What to do:

1. Switch off the main switch. If you don’t know what to switch off, pull the patient using
rescue hook placed nearby

2. Break the contact between electrical source and patient using dry non-conductive object
like wooden stick.

3. Call for help @ 9999 or 80078000

4. If breathing and heartbeat has stopped begin Cardio pulmonary resuscitation (C.P.R)

5. If breathing, but unconscious: Recovery Position

6. Treat any Burns

7. Treat for Shock

8. Secure the area by suitable barriers like caution tape to prevent others contacting live

apparatus. And

Do not:

1. Touch the patient directly.

10.7 APPENDIX D2 – CARDIO PULMONARY RESUSCITATION (CPR)

If anyone suffers an electric shock, the electricity source should be cut off immediately. Only conduct the
first-aid when the victim is in safe place. Check the victim’s breath and pulse. If the person is unconscious
but is breathing normally, he or she should be placed in a recovery position. If the victim is not breathing
and has no pulse, cardiopulmonary resuscitation should be conducted.

Note: Cardiopulmonary resuscitation should be carried out by competent first-aid personnel.

Electrical Safety Rules

Compressions: Restore blood circulation

1. Put the person on his or her back on a firm surface.

2. Kneel next to the person's neck and shoulders.
3. Place the heel of one hand over the center of the person's chest, between the nipples.
Place your other hand on top of the first hand. Keep your elbows straight and position
your shoulders directly above your hands.
4. Use your upper body weight (not just your arms) as you push straight down on
(compress) the chest at least 2 inches (approximately 5 centimeters) but not greater
than 2.4 inches (approximately 6 centimeters). Push hard at a rate of 100 to 120
compressions a minute.
5. If you haven't been trained in CPR, continue chest compressions until there are signs of
movement or until emergency medical personnel take over. If you have been trained in
CPR, go on to opening the airway and rescue breathing.
6. call 9999 or 80078000
Airway: Open the airway

If you're trained in CPR and you've performed 30 chest compressions, open the person's
airway using the head-tilt, chin-lift maneuver. Put your palm on the person's forehead and
gently tilt the head back. Then with the other hand, gently lift the chin forward to open the
airway.

Breathing: Breathe for the person

Rescue breathing can be mouth-to-mouth breathing or mouth-to-nose breathing if the
mouth is seriously injured or can't be opened.

1. With the airway open (using the head-tilt, chin-lift maneuver), pinch the nostrils shut for
mouth-to-mouth breathing and cover the person's mouth with yours, making a seal.
2. Prepare to give two rescue breaths. Give the first rescue breath — lasting one second —
and watch to see if the chest rises. If it does rise, give the second breath. If the chest
doesn't rise, repeat the head-tilt, chin-lift maneuver and then give the second breath.
Thirty chest compressions followed by two rescue breaths is considered one cycle. Be
careful not to provide too many breaths or to breathe with too much force.
3. Resume chest compressions to restore circulation.
4. Continue CPR until there are signs of movement or emergency medical personnel take
over.

10.8 APPENDIX D3 FIRST AID FOR BURN INJURY

1. The first step in treating a major burn is to call 9999 or 80078000 or seek emergency
medical care.
Steps to take until emergency arrives include:
2. Make sure you and the person who’s burned are safe and out of harm’s way. Move
them away from the source of the burn. If it’s an electrical burn, turn off the power
source before touching them.
3. Check to see if they’re breathing. If needed, start rescue breathing if you’ve been
trained.
4. Remove restrictive items from their body, such as belts and jewelry in or near the
burned areas. Burned areas typically swell quickly.
5. Cover the burned area. Use a clean cloth or bandage that’s moistened with cool,
clean water.
6. Separate fingers and toes. If hands and feet are burned, separate the fingers and toes
with dry and sterile, non-adhesive bandages.
7. Remove clothing from burned areas, but don’t try to remove clothing that’s stuck to
the skin.
8. Avoid immersing the person or burned body parts in water. Hypothermia (severe loss
of body heat) can occur if you immerse large, severe burns in water.
9. Raise the burned area. If possible, elevate the burned area above their heart.
10. Watch for shock. Signs and symptoms of shock include shallow breathing, pale
complexion, and fainting.

Things not to do

1. Don’t contaminate the burn with potential germs by breathing or coughing on it.
2. Don’t apply any medical or home remedy, including ointment, butter, ice, spray, or
cream.
3. Don’t give the burned person anything to ingest.
4. Don’t put a pillow under their head if you think they have an airway burn.

Note:

All the emergency incident should be reported immediately to the your supervisor, client
and MJEC HSE team.

10.14 APPENDIX G GUIDANCE FOR ACTIVITIES IN THE VICINITY OF OVERHEAD LINES

This guidance addresses:

• Passage underneath overhead power lines

• Small residential work sites in the vicinity of live overhead power lines

• Industrial and large-scale commercial work sites in the vicinity of live overhead power lines

• Excavation and other low-level activity directly underneath overhead power lines

• Safety clearances

• Clearance Certificates

1 GENERAL REQUIREMENTS

1.1 Passage Underneath Overhead Power Lines crossing roads, tracks or right of way.

1.1.1 Clear sign-posting (including maximum allowable height indication signs) and a suitable type
of goal post arrangement on either side of the overhead line at the entrance of roads, tracks
or right of way, wherever the line crosses the roads, tracks or right of way shall be provided.
The safety clearances between the cross bars and the lowest conductor shall be in accordance
with Section 1.3. Due to changes in road conditions, MJEC shall frequently updates the sign
posts to reflect the actual goal post height.

1.1.2 Wood poles shall be used in the construction of safety barriers and goal posts. On sign posted
roads, goal posts shall be erected with a minimum horizontal distance from the overhead
power line of 75 meters. This enables vehicles which are too high and hit the goal post, to stop
safely before reaching the overhead line crossing.

1.1.3 The responsible person for the vehicle or other plant moving or working underneath the
power lines shall submit the clearance certificate not less than 48 hrs to allow enough time for
the Area AUTHORIZED ELRCTRICAL PERSON to conduct site visit if required.

Document No.: MJEC-HSE-OC-01 Issue Date: 14-10-2021 Issue No.: 05 Page 88 of 105
Electrical Safety Rules

1.1.4 When high loads, travels long distance and crosses overhead lines through a number of
locations, the mobilization team (and prior to mobilization) shall conduct crossing points
survey and submit to the issuer of clearance certificate with following details

• Line tag
• Pole number a crossing location
• Voltage type
• Height if applicable
• Availability and integrity of goal posts

The Clearance certificate shall be issued at the location by an AUTHORISED ELECTRICAL PERSON
(AEP) who shall verify the survey with available records. For any mismatch a re- survey is a must on
mismatching location(s)

1.2 Work Underneath or close to Overhead Power Lines.

1.2.1 If work is to take place underneath or within 5 meters of a live overhead line, then the safety
clearances given in Section 1.3 shall be applied. Suitable means should be put in place, where
necessary, to ensure that safety clearances are maintained. This is particularly important if cranes and
jibs, or similar equipment are to be used.

1.2.2 If verbal instructions are not considered sufficient by the AUTHORISED ELECTRICAL PERSON, then he
/ she shall issue a “LIMITATION OF ACCESS” to COMPETENT ELECTRICAL PERSON (CEP) who shall
remain at the work location and oversee the work activities. If the CEP is not in charge of the work,
then it shall be made clear to the person in charge that the CEP is on site to enforce the safety
precautions and the safety clearances called for on the “LIMITATION OF ACCESS”. The CEP shall be
given full authority to stop the work if it is considered unsafe.

1.2.3 If the work, or passage of vehicles, is such that the safety clearances cannot be reasonably maintained
in practice and there is a danger of personnel, materials, or vehicles infringing the safety clearances,
then the overhead line shall be made dead, isolated and earthed. In this case an ELECTRICAL PERMIT
TO WORK (EPTW) shall be issued to a CEP, who shall remain onsite to ensure safety of personnel
involved. It shall be stated in the 'Work Description’ Section of EPTW that the High Voltage overhead
line has been made safe so that passage / work can take place near / under the earthed conductors,
but no work shall be carried out on the conductors themselves.

1.2.4 At all other sites subjected to passage underneath overhead power lines (e.g., access roads to
construction sites), goal posts and safety barriers shall be erected at an absolute minimum horizontal

Document No.: MJEC-HSE-OC-01 Issue Date: 14-10-2021 Issue No.: 05 Page 89 of 105
Electrical Safety Rules

distance of 6 meters from the overhead line to ensure that mobile plant crosses under the overhead
line via the goal posts (ref Figure 2).

1.3 Safety Clearances

1.3.1 The minimum vertical safety clearance to the lowest conductor of the overhead line, beyond
which no person or object can approach shall be:

33 KV 1.2 m

11 KV 0.9 m

1.3.2 The following factors shall be taken into account when deciding the safety clearances.

• Has the ground level been raised in any way which could reduce the design clearances
of overhead line?
• Check the area under the line for humps or bumps which could reduce safety
clearances.

1.4 Major Work Sites in the Vicinity of Live Overhead Lines

If major construction activity involving cranes, high loads and other heavy plant, is to take place within
15 meters of a live overhead line, safety barriers shall be erected. The absolute minimum horizontal
distance of the safety barriers from the line should be 6 meters (ref Figure 1)

1.5 Major activity Directly Underneath Overhead Power Lines

1.5.1 If major construction activity involving earth moving and other heavy plant, is to take place
below live overhead line, where possible overhead power lines should be made dead. If this is not
practicable, then strict precautions shall be enforced whilst work is in progress.

1.5.2 The safety precautions for such work shall be closely supervised by the Area Distribution
representative who shall ensure that a minimum vertical safety clearance of 3.5 meters is maintained
at all times. Figures 2 and 3 illustrate methods that can be adopted, using goal posts and safety
barriers, to assist in promoting safe working practices
