1. Introduction

1.1 PURPOSE

This SP is an amendment / supplement to DEP 33.67.51.31- Gen. 'High - Voltage


Switchgear and Controlgear Assemblies'
It contains additional and or modified requirements specific to the company and shall be
used in conjunction with the above DEP. Requirements for the gas insulated switchgears
are included in this SP.
DEP clause numbers used in this SP refer to the relevant clause numbers of the above
DEP, issue dated July 96.

1.2 APPLICABLE STANDARDS, SPECIFICATIONS AND CODES

1.2.1 PDO Standards


Indoor HV switchgear shall fully comply with the following standards and specification:
DEP 33.67.51.31-Gen. - 'High Voltage Switchgear And Control Assemblies'
DEP 33.64.10.10-Gen. - Electrical Engineering Guidelines and Clause 5.2.1 and 5.2.2.
SP-1103 - Electrical Engineering Guidelines (Amendment/Supplement to
DEP-33.64.10.10)
SP-1105 - Electrical Standard Drawings (Group-7, Electrical Protection
Scheme)
In addition to the requirements stated in the above DEPs and SP, the requirements of this
SP shall be included in the design.

1.3 COMPLIANCE WITH STANDARDS

All requirements of this Specification shall apply except where equipment manufacturer’s
standards are more stringent, then the latter shall apply.
The user shall obtain the written approval from the technical authority within PDO for any
deviation from this Specification. The appropriate technical authorities are set out in ERD-
00-02.
In all cases, the Company shall determine the adequacy of Works executed by the
Contractor in accordance with this Specification.

1.4 PRODUCT/ASSET WARRANTY

The equipment shall be guaranteed to meet specified technical particulars listed in this
Specification and all referred standards and codes. These guarantees and particulars shall
be binding and shall not be varied without the written permission of the Company's
Representative. Any deviation, concerning both requirements and recommendations shall
be identified in writing at the time of quotation.
If the guaranteed performance of the equipment is not met and/or if any component fails to
comply with the specification requirement in any respect whatsoever at any stage of
manufacture, test or erection, the Company 's Representative may reject the equipment, or
defective component thereof, whichever he considers necessary, and after adjustment or
modification as directed by the Company's Representative, the Vendor shall submit the
item for further inspection and/or test.
All repair procedures shall not be performed without the prior approval of the Company's
Representative. In the event of a defect on any item being of such a nature that the
specification requirements cannot be fulfilled by adjustment or modification, such item
shall be replaced by the Vendor, at his own expense to the entire satisfaction of the

Company's Representative. Equipment repaired to an approved procedure shall not be
accepted as a permanent solution or replacement unless the Vendor guarantees in writing
that the repaired plant or component shall have the same service life and efficiency as the
component originally manufactured.
The Vendor shall also warrant all equipment and component parts against defective
material, design and /or workmanship. Merely extending a Sub-Vendor’s warranty is not
acceptable.
The approval of the Company's Representative of inspection and/or test results will not
prejudice the right of the Company's Representative to reject an item of equipment if it
does not comply with the contract document when erected or prove completely satisfactory
in service.
Product/asset warranty shall further refer to the requirement as specified in the commercial
package of the contract document.

2. Amendment/Supplement

2.1. DEP CLAUSE 2.1 - ATMOSPHERIC CONDITIONS FOR INDOOR


INSTALLATIONS

For the atmospheric conditions in substations or switchrooms refer to SP-1103; section 1.1
and its appendix 1. HV switchgear shall be designed for a continuous operating
temperature of 40C, and for 2 hours at 50C.

2.2 DEP CLAUSE 2.3 - SPECIAL SERVICE CONDITIONS

For transport requirements to and inside Oman reference shall be made to ERD-06-01.

2.3 DEP CLAUSE SECTION FIVE DESIGN AND CONSTRUCTION

Revised Clause:
Switchgear and control gear shall be designed to minimize any risk of short circuits and to
ensure personnel and operational safety during all operating conditions, inspections and
maintenance.
Gas insulated switchgear shall be designed for continuous operation at full load for at least
90000 hours without maintenance which would require the busbar system or connected
circuit to be de-energized. In the case of air insulated switchgear the operation at full load
shall be at least 40000 hours without maintenance which would require the busbar system
to be de-energised.
Equipping and commissioning of spare panels as well as connecting main, control and
auxiliary cabling shall be possible whilst the switchgear is alive and in operation. SF6 gas
insulated switchgear spare panels must be equipped with circuit breakers if the panel can't
be modified without de-energising the switchgear.
Switchgear and controlgear shall be of the metal-clad, air insulated withdrawable or SF6
gas insulated non-withdrawable type, having either a single or double busbar system, and
consist of a number of separate panels assembled into one or more sections. Sections shall
be electrically interconnected by a sectionalizing switching device.
Double busbar systems shall have facilities for being electrically coupled for each section
by a buscoupler. The busbar systems shall be fully segregated, making it possible to work
safely on one system when the other system is energized.
Facilities for extension of the gear shall be provided at both ends.
The lay-out of the operational front and the location of the components of the assembly
shall be arranged in a logical and systematic sequence and standardized throughout. No
operational equipment or metering apparatus shall be located at levels below 200 mm and
above 2000 mm. When the latter is not possible due to space constraints, details of the
equipment to be installed above 2000 mm shall be given in the quotation.
Alphanumeric notation, generally in accordance with IEC 445, shall be used for
identification and marking of phases, conductors and terminals.
For panel arrangements and schematics refer to standard drawings series S 67 as listed in
(Part III).
Padlock facilities shall be provided on all circuit breaker mechanisms in the open and
closed positions. However, it shall be possible to electrically open the circuit breaker when
it is in the service position without first removing the padlocks.
Where a mechanism is to be locked in a specific position, provision shall be made at the
part of the mechanism where the operating power is applied and not to remote or ancillary
linkages.
Unique locking facility shall be provided for all panel doors of withdrawable switchgears.

The short circuit rating of the switchboard shall be sufficient to operate the switchboard
with all incoming and sectionalising units closed, taking into account motor contributions.
The use of interlocks between incomimg units and sectionalising units, to reduce the fault
level, is not permitted.
Facilities shall be provided for high voltage tests on HV cables and for the primary
injection of current transformers.

2.4 DEP CLAUSE 5.2 - REQUIREMENTS FOR GASES IN


SWITCHGEAR AND CONTROL GEAR

Revised clause:
Gases other than atmospheric air may be used as switching medium. SF6 gas may be
applied as insulation medium for switchgear with rated system voltages above 12 kV. Gas
used as insulation medium shall be fully segregrated from any switching medium. In Gas
Insulated switchgear the switching medium shall be vacuum for the circuit breakers.

2.5 DEP CLAUSE 5.3 - EARTHING

Revised clause:
It is permissible to use circuit breakers as devices to provide earths on the cable side. In
this case means shall be provided to ensure that electrical tripping of the circuit breaker is
inoperative both during closing and when closed in the earthing position. It shall not be
possible to return to the service position without cancelling the means provided to render
the electrical tripping inoperative.
For direct connection to the station earthing grid, earthing bolts of at least M10 shall be
provided at both ends of the main earth bar.
An integrally mounted three phase earthing switch, capable of making and carrying the
prospective short circuit current, and suitable for local, manual operation, shall be provided
on the cable side of all HV switching devices.
In Gas Insulated Switchgear an integrated three position isolator switch, with busbar
connected/isolated/earthed positions, is acceptable for earthing using the HV switching
device of the circuit.
The operation of the earthing device shall be interlocked, allowing closure of the earthing
switch/ HV switching device only when the HV switching device is not in the service
position.
In Gas Insulated switchgear, a clear three phase voltage indicator system shall be installed
indicating voltage on all outgoing feeders both on the front and the rear of the panels and
all sections of the busbar system on the front in the sectionaliser panel(s). Capacitive
voltage indicator systems are acceptable for this purpose.
Earthing facilities for the earthing of the busbar system of each section shall also be
provided. This should be arranged via the incoming HV switching devices or alternatively
by a withdrawable earthing device capable of making and carrying the prospective short
circuit current. The Manufacturer shall separately quote for (a) withdrawable earthing
device(s) when applicable.
In Gas Insulated switchgear the busbar earthing system shall be integrated in the
sectionaliser HV switching device(s), with an electrically interlocked system between all
circuit HV switching devices and the busbar earthing HV switching device(s). The
electrically interlocked system shall be of the fail safe type, preventing busbar earthing
without power supply to the interlock system.
Circuit earthing devices shall be arranged for local, manual operation only. Earthing
devices for motor starters may be automatically applied when the starter is withdrawn.
Earthing devices, shall be equipped with a mechanically operated position indicator which
shall be clearly visible without removal or opening of panel doors or covers.

Padlocking facilities for locking the earthing device, or for the GIS breakers the three
position isolator in earthed/ blocking earthed position, in the open and closed position shall
be provided.
When an earthing device has been applied in a compartment, it shall not be possible to
insert a switching device into the service position of the compartment concerned.
Clear instructions, preferably pictorial, shall be installed showing the methods of earthing.

2.6 DEP CLAUSE 5.9 - NAME PLATES

Add to this clause:


Dimension of name plate labels and circuit lables as referred in DEP sub clauses 5.9.1 and
5.9.2 shall be 50mm x 150mm.

2.7 DEP SUB CLAUSE 5.9.3 - SYNOPTIC DIAGRAM

Revised clause:
Assemblies shall be provided with a durable one-line synoptic diagram, clearly indicating
the specific function of the different compartments when this would not be clear from the
general layout. It shall be easily possible to follow the single line busbar system with all
connected HV devices throughout the assembly.

2.8 DEP CLAUSE 5.101 - DEGREE OF PROTECTION AND INTERNAL


FAULT

Revised clause:
Anti-condensation heating is required in all panels, including buscoupler panels, of air
insulated type switchgears.
For air insulated switchgear the minimum degree of protection of the enclosure shall be IP
4X as per IEC 529. The floor of the switchhouse shall not be considered to be part of the
enclosure. For Gas Insulated switchgear the minimum degree of protection of the gas
insulated enclosure shall be IP 64 as per IEC 529, and IP 4X for low voltage
compartments.
The top of the switchgear shall be sealed to such an extent that ingress of water is
prevented in case of vertical drops of water.
For the partitions between compartments a degree of protection of at least IP 30 and
between panels IP 40 shall be achieved, which shall be maintained through all operational
conditions. Busbar compartments of different sections of the switchboard shall have a
partition with a degree of protection of at least IP 40.
NOTE Busbar compartments of a section do not require to have partitions between the
individual panels.
LV compartments shall be easily accessible and, when opened, shall offer a degree of
protection of at least IP 2X towards any live part inside the compartment and on the door.
If anti-condensation heating is required inside the assembly, it shall be supplied from a
separate LV source connected between system phase and neutral. The heating system of
each section shall be separately protected and switched for isolation purposes by means of
a miniature circuit breaker in combination with an earth leakage protecting device of 30
mA, which shall have a separate contact wired up to terminals to provide a remote alarm.
When the heating system is live, it shall be indicated by means of a prominently situated
red light.
Switchgear enclosures shall comply with Annex AA with regard to their mechanical
strength in the event of an internal arc. The test performance shall be in conformity with
accessibility type A.
All switchgear assemblies with a short circuit rating of up to 25kA (rms) shall be type-
tested for their rated short circuit current with an arc duration of 0.5 s minimum; however,

testing for a duration of 1s is preferred. Switchgear of higher ratings shall as a minimum be
subjected to the above type test at 25kA (rms), 1s. Gas Insulated Switchgear shall be
subjected to the above test at specified rated short circuit current with a minimum duration
of 0.5 s. Operation of purpose built pressure relief systems is allowed within the arc
duration time.
The test shall be executed for all separate compartments within the functional unit
containing HV equipment, i.e. busbar compartment, circuit breaker/contactor compartment
and cable compartment.
Type test reports regarding internal arc withstand performance shall be available in the
quotation stage.

2.9 DEP SUB CLAUSE 5.102.1 - GENERAL

Revised sub-clause:
Enclosures shall be free standing and self supporting.
All components requiring periodic maintenance shall be easily accessible. Cable
installation work on functional units (replacements or new installations) and equipping of
spare panels must be safely possible without de-energizing adjacent units. For non
withdrawable Gas Insulated Switchgear the spare panels shall be equipped with the HV
switching device(s) if it is not possible to do this without de-energising adjacent panels
and/ or the busbar section.
All structures, sheeting and other metal parts shall be adequately protected against
corrosion. Frame and partitions may be of galvanised steel without further paint coating.
Those parts/covers requiring painting shall be properly pre-treated before the final coat(s)
of oil resistant finishing paint is applied. Manufacturer's standard colour is acceptable. If a
Manufacturer does not have a standard colour, light grey is preferred for external surfaces.

2.10 DEP CLAUSE 5.103 - PARTITIONS AND SHUTTERS

Not applicable for gas insulated switchgear.

2.11 DEP CLAUSE 5.108 - BUSBAR SYSTEMS

Revised clause:
Busbar systems of air insulated switchgear designs shall be located in separate, air filled
compartments and the busbars including the branch connections shall be fully insulated.
The insulation shall be rated to withstand at least the line voltage of the system. This shall
be verified by a type t
est in which the line voltage will be applied between the busbar and an aluminium foil
wrapped closely around the insulation over a length of at least 300 mm. The duration of
this type test shall be 60 minutes, during which the insulation must remain intact. The
insulation shall be continued as far as practicable into the outgoing switching device and
cable compartments up to the next current protective device. In incoming panels the
insulation, or alternatively segregation, shall be extended up to the terminals of the
incoming cables.
Gas insulated busbar systems shall be located in fully separated SF6 filled compartments,
with separated SF6 pressure monitoring gauges, equipped with a low pressure alarm
contact.
Provisions shall be made at the bolted connections to enable accessibility for maintenance
and extensions when appropriate.
Busbars shall be made of copper. Aluminium bars may be considered, but shall be subject
to approval by the Principal.
Busbars and connections shall be fully rated, braced and supported to withstand the
dynamic, thermal, and di-electric stresses over the full length of the switchgear.

All bolted connections shall be made with high tensile strength bolts effectively secured
against loosening.

2.12 DEP CLAUSE 5.110 - VOLTAGE TRANSFORMERS

Revised clause:
Voltage transformers shall be in accordance with IEC 186. The rated output shall match
the maximum load of the equipment connected plus 25%, and should be selected from the
range of standard values. The preferred secondary voltage is 110 V.
Voltage transformers for measuring purposes shall be of accuracy class 3, except those for
measuring the supply of third parties, which shall be of class 1. Voltage transformers for
use with generator AVR's shall be of accuracy class 0.5.
Voltage transformers for protection purposes shall be of accuracy class 3.
One side of the low voltage winding of single phase voltage transformers and the star point
of three phase voltage transformers shall be earthed via an earthing link.
In air insulated switchgear voltage transformers shall be protected on the HV side by high
rupturing capacity, short circuit current limiting fuses in accordance IEC 282-1. Fuses shall
be readily accessible and suitable arrangements shall be made for safe replacement of fuses
whilst the busbar system remain live. In Gas Insulated switchgear single phase voltage
transformers shall be connected via an isolator device, directly to the gas insulated busbar
systems and installed without any HV cable connections, in their own SF6 filled
enclosures, without HV fuses. Voltage transformers at the cable side of feeder panels may
be of the metal enclosed type, outside the SF6 filled cable compartment, connected direct
to the cable termination via a isolator device, and mounted adjacent to the rear side of the
panel.
At the LV side, industrial type cartridge fuses or miniature circuit breakers shall be
provided. All protective devices shall be capable of handling the inrush currents under all
service conditions, without abnormal ageing or deterioration. The rating of the protection
devices shall be selected in such a way that selective coordination with upstream and
downstream protection is guaranteed.
Voltage transformers for use with generator AVR's shall not be protected by fuses but shall
be connected within the protection zone of the generator differential protection.

2.13 DEP CLAUSE 5.113 - PROTECTIVE DEVICES

Add to this clause:


The provision of protective devices (e.g. fuses, relays) and measuring and recording
instruments (e.g. meters) shall be in accordance with the standard drawings mentioned in
section 2.20 of this SP.
In addition each section of the switchboard shall be provided with an under frequency
relay, wires to a suitable terminal block.
The relay types listed in the PDO Approved Vendors List shall be used.
Revised clause:
Fuses used in air insulated switchgear HV circuits shall be in accordance with IEC 282-1
and shall be of the high rupturing capacity, short circuit limiting type. Application of more
than two fuses in parallel per phase shall be subject to approval by the Principal.
In LV circuits miniature circuit breakers in accordance with IEC 947-2, or industrial
cartridge fuses, in accordance with IEC 269, shall be used for the protection of control,
measuring and auxiliary circuits.
Each individual branch circuit from an auxiliary bus wiring system shall be provided with
a selectively graded protective device.
NOTE: This is not required for panel anti-condensation heaters (5.101).

2.14 DEP CLAUSE 5.114 - CABLE TERMINATIONS

Revised clause:
Cable boxes of air insulated switchgear shall be suitably designed to accept Company
approved cable terminations of heat shrink or cold shrink type. The manufacturer shall
provide kit required for terminating the cables of relevant type to the switchgear. Cables
shall be adequately mechanically protected.
In gas insulated switchgear terminations shall be of the fully insulated plug in type, cable
terminations form an integrated part of the switchgear design and shall be delivered by the
switchgear manufacturer as part of the order package.
Cable compartments in air insulated switchgear shall be of adequate size for splitting,
sealing and terminating single or multi-core cables including the utilization of stress cones,
if required, as specified in the requisition or attached schedules. Cable end boxes or sleeves
shall be of the split type.
If applicable cable glands and the mounting plate for single core cables shall be of non-
magnetic material. The glands shall be insulated from the framework and the mounting
plate.
When specified on the requisition, glands shall be supplied by the switchgear
manufacturer, for all main and control cables as indicated on DEP 33.67.51.80-Gen.
('Schedule for HV switchgear and controlgear assemblies').
Separate termination compartments for HV and LV connections shall be provided.
Inside the compartments, adequate provisions shall be fitted for earthing the screen and/or
armouring of each cable independently.

2.15 DEP SECTION SEVEN - RULES FOR ROUTINE TESTS

Revised Section:
The Manufacturer shall perform routine tests in accordance with IEC 298 on the total
assembly. However, if the equipment will be shipped in units at different times, the routine
tests may be performed on the separate units. The results shall be recorded in a test report.
Gas insulated switchgear compartments shall be 100% factory tested on gas leakage, with
test certificates made available during routine tests. Routine tests do not require the
switchgear to be filled with SF6 gas.
Busbar testing of gas insulated switchgear shall form part of the on site pre-commissioning
tests.
If indicated on the requisition or order, the Principal or his Nominee shall witness the final
routine testing.
Transportable units may be wired together instead of completing busbar joints.
At least the following checks and tests shall be carried out.
Switchgear shall be visually inspected for conformity with the latest issue of the approved
drawings and with the order. The following shall be verified:
- The degree of protection of the enclosure by visual spot checks,
- The degree of protection within the compartments by spot checks,
- The effectiveness and reliability of safety shutters, partitions and shrouds (if applicable),
- The effectiveness and reliability of operating mechanisms, (pad)locks and interlock
systems,
- The insulation of the busbar system (if applicable),
- The creepage distances and clearances,
- The proper mounting of components,

- The internal wiring and cabling system,
- The correct wiring of main and auxiliary circuits,
- The suitability of clamping, earthing and terminating arrangements,
- The correct labelling of functional units,
- The completeness of the data on the nameplate,
- The availability of the earthing system throughout the switchgear,
- The interchangeability of electrically identical components (for withdrawable
switchgear only),
- The non-interchangeability of mechanically identical but electrically different
components.
Insulation resistance testing shall be carried out applying a Megger between each phase
and earth, with the two remaining phases connected to earth. This test shall be carried out
with all manually operated and latched type switching devices closed in the service
position and all main fuses installed.
Dielectric test shall be carried out in accordance with IEC 694 clause 4.2.1 table 1.
Testing of the mechanical and electrical operation of a number of functional units on
random basis, including their control and protective devices. Unless otherwise agreed, tests
shall be done on 10% of the number of similar functional units with a minimum of two
units. If these tests are unsuccessful, further operational tests on all panels shall be carried
out.
NOTE: Similar functional units are motor feeders, or transformer feeders, or plain feeders,
etc.

2.16 DEP CLAUSE 8.3 - FUSE CONTACTOR UNITS

Not applicable for gas insulated switchgear.

2.17 DEP CLAUSE 8.5 - SUPPLY VOLTAGES FOR CLOSING,


TRIPPING AND PROTECTION

Add to the clause:


Closing and tripping supply voltage shall be 110V DC.
One 100% duplicated DC system with adequate capacity ( required as per annex. HH of
the DEP) is acceptable for closing, tripping and protection load of multi switchboards
installed in a substation.

The purchase order shall clearly state all deviations from this SP and all other
referenced standards.
The purchase order shall be prepared using the latest revision of the following standard
forms:-
a) SIOP requisition form: DEP.33.67.51.93-Gen. (91 sheet)
b) SIOP HV switchgear schedule: DEP.33.67.51.80-Gen. (3 sheets)

2.19 DEP CLAUSE 10 - RULES FOR TRANSPORT, STORAGE,


ERECTION AND MAINTENANCE

Add to the clause:


The scope of supply shall include site erection, testing, and commissioning by the
switchgear vendor or his approved local contractor personnel.

2.20 APPLICABLE STANDARD DRAWINGS

The design shall be based on the following standard drawings:

2.21 ALARMS

a) The alarm contacts of HV switching device and protection relays in a panel


shall be combined into one common alarm.
b) These alarms and DC tripping and closing supply system alarms shall be
brought to a common alarm annunciator window on the bus section panel. If this
is not possible, due to restricted space on the bus section panel, then the alarms
shall be brought to a separate annunciator panel, located in the switchroom.
c) The alarm annunciator window shall be provided per section of the switchboard.
d) The scope of supply shall include all interconnection wiring.
