUT via FOTE Network
System.
 CCTV Data/signals and RTU/production Data/signals shall be separated
with dedicated fiber optical cores and Ethernet switches.
 The 24-core Fiber Optic Cables from Water Injection Station to Water
Injection Manifolds and the 12-core Fiber Optic Cables from Water
Injection Manifolds to Water Injection Wellheads shall be laid in the same
trench with the pipelines.
 The contractor shall install one more Ethernet Switch (Equip with at least
6 RJ45 ports and 24 SFP optic ports, along with 24 pcs of SFP) in the
existing RTU of manifold to make sure the RTU signal is separated with
CCTV signal.

 When the Ethernet switch in the existing RTU of manifold cannot


communicate with the Ethernet Switch of FCR, the contractor shall install
a new Ethernet switch (Equip with at least 6 RJ45 ports and 24 SFP optic
ports, along with 24 pcs of SFP) in the RTU of manifold. It is Contractor’s
responsibility to ensure communication and system compatibility of the
whole telecommunication systems.

2.2.2.7 Civil/Structural

- The Civil works main scope of work shall include, but not limited to,
Excavation, Backfilling, Sand-bedding, final grading, Steel Shed, all related
equipment Foundations, Operation Platforms, wellhead grating, pipeline
anchors, and accessory Structures & Constructions.
- Establishment of an electrical cable pit (0.3m*0.3m*0.3m) with cement
cover plate at each wellhead for maintenance.
- Site preparation, leveling and grading for the well pad, the gate and security
system are excluded from the Contractor scope of work.

2.2.2.8 Anti-corrosion and Cathodic Protection Systems

- Anti-corrosion and Cathodic Protection main scope of work shall include,


but not limited to, the following:
 Temporary Cathodic Protection (Sacrificed Anode) shall be established
earlier to protect the pipelines among the construction stage
 The Impressed Current Cathodic Protection (ICCP) System shall be
established as long as pipeline being ready to be put on service or the
Temporary Cathodic Protection being expired which one come earlier.
 Utmost, ICCP system shall be put into service by contractor within 6
months after the temporary Cathodic Protection being put into service.
 The CP Test Posts shall be established for monitoring the potential
corrosion protection stance.
 The 12” Trunklines from the Water Injection Pumps Station to the
distribution Manifolds and 6” Flowlines from the distribution Manifolds
to the Wellhead shall consider External and Internal Coatings for the
Water Injection Pipes as corrosion prevention. The Fusion Bond Epoxy
shall be used as the internal coating as internal corrosion prevention. The

Contractor shall accomplish the internal and external field weld joints
coating and repairs (as required) before buried the pipeline.
 Joining of the Underground (U/G) Similar Carbon-Steel Pipelines
Sections shall be accomplished utilizing the Weldable Sleeve.
 Joining of the Aboveground (A/G) Dissimilar Carbon-Steel and Stainless-
Steel Piping Sections shall be accomplished utilizing the Insulation Joints.

2.2.2.9 Fire Fighting

- Two CO2 Fire Extinguishers, (9 kg) or equivalent, shall be established on


each Water Injection Manifolds and each Water Injection Well pad.

2.2.3 Source Water Field Surface Facilities

2.2.3.1. Source Water System Process


- Fresh Source Water shall be exported from the Water Wells/Manifolds to
the Source Water Treatment Facilities established in BUS3 or/and BUT,
PSV at water well heads and manifolds shall be established to protect
pipeline and downstream facilities
- Establishment of the Source Water Treatment Facilities in BUS3 or BUT is
excluded from the Contractor scope of work.
- The entire systems shall be designed for 100ºC.
- The entire systems shall be designed for 2MPa/150LB for source water
system between source water wellhead to source water treatment facilities.
- Pressure Switch shall be installed in WHCP to test the SCSSV state indicate,
Fusible plug loop state, Pilot control loop pressure, High/low valve low/high
pressure close alarm and so on.

2.2.3.2. Piping

- Generally piping includes the well head piping, newly built manifolds and
existing manifolds extension. Please refer to the P&ID as mentioned in
2.2.3.1.
- Generally, a well head piping is connected with an underground pipeline in
the well pad area. The slots of each manifold shall be as per the further
confirmation from Company.
- Detailed design, material procurement, pre-fabrication, installation, testing
and tie-in to existing manifolds, which includes but not limited to piping
work, piping and valve support, operation platform, cellar pit cover, civil
and structure work, PG/PIT/TG/TIT, etc.
2.2.3.3. Pipeline
- The Pipeline route shall be determined according to the location of tie-in
terminals considering shortest route and minimal obstacles. The route shall
be approved in advance by the Company.

- 6” Source Water Flowlines shall be connected from the Source Water
Wellhead to the designated Source Water Manifold. 6” Source Water
Flowlines shall be established utilizing CS pipe with FBE Internal Coating
+ 3PP External Coating as construction material as to be buried underground.
- (Option) Source Water Trunkline shall be connected from the Source Water
Manifold to Source Water Treatment Facilities. Source Water Trunklines
shall be established utilizing CS pipe with FBE Internal Coating + 3PP
External Coating as construction material as to be buried underground.
2.2.3.4. Electrical System
- The Electrical System main scope of work of Contractor shall include, but
not limited to, the following:
 Power Distribution System.
 Two sets of Lighting (LED).
 Lightning and Earthing System.
 Cabling and cable Bulk Materials.
- The Power Distribution System for each Wellhead/Manifold shall include,
but not limited, the following electrical equipment:
 One 33/0.4kV 2000kVA Outdoor Oil-Immersed Transformer.
 One set of outdoor 0.4kV power distribution panel.

- The power for the 33/0.4kV Oil Transformer shall be feed from the 33kV
H-Pole as to supply the power to the 0.4kV power distribution panel.
- The 0.4kV power distribution panel shall supply power for all equipment at
Wellhead/Manifold, including VSD of ESP Source Water Pump (rated
power 1000kVA), Wellhead Control Panel (with RTU), Telecommunication
Equipment, Cameras, Lighting System (including LED lamps and lighting
of VSD skid), Instrument Equipment, etc., as per Wellhead/Manifold
conditions.
- Any power conversion required, such as 230VAC/24VDC power converter,
shall be in the Contractor's scope of work.
- The 0.4kV power distribution panel shall be equipped with RS485
communication interfaces for data acquisition of SCADA & DCS system
from the 33/0.4kV transformer and the 0.4kV power distribution panel.
- All cabling and cable bulk materials required for the power supply of the
electrical loads at Wellhead/Manifold shall be in the Contractor's scope of
work.
- The Contractor shall connect 0.4kV power cables for the VSD of ESP
Source Water Pump of Wellhead from the 0.4kV power distribution panel.
- The ESP Source Water Pump with VSD are excluded from the Contractor’s
scope of work.
- The Ingress Protection for all Outdoor Electrical Equipment’s shall not be
less than IP55.
2.2.3.5. Instrumentation System
The Instrumentation System main scope of work of Contractor shall include,
but not limited to, the following:
- The Pressure Gauges, Pressure Transmitters, Temperature Gauges,
Temperature Transmitters and Electromagnetic Flowmeters shall be
established on each Source Water Wellheads.
- One wellhead control panel (including RTU) shall be established for each
new Source Water Wellhead/Manifold. A completed wellhead control panel
shall be designed to operate and monitor a single wellhead equipped with
one hydraulic actuated SSV, and also the wellhead control panel should be
extensible type, so Company could install SCSSV control module by
simplest way in the future. About the detail of WHCP, please check the

- The following items, but not limited to, shall also be included in Contractor’s
scope of work:
 Expansion of SCADA&DCS System as required.
 Establishment of Wellhead CONTROL PANEL (including RTU). The
CPU of RTU shall be redundant. The Contractor shall provide a set of
RTU genuine programming software and lifetime license and a download
cable.
 Configuration and programming of Wellhead CONTROL PANEL
(including RTU), SCADA&DCS System as required.
 Establishment of Field INSTRUMENTATION, including High/Low Pilot
Valve.
 About 10-meter cable tray shall be installed from the cable pit to the
instruments of wellhead to protect the instrument cable and tubing and
dismantle easily for maintenance and repair wellhead.
 Establishment of Instrument/Ethernet/Fiber Optic cable, cable tray,
Galvanized Steel pipe, cable gland, bulk materials and tubing & fitting.
 Establishment of communication among all related systems. It is
Contractor’s responsibility to ensure compatibility of communication
among all related systems.
 Establishment of Other necessary installation accessories as required.
 The FIT/PIT/TIT of wellhead shall be explosion-proof.
 One socket shall be installed in RTU cabinet for commissioning.
Note: The SCADA&DCS System in Degassing Station and FCR17 of BUT
have been established by another Contractor.

2.2.3.6. Telecommunication
- The Telecommunication System main scope of work of Contractor shall
include, but not limited to, the following:
 CCTV system shall be established by Contractor for each Source Water
Wellhead/Manifold and connected by Contractor to existing CCTV

systems in Degassing Stations and FCR17 of BUT via FOTE


Communication System.
 Two sets of PTZ panoramic network cameras with camera pole, outdoor
box (One industrial Ethernet switch with at least 4 RJ45 ports and 4 SFP
optical ports, along with 4 pcs of SFP shall be installed in one box, the
other box does not need to install the industrial Ethernet switch. The two
cameras use Ethernet cables to transmit signals.), foundation, etc., shall
be furnished and installed by Contractor on each Source Water
Wellhead/Manifold for monitoring of wellhead/manifold. For the details,
please check the attachment typical telecommunication system drawing
for wellhead.
 The brand of the existing CCTV systems is HIKVISION. The Contractor
shall ensure the Contractor-established CCTV systems to be compatible
with the existing CCTV systems.
 Data/signals of RTU and CCTV system shall be transmitted to FCR of
corresponding Degassing Station or FCR17 of BUT via FOTE Network
System.
 CCTV Data/signals and RTU/production Data/signals shall be separated
with dedicated fiber optical cores and Ethernet switches.
 One 12-core ODF, including fiber fusion, optical jumpers, optical
connectors, etc., shall be established by Contractor in RTU cabinet at each
wellhead,
 One 48-core ODF, including fiber fusion, optical jumpers, optical
connectors, etc., shall be established by Contractor in RTU cabinet at each
new manifold (if any)
 The 24-core Fiber Optic Cables from Water Injection Station to Source
Water Manifolds and the 12-core Fiber Optic Cables from Source Water
Manifolds to Source Water Wellheads shall be laid in the same trench with
the pipelines.
 When the Ethernet switch in the existing RTU of Source Water manifold
cannot communicate with the Ethernet Switch of FCR, the contractor shall
install a new Ethernet switch (Equip with at least 6 RJ45 ports and 24 SFP
optic ports, along with 24 pcs of SFP) in the RTU of Source Water

manifold. It is Contractor’s responsibility to ensure communication and

- All interfaces identified with the Company existing facilities shall be


considered in the Contractor scope of work as long as it required getting the
system successfully commissioned and put into the service.
- All scope identified hereinafter and/or any other section of this contract
deemed necessary for the work execution shall be considered in the
Contractor scope of work.
2.2.5.1. Piping
- For Water Injection Trunkline/Flowline:
 The interface between the Water Injection Trunkline and the Water
Injection Pump Station shall be at the existing tie-in points.
 The interface between the Flowline and the Wellhead shall be at the
existing tie-in points.
 The tie-in points shall be proposed by the Contractor and
reviewed/approved by the Company in advance.
 All Tie-in kits (flange, bolts, gasket, etc.) and preparation shall be in the
Contractor scope of work.
 All casings, road/brick-wall/fence reinstating required as consequence of
tie-in with the existing facilities, shall be in the Contractor scope of work.
 Necessary coordination for the survey work for any tie-in or interface
point.
- For Source Water Trunkline/Flowline:
 The interface between the Trunkline and the Source Water Treatment
Facilities shall be at the existing tie-in points.

 The interface between the Flowline and the Wellhead shall be at the
existing tie-in points.
 The tie-in points shall be proposed by the Contractor and
reviewed/approved by the Company in advance.
 All Tie-in kits (flange, bolts, gasket, etc.) and preparation shall be in the
Contractor scope of work.
 All casings, road/brick-wall/fence reinstating required as consequence of
tie-in with the existing facilities, shall be in the Contractor scope of work.
 Necessary coordination for the survey work for any tie-in or interface
point.
2.2.5.2. Electrical
- The 33kV cable of 33/0.4kV outdoor transformer in source water
wellheads/manifolds is in the scope of Contractor.
- All the routing, installation and accessory of cable is in the scope of
Contractor.
- For source water wellheads/manifolds, the power for the 33/0.4kV Oil
Transformer shall be feed from the 33kV H-Pole as to supply the power to
the 0.4kV power distribution panel and the interface is connection terminals
of isolation switch.
- For water injection wellheads/manifolds with 33/0.4kV transformer, the
power supply for the Wellhead/Manifold shall be feed by the Contractor
from 0.4kV spare circuit of the Existing Power Distribution Panel located at
the Wellhead/Manifold and the interface is connection terminals of the
0.4kV spare circuit in the Existing Power Distribution Panel.
2.2.5.3. Instrumentation
- RTU/ Wellhead Control Panel (with RTU) Data shall be transmitted by
Contractor to the SCADA&DCS systems. Moreover, all configuration
works shall be executed by contractor to make the system workable. The
Expansion of SCADA&DCS systems for Water Manifolds and Wellheads
shall also be in contractor’s scope of work.
2.2.5.4. Anti-Corrosion and Cathodic Protection Systems
- All newly established impressed current cathodic protection (ICCP) system
shall consider upgrading of the existing Transformer Rectifiers or/and
supply of new Transformer Rectifiers (as required) as per calculation report.

2.2.5 COMPANY Supplied Equipment’s/Material’s

- The Company supplies part of pipe and weldable sleeve & hot bends, for details,
please refer to the Appendix A: The COMPANY SUPPLIED
EQUIPMENT/MATERIAL.
- All other equipment and materials shall be supplied by the Contractor.

2.2.6 Specification, data sheet and drawing

CLAUSE 3.0 - PROJECT OBJECTIVES, AND CONTRACTOR / COMPANY


RESPONSIBILITIES
3.1 PROJECT OBJECTIVES
The major objectives of the CONTRACT, which CONTRACTOR shall achieve, are
the following:
 To transfer the Water Injection from the Water Injection Pump Station to Water
Injection Wellhead.
 To transfer the Source Water from Source Water Well to Source Water Treatment
Facilities in BUS3/BUT.
 To meet the requirements of COMPANY with respect to quality, safety,
operability and maintain-ability.
 To meet all the requirements with respect to Health, Safety and Environment
(HSE).
 To minimize impact on existing operations especially during construction and
commissioning.
 To meet the requirements of COMPANY with respect to the production dates of
Water Injection Wells and Water Source Wells.
 To facilitate maintaining of all equipment and facilities.
 Upon completion of construction all facilities equipment shall operate at the
required capacity and preset parameters as envisaged in the CONTRACT.
 To employ the world widely used petroleum industry practices as specified in
recognized engineering standards such as API, ASTM, ASME, and ISO.
3.2 COMPANY’S RESPONSIBILITIES
 COMPANY will, but is not obliged to, provide the assistance to the
CONTRACTOR in obtaining necessary information to perform the work and
necessary permits or data from Iraqi governmental authorities and /or agencies
when required under this CONTRACT, including the following assistance.
Failure by COMPANY to obtain and provide such assistance shall not relieve the
CONTRACTOR from its obligation to secure the permits and data at its own cost.
- Provide the relevant specifications, drawings, technical documents.
- Access to the worksite.
 The signing, countersigning or other endorsements of any Drawings and
Documentation by COMPANY’s Representatives, agents or employees shall not
be interpreted as implying the responsibility for the correctness of such documents
or relieving the CONTRACTOR of its obligations to review all information, data,
Drawings, and specifications provided by COMPANY.
 CONTRACTOR shall liaise through COMPANY with COMPANY’s other
CONTRACTORs in their respective interface areas related to WORKS.
 Free issue all the COMPANY procured items to CONTRACTOR for project
performance.
 COMPANY is responsible for land acquisition and demining.

 Company will provide the location of electrical connection for Contractor’s living
and construction, but Contractor shall also prepare the diesel generators as
Company’s power supply is not available;
 Company will provide the location for fresh water source. Contractor could take
the water from it. If lack of fresh water, Contractor shall take it from another place
by themselves.
3.3 CONTRACTOR RESPONSIBILITIES
In addition to the activities summarized in 3.1 hereinabove, CONTRACTOR shall
also carry out the following for the WORK:
1) To obtain and verify any and all information/data/documents necessary to
perform the Work and resolve any deficiency, ambiguity or contradiction therein.
To bear any and all risk and cost arising from inaccuracy, delay or omission of
the necessary information/data/documents.
2) To obtain any and all permit/approval from Iraqi Government and Authorities
necessary to perform the Work, except otherwise provided in the ITB. To bear
any and all risk and cost arising from delay or unavailability of such
permit/approval.
3) To submit all engineering documents/drawings/specifications for the
COMPANY’s approval, in advance, prior onset with any procurement or/and
construction activities.
4) To comply with the Main Vendor Approved List (AVL) and related requirements
and submit award recommendations for COMPANY’s approval.
5) Provision of project procedure documents for COMPANY approval within 30
calendar days after receiving Letter of Award, including but not limited to:
- Engineering
- Procurement
- QA/QC
- HSSE
- Document control
- Construction
- Change Order Management
- Commissioning
6) Provision of project management, project control services, administration,
accounting and reporting to COMPANY as defined in CONTRACT.
7) Provision of management, co-ordination, design and supervision services for
interfacing and co-coordinating with all other parties involved in the execution of
the WORK.
8) Planning, scheduling, cost control, project control services and progress reporting
for the whole of the WORK. Provision and implementation of detailed plans,
work time schedules. Accepting the SITE on an “as is where is” basis and
completing SITE preparation work, including temporary access, roads, tracks,
etc. as required for the WORK.

9) Provision of services of an independent, recognized third party inspection agency


as required for Materials and Equipment and including all inspection tools for
critical items as defined under Clause 10.4of the Scope of WORK – “Inspection
and Testing”.
10) Preparation, submission for approval and implementation of Quality Assurance
plan suitable to ensure compliance with CONTRACT specifications, and other
inspection requirement.
11) Preparation and submission of all Engineering, Procurement, Construction, Pre-
Commissioning and Commissioning, Quality Control documentation for
COMPANY review and comment.
12) Confirmation of the adequacy of the specifications and design information by
means of detailed review in accordance with the requirements of Clause 9.0 of
this Scope of WORK – Design &Engineering.
13) Performing all necessary engineering works related to design, detailed
engineering, procurement, construction, pre-commissioning, commissioning and
performance testing.
14) Performing the necessary calculations and analyses as required optimizing the
sizing and selection of equipment.
15) Procurement services and supply, including inspection, expediting, coordination,
acceptance, forwarding, payment of legal fees, payment of customs duty, customs
clearance of equipment and bulk materials including sufficient overbuy,
procurement of spare parts and consumables for Pre-Commissioning and
Commissioning, and Performance Test of the Plant including provision of
Vendors assistance.
16) Performing all material tendering, evaluation of bids and shall place purchase
orders, for all materials and equipment and deliver to site in a timely manner, per
project schedule requirements.
17) Provision, operation and maintenance of temporary construction facilities and
removal of the same after completion of the WORK.
18) Implement requirement of SITE storage and material protection for all procured
equipment and materials.
19) CONTRACTOR shall assist COMPANY to approve the drawing documents of
LLIs vendor. Participate in Open Package Inspection of LLIs and in charge of
custody of LLIs since they are handed over from COMPANY to CONTRACTOR
as per COMPANY Supplied Items and Main Vendor List, if required.
20) Preparation, fabrication, construction, installation, pre-commissioning and
commissioning of all equipment and facilities, of this project and hand-over to
COMPANY following achievement of the Performance Tests identified in
Clause 13of Scope of this WORK-Commissioning and Performance Test.
21) Assignment of personnel, materials, equipment and support as required
performing the WORK.
22) Warranting that the personnel, material equipment, consumables and logistical
requirements to ensure effective and safe performance of the WORK have been

determined. CONTRACTOR shall not change personnel assigned to the Project


without prior approval from COMPANY.
23) Preparation of Schedule of Deliverables (Technical Document Register) as part
of the CONTRACT/WORK ORDER EXECUTION SCHEDULE in accordance
with deliverables specified by COMPANY. This schedule shall detail
documentation titles and issue target dates, identifying dependencies and critical
items. The Schedule of Deliverables shall also identify the review chain or class
for each document. Included in the list of deliverables shall be all engineering
documentation and drawings originated by CONTRACTOR, including third
party reports and surveys, inspection reports and certification.
CONTRACT/WORK ORDER EXECUTION SCHEDULE shall also take into
account any internal and external audit of the WORK.
24) In addition to the Schedule of Deliverables, CONTRACTOR shall submit for
approval its established document control system. This shall outline controls
placed on all documentation, received and originated by CONTRACTOR. A
document controller shall be assigned to maintain a detailed record of
documentation and correspondence pertaining to the CONTRACT. Successive
revisions of each document shall be retained for consultation and shall be updated
in a controlled manner.
25) Operating a Quality Management system, in line with the requirements of ISO
9000 series. CONTRACTOR shall ensure that all fabricators, vendors of
equipment and materials are operating in line with the requirement of ISO-9000
series, latest Edition.
26) Implementing a system of progress reporting by which COMPANY remains
regularly informed of the status of the WORK. The report format shall be in
accordance with the format specified under Clause 5.0 of this Scope of WORK –
“Management, Project Controls”.
27) Provision of inspection and testing services, welding qualification procedures and
test, facilities, equipment, materials, consumables and documentation necessary
for inspection and testing at all stages of the WORK, all as defined in the
CONTRACT and in accordance with other inspection requirements.
28) Procure and make available all equipment and materials necessary for the
successful Construction, Pre-Commissioning and Commissioning of this project
in accordance with the Scope of WORK, specifications and drawings.
29) Development and implementation of a comprehensive equipment and bulk
materials control, traceability and tracking system throughout all phases of
Engineering, Procurement, Construction, Pre-Commissioning, and
Commissioning.
30) Construction of the wellheads,manifolds, including survey, site preparation,
prefabrication, fabrication, installation and erection as required in accordance
with the Scope of WORK, specifications, drawings, etc. as defined in the
CONTRACT.
31) Provision, operation and maintenance of construction accommodation camps and
other temporary facilities including any temporary safety equipment and facilities
during Construction, Pre-Commissioning, and Commissioning as required for the
performance of the WORK.

32) Provide all expendable / consumable construction supplies, fuel and lubricant for
construction requirements including safety items (hard hats, eye goggles, etc.) for
CONTRACTOR’s workers.
33) Provision of general site security, including security for CONTRACTOR’s work
and accommodation areas, equipment, materials and tools, and also barricades or
fence the areas as specified in ITB.
34) Provision of vendors’ assistance including mobilization of vendors’ personnel to
SITE during Construction, Pre-Commissioning, Commissioning, and
Performance Test for this project.
35) Control and reconciliation of spares used during Construction, Pre-
Commissioning and Commissioning, if required.
36) Disposal of construction surplus and scrap during execution and upon completion
of the WORK to a designated place approved by COMPANY.
37) Clean-up SITE and surrounding areas after completion of WORK.
38) Mechanical completion, pre-commissioning and commissioning of the Water
Injection and source water Facilities Project on a system by system and/or sub-
system basis, up to the ready for start-up stage.
39) Conduct Performance Tests in accordance with requirements in Clause 13.0 of
this of Scope of WORK – “Performance Testing”.
40) Management and co-ordination of external interfaces with all parties involved,
including provision of advice to COMPANY of any interface matter arising
therefore. Obtaining and maintaining all permits, authorizations and licenses as
may be required to be obtained in the name of CONTRACTOR for the
performance of the WORK.
41) Provision of all final documentation, “As-Built” drawings, maintenance
management system and close out report as defined in the CONTRACT.
42) Providing housekeeping at SITE including construction, accommodation and
storage areas throughout the duration of WORK.
43) Provision of insurance as per Conditions of Contract.
44) Provision of all requirements required for execution of WORK, but not limited
to all consumables necessary for the testing, flushing, pre-commissioning,
commissioning, performance testing and operation of manifold metering,
pipelines, instruments, which shall include, but not limited to, electrical power,
cleaned water, and other necessary commissioning spare parts.
45) Provision of all water requirements including potable, utility and water for the
Work.
46) Mobilizing all equipment, materials, consumables and personnel to the field and
providing transport for personnel to and from the site.
47) Carrying out complete check for underground interference before commencing
construction.
48) Providing temporary lighting for SITE.
49) Obtaining necessary permits from COMPANY on daily basis to perform any
work inside the existing facilities.

50) Provision of Warranty Team to manage and repair all warranty defects items after
commissioning.
51) Periodic maintenance/operation needs of the PMT/PMC Office Camp shall be
sole-responsibility of the Contractor (e.g., lighting, toilets, gates, etc.).
52) Calibration for all instruments shall be performed by the Contractor qualified
engineers.
53) Contractor shall be solely responsible for all security related matters relating to
its own personnel and property and those of those of its Subcontractors, such as
obtaining required permissions and licenses & CONTRACTOR shall be
responsible to arrange a private security company (PSD) as per approved MOC
list of (PSD) companies.
54) Contractor’s project manager shall be interviewed and approved by Company
before the official designation. Company reserves the right to replace the
designated Contractor Project Manager.

4.2 Work Order for Procurement


Pipes, hot bends, weldable sleeves and valves procurement (Part 1 of Section 4) will be
commenced through Work Order because of long lead-time materials and its time-
consuming feature. Procurement of other materials shall be included in Work Orders
and paid as per milestone of Section 4. Contractor shall prepare procurement plan and
Work orders and submit to Company for discussion and approval.

4.3 Schedule Requirements


Due to the complicated interfaces with related departments and the importance of
production, the project schedule shall ensure in time production and be flexibly arranged
at the same time depending on actual situations.
Contractor shall commence the Procurement or Work on the date as specified in
applicable Work Order issued by Company.
Contractor shall prepare detail project schedule (Level 3) to fully comply with above
dates, as a part of Bid submission. Contractor shall use its best endeavors to monitor and
control aggressive project schedule for early completion.

If Contractor refuses to accept the work order issued by Company, Company will record
the cases into Contract performance list and reserve the right to adjust workload
distribution based on the impact to the project.

The “Target Completion Date” is, in respect of applicable Work Order, the date on which
the Contractor is required to achieve the Completion of such Work and related
procurement.

The “Target Completion Date” shall be determined on the basis of site situation which
guarantee the on-time production of each well. Duration impacted by reasons from
Company will be confirmed through Company Approval, which will release Contractor
from responsibility of liquidated damage.
4.3.1 Manifolds:
The erection shall be finalized within the date of shut-down approved by Company and
all preparation Work shall be done before the shut-down. The Work duration will be
within 24 hours after the existing manifold is depressurized.

4.3.2 Pipeline:
Project Team will officially handover pipeline route demining certificates to Contractor
before construction. For pipeline route demined area marking, excavation or any soil cut
Work, banksman (supervisors from demining companies) will be provided by Company.
Banksman requests shall be sent to Company by e-mail 5 days before the construction
date to make sure Company can get enough time to communicate with demining
companies. Company shall provide banksman according to the approved request. Days
when Company cannot provide banksman according to the approved request related to

pipeline construction will not be counted as pipeline construction duration. Otherwise,


from the next day to the pipeline demining certificate handover date.
Before back filling, a thorough inspection will be executed. Contractor shall request the
inspection 24 hours in advance by approved RFI. If Company cannot send inspectors
according to the requested schedule, the related duration shall be deleted from actual
construction duration by Contractor.
The “Target Completion Date” of pipeline which is specified in Issued Work Order shall
accord with Company production schedule within 10 days after the rig demobilization.

4.3.3 Wellhead Facilities:


Project team will inform the rigging equipment removal completion date. From the next
day to the equipment removal (well head area empty) completion date, the wellhead
manifold erection and connection with the related pipeline shall be finished within 8 days
after the connection is finished, the hydro-test and the reinstatement shall be finished
within 2 days.
Duration impacted by reasons from Company will be confirmed through Company Approval, which will
release Contractor from responsibility of liquidated damage.
4.3.4 Procurement and Installation of ICCP System
The material procurement, detailed work items and location will be specified in the Work
Order which will be issued by Company. Company has the right to issue the Work Order
at any time.
4.3.5 Punch clearing:
Project Team will divide the punches to three categories:
 Punches must be cleared before the hydro-test will be listed as “A” Punch.
 Punches can be cleared after the production will be listed as “B” Punch, which shall
be cleared within 10 days from the next day “B” Punch list is issued by Project Team.
Cellar pit covers, operation platform erection including painting.
 “C” Punch includes electrical/instrumentation/telecommunication system
installation, connection, and test with DCS/SCADA in Stations area; “C” Punch
shall be cleared within 30 days from the next day “C” Punch list is issued by Project
Team.
Duration impacted by reasons from Company will be confirmed through Company
Approval, which will release Contractor from responsibility of liquidated damage.
Mechanical Completion includes completion of pre-commissioning activities, ready for
Commissioning stage and ready to use, all as defined in the Contract..
CLAUSE 5.0 - MANAGEMENT AND PROJECT CONTROLS
5.1 GENERAL
CONTRACTOR shall ensure that all parties involved in the WORK are properly co-
ordinate and that all interfaces are dealt with in a prompt manner. CONTRACTOR
shall initiate and implement appropriate Project Management, Project Control and
Administration Procedures. Provision and implementation of the Procedures for the
WORK shall be as per the guidelines provided in this Section.
5.2 SCOPE OF PROJECT MANAGEMENT
CONTRACTOR’S Scope of Project Management shall include the followings as a
minimum:

 Project management of the detailed design, procurement (including supply),


installation, pre-commissioning and commissioning, and the management and
supervision of all SUBCONTRACTORS, vendors, and ancillary or temporary
services which are necessary for the expeditious completion of the WORK.
 Preparation and submission of organization charts for detailed design,
procurement, construction, pre-commissioning, commissioning and Performance
Testing.
 Provision of a project management team or teams to manage the implementation
of the WORK.
 Provision of the services of CONTRACTOR personnel as required for execution
of WORKS.
 Co-ordination and control of each work group, e.g., engineering, procurement
services, project control, contracting, construction/installation, pre-
commissioning, commissioning, and performance test to ensure the WORK is
completed within the stipulated completion dates and according to the
specifications and drawings within the CONTRACT.
 Implementation of a safety program throughout the execution of the WORK.
 Implementation of a quality assurance program throughout the execution of the
WORK and submission of periodic reports to COMPANY.
 Carrying out periodic quality, safety, technical and schedule audits with
COMPANY attendance and advising COMPANY of the results of such audits
together with the appropriate action taken and any recommendations.
 Management and co-ordination of all external interfaces associated with the
WORK, covering detailed design, procurement services, construction, pre-
commissioning, commissioning, and Performance Testing activities.
 Attending all management meetings with COMPANY at CONTRACTOR’s home
office, SITE, SUBCONTRACTORS, vendors and COMPANY offices in Iraq or
as designated in accordance with CONTRACT.
 Reporting to COMPANY in accordance with the guidelines provided in
CONTRACT.
5.3 CONSTRUCTION MANAGEMENT
CONTRACTOR shall provide all construction management, supervision and
support services for the WORK, including pre-commissioning and
commissioning. This shall include:
 Construction Management and Interface Management.
 Construction Supervision.
 Safety Management.
 Quality/Quality Assurance/Control.
 Construction Engineering and technical control services.
 Material control and warehousing.
 SUBCONTRACTOR Management.

 Certification Services.
 Welding and NDT qualification.
 Inspection Services.
 Disposal of construction surplus materials.
 Dismantling and disposal of construction aids and other temporary facilities,
except otherwise directed by COMPANY.
 Liaison with COMPANY for obtaining of Permits to work, etc.
5.4 PROJECT CONTROLS
5.4.1 General
In order to ensure that the project implementation will be carried out in a professional
and efficient manner, CONTRACTOR shall formulate and implement a total project
control system. Within four (4) weeks from the effective date, CONTRACTOR shall
submit a write up on the project control system to COMPANY for review and
approval. No change shall be made to any activity without prior consultation with
COMPANY.
The primary objective of this project control system will be to provide timely accurate
information needed by the project team, project management, and COMPANY to
identify areas of concern and opportunity, and to initiate appropriate action for the
successful execution of the work. The elements of project control system shall
include:
 A Project Execution Schedule
 A Progress Measurement / Monitoring System
 A Reporting System
CONTRACTOR shall provide COMPANY unlimited access to CONTRACTOR’s
progress management data and schedule original files for purpose of verification of
progress through all phases of the WORK.
5.4.2 Project Execution Plan
Project Execution Plan shall be submitted for COMPANY’s approval, if required by
COMPANY, to submit an Execution Plan with 15 calendar days after CONTRACT
Effective Date.
Where necessary, CONTRACTOR’s standard planning and scheduling shall be
modified to incorporate COMPANY’s requirements. The following sections describe
the essential requirements of COMPANY, but do not exclude the addition of
enhancements by CONTRACTOR. All levels of planning shall be submitted to the
COMPANY for review.
The planning and scheduling shall be based on detail logic precedence networks using
the critical path method (CPM). Primavera (P6) – Version 5.0 or later is the preferred
software for CPM networks. CONTRACTOR shall apply WBS, OBS and any other
codes to all activities to enable roll-up to summary levels of planning used for
management reporting both to COMPANY and within CONTRACTOR organization.
All planning, scheduling and reporting shall conform to the following hierarchy:

5.4.2.1 Level I - Project Management Schedule


The Level I Project Management Schedule shall be in sufficient detail to demonstrate
how the CONTRACTOR plans to execute the WORK within the target dates
contained in the Project Milestones. It shall be based on the WBS and OBS structures
and shall identify the Major Project Milestones. Additional activities, key dates and
interfaces shall be shown where this aids the demonstration of critical or high-risk
elements of the WORK.
The Level I Project Management Schedule shall include construction and
commissioning activities in sufficient detail to demonstrate how CONTRACTOR
expects construction and commissioning activities to be planned based on the release
of Approved for Construction engineering documents and delivery of equipment and
materials.
Typically, the Level I Project Management Schedule shall be a logical presentation
on a single sheet, suitable for reduction to A3 or A4 format, containing 50 to 60 lines.
It shall summarize for each Level I WBS element the main phases of the Level II
WBS. The format of the Level I Project management schedule shall be agreed with
COMPANY.
The Level I Project Management Schedule shall be front lined with a status line
representing the remaining duration of the activities in progress determined from the
lower-level schedules. The Level I shall be included in the monthly progress report.
Once established as a baseline, the Level I schedule shall not be changed without
COMPANY approval. Actual and forecast variances from the schedule shall be
shown clearly in a format acceptable to COMPANY.
5.4.2.2 Level II - CONTRACT Milestone Schedule
The Level II CONTRACT Milestone Schedule shall consist of a complete list of
Project milestones showing the planned, forecast and actual completion dates. All
milestone dates will be generated and updated from the lower-level schedules.
5.4.2.3 Level III - Detail Engineering, Procurement and Construction CPM
Network Schedule
A Level III schedule in the form of detailed precedence CPM networks and based on
the WBS and OBS shall be prepared by CONTRACTOR and submitted for
COMPANY review within four (4) weeks of CONTRACT award. Once agreed with
COMPANY, this schedule shall be “baselined” and set as a target against which
CONTRACTOR shall compare all subsequent reporting. This “baseline” schedule
shall also form the basis for the production of progress and quantity analyses as
described later.
The Level III CPM networks shall be a responsive and up to date model of the work
and shall be the tool for schedule analysis, providing identification of float, critical
path(s) and resource shortages. They shall be developed to cover the total scope of the

WORK and shall provide the schedule basis for the Level IV detailed schedules and
control documents. All Project and Payment Milestones shall be clearly identified and
integrated into the network logic, as shall Sub-Contractors’ and vendors’ schedules,
ensuring the inclusion of all activities necessary to achieve completion. Typically, the
size of this network will be in the region of 1,000 – 3,000 activities. Specifically, the
level of detail shall enable identification of Required on Site dates for design
deliverables and materials.
Initially the Level III planning networks shall emphasize Engineering, Procurement
and any early Site activities, showing Construction and Commissioning in sufficient
detail to establish the major interfaces between Engineering disciplines and
Procurement. Specifically, the level of detail shall enable identification of Required
on Site dates for design deliverables and materials.
The Construction and Commissioning sections of the Level III schedule shall be
further developed and expanded in detail and issued to COMPANY for review within
10 weeks of CONTRACT award. This shall be structured on the basis of construction
trade and construction area. The Commissioning logic shall be developed to provide
for the transition from a construction area basis to a system/unit basis. It shall include
for all activities up to Mechanical Completion and Ready for Start-up. The
Commissioning network shall be finalized four (4) months before the first system
Mechanical Completion.
The logic network shall contain at least the following: (if applicable)
 Project Milestones
 Payment Milestones
 Resources on activities
 Physical quantities on activities
 Process reviews
 Engineering and Design
 Material take-offs
 Safety Reviews
 Preparation and issue of requisitions
 Preparation and issue of enquiries
 Preparation and issue of purchase orders
 Delivery schedules of equipment & materials
 Receipt of vendor bids
 Evaluation and summaries
 Vendor documents receipt and review
 Scheduling and preparation of subcontracts & subcontract schedules
 Construction
 Commissioning
The Level III CPM network shall be updated at least weekly and issued to
COMPANY. Every issue shall include an electronic issue to enable COMPANY to
review using Primavera software (P6). CONTRACTOR shall prepare standard reports
from the network, which clearly demonstrate the current performance against the
approved WORK schedule. These shall include bar charts and tabulations, the format

of which shall be agreed with COMPANY. Following the weekly time analysis,
CONTRACTOR shall identify the critical path and shall, throughout the duration of
the WORK, update the critical path. All changes made to the networks as part of the
weekly update shall be reported to COMPANY together with the critical path
analysis.
As part of each weekly progress report, CONTRACTOR shall produce a next week
look-ahead schedule. The schedule shall include all activities scheduled to start and
finish within the next three weeks. The Level III network schedule reports shall be
issued in the following formats:
 Bar-chart Report showing activities by Early Start
 Activity report sorted by Total Float/Early Start
 Predecessor/Successor activity report
The Bar-chart Report shall be presented as a comparison of the agreed baseline
schedule and the current schedule showing actual / forecast.
A 90 days mobilization schedule shall be issued seven days after CONTRACT award
to control the WORK during the development of the Level III network. It shall detail
specific mobilization activities and initial engineering and procurement activities.
These shall include, but not be limited to:
 The provision of CONTRACTOR and COMPANY/COMPANY facilities.
 Mobilization of personnel and equipment.
 The establishment of communications and computer facilities.
 The preparation, submission and approval of all project procedures and
execution plans.
 COMPANY provided data and/or decisions that CONTRACTOR requires to
progress the design work.
5.4.2.4 Progress ‘S’ Curves and Manpower Histogram
In addition to the bar charts and precedence network analysis, the following ‘S’ curves
and histograms will be submitted:
 Weighted progress curve for engineering
 Procurement progress ‘S’ curve
 Construction progress ‘S’ curve
 Overall project-weighted progress curve
 Manpower histograms for construction
 Manpower histograms for engineering
The progress curves and histograms will indicate the planned cumulative percentage
progress and the actual cumulative percentage progress. Manpower histograms shall
be categorized by resource trade grouping or phase of work.
5.4.3 Reporting
5.4.3.1 General
For the entire duration of the WORK, an accurate and timely reporting covering
engineering, procurement, construction and commissioning activities will be provided
by the CONTRACTOR.

The report will contain details on all aspects of the project over the reporting period
and give an up-to-date and clear picture of the progress and overall status of the work.
The reports will highlight all trends that impact the schedule and / or the CONTRACT
PRICE and will include detailed information of the progress of work, variations,
explanations for slippage in schedule and the recovery plan as may be required.
The progress curves and histograms will indicate the planned cumulative percentage
progress and the actual cumulative percentage progress. Manpower histograms shall
be categorized by resource trade grouping or phase of work.
During engineering design and material procurement phase, a two month look ahead
bar chart covering activities related to engineering and procurement will be extracted
(from the Level 3 schedule), updated and issued on a weekly basis. Six weeks’ look-
ahead bar chart covering constructed related activities only will be extracted from
detailed project schedule, updated and issued on a weekly basis. The first issue of this
bar chart will be released four weeks prior to site mobilization.
5.4.3.2 Progress Measurement / Monitoring System
The Level III schedules will form the basis for progress measurement system. Each
activity in Level III Schedules will be a work package, and the work package number
will be the same as that of the activity.
The percentage weighting for each phase will be determined by the cost.
Within each phase the percentage weighting of work packages/activity will be based
on budget man-hours except for procurement phase. For procurement work packages
percentage weight corresponds to budget cost.
The above philosophy will be applied to generate the progress measurement system
listing the entire work package and their respective weightings. The project
measurement system will be created using PC based spreadsheet software like Excel.
The work package progress will be measured based on physical progress and not on
resource utilized; i.e. for engineering work packages, it will be based on drawings
completed; for construction work package, based on quantity installed (concrete in
CM, steel in tons, piping in weld inch diameter, etc.).
Based on the percentage weighting an overall ‘S’ curve for percentage progress will
be derived for whole project based on both early and late dates. The percentage
progress envelope obtained as above will be the guideline to assess the performance
against plan. Actual project progress will be calculated using the Progress
Measurement System on a weekly basis and plotted against the schedule ‘S’ curve.
5.4.3.3 Daily Construction Report (Log Book for Job Site Work)
Daily Reports will be submitted only during the Construction phase. A daily
construction report will be submitted before 10 a.m. on the following day. This report
will set out the following items.
 The number direct manpower present at site by trade
 The number of supervisory personnel (indirect manpower)
 The weather
 Details of construction equipment available and used
 Chronological recording of main activities

5.4.3.4 Weekly Progress Report
A weekly progress report will be submitted one day after the weekly cut-off date. The
weekly status will, as a minimum, include:

5.4.4 Progress Review
Regular progress review meetings will be held for monitoring project progress and
implementation. These may be at CONTRACTOR’s office, COMPANY’s office, or
at SITE, depending upon the phase of project. During construction phase, weekly
review meetings will be held at SITE. Agenda for the meetings will be circulated in
advance. Minutes of Meeting shall be written and recorded on the day of meeting by
CONTRACTOR and promptly submitted to COMPANY for review and approval.
5.4.5 Co-ordination with Vendors, and SUBCONTRACTORS
CONTRACTOR shall pay particular attention to the following:
 Timely supply of AFC drawings and information to SUBCONTRACTORS.
 Timely supply of Engineering documents and information to Vendors.

 Expediting of Vendor’s drawings / data for incorporation in detailed engineering


and timely return of commented/approved drawings to vendors.
 Expediting and inspection of Vendors equipment and materials.
 Timely supply of spare parts and consumables to the SITE for Pre-
Commissioning, Commissioning, Start-up and Operation of the Wellheads,
manifolds, pipelines etc. Up to the Completion.
 Expediting Vendors for providing completed SPIR forms within the stipulated
period i.e., within two (2) months of placement of purchase orders.
 Provision of Vendors’ assistance for equipment for installation or testing during
the construction, pre-commissioning, commissioning, and Performance Testing.
 Timely supply of equipment and materials to SUBCONTRACTORS for
installation and construction.
 Timely supply of two years operation consumables and spare parts, capital
(insurance) spare parts, consumables when required to do so by COMPANY.
CLAUSE 6.0 - SERVICES AND FACILITIES TO COMPANY AND THIRD
PARTY

6.1 CONTRACTOR’S CONSTRUCTION SITE

The Contractor shall provide at the CONSTRUCTION SITE the following


accommodation and services for the Company, the cost of which shall be included
within the lump sum prices.
 2 local engineers with at least 3 years engineering experience and 1
experienced document controller to be interviewed and APPROVED by the
Company and assigned full time to the Company for the duration of the
WORK, with PC hardware and software as appropriate.
 Two all-day-service pick-ups dedicated for company personnel
transportation in site.
 The maintenance of PMT/PMC office camp will be the sole responsibility
of the Contractor. Such as lighting, toilets, gates, fridge, A/C, daily
housekeeping etc.
 Provision of tea, coffee and bottled water/soft drinks for PMT/PMC office.
 Provision of office stationery, such as box files, pens, 5 sets ink cartridges
for HP printer (HP Color LaserJet Flow MFP M880) and EPSON (WF-
7710) printer during project execution, A3/A4 paper,…etc. .
CLAUSE 7.0 - QUALITY ASSURANCE AND QUALITY CONTROL

7.1 GENERAL

CONTRACTOR shall be responsible to plan, establish, implement and maintain a


Quality System for the engineering, procurement, fabrication, installation, pre-
commissioning, commissioning and Performance Testing of this project as per the
CONTRACT in line with ISO 9001, ISO 9002.

CONTRACTOR shall submit a copy of CONTRACTOR’s policy statement on their


corporate quality manual and procedures, as a part of their bid, for review by
COMPANY.
CONTRACTOR shall be responsible for all Quality Assurance and Quality Control
functions and shall at all times provide adequate, competent and qualified supervision
and inspection personnel, approved by COMPANY, to ensure that the quality of work
is met.
CONTRACTOR shall supply all the relevant quality assurance requirements to its
SUBCONTRACTORS, suppliers etc. and shall be responsible for Overall Project
Quality Assurance and Quality Control.

7.2 PROJECT QUALITY PLAN

CONTRACTOR shall prepare a specific Project Quality Plan for the CONTRACT,
detailing all quality aspects as defined in COMPANY specification mentioned above
and submit to COMPANY for their approval, within four (4) weeks from the
CONTRACT effective date. The Quality Plan shall cover, in addition to compliance
with project specification, all aspects of on and offsite inspections, inspection request
forms, non-conformance reports, remedial actions, records, scheduling, etc.
CONTRACTOR shall effectively implement the quality system defined in the plan,
verify execution of the implemented system and issue reports of audits performed. Any
non-conformance will be handled in line with the requirements of the Quality Plan.
Any deviations / non-conformance that require COMPANY approval will be submitted
to COMPANY with adequate back-ups justifying the acceptability of the deviations /
non-conformance. CONTRACTOR shall be responsible to extend these requirements
to its SUBCONTRACTORs and suppliers.

7.3 QUALITY CONTROL

Quality control activities for the water injection and source water facilities shall include
the following, as a minimum:
 Development of inspection and test plans (ITPs), procedures, schedules and reports
for Construction
 Review, approval and monitoring of vendor / SUBCONTRACTORs inspection
and & test plans
 QA/QC requirements for SUBCONTRACTORs / vendors
 QA/QC requirements for all site related activities (Field QA/QC plan)
 Design control
 Quality control of procurement procedures
 Document Control
 Safety & Environmental control
 Verification of all test certificates for compliance with COMPANY requirements

7.4 INSPECTION AND TESTING

CONTRACTOR shall arrange, co-ordinate and be responsible for all inspections and
testing, including code inspection covering all shop and site related items.

CONTRACTOR shall provide all necessary testing equipment, materials, tools,


supervision and manpower assistance for carrying out proper testing of all facilities.
CONTRACTOR shall inform the inspection and testing schedule of all major items to
COMPANY at least two (2) weeks in advance. Similarly, field-testing schedule will be
informed to COMPANY one week in advance.
CONTRACTOR shall be responsible for safe and proper inspection and testing of items
and facilities.
CONTRACTOR shall provide facilities for the radiographic, ultrasonic, magnetic
particle and dye penetration inspection of weld, in accordance with the project
specification. He will also provide dark room facilities for development of films and
full time services of qualified technicians, trained in ultrasonic and radiographic
inspection techniques. The cost of all such facilities, materials and resources, shall be
included by the contractor in the CONTRACT PRICE.
Inspectors from COMPANY and CONTRACTOR shall perform the inspections
together on all materials, equipment and works for compliance with the project
specifications.
For the NDT during construction, an independent NDT inspection company is required
to execute the NDT test and submit reports.

7.5 QUALITY ASSURANCE MANUAL

The contents of CONTRACTOR’s Quality Assurance Manual shall cover:


 Structural Construction
 Piping Fabrication / Manifolds
 Gate Valves, global valves, Check valves, angle valves, Safety valves
 Structural steel
 Electrical
 Instrumentation
 Vessels or equipment not submitted to working pressure
 Pipes and fittings
 Skid mounted equipment
 Handling and lifting equipment
 Materials Receiving at SITE
CLAUSE 8.0 - HEALTH, SAFETY, SECURITY AND ENVIRONMENT
MANUAL
8.1 POLICY ON SAFETY, HEALTH AND ENVIRONMENT
8.1.1 Policy Statement and Objectives
CONTRACTOR shall conduct its operations in such a manner as to:
 Provide a safe working environment.
 Ensure the safety and health of CONTRACTOR’s crew and personnel working
within the CONTRACTOR directed areas of operation.
 Protect the public from injury or ill health and prevent loss or damage to
properties resulting from its activities.
 Ensure and safeguard the conservation of the environment.

8.1.2Safety Targets
In taking steps to ensure a safe working environment, CONTRACTOR shall aim for:
 No fatalities.
 No loss time and any significant accidents;
 No roll over to vehicles.
8.1.3Implementation Aspects
The policy is implemented with special attention to the following specific aspects:
 The requirements of all relevant government legislation are followed;
 COMPANY standards, specifications, procedures and regulations are applied;
 Safety is given equal importance to productivity and cost;
 Each employee is given specific procedures related to his work.
 Each employee receives suitable technical and safety training;
 Work instructions are clear and pay due regard to safety requirements;
 Experience gained, lessons learned from accidents/incidents and new technical
developments to be widely distributed amongst staff.
 Work Sites and Work Area are designed, built and operated in such a way that
work can be carried out safety and in an environmentally sound manner.
 Only materials, tools and equipment which meet high standards are used.
 The safety aspects of Work Sites, work area, materials and tools are reviewed
continually.
 CONTRACTOR is required to adopt and maintain the same high standards as
per COMPANY expectation.
 All work carried out, whether by the CONTRACTOR or its
SUBCONTRACTORs, is effectively monitored by CONTRACTOR.
 Regular safety meetings to be held at all levels in the organization to ensure
safety occupy important aspect of work planning and execution.
8.2 RESPONSIBILITY
8.2.1Company is responsible for the getting Land Use approval for Contractor
construction.
8.2.2CONTRACTOR is solely responsible for the security of its Personnel and
Equipment outside the working area of this project, including the
transportation between working area of this project and places other than
construction area/ Basra Airport/ MOC (MISSAN Oil Company), SOC (South
Oil Company) and MOO (Ministry of Oil) office. CONTRACTOR is
responsible for the security of its Equipment in any place.
8.2.3 Company agrees to grant CONTRACTOR’s appointed Security Representative
access to all relevant sites, facilities and documentation in relation to
Company’s security policy, in so far as is reasonable, for the purpose of
verifying that all security arrangements in relation to the performance of
Services by CONTRACTOR within the working area of this project are
consistent with the CONTRACTOR's security plan and minimum standards
at the Effective Date of the Contract.

8.2.4 PRIVATE SECURITY COMPANIES (PSC)


8.2.4.1Company does not allow any type of weapons in its facilities, including, but
not limited to, camp, drilling locations, construction sites, and production
facilities. The only personnel allowed, under the applicable Iraqi law and
regulations, to carry weapons in COMPANY’s facilities are government
official security personnel, such as: Army, National Police, Oil Police Force
(OPF).
8.2.4.2 In case that the CONTRACTOR or its Sub-Contractor considers that they need
to use Private Security Company (PSC) static services during the
performance of the Services, they need to submit a formal request to
Company for evaluation and consideration. In any case the following
preconditions shall apply:
 PSC service in CONTRACTOR's area in Camp will be allowed to deploy only
local personnel, without carrying any type of weapons, wearing plain
clothes and inside the CONTRACTOR's camp perimeter.
 PSC service personnel shall be registered, identified and security background
checked before any service begins.
8.2.4.3 In case that the CONTRACTOR or its Sub-Contractor considers that they need
to use PSC escort services for land transportation for performance of the
Work, they need to submit a formal request to Company for evaluation and
consideration. In any case, the following preconditions apply:
 CONTRACTOR or its Sub-Contractor shall provide all the vehicles details
(brand, model, color, plates) and guards identification details at least forty-eight
(48) hours before the time of the land transportation escort service;
 PSC vehicles are not allowed to enter Company facilities;
 PSC shall deploy only local personnel for these services;
 PSC personnel are not allowed to carry any type of weapons when outside the
vehicles in any place located inside Contract Area boundaries.
8.2.4.4CONTRACTOR shall be liable for the cost of the PSC services dedicated to
their support.
8.2.5 Unit Safety Officer
CONTRACTOR shall have at all times a fulltime responsible person appointed as the
crew's Unit Safety Officer. The Unit Safety Officer shall oversee all matters
pertaining to safety in all crew’s operation and shall
 Conduct fortnightly safety meetings with all his crews.
 Follow-up safety items r during safety meetings.
 Ensure accident/incident reports are completed and forwarded to the
COMPANY Representative within twenty -four (24) hours.
Set up a system to enhance the safety attitudes and awareness of all his crews.
Participate in safety program or meeting conducted by COMPANY.
Arrange or participate in the accident/ incident investigation.
8.2.6 All Personnel

It is the responsibility of every personnel to maintain a safe working environment,


both at his assigned work place and in other parts of the survey area.
Inappropriate conduct or mischievous acts shall not be allowed, as this presents a
safety hazard to the entire crew. Subject to regulation enforced, firearms, weapons,
prohibited drugs or alcohol shall not be allowed at base camp or work place.
CONTRACTOR Personnel are to undergo an annual medical check-up at
CONTRACTOR expense, to certify their fitness for duties in harsh environment.
Valid medical certificates are to be kept together with the personnel records for
inspection purposes.
8.3 TRAINING REQUIREMENTS
8.3.1First Aid, Resuscitation and Fire-Fighting
 There must be an adequately trained first aider at work location.
 All personnel must be trained to operate fire-fighting equipment at their own
workstations.
8.3.2Operation of Geological Equipment / Machinery
 Formal training must be provided for operators of Geological equipment /
machinery
 Trainee shall not be left to work unsupervised.
 Special training such as precautions / procedures relating to Mines & UXO
8.4 SAFETY MEETINGS AND AUDITS
8.4.1 Safety Inspections/Audits
Prior to WORKS, CONTRACTOR’s equipment shall be inspected by COMPANY
Representative(s), satisfied for operation and must meet all COMPANY safety
specifications and regulations. Subsequent inspections will be made to ensure that
proper actions have been taken to rectify earlier identified unsafe situations and that
equipment is in working order.
8.4.2 Safety Awareness / Meetings
CONTRACTOR must be responsible for maintaining and enhancing the safety
awareness of its personnel and SUBCONTRACTOR personnel, including arranging
and/or participating in regular safety meetings/briefing and emergency drills.
The objectives of safety meetings are to:
 Provide opportunities for personnel to voice their concern over unsafe situations
or procedures in their respective work places.
 Provide information and warning for other personnel in regard to potential or
existing hazards.
 Allow collective solutions to be put forward through discussion.
It is COMPANY's requirement that all CONTRACTOR personnel attend regular
safety meetings and names of attendees shall appear on the minutes of such meetings.
Non-attendance at a safety meeting must be authorized by a responsible person and a
reason for non-attendance must be given in the minutes.

8.4.3Frequency
 The meeting shall be held fortnightly and include a safety talk or presentation
on a chosen subject aimed at enhancing safety awareness on site.
 Safety audits shall be conducted by the Party Chief / Safety Officer in
conjunction with the COMPANY Representative on a monthly basis or
whenever deemed necessary.
8.5 REPORTING
 All safety meetings are to produce minutes of meeting and forwarded to
COMPANY Representative.
 All emergency drills are also to be forwarded to the COMPANY Representative.
 All safety audits are to be reported to COMPANY Representative monthly, with
action points listed.
 All accidents and incidents related to the survey shall be reported in accordance
with COMPANY Accident Reporting Procedure, within twenty-four (24) hours
in the event of:
- Any loss of or damage to material or equipment supplied by either the
COMPANY or CONTRACTOR.
- Any personal injury to any COMPANY or CONTRACTOR Personnel, its
agents or SUBCONTRACTORs.
- Any injury to any third party.
- A near miss incident.
A full detailed report via telex or fax sent to COMPANY within twenty-four (24)
hours and an Accident or Incident Report filled out by the CONTRACTOR Contract
Administrator immediately.
8.6 SAFETY TOOLS AND EQUIPMENT
The use of correct, properly designed and serviceable tools and safety equipment is
required. All working personnel should be taught the proper and correct way of using
safety tools and equipment.
8.6.1 Fire-Fighting Equipment
 Fire-Fighting systems are to be checked and tested periodically.
 All fire extinguishers are to be checked and certified semi-annually.
 Alarm system to be tested during every drill.
8.6.2 First Aid and Survival Equipment
 Adequate number of first-aid boxes and resuscitation units are to be placed at
strategic points.
 First aid boxes are to be inspected regularly and stocks replenished.
 Prescription drugs are to be certified by druggist and kept under lock. Drugs
can only be administered with the consent of the Party Chief or Safety Officer.
8.6.3 Protective Equipment

 All protective equipment shall be of types manufactured to standards and


approved by COMPANY.
 Protective equipment shall be worn at all times at the Work areas.
8.7 HOUSEKEEPING
 CONTRACTOR shall ensure good housekeeping at the Work areas.
 Washrooms and toilets shall be serviced regularly.
8.8 EMERGENCY EQUIPMENT AND PROCEDURES
8.8.1Emergency Procedures
CONTRACTOR shall have in place an Emergency Response Procedure (ERP)
describing in detail the communication system, site emergency response
operation, duties and responsibilities of personnel and action to be taken in the
event of an emergency.
The CONTRACTOR ERP, which is to be consistent with the COMPANY ERP,
shall be reviewed and approved by the COMPANY prior to the commencement
of the WORKS.
8.8.2 Emergency Response
CONTRACTOR shall where applicable at its own expense provide adequate
first aid, firefighting, lifesaving and other safety equipment and shall maintain
this equipment in a professional manner and where appropriate re-certify as
dictated by legal and industry standards. CONTRACTOR shall keep up-to-date
records of all said equipment, including equipment location plans.
8.9 ACCIDENT REPORTING AND INVESTIGATION
8.9.1Accident is defined as any unintentional or unplanned event or condition which
has or could have resulted in injury to a person and loss or damage to equipment,
plant or property.
8.9.2 It is COMPANY requirement that all accident, no matter how trivial, must be
reported to COMPANY Representative. CONTRACTOR shall ensure that its
employees are aware of this mandatory requirement.
CONTRACTOR shall be responsible to investigate, in a professional manner, all
accidents that occur during the performance of the WORK and the investigation
report shall be made available to COMPANY when requested. CONTRACTOR shall
also be responsible to assist COMPANY in accident investigation if so required.
COMPANY may call for a joint investigation with CONTRACTOR if necessary.
8.9.3 CONTRACTOR shall where applicable have, prior to commencement of
CONTRACT, accident reporting and investigation procedures and shall maintain
accident statistics which shall be compatible with COMPANY Accident Reporting
Procedures. Otherwise, CONTRACTOR shall adopt the current COMPANY
Accident Reporting Procedures.
8.9.4 CONTRACTOR shall submit the basic safety information to the appropriate
COMPANY Representative not later than the first day of the month following the
month under review, by telex or fax.

8.10 ALCOHOL/ DRUG POLICY


8.10.1CONTRACTOR warrants that its personnel, agents and
SUBCONTRACTORs shall not perform any WORK for COMPANY while under
the influence of alcohol or any controlled substance CONTRACTOR.
CONTRACTOR personnel, agents and SUBCONTRACTORs shall not misuse
legitimate drugs or possess, use, distribute, or sell illicit or un-prescribed controlled
substances or drug on COMPANY business or premises. CONTRACTOR shall
adopt and enforce work rules and policies in order to assure compliance with these
obligations.
8.10.2CONTRACTOR is to conduct alcohol and/or drug tests on CONTRACTOR
personnel, agents or SUBCONTRACTORs while on premises owned or controlled
by COMPANY where reasonable cause exists.
COMPANY also reserves the right to conduct searches on possession of drug and/or
alcohol to the person, vehicles, and other property of CONTRACTOR, its personnel,
agents or SUBCONTRACTORs while on premises owned or controlled by
COMPANY. Any person who refuses to cooperate with any such search shall be
removed from the premises and not permitted to return.
8.10.3CONTRACTOR shall require its personnel, agents and SUBCONTRACTOR
to submit to medical evaluation on alcohol or drug testing where cause exists to
suspect alcohol or drug use.
8.10.4CONTRACTOR warrants that any of its personnel, agent or
SUBCONTRACTOR who either (a) refuses to participate in medical evaluation or
alcohol or drug tests, or (b) tests positive for alcohol or controlled substance, shall
be removed from the premises and not be permitted to perform any work with
COMPANY.
8.10.5CONTRACTOR shall maintain strict discipline and good order among its
personnel, agents and SUBCONTRACTORs, and shall not permit any of them to
engage in activities which COMPANY deems contrary or detrimental to
COMPANY interests. If COMPANY should request that any personnel of
CONTRACTOR or of SUBCONTRACTORs be removed from COMPANY
property or Work site pursuant to this CONTRACT for any reason CONTRACTOR
shall accede to such request and shall provide a replacement acceptable to
COMPANY at no additional cost to COMPANY.
8.10.6In the event CONTRACTOR is unable to comply with these obligations,
COMPANY shall have the right to terminate this CONTRACT.
8.11 MEDICAL WELFARE
8.11.1CONTRACTOR shall ensure that all its personnel and/or other personnel
assigned by the CONTRACTOR for the performance of the WORK are medically
fit and healthy. Any medical disabilities including such disabilities which
CONTRACTOR may consider will not adversely influence the person's ability to
perform his role in the WORK should be reported to COMPANY prior to the start
of the WORK.CONTRACTOR, if requested by COMPANY, shall provide medical
certificates for CONTRACTOR and SUBCONTRACTOR personnel.
CONTRACTOR shall subject its key personnel and its SUBCONTRACTOR
personnel to regular medical examination at their cost. Records of such examination
shall be made available to COMPANY on request.

8.11.2CONTRACTOR shall at no cost to COMPANY be responsible for the medical


welfare of its own and SUBCONTRACTOR personnel and shall take care of
arrangements for medical attendance treatment or hospitalization if and when
necessary and will arrange suitable insurance coverage for such contingencies. In
cases of emergency, COMPANY may make or provide for, the necessary emergency
arrangements, the costs of which shall be reimbursed to COMPANY by
CONTRACTOR.
8.11.3CONTRACTOR shall make first aid arrangements for all of its personnel and
ensure that all personnel are informed of such arrangements.
8.11.4Where applicable, CONTRACTOR shall provide a suitably equipped and
staffed first aid room if the Work Site presents a high risk from hazards.
8.12 REPORT
CONTRACTOR to document its performance in HSSE for the duration of the
contract and submit to COMPANY at the end of contract or when requested by
COMPANY.
8.13 HSSE BID QUESTIONNAIRE, SAFETY STATISTICS,
SAFETY PROGRAMS
Forms related to HSSE Bid Questionnaire, Safety Statistics and Personnel Safety
Training Program are enclosed in Bid Forms for Technical Proposal. CONTRACTOR
shall fill up these forms and include completed HSSE bid forms in his technical
proposal.

CLAUSE 9.0 - DESIGN & ENGINEERING

9.1 GENERAL
- CONTRACTOR shall perform all detail design and engineering services necessary
for the project. CONTRACTOR shall be responsible for verifying and completing
the WORKS based on information contained in the Work-Order (WO),
specifications, manuals and drawings provided by the COMPANY and those
provided by Vendors.
- Well-qualified design engineer(s) shall be located on site among the entire design
and construction stages.
- This section shall be read in conjunction with the Basic Design Report, Project
Data sheet, and Specifications, Drawings and Standards stated in the Scope of
WORK and enclosed herein as a part of this CONTRACT.
- The Contractor scope of work shall include, but not limited to, the following:
 Review, verification and where necessary, updating the Basic Design Package,
including specifications and drawings.
 Topographical and Geotechnical Survey along the pipeline route for detail design
purpose. Detail Topographical and Geotechnical Survey for large / medium river
and high-grade road crossing, etc.
 Developing all technical specifications, data sheets, Material Take-Offs,
Schedules, drawings, procedures, method statements, required for the detailed
engineering, procurement, installation, testing and commissioning.

 All studies, analysis, calculations, which are required as a part of design and for
optimization of equipment sizing/selection, piping stress analysis. Calculations and
Analyses shall be performed using established computation techniques and
programs. Where computer programs are used, CONTRACTOR shall supply
details of the software to COMPANY for review and approval, prior to
commencing the design work. All the software, programs shall be checked and
validated prior to usage for design.
 All necessary site surveys and field verifications to establish the actual status of
locations and facilities
 Review of technical documentation and drawings produced by vendors as well as
inter-disciplinary checks.
 Liaison with COMPANY for tie-ins and other interfaces, for obtaining
COMPANY’s approval for tie in locations. CONTRACTOR shall prepare tie in
schedules, method statements and procure the materials for tie-ins on priority basis,
depending on the timing of the shutdown for tie-ins.
 Evaluation of Vendor’s and Sub-Contractor’s bids and recommendations for
procurement.
 Develop, update and issue Technical Document Register on monthly basis
 Develop Red-Line-Mark-up and ‘As-Built’ drawing.
 Submission of specifications, drawings, method statements, schedules,
calculations, test results etc. to COMPANY for review and approval. The
submission shall be editable if required by COMPANY. The documents, drawings
etc. which require COMPANY approval shall be identified by COMPANY during
approval of Technical Document Register.
 Review documents for compliance with QA/QC and HSSE requirements.
 Provide Equipment Lists, Material Take Offs, drawings required for construction.
 Develop performance test requirements for major equipment.
 Implement Document control system for design /engineering documentation and
vendor documentation.
 Provide engineering support to the Sub-Contractors, vendors as required in the
interpretation of drawings.
 Incorporate process design, operation and maintenance requirements in design and
engineering of all disciplines.
 Develop Pre-commissioning, commissioning, operating, maintenance and training
manuals.
 Develop CONTRACT (Work-order) Close Out Report.
 Provide field engineering assistance during construction, pre-commissioning and
commissioning stages.

9.2 DESIGN REQUIREMENTS


9.2.1 Basic Design Package Review/Validation
- CONTRACTOR shall review and validate all the information given in the
Technical ITT (FEED) Package where;
 CONTRACTOR’s engineers/project team members shall be fully familiar with the
CONTRACT work scope.
 Any conflicted information shall be identified and informed, in advance, to the
COMPANY for proper resolution.
 The proposed design conforms to the listed international standards, codes and
design criteria.
 CONTRACTOR shall be responsible for checking, verifying/validating and
making an adjustment, as necessary, to complete the WORKS to the Company
satisfaction. CONTRACTOR shall identify any deficiencies or/and errors captured
in the basic design package, in advance, and bring the same to COMPANY’s
attention, before commence with any modification(s).
 The proposed design is complete and fit for the intended purpose.
- Upon review, in case CONTRACTOR desires to propose any changes to the
proposed design; a change request, supplemented with technical/commercial
proposal, shall be submitted to the COMPANY for the required peruse and
decision. The COMPANY may assess the request(s) logicality where it might
either be approved or rejected subject to the Company evaluation.
9.2.2 Drawing/Document Approval by COMPANY
- CONTRACTOR shall develop Technical Document Register (TDR) which shall
include all technical specifications, data sheets, drawings, schedules, manuals,
calculations, procedures and other documents planned to be generated/ updated as
a part of detailed engineering.
- TDR shall indicate the scheduled date for documents preparation and submission.
CONTRACTOR shall submit TDR for COMPANY approval within four (4)
calendar weeks accounted from the CONTRACT effective date.
- All drawings and documents, which require COMPANY approval, shall be
identified by COMPANY while approving TDR.
- COMPANY will return the documents/drawings within one (1) calendar week,
with comments/approval to the CONTRACTOR.
- CONTRACTOR shall seek for COMPANY re-approval in case of any further
changes with respect to the basic design, philosophy, scheme of COMPANY pre-
approved deliverables.
- Technical Document Register shall be updated and issued on a monthly basis, or
whenever requested, to the COMPANY. TDR is a live document and can’t
ultimately approved till the end of the project (work-order) life cycle.
- Approval of documents/drawings by COMPANY does not relieve
CONTRACTOR of his CONTRACTUAL responsibilities and guarantees towards
the completeness, correctness of the design & engineering of the Facilities.

- CONTRACTOR is responsible for obtaining all necessary approvals from


certification bodies and authorities, if necessary. In this respect, CONTRACTOR
shall copy all correspondence with certification bodies/authorities to COMPANY.
9.2.3 Codes and Standards
- In addition to the Project Specifications; the applicable International Codes and
Standards listed herein shall be followed.
9.3 WATER PROCESS
9.3.1 General
- The process documents included in CONTRACT shall be reviewed, updated,
completed and amended by CONTRACTOR (up to Redline-Mark-up/As-Built
stages) to reflect further design detailing, design development and actual
equipment size and data, performance and characteristics, necessary to achieve the
requirements of the design basis documents and the Scope of Work.
- CONTRACTOR shall perform process calculation of the FSF to confirm the basis
of the Process Detail Design and verify the pipelines size selected or indicated
elsewhere accordingly.
- Any changes to the process flow diagrams, P & IDs & Data Sheets must be
approved by COMPANY, in advance, prior being implemented for any further
project stage.
- CONTRACTOR shall note that the sizes, specification drawings, data sheets that
are part of the ITT document are indicative and reflecting minimum equipment
required sizes.
- CONTRACTOR shall calculate pipelines sizes required. The PFD and typical PID
included in the ITT represent minimum requirement of the equipment/system
which shall be further developed by CONTRACTOR.
- Skids/Equipment Tag numbers shall be considered temporary and COMPANY
reserve the right to change the numbering system during detail engineering.
9.3.2 Design Deliverables
- Process Design Deliverables to be furnished by the CONTRACTOR for Detail
Design shall include, but not limited to, the following;
 Hydraulic Study Report.
 Process Flow Diagram (PFD)
 Piping and Instrumentation Diagram incorporating vendor information (P&ID).
 System/Equipment/Pipelines Line Sizing calculations and hydraulics.
 Line List.
 Instrument Process Data Sheets.
 Pre-commissioning, Commissioning, and operating procedure manuals.
 Vendor data manuals.
 Equipment List with complete specification.
 Performance Test Procedure.

9.3.3 Design Requirements and Other Concerns
- The process design criteria and facilities design concept are described in the Design
Basis Document No. (CMIT-721-COM-15.69-00001). Process calculation of
flowlines/ trunklines are required. The equipment/skids sizes in the typical PID are
indicatively and shall be finalized by the CONTRACTOR.
- The most basic and vital input for the water injection and source water quality
requirements.
- CONTRACTOR shall determine and optimize the facilities operating conditions
to meet equipment/skids performance and produce specification products.
- Provisions for future requirements shall be incorporated into the plant and
facilities’ design as stipulated in the Process Design Basis Document No. CMIT-
721-COM-15.69-00001.
- CONTRACTOR shall develop corrosion study to verify the designed material
suitability. Any changes to the material shall be part of the CONTRACTOR
WORK scope and Unit rate Cost and shall be approved by COMPANY.
- Part of this work scope, CONTRACTOR shall perform the process calculation
upon the latest water injection and source water quality, single water injection
/source water well flowrate, during design and construction Stage and during
commissioning and verified to make sure the facilities can meet the required of
COMPANY.
- CONTRACTOR to design the wellheads, manifolds facilities as per the Plot Plan
drawings. The piping assemblies for the wellhead facilities shall be designed as
modularized skid units to be installed on skid. The assembly should be able to be
disassembled for relocation elsewhere in the future.
9.4 PIPING
9.4.1 Design and Engineering
- The design and engineering scope of WORK shall include, but not limited to, the
following:
 Develop Specifications and Data Sheets for equipment for the WORK package as
enclosed under this CONTRACT.CONTRACTOR shall revise/update these
documents, as required, during detail engineering and procurement stages.
 Develop Mechanical Data Sheets for static equipment incorporating final process
parameters as given in Process Data Sheets and P&IDs. These data sheets along
with technical highlights shall form requisition.
 Carryout Technical Evaluation for the offers received from the approved Vendors
and ensure that the selected vendor meets the requirements. CONTRACTOR shall
incorporate Vendor input in the data sheet and submit to COMPANY for
review/approval before issuance of the purchase order.
 Review Vendor documentation to verify compliance with project documents,
codes, standards. Selected vendors’ QA/QC procedures and Test procedures shall
also be reviewed.

 Develop Maintenance and Operation manuals in reference to the


Equipment/Materials Vendor(s) data.
 Provide adequate access around and nearby instrument bridles to facilitate
operation and maintenance. CONTRACTOR shall provide suitable access
platform, wherever required.
9.4.2 Deliverables and Documentation
- The Contractor is responsible for the preparation of the following Deliverables, as
a minimum:
 General Arrangement.
 Plot plans .
 Piping layouts .
 Isometrics .
 Material Take-Offs .
 Line list covering size, services, pipe class, line No., insulation type thickness,
from& to, operating pressure & temperature, design pressure & temperature, test
pressure & medium, radiography requirement (percentage), P & ID reference.
 Special parts list .
 Tie-in list and details covering tie in number, description of tie in,
line/instrument/equipment number, P & ID reference, piping plan/isometric ref.,
new/line number, tie in type, remarks.
 Pipe support, specifications, and details .
 Piping material and specifications .
 Other piping specifications .
 As-Built drawings .
 Welding specification .
 Piping and fitting materials specification.
- Among the above-mentioned documents, Plot plans, Piping layouts, Line list,
isometrics, pipeline alignment sheets and Special parts list will be submitted in the
“as-built” condition on completion of the project.
 \
9.5 PIPELINE

9.5.1 General

- The pipeline documents included in CONTRACT shall be reviewed, updated,


completed and amended by CONTRACTOR (up to As Built stage) to reflect
further design detailing, design development and actual pipeline data, performance
and characteristics, necessary to achieve the requirements of the design basis
documents and the CONTRACT WORK scope.

- CONTRACTOR shall perform Topographical and Geotechnical Survey along the


pipeline route indicated in the pipeline documents included in CONTRACT. These
surveys shall meet the requirements of detail design purpose. Also detailed
Topographical and Geotechnical Survey shall be conducted at HDD crossings (if
any).
- Any changes to the route layout, typical drawing, and crossing location and so on
must be approved by COMPANY, in advance, prior being implemented for any
further project stage.
- Buoyancy Study shall be developed for the pipelines passing through deep wadi,
lagoon or crossing rivers. The prevention measures (e.g., establishing anchor
blocks, utilizing heavier materials, etc.) shall be resulted as output of the intended
study and activated as part of the Contractor scope of work.

- Hydraulics Study shall be developed for the pipelines characterized with high
differential route profile, lengthy route, high source pressure, gathered into large
numerous pipelines network. The prevention measures (e.g., alternative route,
surge damping facilities, etc.) shall be resulted as output of the intended study and
activated as part of the Contractor scope of work.

- CONTRACTOR shall note that the sizes, specification, drawings, data sheets that
are part of the CONTRACT document are indicative. CONTRACTOR shall
calculate the actual pipeline size required.

9.5.2 Design & Engineering

- The design and engineering scope of WORK for pipeline, shall include as a
minimum, but not limited to, the following:
 Develop and Verify the Pipeline Route Layout.
 Develop topographical and geotechnical investigation for detail design purpose
along the pipeline route and submit topographical and geotechnical investigation
report for approval from Company.
 Develop Pipeline Alignment Sheet(s) and Profile Drawings.
 Large scale strip and profile drawing of crossing area such as HDD (if any).
 Develop Typical Drawings for Pipeline.
 Performing pipeline intensity, stability and seismic resistance analysis as required.
 Develop Pipeline Material Take Offs.
 Review Vendor Documentation (if any).
 Redline-Mark-up and As-Built Drawings.

9.5.3 Deliverables

all the other related accessory Structures of pipeline if any.
 Pipeline wall thickness calculations, intensity, stability and seismic resistance
analysis.
 Pipeline typical drawing.
 Any necessary drawings and calculation reports for anchor and thrust blocks.
 Pipeline topographical and geotechnical investigation report. Detailed crossing
topographical and geotechnical investigation reports shall submit individually.
 Construction specification.
 Redline-Mark-up and As-Built Drawings.
- Among the above-mentioned documents, route layout, pipeline strip plan and
profile drawing, large scale strip plan and profile drawing of crossing area if any
and pipeline material take-off etc. will be submitted in the “as-built” condition on
completion of the project.

9.6 GENERAL

9.6.1 Design & Engineering

- The design and engineering scope of work for general, shall include, but not limited
to, the following:
 Develop Plot Plan and general layout design basis.
 Develop for Plot Plan and general layout.
 Develop Red-Line-Mark-up and As-Built Drawings.

9.6.2 Deliverables

- General Design Deliverables to be furnished by the CONTRACTOR for Detail


Design shall include, but not limited to, the following;
 Plot Plan and general layout design basis.

9.7 CIVIL & STRUCTURAL

9.7.1 General

- The CONTRACTOR’s Scope of WORK includes all Civil/Structural/Architectural


detailing design and engineering necessary for completion of the project. The
Scope of work for civil, structural & Architect shall include any necessary needs
imposed by others disciplines such as foundations, buildings – infra-structures and
others facilities as per the overall scope of work.

9.7.2 Design and Engineering

- CONTRACTOR shall conduct topographical and geotechnical survey for detail


design.
- CONTRACTOR shall review and check the basic design.
- CONTRACTOR shall perform general arrangement design for all sheds,
equipment foundation, roads, fence and other structures.
- CONTRACTOR shall perform detailed engineering design for site leveling &
grading, calculation & balance of soil works, vertical arrangement of facilities,
buildings & sheds, structures & constructions.
- The following activities are envisaged for the design of Sheds:
 Calculate all structural members under dead loads and live loads
 Perform all structural general arrangement and detail design includes foundations,
columns, rafters, horizontal & vertical bracing and purlin.
 Perform all connections details design
 Develop all fabrication/shop drawings
- The following activities are envisaged for the design of other structures:
 Perform detail design for all equipment foundations, tank foundations, pipe
sleepers, pipe supports, cable trench, pools, wells, pits, fence and gates.
 Develop location and details design of anchor bolts for equipment foundations.
 Develop location and details design of river revetment for the place where pipe
cross river.
 Develop detailed engineering design for all the other related equipment
foundations and accessory structures & constructions for the field surface facilities.

9.7.3 Deliverable

- Civil/Structural Design Deliverables to be furnished by the CONTRACTOR for


Detail Design shall include, but not limited to, the following;

- Design and engineering activities shall be performed by the CONTRACTOR and


deliverables submitted to COMPANY for review/information. Design and
Engineering activities shall include, but not be limited to, the following as relevant
to the scope of work:
- Procurement engineering activities including preparation of enquiry specifications,
bid evaluation, preparation of purchase specifications, expediting and approval of
vendor drawings.
 Determination of rating of various electrical equipment (D. G set)
 Overall single line diagram and single line diagrams for individual
switchboards/panels.
 Electrical equipment and load list.
 Various electrical layouts such as equipment layouts, hazardous area classification
layout, lighting layouts, cabling layouts, earthing layouts, including equipment
installation and cable termination details.
 Develop of bill of materials for cabling, lighting, earthing and miscellaneous items.
 Cable schedule.
 Review of vendor documentation

drawings and all configuration details of the different monitoring and control
systems along with the operating and application software, GA drawings of the
panels/cabinets, internal termination details, arrangement of racks and hardware
within the panels/cabinets, power supply distribution details, colored graphics,
system functional logic drawings and interconnection, I/O allocation, heat loads,
installation, operation and maintenance manuals and technical literature of all
equipment included in the package.

9.10TELECOMMUNICATION

9.10.1 General

- The CONTRACTOR’s scope for telecommunication system shall include detailed


engineering, preparation of drawings and documents.

CLAUSE 10.0– PROCUREMENT

10.1 GENERAL

CONTRACTOR shall procure all materials and equipment necessary except the
materials provided by Company to complete the WORK. Materials provided by
Company please refer to Appendix A COMPANY SUPPLIED
EQUIPMENT/MATERIAL. Procurement shall conform to the requirements
stated in this section and the COMPANY approved vendors list (provided later).
If the materials and equipment of Appendix A cannot provided/used by company,
the contractor shall purchase them after permission by company to complete the
project.
CONTRACTOR shall prepare procurement procedure for critical equipment and
submit to COMPANY for approval two (2) weeks prior to placement of the first
purchase order. The procedure shall describe procurement process from inquiry

to technical bid evaluation and obtaining COMPANY approval. The request for
COMPANY approval shall include complete technical bid evaluation, clearly
identifying the deviations from the project specifications and COMPANY
standards.
The technical bid evaluation shall contain the following information:
 Evaluation of minimum three (3) vendor offers.
 Complete description of items with specifications or applicable data.
 All deviations and exceptions from the CONTRACT requirements shall be
clearly highlighted.
 CONTRACTOR’s recommendation of the proposed supplier with
justification.
 Recommended spare parts.
 Requirement of the vendor representative for testing and pre-commissioning
Procurement activities shall be planned around the overall project schedule,
particularly to ensure timely availability of materials required for tie-ins, which
will be carried out during a pre-planned shutdown of the existing facilities. The
long delivery, critical items shall be ordered on priority to meet their delivery at
site per project schedule.
CONTRACTOR shall submit its policy statement and procedure for compliance
by CONTRACTOR with the applicable export/ import rules and regulations,
taking cognizance that the work is to be carried out in Iraq.
CONTRACTOR’s procurement services, shall as a minimum, include:
 Procurement of all equipment and materials required as per the approved
purchase specifications, data sheets and COMPANY requirements from
COMPANY approved vendors
 Procurement of materials for capital, construction, installation, tie ins, pre-
commissioning, commissioning, first fill (lubricants and etc.), consumables,
spare parts, special tools and handling equipment as necessary and
recommended by manufacturers.
 Vendor documentation and control
 Inspection, expediting and certification of equipment and materials
 Customs clearance.
 Overland, sea or air worthy packing, marking, freight forwarding and
transportation (with insurance), as required
 Procurement monitoring and other procurement procedures necessary for the
successful conclusion of the WORK
 Requisitioning of vendor services for field assistance during construction,
pre-commissioning, commissioning phases as required
Requisitions and documentation of selected Vendor for the critical equipment
purchase orders shall be submitted to COMPANY, for review. Such critical P.O.'s
shall be identified by COMPANY.

COMPANIES have strong preference for standardization with existing


equipment/materials and especially on electrical, instrument and control
systems/equipment for two main reasons/targets.
 Reduction spare parts inventory
 Competency of their operators and technicians with existing equipment
functioning and maintenance respectively.
For the aforementioned reasons, CONTRACTOR Bid offering most
standardization shall be favorably evaluated and assessed. CONTRACTOR is
encouraged to detail in their Bid the type and the vendors of equipment and
material, which they are committing to standardize. If during execution of the
project CONTRACTOR opts to offer alternative equipment vendors than the ones
he has committed to standardize in his Bid but always form the Approved Vendor
List, then they shall provide full justifications for their alternatives which shall
include key factors such as improved delivery, higher quality, and better after
sales services etc. However, this shall always be subject to COMPANY approval.
CONTRACTOR shall endeavor to maximize the Iraqi content of its supply
providing those goods, services and personnel can be obtained on equally
advantageous conditions without compromising safety, quality and the suitability
of the purpose for which the goods, services and personnel are intended.
10.2 PURCHASING
CONTRACTOR shall be responsible for the following purchasing activities:
 Identification of long delivery critical items.
 Purchase of equipment and materials as per COMPANY approved vendor list
and in accordance the project schedule requirements. The COMPANY
approved vendor list is enclosed. The inquiry and P.O requisitions shall
include all the techno-commercial requirements related with the items being
procured, spares, inspection and testing, documentation and statutory
approvals (as applicable), in line with the CONTRACT.
 Prepare Inquiry Status Report, P.O Status report and Procurement Expediting
Reports and update the same and issue on a monthly basis.
 Prepare purchase orders with purchase specifications complete with all
attachments and applicable inspection, testing and documentation
requirements, spare parts requirements, vendor’s field assistance
requirements and the specified COMPANY requirements for procurement
related activities as applicable.
 Review vendor’s drawings/ documents for conformance to project
specifications, applicable standards, codes, COMPANY requirements etc.,
transmitting comments to vendors and ensuring that vendor incorporates
these comments in the revised vendor documentation.
 Ensure adequate inspection, verification of material and test certificates are
performed and release note is issued prior to packing and dispatch from
vendors’ works as applicable.
 Carry out Factory Acceptance Tests (FAT) for either pipes or valves.

 CONTRACTOR shall prepare procurement plan, which will include the


planned and actual dates for the following:
- Inquiry
- Purchase Order
- Expected Time Of delivery (ETD)
- Expected Time Of arrival at site (ETA)
10.3 EXPEDITING
 CONTRACTOR shall undertake all expediting necessary to achieve or
improve the required delivery dates while maintaining the purchase order
design specification and conditions. Any actual or potential deviations or
slippage from these requirements shall be immediately informed to
COMPANY.
 CONTRACTOR shall prepare and submit expediting procedure for
COMPANY’s review and approval. The expediting work shall be carried out
in accordance with the approved procedure. More frequent expediting visits
shall be undertaken, if the order execution is lagging behind the schedule and
is likely to affect the delivery and overall project schedule.
 CONTRACTOR shall perform expediting of equipment, materials, vendor’s
and supplier’s data, technical assistance, personnel and documentation from
bid invitation to delivery at work site for vendor'’ and supplier'’ items
including the materials on suborders.
 CONTRACTOR shall similarly expedite all replacement materials and
associated documents, which are the subject of guarantee or insurance
claims. Such expediting shall be performed, as necessary, for the duration of
the CONTRACT.
 In order to meet the project schedule, CONTRACTOR shall take appropriate
remedial action with vendors and suppliers, who are behind schedule.
CONTRACTOR shall not limit expediting activities to only progress
reporting. CONTRACTOR shall promptly recommend appropriate
alternative remedial action to COMPANY and implement the same.
10.4 INSPECTION AND TESTING
CONTRACTOR shall execute inspection and testing activities for the procured
equipment and materials as necessary in accordance with the following
requirements:
 For pipes, weldable sleeves and valves, Contractor shall submit the MPS, ITP
and schedule to Company for information.
 CONTRACTOR shall carry out the factory (and site) inspection and testing
as required, in accordance with the project specification, and shall be
responsible for ensuring that all goods are strictly in accordance with the
CONTRACT and the specifications as defined in the purchase order.
 The required inspection shall be performed by qualified inspectors employed
by CONTRACTOR.

 Provision shall be made at all times for COMPANY to have the option of
participating in pre-inspection meetings, inspection visits and test witnessing.
CONTRACTOR shall prepare anticipated weekly testing programs
providing COMPANY sufficient advance notice for their participation (at
least fifteen (15) days).
 CONTRACTOR shall provide FAT procedures, to COMPANY for review
and approval, at least six (6) weeks, if possible, prior to the commencement
of FAT.
 Factory Acceptance Test for one (1) time for five (5) personnel seven (7)
days excluding travel days, all the cost of accommodation, air tickets
(economic class) and transportation will be contractor’s scope. Contractor
shall provide minimum ninety (90) calendar days' notice to Company for
FAT.
 Contractor shall provide FAT procedures, to Company for review and
approval, at least six (6) weeks, if possible, prior to the commencement of
FAT. During the FAT conducted for Company personnel regardless of in or
outside of Iraq, Contractor shall insure all attendees with sufficient Personal
Accident insurance to cover the risks against any and all accidents and
emergency situations.
 FAT witness at Supplier’s shops for either pipes or valves (if applicable).
 CONTRACTOR shall compile all fabrication and manufacturing data
dossiers/reports containing mill test certificates, machinery test certificates
and all other relevant inspection data and submit the same after delivery of
equipment to SITE, as applicable.
 CONTRACTOR shall submit the Vendor Inspection and Test Plan (ITP),
Schedule and Procedures for COMPANY information for the equipment and
materials, which require FAT to be undertaken.
 Third Party Inspection Requirements shall refer to Appendix D.

10.5 SHIPMENG AND FRIGHT FORWARDING


CONTRACTOR shall be responsible for sanctioning the release of completed
goods for shipment after satisfactory completion of final inspections and shall
execute forwarding activities for all equipment/material (including long lead
equipment items). CONTRACTOR shall also be responsible for organizing and
coordinating packing, marking and transport of equipment and from the source
of supply determined in the purchase order to the SITE. Such services shall
include but not be limited to the following:
 Preparing packing, marking, shipping and documentation specifications.
 Inspecting of packing, marking, and loading.
 Taking responsibility for authentication of shipping documents (including
Certificate of Origin) by Iraq Embassy/Consulate if required.
 Developing plans and procedures for freight forwarding, handling and
customs clearance of equipment and materials to ensure that all freight is

consigned to arrive at the SITE on time in accordance with the requirements


of the project schedule.
 Organizing and ensuring timely shipment of materials and equipment to
SITE. Prepare, maintain and issue a monthly shipping progress report
including monthly shipping forecast.
 Arranging for the importation of all materials and equipment purchased, for
receiving and off-loading at SITE.
10.6 CUSTOMS CLEARANCE AND CUSTOMS DUTY
 CONTRACTOR shall be responsible for Customs Clearances including
payment of any customs formalities/legalization fees.
 CONTRACTOR shall not be liable for the payment of any direct or indirect
customs duties levied by the Government of Iraq in conjunction with the
WORK. COMPANY shall assist the CONTRACTOR to obtain the related
exemption certificate as required.
 CONTRACTOR shall be fully responsible for arranging the inland
transportation, sea freight, and voyage insurance, of all equipment/material
in conjunction with the WORK to the SITE and shall be responsible for the
payment of related fees.
 All the CoO (Certificate of original) for the materials and equipment must be
stamped by Iraq Embassy.
10.7 LINE PIPE STORAGE YARD AND STORAGE
All equipment and materials shall be carefully handled and stored at site, either
inside covered stores or inside fenced materials yard, depending upon the type of
equipment or material. Handling, preservation and storage of equipment and
materials shall be carried out in conformance with Vendor’s instructions, in
addition to COMPANY requirements stated in specification Work-site Storage
and Equipment Protection.
Fragile equipment, Instrumentation and electronic items etc. which are sensitive
to weather conditions, if required, shall be stored in an air-conditioned enclosed
storage. After installation in the field, these items shall be provided protection
from sun, sand ingress etc. by installing temporary plastic covers/shelters/sheets.
Liquids such as chemicals, lubricants etc. shall be stored on hard standings with
shed and proper facility for spillage and drainage control.
Regular inspection of stored items shall be carried out to verify adequacy of
storage protection provided.
10.8 SPARE PARTS AND CONSUMABLES
10.8.1 Spare Parts
The spare parts are generally categorized as
 Startup/commissioning spares (startup spares).
 Two years continuous operation and maintenance spares (2 years spares)
CONTRACTOR shall provide spare parts in accordance with COMPANY
requirements as following,

framework breaker, switch, contactor, overload relay, indicating lamp, push button,
reactor, inter relay, timer, arrestor, fuse, digital display, cabinet lighting
lamp, Ammeter, Voltmeter, CT, VT, temperature and humidity controller, heater,
circuit breaker auxiliary switch, comprehensive protection and instrumentation,
door locking key, VCB transfer trolley, earth switch operating handle, crank for
truck, hand crank for charging CB, CB Open-close lever, ACB close trip coil, ACB
open trip coil, ACB MCH coil, Surge Protector; UPS PCB, UPS rectifier module,
UPS inverter module, UPS front panel, UPS fuse, UPS capacitor;
Piping system

Startup and commissioning spares will be supplied by CONTRACTOR and shall


be a part of CONTRACTOR’s lump sum price.
As a part of Request for Quotation, CONTRACTOR shall obtain Vendor’s
quotation for spares for 2 years continuous operation of the equipment and the

filled up Spare Parts and Interchangeability Record (SPIR). The format at SPIR
shall be proposed and finalized by CONTRACTOR, in consultation and
agreement with COMPANY, within eight (8) weeks from the award of
CONTRACT.
The SPIR form shall contain, as a minimum the following details:

SPIR form shall the components/items supplied by the main equipment vendor as
well as those of the sub-systems/assemblies procured by vendor from sub-
suppliers, as bought out items. COMPANY may procure 2 years operation spares
based on the approved SPIRs, either directly from the vendors or through
CONTRACTOR on reimbursement basis.
10.8.2 Consumables
All consumables required for the Work, including fresh water for the hydro
testing of the pipeline, shall be supplied by CONTRACTOR.
CONTRACTOR shall supply all the consumables including the chemicals, and
lubricants etc. required for first fill & pre-commissioning & commissioning, and
no less than three (3) months’ operations of wellhead and manifolds, after the
Completion by COMPANY. These items will be handed over by the
CONTRACTOR to COMPANY as a part of Completion requirement.
10.9 MATERIAL CONTROL AND TRACKING SYSTEM
CONTRACTOR shall plan and exercise materials control through computerized
tracking and record of materials receipt and handling at site. It shall cover, as a
minimum the following:
 Preparation and updating of Computerized Material Tracking Report which
will include the following details for each purchase order:

- Delivery dates – scheduled/expected/actual shipment details (port of
shipment, date of shipment, expected/actual date of arrival)
 Unloading of equipment and materials upon receipt at site
 Inspection of materials upon arrival at site
 To prepare material control procedure for receiving, storage, issuance and
traceability of material or equipment. The procedure shall be submitted to
COMPANY for review and approval.
 Preparation of ESD (Excess, Shortage, Damage) reports on a regular basis
 Prepare and maintain log of all ESD reports for reporting resolution status
 Issue of materials for pre-fabrication, construction, installation and
commissioning
 Preparation and regular updating of computerized material inventory
records
 Issue material status report on a monthly basis
CONTRACTOR shall take prompt procurement action on all ESD reports to
ensure timely availability of replacements for the short/damaged items in line
with the construction requirements.
CONTRACTOR shall ensure that the specifications, drawings, test certificates,
installation and maintenance instructions for all equipment and materials from
vendors, are available at site, for ready reference during the construction phase.

CLAUSE 11.0 – CONSTRUCTION

11.1 INTRODUCTION
 The Scope of WORK comprises of, but is not limited to; all site preparation,
foundation, pre-fabrication, installation, testing, commissioning, start-up
work and services for execution of the CONTRACT.
 CONTRACTOR shall carry out all installation WORK in accordance with
procedures and methods prepared during detail engineering for all
construction trades in accordance with the CONTRACT.
 The WORK shall comply with “Approved for Construction” drawings,
specifications, procedures, plans and the applicable specified installation and
construction standards and codes. CONTRACTOR shall carry out,
construction and installation in such a way that this project can be built, Pre-
Commissioned, Commissioned and started-up in sequence without
disruption or interruptions to existing operating facilities in the area. In
particular, CONTRACTOR shall commission utilities systems well in
advance for the purpose of start-up.

 This project shall be provided and constructed in a safe, systematic


methodical and reliable manner. The latest sound and proven construction
techniques and equipment shall be used to provide an effective construction
approach which achieves the completion dates stipulated by CONTRACT.
 During construction of the project, the existing facilities will be under
operation. Consequently, CONTRACTOR shall comply with COMPANY
safety and work permit procedures during construction and tie-ins and shall
enforce a set of approved safety rules and precautions for WORK at SITE.
 For implementation of the activities not allowed while the existing facilities
are under operation (including tie-ins), a shutdown of the existing facilities
is required. The schedule of such pre-planned shutdown will be finalized in
agreement with COMPANY.
11.2 GENERAL CONSTRUCTION REQUIREMENTS
CONTRACTOR’S Construction WORK shall include the following:
 Obtaining all required licenses, approvals, and permits for the WORK.
 Establishing SITE safety rules and providing a Safety Officer and staff for
the WORK.
 Providing CONTRACTOR Representative, Temporary Works, Temporary
Facilities and other facilities required for the WORK.
 Providing and maintaining accommodation, lodging and transportation for
CONTRACTOR PERSONNEL, SUBCONTRACTORS, and Vendors.
 CONTRACTOR shall provide and maintain in-compliance with local
regulations, living accommodation, including utilities and related facilities
and services for all resources directly or indirectly employed by it at the
location provided by COMPANY.
 Managing, co-coordinating and supervising the WORK of CONTRACTOR,
SUBCONTRACTORS, and Vendors to ensure WORK is performed on
schedule and in accordance to quality and safety requirements, including
preparing detailed schedules for the WORK in accordance with the Project
and Construction Schedules, regular monitoring of this schedule and making
appropriate adjustments to obtain efficient usage of resources.
 Providing detailed manpower and construction plant loading charts.
 Providing schedule and progress reporting in accordance with the
requirements of the CONTRACT.
 Providing and implementing a quality assurance plan and developing and
implementing quality control procedures.
 Maintenance all Temporary Facilities required for the work.
 Maintaining construction records in formats to be submitted for COMPANY.
 Ensuring timely mobilization of Vendors’/Sub-Vendors’ and
SUBCONTRACTORS’ representatives and/or any specialists, and their
retention at SITES for the required duration.

 Providing site QA/QC and inspection and testing services for the WORK.
This shall include, but not be limited to civil, structural, welding, flow-
lines/trunk-lines/pipelines/piping, rotating equipment, mechanical, electrical,
instrument and painting/coating inspections.
 Maintaining and operating an adequate, sound and proven system of
document control and availability of drawings and specifications at their
latest revision at SITE.
 Managing field queries, field changes and revision of drawings and
documents within the stipulated time frame so as not to impede the Scheduled
Construction activities and plans.
 Transport, receipt, inspection, storage, conservation, handling and
administration of all equipment and materials at the SITE.
 Protection of all adjacent properties, facilities and environment against
damage by construction and erection activities.
 Protection of equipment and materials and (partially) erected facilities
against damage or deterioration by construction activities or by
meteorological conditions.
 Preparing and performing good housekeeping practices and procedures at all
areas, including but not limited to the following:
- Prevention of undue waste build-up
- Keeping areas tidy
- Keeping roads clean and emergency exists clear
- Containing dust producing activities.
11.3 SITE MOBILIZATION
CONTRACTOR shall mobilize to Iraq in a timely manner, the construction
management team dedicated for the construction work.
CONTRACTOR’s construction team will include, as a minimum:
 Construction Manager
 Construction Supervisors (Discipline-wise)
 QA/QC Engineer
 Safety officer
 Stores/Materials Controller
 Administration Officer
 Planning engineer
 Design engineer, at least including process engineer
The construction team individual personnel shall be mobilized as required prior
to actual start of construction activities to arrange for permits and necessary
coordination between COMPANY and CONTRACTOR.CONTRACTOR shall
ensure that the key members of construction team are conversant with
administration of first aid and emergency handling procedures.

CONTRACTOR shall prepare a detailed construction plan and submit to


COMPANY for approval at least four (4) weeks in advance prior to starting any
construction WORK. The construction plan shall cover:
- Site organization with assigned responsibilities.
- Subcontracting strategy for construction work.
- Construction equipment/machinery/tools separate line layout of
temporary facilities including site office, fabrication workshop, NDT
facilities, stores, medical, waste disposal transportation, etc.
- Arrangements for construction utilities like construction power, water,
potable water, communication, etc., and their distribution network.
- Camp accommodation arrangements for CONTRACTOR’s staff.

- Emergency handling and evacuation procedure.
- Construction work procedures.
- Quality control during construction.
11.4 SITE ORGANIZATION AND FACILITIES
CONTRACTOR shall organize a qualified and competent construction team
headed by a construction manager for construction work.
The Construction Manager shall be responsible for:
 All aspects of construction, pre-commissioning of the water pipeline
facilities.
 Coordination and reporting to COMPANY on all construction related matters.
 Arrangement of all necessary work permits, licenses etc.
 Interface management with field SUBCONTRACTORS and agencies of
other concurrent COMPANY projects.
 Coordination with CONTRACTOR’s Head Office for all technical and
material support.
 Implementation of CONTRACTOR’s HSSE Policy and HSSE Plan.
 Quality Assurance and Quality Control during Construction.
 To ensure compliance with local laws and regulations during construction.
 Construction site facilities will include, as a minimum:
- Site office with conference room.
- Fabrication workshop (with lay down facilities).
- Materials stores (as well as fenced yard covered storage).

- NDT/Radiography examination room.


- First Aid/Medical Room, Paramedic staff and ambulance
- Area lighting, Safety Sign boards, Fire Protection, Equipment,
Telecommunication Equipment.
- Grit blasting and painting shop.
- Toilet, washing rooms, change room.
- Vehicle and construction equipment maintenance facility.
- Security & surveillance facilities.
11.5 WORK PERMIT PROCEDURE
Work permit is a formal written statement used to control certain types of works
which are identified as potentially hazardous. The permit must be signed by a
COMPANY authorized person, provides that the prescribed works, in the manner
stated, can be carried out by the holder.
CONTRACTOR shall include work permit procedure in the construction plan,
which will be reviewed and approved by COMPANY, prior to commencement
of construction work.
11.6 SITE SURVEY AND ACCESS
 CONTRACTOR shall undertake an extensive site survey to familiarize with
the project site and the existing COMPANY facilities, which are associated
with the Scope of WORK.
 CONTRACTOR shall accept the SITE “as it exists”, and undertake the site
preparation work.
 The SITE preparation shall include general earth works, leveling to grade
selected, temporary boundary fencing, opening of roads to SITE, excavation,
backfill and blasting, if required. The final site levels shall be approved by
COMPANY.
 At the SITE, CONTRACTOR shall erect a painted wooden notice board
giving the following information:
- COMPANY Name
- CONTRACT Tile
- CONTRACT No.
- Main CONTRACTOR Name
- SUBCONTRACTORS Name
- Site Location Name
- Additional information as directed by COMPANY.
Information shall be stated in both English text and local language. Notice
boards shall be self-supporting, and have a minimum size of 2m x 2m.

11.7 SAFETY
CONTRACTOR shall take sole responsibility for safety (including fire and loss
prevention) of the WORK and shall comply in all respects with the requirements
of Project Plan. The scope of safety shall include the following:
 Providing safety and fire prevention procedures at SITE.
 Providing emergency evacuation and first aid facilities in accordance with
the local regulations, for all personnel assigned to the SITES.
 Providing and implementing adequate safety management and personnel,
safety procedures, safety plans, safety organization charts, safety instructions,
emergency response plan and safety talks.
 Supervising all personnel assigned at SITE to ensure that they abide by
Project HSSE Plan and procedures.
 Regularly verifying adequacy of CONTRACTORS and
SUBCONTRACTORS’ crane-age, rigging and scaffolding to function safely
and reliably in compliance with COMPANY requirements.
 Maintaining safety records
 Issuing safety report to COMPANY as part of progress reports on monthly
basis
 Providing security gates and surveillance at various areas
 Provide personnel safety apparel to all its personnel and ensuring its
SUBCONTRACTORS and Vendors personnel are also provided likewise.
CONTRACTOR’s personnel shall be fully equipped with personal safety
protection equipment, as required, during performance of work at site.
 CONTRACTOR shall also ensure that adequate first aid facilities are
available at all times for both CONTRACTOR's and COMPANY personnel.
Wind shields, spray guards, adequate drinking water, toilet facilities, clinic
and first aids equipment shall also be provided by CONTRACTOR, at
worksite
 CONTRACTOR shall strictly comply with all local, municipal, territorial,
provincial and federal laws, orders, and regulations pertaining to health and
safety which are applicable to the location where the WORKS are being
performed. CONTRACTOR shall prepare Safety Manual for COMPANY
review and approval. The manual shall be strictly adhered throughout the
duration of the project.

11.8 CONSTRUCTION SCOPE

11.8.1Introduction

 CONTRACTOR shall implement the requirements of the construction


activities related to his specified Scope of Work in conjunction with other
parts of the Contract documents.
 During the construction of this Project, the existing facilities will be under
operation. Therefore, CONTRACTOR shall comply with COMPANY

Safety and Work Permit Procedures during the construction and tie-in and
shall enforce a set of approved safety rules and precautions for work at sites.
 Whenever the case may be, the CONTRACTOR shall prepare a Shutdown
Schedule for implementation of the activities requiring shutdown of the
existing production facilities. Such schedule must be submitted to
COMPANY two weeks prior to the proposed shutdown date. The schedule
of such pre-planned shutdown will be finalized in agreement with
COMPANY.
 The related conditions will develop as the construction is still ongoing and
the lack of accurate documents of pipelines erected in the history. Contractor
shall equip the radio detector devices and be responsible for detection of
metal and non-metal underground facilities in different pipeline construction
areas especially around degassing stations area. Pipeline trenches around
stations area shall be dig by manual tools to avoid a high risk of pipeline and
cable damage.

11.8.2Civil and Structural Construction

The CONTRACTOR shall provide all Civil and Structural Construction works
including supply of construction material, tools, tackles, equipment, transport,
supervision, inspection, sampling, testing and consumables. The Scope of work for
civil construction shall include, but shall not be limited to, the following:

 It is the responsibility of the CONTRACTOR to carry out field investigation


in the Site to establish the general character and variability of the ground and
to obtain sufficient data from the investigation to determine the nature and
extent of Soil.

The field investigation shall include a survey to establish a benchmark and


record all levels and co-ordinates at locations and coordinate with any others
contractors for interface points; geotechnical trial pits and bore holes,
standard penetration test, as required.

CONTRACTOR shall conduct detail Route Survey for the whole water
pipeline and piping network or for the portions indicated by COMPANY and
produce pipeline alignment sheets. These flow line alignment sheets and
profile drawings, when approved by COMPANY, shall form the basis of final
civil and pipeline quantities for the execution of the WORK and for the
measuring of WORK ORDER Price.

 Excavate, backfill, compact and route mark for the water pipelines trenches.
Pipeline markers shall be installed for traceability in future Works.
 Execute road crossings, pipeline crossings and water crossings in the number
and locations required in the detail Route Survey and flow line alignment
sheets.
 Provide and construct foundations for all equipment and facilities.
 Provide and construction sheds, buildings and any others required facilities
imposed by others disciplines as per overall scope of works

 Cast and install concrete Anchor Blocks (if any) in the number and locations
required.
 Provide and construct Pipe sleepers, Pipe Support with Foundations, lighting
pole foundations etc.
 Construct & build all the other related equipment foundations and accessory
structures & constructions for these field surface facilities.
 Construction shall be done according to the Methods, Procedures &
Inspection Plans submitted by the Contractor and approved by the
COMPANY/OWNER
 The Contractor Shall coordinate with COMPANY and others Contractors for
any interface during Construction includes Survey works and horizontal &
vertical alignment control

11.8.4Pipelines and Piping Erection

The piping and pipeline CONTRACTOR’s scope of WORK shall include the
following, as a minimum:

 Develop pipeline alignment sheets for the whole pipeline network for
COMPANY approval prior to execution. These sheets shall be based on the
Flow Line Route Survey that shall be performed by CONTRACTOR under
this CONTRACT.
 Conduct pipeline inspection of the “Free Issue Materials” at Warehouse.
 Careful handling and transportation of equipment, line pipe and piping spools
from Warehouse/Pipe Yard and CONTRACTOR Warehouse to various site
locations for construction of the water pipelines.
 Field repair of any damages observed on external coating of line pipe, in
accordance with COMPANY ‘s Specification for External Coating of Piping
and Pipeline.
 Field installation for packages or skids which cannot be carried out in factory
because of shipment size limits (if required).
 Update / Mark-up P&IDs, Piping Plan, isometrics for wellhead, manifold and
tie-in piping to reflect the as-built conditions.
 Supply of all consumables, temporary materials including all tools and
tackles required for the execution of the WORK.
 Submit welding procedures and welder’s qualifications prior to
commencement of pipeline joints welding.
 Fabricate, install, radiograph, test, coat, paint (where applicable) and box up
of flow-line, water manifold and any tie-ins piping under the supervision of
an experienced and qualified construction supervisor and QA/QC engineer
and in accordance with COMPANY ‘s Specification.
 All piping for the flow line installation should be carried out at minimum
15℃-day temperature.

 Install/erect special items and all manual valves, fittings and indicated on
project drawings listed in the drawings.
 Provide all high and low points in flow line and piping loop with 20mm
diameter plugged connection with valve to cater for hydrostatic and
reinstatement test.
 Carry out all field bending for the long radius bends required for the project.
 Fabricate, weld to base/foundations and cut to suit the pipe supports.
 Take precaution during the installation of pipework’s connected to
equipment, to avoid excessive forces and moments on nozzles.
 The pipeline and piping fabrication, erection and testing shall be in
accordance with the relevant sections and clauses of the COMPANY‘s
Specifications.
 Construction shall be done according to the Methods, Procedures &
Inspection Plans submitted by the Contractor and approved by the
COMPANY/OWNER
 The Contractor Shall coordinate with COMPANY and others Contractors
for any interface during Construction includes Survey works and horizontal
& vertical alignment control

11.8.5Electrical Installation

The CONTRACTOR shall install, and test the electrical systems per the applicable
International Standards / Codes and project specifications, and as shown on the
drawings and documents included in the CONTRACT.

The CONTRACTOR’S Scope of Work shall include but not limited to:

 Supply and installation of all materials, hardware, steelwork, supports, cable,


cable terminating, connection and landing materials, cable protection tiles,
cable markers, transit blocks and all other items which are necessary for a
complete installation of the electrical systems.
 Installation of all cable ladders/trays, supports, and all brackets and holding
down clamps, bolts and hardware accessories.
 Installation of all conduits, conduit supports and mechanical protection
 Installation, termination and connection of all cables necessary to complete
the electrical installation
 Installation of complete outdoor lighting installation
 Installation of a complete earthing and bonding system
 Excavation and backfill of cable trenches including removal and re-
instatement of tarmac and paving required for the direct buried cables.
 Installation of all necessary cable protection tiles for the underground
installed cables.
 Installation of underground cable route markers

 Inspection and testing of all equipment and electrical systems

11.8.6 Instrumentation Installation

The CONTRACTOR’s Scope of work includes installation, hook up, inspection


and testing of the instrumentation as per applicable International Standards / Codes,
project specifications and Vendors Installation manuals.

General Requirements for Instrumentation Installation shall include but not limited
to:

 Supply and installation of all hardware, steelwork, supports, connecting and


glanding materials, nameplates, and all other items, which are necessary for
a complete installation of the Instrumentation.
 Installation and hook up of all instrumentation.
 Installation and hook up of all field instruments, instrument
manifolds/assemblies, etc.
 Installation of all instrument/valve supports/frames, mounting for sunshades
etc.
 Installation, termination and connection of all earthing cables as well as other
cables required to complete the WORK.
 Inspection, testing, calibration and commissioning of all instruments,
instrumentation, etc.
 CONTRACTOR shall retain the services of the original equipment
supplier/manufacturer.
 Instrument materials and process connections shall comply with the project
piping specification.
 The installation of local instruments shall be in accordance with the relevant
specification.
 Local mounted instruments shall may be either mounted on individual
supports or grouped on local panel.
 VENDOR of “skidded” equipment with instrument shall furnish the
instruments and all other related equipment, such as tubing fittings, electrical
cable etc. to make the “skidded” equipment complete and fit for purpose.
 All instruments, alarm devices, control valves and associated instrumentation
shall be checked by VENDOR for compliance with the instrument
specification and purchase ordering information.
 VENDOR shall, in the presence of COMPANY, verify correct instrument
functioning by inspection, testing and calibration. Each instrument test and
calibration shall be logged on a test/calibration sheet show in the date, test
condition, results, etc.
 All testing and calibration procedures shall be performed in accordance with
the instruction manuals.

11.8.7 Telecommunication Installation

Telecommunication equipment installation shall be carried out in accordance with


the requirements indicated in specification.

General Requirements for telecommunication Installation shall include:

 Supply and installation of all hardware, software, supports, cabinet, pole,


cable, cable terminations, connecting and glanding materials, cable
protecting tube, cable markers, nameplates, and all other items, which are
necessary for a complete installation of all telecommunication systems.
 Installation and hook up of all Access Control System equipment and
materials (if any).
 Installation and hook up of all CCTV System equipment and materials (if
any).
 Installation and hook up of all Fire Alarm System equipment and materials
(if any).
 Installation and hook up of all telephone system equipment and materials. (if
any)
 The existing CCTV system is HIKVISION, the new signals shall be tie-in
existing system. Materials and construction costs generated by tie-in are
included in the SECTION 4 part of CCTV. There shall be no additional
charges.
11.9 SURFACE PREPARATION AND PROTECTIVE PLANT/COATING
 Perform surface preparation and painting to mechanical, equipment, piping,
instruments and structural support.
 CONTRACTOR shall ensure that the painting color coding is in accordance
with COMPANY's requirements and equipment vendors’ recommendations.
 CONTRACTOR shall develop and submit a summary of paint matrix,
surface preparation and painting procedure for COMPANY review and
approval before proceeding with any aspect of the Work.
 CONTRACTOR, if necessary, shall make available at site, the painting/
coating manufacturer’s representative to provide all supervision and
technical advice during all phases of painting /coating.
 CONTRACTOR shall also provide at the Job site, approved wet and dry paint
thickness measuring devices, coating ‘holiday’ detectors, continuity
detectors, adhesion testers and other devices as required by COMPANY for
the determination of the acceptability of painting and protective coating
along with qualified technicians competent to operate such measuring
devices and detectors.
 CONTRACTOR shall develop and submit a summary of paint matrix and
Surface Preparation and Painting Procedure for COMPANY review and
approval.

 CONTRACTOR shall consider severe corrosive atmosphere and shall be


responsible for surface preparation and painting of all equipment and
fabricated / erected items in accordance with the approved procedure and
codes and standards to the satisfaction of COMPANY. All blasting works for
surface preparation shall be by grit blasting using approved grit materials.
 CONTRACTOR shall carry out WORKS in such a manner and sequence that
surface preparation and painting can be carried out efficiently, with minimum
disruption to other trades, and with minimum amount of “touch-up” work
required.
 All piping welded joints may be painted with primer only and
CONTRACTOR shall complete the painting of piping after non-destructive
and hydrostatic testing have been completed and accepted by COMPANY
Representative.
 The surface preparation, prior to coating, shall include grit blasting using oil
free compressed air and non-ferrous abrasives and per the primer paint
manufacturer’s recommendations.
11.10 TIE-INS

The tie-ins are related to piping, electrical and instrumentation and


telecommunication for integration of the water pipeline facilities into the existing
facilities. These tie-ins shall be planned, scheduled and implemented with
prior consultation with COMPANY. The CONTRACTOR shall study related
systems of the existing Field Production Facilities and finalize tie- in details.
CONTRACTOR shall prepare “Tie- in Schedule” and detailed “Method
Statement” covering all the tie-ins and submit to COMPANY for approval, at least
two (2) weeks in advance.

The “Tie - in Schedule” will include the following:

 Tie-in Identification Number


 Tie-in Description.
 Line/Instrument/Equipment Number.
 P&ID Reference
 Related flow-lines / trunk lines / Piping / Electrical / Instrumentation drawing
reference
 New Line/Cable number

The detailed “Method Statement” shall cover, for each tie in, the following
information:

CONTRACTOR shall carryout advance planning for all tie- ins requiring
shutdown and ensure that all materials, (including prefabricated piping),
construction equipment, resources and manpower is available prior to the planned
tie- ins. CONTRACTOR shall endeavor to minimize the duration of shutdown as
far as possible with a review to have minimum loss of production.

Prior to starting actual field work of tie-in, CONTRACTOR shall obtain Work
Permit Approval from COMPANY and shall carry out the tie- in, in accordance
with approved tie-in method statement and drawings and as directed by
COMPANY. All tie- ins shall be carried out under the supervision of COMPANY
representative.

CLAUSE 12.0 - MECHANICAL COMPLETION


12.1 GENERAL
 CONTRACTOR shall provide experienced and qualified personnel to
perform pre-commissioning activities and achieve MECHANICAL
COMPLETION.
 CONTRACTOR shall note that Commissioning of the major systems,
equipment and facilities identified in the CONTRACT shall not commence
until MECHANICAL COMPLETION of the systems has been achieved and
a MECHANICAL COMPLETION Certificate has been issued by
COMPANY.
 CONTRACTOR shall provide all necessary pre-commissioning equipment,
tools, instruments and fluids such as fresh, clean, inhibited water, chemicals,
temporary power, compressed air, nitrogen, lube oils, etc. CONTRACTOR
shall also provide all necessary pre-commissioning spare parts, and vendor
support.
 CONTRACTOR shall execute all scheduling, planning and progress
reporting including planning meetings.
 CONTRACTOR shall comply with the pre-commissioning requirements as
defined hereinafter, in accordance with the specifications.
 CONTRACTOR shall provide all test equipment & site radios required for
loop testing.

 MECHANICAL COMPLETION shall be a systematic and progressive


activity leading to issuance of a MECHANICAL COMPLETION Certificate
from COMPANY.
 CONTRACTOR shall prepare the commissioning & start up manual before
the commissioning phase.
12.2 MECHANICAL COMPLETION CERTIFICATE
 The MECHANICAL COMPLETION date is considered as the date of the
last pre-commissioning satisfactory test and approval of the MECHANICAL
COMPLETION Certificate by COMPANY for the last portion or system of
the WORK.
 Upon completion of all the pre-commissioning requirements related to each
individual system (portion of the WORK) and such system is ready for
commissioning, the CONTRACTOR shall apply for a MECHANICAL
COMPLETION Certificate for this system and submit to COMPANY with
the pre-commissioning results, which have already been carried out on this
system.
 Subsequently, COMPANY representative shall carryout inspection of the
subject system and if required, issue a punch list. The punch lists will be of
two types:
 Critical
 Non-Critical
 Within the following three (3) days from the CONTRACTOR’s submittal,
COMPANY shall stamp, sign and transfer the document back to the
CONTRACTOR. However, if in the opinion of COMPANY, the test results
are not satisfactory, COMPANY shall, within the same three (3) days, return
the Certificate to the CONTRACTOR attaching a punch list.
 The CONTRACTOR shall carry out all the necessary activities to clear out
the punch list items. The paragraph 4 above-mentioned shall be repeated until
COMPANY has given approval.
 The MECHANICAL COMPLETION Certificate shall be stamped and
signed by COMPANY and CONTRACTOR, at the end of MECHANICAL
COMPLETION of each system (portion of the WORK).
 If the work contains non-critical punch list items which, in the opinion of
COMPANY will not affect the timely service of the SYSTEM, COMPANY
will sign the Certificate, only after the CONTRACTOR has given written
commitment to clear out all the remaining items.
 Approval for the plan start up and commissioning shall not be granted by
COMPANY, unless CONTRACTOR has completed all critical punch list
items or converted them to non-critical to COMPANY’s satisfaction.
 The duration in which the CONTRACTOR shall complete the punch list
items of the work shall be agreed by both parties.

 It shall be understood by “non-critical punch list items” are the errors and
faults, which will not affect the personnel and material safety, or the smooth
operations of the machinery and the associated installation.
 The MECHANICAL COMPLETION Certificate forms shall be prepared
during the procedure set-up stage. Forms shall be prepared by the
CONTRACTOR and submitted to COMPANY at least eight (8) weeks
before the first pre-commissioning test.
12.3 PRE-COMMISSIONING REQUIREMENTS
 Prior to pre-commissioning, CONTRACTOR shall arrange and carry out all
inspections in accordance with the CONTRACT requirement. Where the
third-party inspection is required, CONTRACTOR shall ensure that all third-
party inspection conform with the CONTRACT requirements and
CONTRACTOR shall furnish COMPANY with the copies of records for all
inspections.
 CONTRACTOR's scope of inspections prior to pre-commissioning shall
include, but not be limited to, the following:
- All materials and WORKS are subject to visual inspection for surface
defects.
- All welds shall be inspected in accordance with the specifications.
Welds found to be outside the defect tolerance shall be repaired or
replaced in accordance with the specifications at CONTRACTOR's
own cost. Complete records of all weld inspections shall be
maintained by CONTRACTOR and furnished to COMPANY
regularly.
- Visually inspect of all instruments mounted in front and within the
panel and ensure that the installations conform with the AFC
drawings and shall meet the requirement of applicable codes and area
classification.
- Conduct inspections of all equipment, check nameplate rating, check
electrical connection data, layout and ensure conformity to
specification.
- Inspection on safety features and earthing system of electrical
equipment.
- Inspection on all fire and gas detection/protection systems.
- Visual inspection and ensure correct assembly of all equipment,
correct torque of all bolts and nuts, lubrication of all moving part and
correct insulation/installation of instrument and electrical.
 CONTRACTOR shall perform testing and pre-commissioning in accordance
with CONTRACT requirement for all CONTRACTOR and COMPANY
supplied equipment and system.
 CONTRACTOR shall prepare the detailed testing and pre-commissioning
procedure and submit to COMPANY for review and approval three (3)
months before testing and pre-commissioning activities commencement. The
procedure shall include, but not be limited to, the following:

- Pre-commissioning execution plan, critical path network, bar charts.


- Pre-commissioning scope of work of each system, equipment testing
procedures of each system.
- Check sheets overview, reinstatement test pack, list of equipment to
be used.
- Pre-commissioning manpower level and organization.
- Schedule for equipment vendor representative(s) mobilization for
both COMPANY and CONTRACTOR supplied equipment.
- Listing of consumables required.
 All testing and pre-commissioning shall be thoroughly recorded and
documented. These documents shall be approved by COMPANY and
eventually be included in the Final Documentation.
 No testing or pre-commissioning shall be undertaken until the appropriate
verification and check have been satisfactorily completed and agreed upon in
writing by COMPANY.
 In all cases, the relevant equipment manufacturer's instruction manual and
vendor data must be carefully read and understood before any testing and
pre-commissioning started.
 Non-conformance of any equipment discovered during testing and pre-
commissioning shall be rectified, re-tested and re-commissioned by
CONTRACTOR to the satisfaction of COMPANY at CONTRACTOR's own
cost.
 CONTRACTOR shall provide all consumable necessary for the testing, pre-
commissioning and operation of the process equipment, valves and
instruments at CONTRACTOR's own cost. CONTRACTOR shall use
vendor recommended consumable for the equipment and take due
cognizance of the manufacturer's recommendations and the overall intent of
WORKS.
 CONTRACTOR shall provide the services of vendor representatives, as
required, for the pre-commissioning period for CONTRACTOR supplied
equipment at CONTRACTOR's own cost.
 This Project will be considered as mechanically complete when the following
requirements have been met:
- The project has been constructed, and pre-commissioned in
accordance with the approved drawings, specifications, Quality Plan
and procedures, including inspection / witnessing and acceptance by
COMPANY prior to introducing the process and utility feedstock into
the system.
- All health, safety and environmental and process critical punch list
items have been cleared and rectification work completed and
checked and verified in a controlled manner such that process and
utility feedstock can be introduced into the systems.

- All design modifications have been noted and modifications


incorporated into Data and Documentation mark ups with As-Built
markups within system dossiers. All operating instructions,
documentation and drawings necessary for prudent and safe operation
of the facility have been submitted and accepted by COMPANY.
- MECHANICAL COMPLETION Certificate have been issued by
COMPANY, upon fulfillment of all the above stated requirement by
CONTRACTOR.
 Major Pre-Commissioning Activities are:
a) Pipes and pressurized Equipment hydro-test:
- CONTRACTOR shall prepare and submit the Hydro-test and flushing
procedure, for COMPANY review and approval. The procedures
shall highlight the machinery and equipment parts that must be
isolated during the tests.
- CONTRACTOR shall adhere to the Hydro-test and Flushing
Procedure prior to closing up the piping systems, CONTRACTOR
shall ensure that no foreign materials are left in the pipes and which
could not be flushed out during flushing.
- It is the CONTRACTOR’s duty to carry out any weld repairs.
- Every repair shall undergo another hydraulic test under the same
previous conditions.
- CONTRACTOR shall utilize calibrated instruments. The satisfactory
measurement readings shall be followed by the signature of
COMPANY representative.
 CONTRACTOR shall submit a program for any testing works for
COMPANY's approval not later than two weeks prior to
commencement of testing.
 All pipe works are to be pressure tested in accordance with the
procedures and specifications and the following requirements shall
be fully complied with.
i.CONTRACTOR shall be responsible for properly preparing
WORKS for pressure testing.
ii.During the whole period of testing the WORKS,
CONTRACTOR shall provide and install in accordance with the
specifications and drawings, calibrated and accurate tests gauges
and recorders and all other necessary materials and equipment
required to perform pressure testing.
iii.All welded joints may be painted with primer only in order to
prevent initial corrosion until the completion of non-destructive
and pressure testing before full coating is allowed.
iv.All instruments including the control valves and relief valves
shall be removed or isolated during the pressure testing.

v.Upon completion of hydrostatic pressure testing,


CONTRACTOR shall drain and dry to the satisfaction of
COMPANY, the piping by suitable method approved by
COMPANY
vi.CONTRACTOR shall remove all temporary facilities installed
by CONTRACTOR once testing is completed to the satisfaction
of COMPANY. Tests shall be witnessed by COMPANY and
records of all tests shall be furnished to COMPANY within forty-
eight (48) hours of the test.
vii.Completion of final flushing of piping shall be after the
reinstatement testing and acceptance by COMPANY.
 All pipe works shall be adequately flushed using a high
pressure and high-volume flow of fresh and clean water
upon completion of installation. Flushing shall be carried
out with all valves fully open. CONTRACTOR shall ensure
that adequate fresh and clean water be made available to
perform the above works. It is CONTRACTOR's
responsibility to dispose of all cleaning water.
b) Instruments:
- Pre-calibration and range verification of the instruments:
calibration of all control and measurement apparatus.
- Installation of flow orifices in accordance with the preliminary
commissioning program. Flow Direction and inside diameter
verification.
- Verification, wherever necessary, of each instrument voltage.
- Verification and tests of transmission and remote circuits.
- Verification of thermocouple operability.
- Verification, calibration and test of automatic valves.
- Verification of safety apparatus and alarms tests.
- Verification of emergency stops systems.
- Set point settings and “targets” of safety valves.
- Fire control system.
c) Verification of Electrical equipment and material such as
transformers, electrical panels and related apparatus, batteries:
- Removal of all anti-rust material, lubes oil, grease etc., and used to
protect the equipment during the construction works.
- Provide and apply the required lubricants
- Check the grease status in the motor bearings, wherever necessary.
- Measurement of insulation resistance.
- Voltage measurement
- Dielectric withstand test.

- Relay tests
- Earthing system resistance measurement.
e) Verification of Electric Circuits:
- Carry out tests on the Earthling system
- Motor starter adjustment.
- Phase sequence and polarity check.
- “Starter” relay and circuit breaker settings.

f) Safety Equipment:
- Test, adjust and set all the safety valves.
- Install all the security valves.
- Install all the seal joints for the isolation valves wherever necessary.
12.4 PRE-COMMISSIONING/ COMMISSIONING DOCUMENTS/RECORDS
 CONTRACTOR shall undertake the following activities and prepare the
following documents and procedures prior to commencement of any pre-
commissioning activities:
- Preparation of pre-commissioning plans, procedures, and
documentation for all the systems at the detail design stage. The
pre-commissioning of equipment, piping, electrical, instrumentation
and control systems and/or components of the systems, shall be in
accordance with the relevant specifications identified in the
CONTRACT, and the equipment manufacturers recommendations.
- Co-ordinate activities of the Suppliers, Vendors and
SUBCONTRACTORS participating in the WORK and obtain
necessary documentation.
- Maintain all the documentation and records including:
 Materials Test Certificates provided by Vendors as required
by the specification included under CONTRACT.
 Radiographic reports of welds as specified as specified.
 Hydrostatic testing reports as specified.
2. CONTRACTOR shall keep a record of all pre-commissioning /
MECHANICAL COMPLETION activities and include the record in the
project dossiers.
12.5 MECHANICAL COMPLETION CHECK LISTS
 Detailed MECHANICAL COMPLETION Check lists (System-wise) will be
prepared during detailed engineering phase, as a part of pre-commissioning
manual which shall be submitted for COMPANY approval at least eight (8)
weeks in advance before the start of any pre-commissioning activities. These
check lists shall be prepared based on API 700 guidelines for

MECHANICAL COMPLETION and shall cover, as a minimum, the


following sections:
a) Vendor’s assistance
b) Permits
c) Vendor’s / special instructions
d) Lubricants, consumable supplies and chemicals.

f) Removal of temporary supports, bracings, weather protection etc.
g) Tie-ins at unit’s limits
h) Leak and pressure test
i) Inspection
j) Pressure/vacuum safety relief devices
k) Flushing and cleaning
l) Temporary screens, strainers and blinds
m) Purging
n) Housekeeping
o) Maintenance, spare parts and special tools
p) Noise Survey
q) Specific procedures for electrical, instrumentation, piping, static
equipment, rotary equipment and safety systems.
 CONTRACTOR shall ensure that all conformity checks, as defined above,
shall be carried out in accordance with the MECHANICAL COMPLETION
checklists.
 CONTRACTOR shall ensure that the MECHANICAL COMPLETION
checklists shall define the scope of WORK which must be systematically
performed, individually, on each type of equipment and system. The
checklist shall also be used as a log to record the checks made.
 CONTRACTOR shall ensure that static, de-energized tests mentioned above
shall be carried out in accordance with the relevant specifications and
reported on pre-commissioning test sheets.
 CONTRACTOR shall ensure that a Pre-commissioning test sheet be
completed for each test performed. All other pre-commissioning activities
such as piping flushing and cleaning, shall be supported by specific reports
and drawings.
12.7 Pre-Commissioning Spare Parts
Any and all spare parts which are necessary to undertake pre-commissioning shall
be supplied by CONTRACTOR. Any spare parts not used during the pre-
commissioning shall be handed over to COMPANY after successful completion
of the commissioning activities.

CLAUSE 13.0 - COMMISSIONING AND PERFORMANCE TEST


13.1 GENERAL
COMPANY is responsible to supply and receive the feed stock at the Plant
boundary limits as required to perform the commissioning and Performance Tests
CONTRACTOR shall execute all activities required for commissioning and start-
up of the facilities, i.e. checking, putting into operation and operating the utilities
systems required for commissioning the process and other facilities, and all
verifications required to demonstrate that the process facilities are ready for start-
up.
13.2 COMMISSIONING REQUIREMENT
CONTRACTOR shall note that Commissioning shall generally include the
following activities and such activities are to be completed prior to Performance
Test of the Facility:
 Operational testing of the equipment including leak tests (at maximum
operating pressure) and inserting as required.
 Operational and functional testing of instrumentation, control, and safety
systems including, loop checking, logic checking, and package control
systems.
 Operational testing of all electrical power system equipment, all motor runs,
tests on lighting, power and earthing systems. Energization of switchboards
and transformers.
 Equipment package shall be subject to Commissioning operations at SITE,
irrespective of the amount of testing that may have taken place at
manufacturers’ shops.
13.3 CONTRACTOR COMMISSIONING RESPONSIBILITY
CONTRACTOR’S responsibilities include, but are not limited to the following:
 Provision of a team of suitably experienced and qualified personnel including
management, supervision, labor, and the necessary assistance by SUB-
CONTRACTOR’S / Vendor’s commissioning specialists, for commissioning
as per approved plans, schedules and procedures, including the appointment
of a Commissioning Manager.
 Preparation of interface and commissioning co-ordination procedures
together with supporting documentation. CONTRACTOR shall prepare and
submit Commissioning Manual to COMPANY for approval, six (6) weeks in
advance.
 Preparation of safety audits and recording of all approved safety audit items
to ensure the required safety.
 Provision of all commissioning spare parts and consumables and ensuring
their availability at SITE at least four (4) weeks prior to commissioning of
facility.
 Provision of first fill of lube oil, grease, etc. All injection chemicals shall be
provided by CONTRACTOR.

 The commissioning consumable material, such as diesel, water shall be


provided by CONTRACTOR.
 Development of all required software items including programming/
interfacing with existing operational controls.
 Maintenance of all documentation and records of Commissioning Activities
on microcomputer including execution and documentation of performance
tests of commissioning systems.
 Maintenance of records of all design changes for updating the operating
manuals.
 Provision of mechanical, electrical and instrumentation test and measuring
equipment and special tools and accessories necessary to carry out calibration,
testing, trouble shooting and repair to ensure timely completion of
commissioning activities.
 Preparation and issue of the Commissioning dossier of the individual systems.
 Identification of commissioning activities including definition of piping,
electrical and instrumentation test systems, definition of commissioning
systems and definition of performance test program.
 Provision of sufficient portable walkie-talkies sets for use during
commissioning.
 Ensuring adequate and timely operator involvement in the preparation of the
commissioning activities, and close liaison and co-ordination with
COMPANY Operations, Maintenance and Safety.
 Provision of a detailed commissioning plan, procedures, schedules and
reports which shall be submitted to COMPANY for approval. Ensuring
documented recording and reporting.
 Submission of operating and maintenance manuals for COMPANY approval,
six (6) weeks prior to Performance Test.
 Provision of spades/gaskets/bolts for tie-in works, as necessary
 Obtaining and complying with the necessary permits and approvals.
 Calibration for all instruments shall be performed by qualified engineers of
Contractor.
13.4 PERFORMANCE TESTING
 CONTRACTOR shall prepare Performance Test (PT) Plan for COMPANY
approval, which shall detail the tests to be performed, the test and measuring
equipment to be used, method of sampling and sample analysis and any
methods of calculation and evaluation of test results. This test plan shall be
approved by COMPANY prior to issue of the notice of test by the
CONTRACTOR.CONTRACTOR shall issue the plan in advance and allow
a period of four (4) weeks for review. The PT scope of WORK shall include,
but are not limited to the following:

- CONTRACTOR Operation and monitoring of performance of this


project in close liaison and co-ordination with COMPANY
Operations.
- CONTRACTOR achievement of stable operation of this project
in accordance with the Design Basis and Scope of WORK.
- Completion of successful throughput and performance testing
after sustained stable operation of the entire this project.
 Each equipment/package shall be the subject of a Performance test.
CONTRACTOR shall ensure that wherever applicable, the Vendors’
performance guarantees shall be verified during such Tests.
 CONTRACTOR shall ensure that each Performance Test is conducted in
accordance with a specific procedure to be established and approved by
COMPANY at the Commissioning preparation stage.
 Once FACILITY has achieved reliable steady state operation,
CONTRACTOR shall initiate notification of its intention to undertake the PT.
The notification for such testing shall be three (3) working days prior to the
actual work. The PT shall be conducted through 72 hours uninterrupted and
continuous operation at design capacities. Performance Test shall be carried
out by CONTRACTOR and shall be in accordance with the CONTRACT
specification and requirements by carrying out detailed analysis.
 The performance test shall demonstrate that performance data of the whole
facility and all the equipment tested meet the requirements of relevant
specifications (including capacity, composition, pressure, temperature etc.).
 Once the Performance Test has been completed CONTRACTOR shall issue
to COMPANY a documented recording of each test, analysis of results and
Plant Performance Test Report.
 If this project Performance Test is not successfully achieved due to non-
compliance with Design Package, detailed engineering, scope of work,
equipment data sheets or operating manuals, CONTRACTOR shall make
necessary modifications until the Performance Test is successfully completed.

CLAUSE 14.0 -WARRANTY


In the event that the facility or any section thereof fails to operate in accordance
with the CONTRACT, the Contractor shall at its own expense carry out
appropriate remedial Engineering and to Construction WORK and provide
necessary replacement MATERIALS and EQUIPMENT.

CLAUSE 15.0 - FINAL ACCEPTANCE


If water injection system and source water well system meet the FEED
requirement and the system steady running over the warranty period, Company
will issue the Final acceptance certificate for Contractor.

CLAUSE 16.0 – TECHNICAL WORKSHOP FOR COMPANY PERSONNEL


With an objective to ensure continuous, efficient and trouble-free construction, operation
and maintenance of water pipeline facilities, CONTRACTOR shall supply, free
of charge, an oversea technical workshop program, for one (1) time, ten (10)
COMPANY personnel seven (7) days excluding travel days, the related
accommodation, air tickets (economic class) and transportation will be supplied
free of charge as well. The technical workshop of COMPANY construction,
operations and maintenance personnel is a key CONTRACTUAL requirement,
which will be fulfilled by CONTRACTOR, in agreement and to the satisfaction
of COMPANY.
CLAUSE 17.0 - DEMOBILIZATION
Upon the Completion of water pipeline facilities and acceptance by COMPANY,
CONTRACTOR shall demobilize, which shall include, but not limited to:
 Dismantling and removal of all temporary facilities (Site office, Workshop,
Stores, Camp accommodation etc.) and utility systems.
 Removal of all balance construction equipment, machinery, tools, rigging,
cranes, scaffolding etc. from site.
 Removal of all surplus equipment and materials.
 Reinstatement of the areas of temporary facilities to a clean and tidy condition
to the satisfaction of COMPANY.
 Re-export of construction equipment, machinery, cranes etc., if temporarily
imported for sole purpose of construction of water pipeline facilities under
this CONTRACT, in conformance and compliance to the applicable
government laws, regulations and procedures.
 CONTRACTOR to keep required equipment and facilities at SITE during
Warranty Period.
CLAUSE 18.0 - PROJECT DOCUMENTATION
Project documentation requirements for CONTRACT execution, as explained below,
shall be complied by the CONTRACTOR.
1. DOCUMENTATION DURING ENGINEERING, PROCUREMENT,
CONSTRUCTION PHASE:
The documents and drawings, which are to be submitted to COMPANY, for
review and approval, shall be identified by COMPANY as a part of approval of
Technical Document Register (TDR), during early part of project. The balance
documentation in TDR shall be forwarded to COMPANY, for information.
CONTRACTOR shall submit three (3) sets of the required documentation for
COMPANY review.
COMPANY approval cycle shall be 10 calendar days from the receipt of the
document. CONTRACTOR shall plan and schedule all related project activities,
taking into account the 10 calendar days' COMPANY approval cycle.
COMPANY shall, however, endeavor to review critical documents on priority,
with shorter approval cycle, to the extent possible.
2. FINAL DOCUMENTATION:

After successful completion of performance testing, CONTRACTOR shall hand-


over the Final project Documentation to COMPANY as outlined below:
a) The number of sets of Final Documentation to be handed over shall be:
Hard Copy - 6 Sets
Electronic Copy - 2 Sets
Hard copies shall be handed over as properly hard-cover bound volumes,
with complete documentation index in each volume, in addition to the
index of the respective volume.
Electronic copies shall be on CD with proper labels and List of Contents.
b) The Final Project Documentation, shall include, but not limited to, the
following:
 Startup and Operation Manual.
 Maintenance Manual
 Final Vendor Documentation
 As-Built drawings, only revised one based on the red line drawings
from construction team.
 Project Design Dossier (will cover an updated Design Basis, Design
Philosophies, and Calculations, which formed basis for engineering).
 Complete set of Approved SPIRs
 Construction Documentation and Records
 Commissioning and Performance Test Records.
Vendor documentation shall be well organized and compiled. It shall have
the following three separate sections:
- Design section – Technical Documents, specifications, data
sheets and drawings
- Manufacturing records
- Operation and maintenance manual
CONTRACTOR shall transmit this requirement to the vendors during
inquiry stage and check vendor’s compliance with this requirement upon
receipt of the vendor documentation.
CONTRACTOR shall include copies of his purchase orders for the
following items, in his final documentation:
- All static and rotary equipment (if any)
- Electrical equipment
- Instrumentation Equipment
Un-priced purchase orders for all other items and bulk items will be
included in final documentation.

The above purchase orders shall not be subject to any review, audit or
reimbursement and shall be submitted for COMPANY’s future reference
only.
c) Contractor’s Final Documentation shall be organized in the following
volumes for review and handover. The content of each volume shall be
developed with above-mentioned minimum requirements.
- Volume 1 General Documentation
- Volume 2 As Built Drawings
- Volume 3 Manufacturer (Equipment and Material) Data
- Volume 4 Construction Data
- Volume 5 Commissioning/Start-up Documentation
- Volume 6 Operation and Maintenance Documentation
d) FINAL ACCEPTANCE Certificate shall be issued by COMPANY, only
after hand-over of complete Final Documentation by CONTRACTOR to
COMPANY’s satisfaction.

CLAUSE 19.0 - PROJECT CLOSE OUT


Within six (6) weeks before the FINAL ACCEPTANCE date of the complete WORK,
CONTRACTOR shall prepare a closeout report, for submission to COMPANY. The
report shall contain a detailed narrative of all main events, major decisions undertaken,
problems faced and their resolutions for technical aspects, project management, and
engineering, and procurement, installation, testing, commissioning, and interfacing with
other concurrent COMPANY projects.
Project close out report will include an updated project schedule, s-curves, histograms,
and material tracking record showing scheduled versus actual data. It will also include
the following:
 Status of commissioning spares, giving details of unused spares handed over to
COMPANY.
 Log of all approved SPIRs.
 Record of Final Documentation hand-over and Demobilization.

Appendix C - TPI Plan for Material and Equipment


Regarding the role played by the third party in the inspection of equipment and material
supplied by Contractor, the authorized Third Party shall witness the test process of
pipes, valves, welding consumables, piping fittings, line pipe bends, pipeline external
and internal coating materials or other critical materials at qualified test lab according
to the related specifications and standards; the test ratio will be 1% and samples will be
selected randomly; The lab shall be determined by the complexity of the test
TPI appointment for procured equipment and materials will be the responsibility of the
contractor.
It is the responsibility of the contractor to entrust the inspection activities to an
authority with professional TPI expertise.
A TPI shall be approved by the Company in advance.
